Were there any corrections or additions to the August 17th council minutes that were in the packet? None the minutes will stand as corrected Or it's proof, or it's presented. How is it presented? Sorry about that. On consent items, I'm going to go ahead and read all of these consent items, which we can do with one motion. If you want to pull one out, just say something before we do the consent items. Consent items, item A, consider pay request number nine in the amount of $25,536 to Spectrum Environmental for Kemper asbestos removal. Consent item B, consider change order number seven in the amount of $40,689.64 to C.L. Richardson, construction for water and sewer improvements 2025. Item C, consider change order number eight in the amount of $96,538.27 to C.L. Richardson, construction for water and sewer improvements 2025. Item D, consider payout number nine in the amount of $203,436.22 to CL Richardson Construction for Water and Sewer Improvements 2025. Item E, consider payout number 10 in the amount of $525,380.53 to CL Richardson Construction for Water and Sewer Improvements 2025.

Moving on to item number six, presentation of accounts and claims. A, appropriations. be it ordained by the Council of the City of Boonville as follows. Section 1, for the purpose of paying salaries of various accounts against the City of Boonville, which have been allowed by the Council at the regular meeting thereof on 9-8-2026, the sum of $817,824.45. General Fund, $226,883.24. Annotation, $4,666.57. CIP tax, $83,434.67. Waterworks, $184,589.58. Capital projects, $0.00. Wastewater, $167,747.90. Tourism, $25,353.52. Gaming, $60,125.77. Parks and Water, $25,856.39. Camper Sales Tax, $39,166.81. Section 2, the accountants hereby authorized and instructed to draw checks on respective Citibank accounts in favor of the persons whose salaries and accounts have been allowed as above, amounting to $817,824.45. being the total amount of money being appropriated. Section 3, this ordinance will take effect and be enforced from an after passage. First reading on 9-8-2026 read for the second time this 9-8-2026 since a copy was made available prior to the meeting.

Yeah, so a couple things. One, when there's three weeks between the meeting, we just get an extra week of bills, so that's part of it. But then in the water, I think all the rest of the tank cleaning bills came in, or the annual maintenance that we do with Whatever that, is it USGS? So those all came in. And I think on the water side, there was some pump repair there. And I think there was also some service contracts that came through there that are just annual one-time payments.

Harville? Yes. Okay. Item seven, unfinished business. We appear to have none. Item eight, new business. First reading of bill number 2026-015, approving an intergovernmental agreement with Consolidated Public Water Supply District number one of Cooper County.

An ordinance of the City of Boomba, Missouri authorizing and approving an intergovernmental agreement by and between the City of Boomba, Missouri and the Consolidated Public Water Supply District No. 1 of Cooper County to supply water, a property along Santa Fe Road, providing an effective date therefore in repealing all ordinances in conflict with this ordinance.

Item number nine, reports of standing committees. I don't believe we have any of those. And then item number ten, reports of city officials. I do have a couple of committee appointments. One for the Industrial Development Authority would be Greg Oswald to be appointed to the Industrial Development Authority. And then on for police board, Ralph Twelman had... gone off of that board, and Becky Ehlers agreed to serve in that capacity on the police board. I think once, assuming we approve those, we should have all of our committees at full force.

I provided some information about the 26 pool season, the audit, which you just got the whole audit, and then also the capital projects update. I'm happy to answer any questions if you guys have any.

Just one. We do make mention of working on city reserves quite a bit, right, over the next, whatever the, I think the detail in the audit was, but I think most of that is dedicated money to those projects. Isn't that correct? On the reduction? Yeah.

Yeah, so obviously we've been banking this roughly $4 million now in Kemper, so that will get...

Used. And then as we continue to save and spend on any infrastructure projects, we're already utilizing some amount of reserves to pay for the projects we're currently in. That would likely have to be the case again, even though we'll probably try to bank some this year, but we'll still pull in reserves as we continue those projects.

Any cause for concern with that?

No. I wouldn't proceed with a project if I thought we were hurting the reserves.

I just wanted to mention there's a festival and event permit, Witchy Weekends, and they ask for a street closure. You guys noticed that it's like Chestnut, Main, to 4th? Wait. That doesn't make much sense.

Oh, okay, so they're having, like, a little parade, and their parade route is Main Street from high to Chestnut.

And then they're closing Chestnut to 4th. Chestnut from Main to 4th, yeah. Are you going to take a motion on that tonight? The street closure? Who do we have on that? It's us. What do you mean? I think we're the only property on that block.

I do have one quick thing, Mr. Mayor. If the council recalls back in June, I think it was, we had a resident from Ward 2 that came and talked a little bit about some of the issues that she had with the ordinances surrounding animals and treatment of animals and things like that. Brad and I, Brad Woldridge and I approached her after that meeting and committed to sitting down with her and getting kind of to the root of some of those issues. And so we finally were able to get a date scheduled for that last week. And so we met for an hour and just kind of talked a little bit about what some of the potential issues she has with them. And so Brad is actually going to do a pretty heavy review on some of those ordinances, specifically the neglect and abandonment section and then also the tethering section as well too and bring some suggestions to council um probably by next meeting so okay just wanted to put that out there as an update for what's going on with that

Mr. Mayor, just a few things for me. So, Amber, if possible, on the second reading of 2026-2015, can we add a map to that so we know exactly what we're talking about? I always like that just for public record and clarity for exactly what we're doing. Secondarily, just a shout-out to Kate. All the people at City Hall, when your audit report is just a speed bump that we don't talk about, it's a really, really great thing. So shout out to all the hard work that happens. Again, when you don't have to talk about your audit report year after year, it's a good sign of good management. So thanks to everyone, Kate especially, and all of her team that makes that possible. So appreciate it.

What are the quotes? No material weaknesses, no significant deficiencies, no findings. That's what you want. That's a good way to end an audit.

Quick point. I was just looking up whether or not that annexation can be grandfathered, and it cannot.

It's not the annexation. We already annexed it in 1997.

Right, not in 97. And that's why I was like, well, maybe can that be grandfathered? Oh, yeah, no. But it cannot be grandfathered, annexation between county and city.

We pushed the water district a little bit to see if they could look back in their records, because we actually had water lines on the property. And our argument was, I can't imagine we would have done that had there not been some kind of agreement. Right. I don't know if Mike knows better, but I'm going to put him on the spot for all the details, but it also wasn't the Cooper County Public Water, did I say that number, didn't I?

It wasn't even Public Water Supply District number two.

Yeah, so it's not even the current water supply district. Unfortunately, we're just in a space where we can't really prove anything one way or the other, and it's just most prudent for us to move forward with it.

Figure out what it's going to take and just do it.

As it relates to that, is there any expectation of sewer at some point in time with that?

He's going to go on sewer because he's doing a minor subdivision of that property. He's going to split it into four lots.

Will we have an outlay of cash to run mains to that, or will they run laterals to... They're running it, right, Jeff?

They've already... Yeah, they were already going to put the sewer in.
