Charter Amendment Resolution 2026-3 Referendum Schedule

Resolution No. 3480 - scheduling the referendum on the proposed charter amendment to repeal Article XXIII of the City Charter for the next general election scheduled for Tuesday, November 2, 2027.

Special Litigation Counsel

Resolution No. 3489 - to appoint Lyndsey J. Ryan, Esquire and the attorneys of Booth, Cropper & Marriner, PC. as special litigation counsel for the City of Salisbury with respect to the litigation currently pending before the Circuit County for Wicomico County and captioned as Worthington Asset Protection, LLC, et al. v. City of Salisbury, et al. (CASE NO.: C-22-CV-25-000184); City of Salisbury v. Mentis Lot 10, LLC (CASE NO.: C-22-CV-25-000298); and SBY Market Center, LLC v. Mayor and City Council of Salisbury, et al. (CASE NO.: C-22-CV-26-000299).

Reallocating 2012 Bond to Zoo Facility Improvements - 2nd Reading

Ordinance No. 3016 - amending and supplementing Ordinance No. 2140, passed by the Council on March 14, 2011, approved by the Mayor of City of Salisbury (the “City”) on March 18, 2011 and effective on March 18, 2011 (“ordinance no. 2140”), as previously amended and supplemented, in order to (1) authorize and empower the city to use and apply certain investment earnings on the $7,693,000 City of Salisbury public improvements bond of 2012 issued on May 3, 2012 (the “2012 bond”) to a project identified herein as “zoo facility improvements,” in addition to the projects originally identified in Ordinance no. 2140, as previously amended and supplemented, and (2) identify such additional project as a “project” for all purposes of Ordinance no. 2140, as amended and supplemented; providing that this title is a fair statement of the substance of this Ordinance; authorizing certain City officials to take certain actions in connection with the transactions contemplated by this ordinance; providing that the provisions of this ordinance shall be liberally construed; and otherwise generally relating to the use of proceeds of the 2012 bond.

Reallocating 2013 Bond to Zoo Facility Improvements - 2nd Reading

Ordinance No. 3017 - amending and supplementing Ordinance No. 2273, passed by the Council on December 16, 2013, approved by the Mayor of City of Salisbury (the “City”) on December 16, 2013 and effective on December 16, 2013 (“Ordinance No. 2273”), as previously amended and supplemented, in order to (1) authorize and empower the city to use and apply certain investment earnings on the $3,178,000 City of Salisbury public improvements bond of 2013 issued on December 23, 2013 (the “2013 bond”) to a project identified herein as “zoo facility improvements,” in addition to the projects originally identified in Ordinance No. 2273, as previously amended and supplemented, and (2) identify such additional project as a “project” for all purposes of Ordinance No. 2273, as amended and supplemented; providing that this title is a fair statement of the substance of this ordinance; authorizing certain City officials to take certain actions in connection with the transactions contemplated by this ordinance; providing that the provisions of this Ordinance shall be liberally construed; and otherwise generally relating to the use of proceeds of the 2013 bond.

Reallocating 2014A Bond to Zoo Facility Improvements - 2nd Reading

Ordinance No. 3018 - amending and supplementing Ordinance No. 2299, passed by the Council on August 25, 2014, approved by the Mayor of City of Salisbury (the “City”) on August 28, 2014 and effective on August 28, 2014 (“Ordinance No. 2299”), in order to (1) authorize and empower the City to use and apply certain investment earnings on the $4,009,000 City of Salisbury public improvements bond, series 2014a issued on September 26, 2014 (the “2014a bond”) to a project identified herein as “zoo facility improvements,” in addition to the project originally identified in Ordinance No. 2299, and (2) identify such additional project as part of the “project” for all purposes of Ordinance No. 2299; providing that this title is a fair statement of the substance of this ordinance; authorizing certain City officials to take certain actions in connection with the transactions contemplated by this Ordinance; providing that the provisions of this Ordinance shall be liberally construed; and otherwise generally relating to the use of proceeds of the 2014a bond.

Ordinance No. 3019 - amending and supplementing Ordinance No. 2357, passed by the Council on October 12, 2015, approved by the Mayor of City of Salisbury (the “City”) on October 14, 2015 and effective on October 14, 2015 (“Ordinance No. 2357”), as previously amended and supplemented, in order to (1) authorize and empower the City to use and apply certain investment earnings on the $4,726,200 City of Salisbury public improvements bond of 2015 issued on December 1, 2015 (the “2015 bond”) to a project identified herein as “zoo facility improvements,” in addition to the projects originally identified in Ordinance No. 2357, as previously amended and supplemented, and (2) identify such additional project as a “project” for all purposes of Ordinance No. 2357, as amended and supplemented; providing that this title is a fair statement of the substance of this ordinance; authorizing certain City officials to take certain actions in connection with the transactions contemplated by this Ordinance; providing that the provisions of this Ordinance shall be liberally construed; and otherwise generally relating to the use of proceeds of the 2015 bond.
