COMMUNICATIONS FROM THE PUBLIC (Non-agendized items)
This is the time and place for the public to address the Board of Directors. State law prohibits the Board from addressing any items not previously included on the Agenda, but can refer you to staff for follow up. The Board of Directors may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to three minutes per individual at the discretion of the President. Individuals representing a group or an organization shall be permitted five minutes. Comments relating to similar issues should be brief, concise, and non-repetitive. Speakers should state their home or business address when commenting to the Board. Note: Under the provisions of the California Government Code, the Board is prohibited from discussing or taking immediate action on any non-agendized item unless it can be demonstrated to be of an emergency nature or the need to take immediate action arose after the posting of the agenda.

Kammerer Park Court Conversion – Phased Approach – (C. Manitta)
RECOMMENDATIONS: 1. Authorize staff to proceed with Phase 1 of the Kammerer Park court conversion project, consisting of environmental review necessary to determine the appropriate California Environmental Quality Act (CEQA) compliance pathway; and 2. Authorize the reallocation of available COVID-19 Fiscal Relief for Special District funds of $361,142 from the Administrative Building Annexation Project to the Kammerer Park court conversion project; and 3. Direct staff to incorporate pickleball-specific design and construction requirements into the District Construction Standards to capture pickleball policy standards; and 4. Authorizes the General Manager or his designee to approve and execute all documents, agreements, amendments, contingency expenditures, Capital Improvement Plan amendments, and other actions necessary to implement the Board's direction.
Approval of the Purchase of a Pierce 107-Foot Enforcer Ascendant Tiller Fire Apparatus – (R. Kasparian)
RECOMMENDATIONS: 1. Authorize the General Manager to execute a purchase agreement and all related documents with Golden State Fire Apparatus Inc. for the purchase of one Pierce Manufacturing, Inc. 107-foot Enforcer Ascendant Tiller (aerial fire apparatus) utilizing the National Purchasing Partners (NPPGov) cooperative agreement program, utilizing Payment Option A (100% prepayment), in an amount not to exceed $2,170,808.56; and 2. Designate $2,470,808.56 in revenue received pursuant to the Memorandum of Understanding with Wilton Rancheria as assigned fund balance within the Fleet Internal Service Fund for the purchase of a Pierce Manufacturing, Inc. 107-foot Enforcer Ascendant Tiller (aerial fire apparatus) and associated equipment.
Pension and Other Post-Employment Benefits Funding Plan Update – (N. Vang)
RECOMMENDATIONS: Receive and file the update on the District's Comprehensive Funding Plan for Pension and other Post-Employment Benefits liabilities.
Approve Classification Changes, Authorized Position List & Publicly Available Salary Schedule. (B. Lorda)
RECOMMENDATIONS: 1. Approve the creation of a new Senior Payroll Analyst classification to salary grade 23 of the Full-time Salary Schedule, effective February 16, 2026; and reclassification of the incumbent; and 2. Approve the creation of a new Procurement Manager classification to salary grade 27 of the Full-time Salary Schedule, effective September 1, 2026; and 3. Approve the creation of a new Senior Park Ranger classification to salary grade 7 of the Full-time Salary Schedule, effective September 1, 2026; and 4. Delete the job classifications of Asset Manager and Manager of Park Ranger Operations; and 5. Approve the salary grade change for the Senior Facility Operations Technician from salary grade 3 to 5, effective September 1, 2026; and 6. Approve the salary grade change for the Facilities Operations Technician from salary grade 1 to 3, effective September 1, 2026; and 7. Approve the updated Authorized Position List (Attachment A) based on the position control amendments as detailed within the staff report, including: a) Convert 1.0 Senior Accountant to 1.0 Senior Payroll Analyst b) Convert 1.0 Landscape Maintenance Inspector to 1.0 Park Maintenance Supervisor c) Convert 1.0 Asset Manager to 1.0 Procurement Manager d) Convert 1.0 Program Manager to 1.0 Parks and Recreation Director e) Convert 1.0 Manager of Park Ranger Operations to 1.0 Senior Park Ranger; and 8. Approve Resolution 2026-21 – Adopting the Publicly Available Pay Scales (Attachment B) and Salary Schedules (Attachment C), effective September 1, 2026.
