Recording in progress. Alright. I'm gonna go ahead and call the Parks and Recreation Commission meeting to order at 05:30. All rise for the Pledge of Allegiance. Salute, pledge. will go ahead and open us up to public comment for items that are not on the agenda and are within the city's jurisdiction. This this time is set aside to for citizens to address the Parks and Recreation Advisory Commission on any item of interest to the public that is within the subject matter jurisdiction of the commission. For items that are on the agenda, public comment will be heard when the item is discussed. If your comments concern an item that is noted as a public hearing, please address the commission after the public hearing is open for public testimony. The chairperson reserves the right to limit each speaker to three minutes.
The chairperson also may limit or prohibit multiple presentations by the same individual on the same topic. Please understand by that by law, the Parks and Recreation Commission cannot consider matters that are not on the agenda, and matters of concern will be referred to the city manager. Do we have any public comment today? Alright. Hearing none, we will move on to announcements of agenda corrections. Do we have any agenda corrections? We do not. Okay. Do we have any staff items?
This is a new agenda and a new platform that we're using and we're in line with the county. County uses this registrar also. And so it is going to look a little different. If you have any questions, just let us know. Also, we're working on the pool. Right now, I have 10 WSI. Those are people that can teach some lessons. And 16 total lifeguards. That includes the 10 WSIs. Madison Colgate is the manager this year and assistant manager is Larkin Ward.
We're gonna be opening the pool June 13 through August 8. That's a total of eight weeks. And sponsors for free swim for kids 18 this year are the Masons, Rotary, Kiwanis, and Active two thousand thirty. They each will pay for two weeks of free swim for all kids 18 years old. We're going be opening up swim registration June 8 this year. And that will be through rec deck. Same as you do for the softball in all of our leagues. So that's going to be a new registration format for them too.
Can you repeat when the pool is open till when it closes again?
June 13 through August 8. And we're continuing with lap swim. A lot of the older people like to know that we are still doing lap swim Monday, Wednesdays and Fridays. We added last year Cool Club, which was really popular for the disadvantaged adults and kids, anybody, on Fridays at 11:00 till 01:00. And they get in for free. That's my report.
I think we've briefly touched on it before, but we've been working with the resource conservation district and the grant funding that they received to do art in Samuel Ericks Park. So I went to the fair with them and worked at their booth as community outreach. And we got surveys from the public regarding what sort of art they wanted to see in the park, which was really fun to do.

Then, here's round two. So, okay. Thanks for having me commissioners. Update as far as the backup as far as with the pool, the guys have gotten down there and started doing some of the pool prep, getting ready for the pool season. Some of the stuff that they have been able to complete so far is some of the shower and restroom cleaning and doing some improvements inside there, trying to keep some of those cats out of there as well as try to get some soap dispensers and some other improvements.
The canopy at the kiddie pool has went up, and I think they may be looking at the next couple of days getting the other canopies installed. We were doing some well flushing because we've got some new parts in the well that's right there. So we're using that to kind of flush out through the pool and clean out some of the stuff, but there will be some additional pool surfacing cleaning that will be happening before that gets filled. Continuing on in the River Park area, crews have raised up and trimmed up a bunch of the trees around there to give a much better canopy of seeing underneath. There was one dead tree when they went to trim, removed it.
That's in between the new boat ramp and the old boat ramp closer to that path. Repairs to the restroom are ongoing. We replaced the door, one of the metal doors on there as well as a bunch of other grates and stuff. And unfortunately, they're already starting to try to vandalize that. So we're trying to get all the other parts all lined up and then do one big push and get everything cleaned up and repaired on that.
Standby for that this Friday Rick Laura has coordinated with probation department to do a deep cleaning and cleanup around River Park in preparation preparations for the car show that will be down there on Sunday you did notice there is a lot of construction equipment that is out there and materials that is for the Rio Street sewer project The car show people were aware of that and just let them know that was there. Construction will not start until after that event. One thing as a caveat to that, some equipment, maybe more equipment, be arriving either Thursday afternoon and Friday. And that equipment is going do two fold. We're going to run it down to the boat dock or boat ramp and clean out the last part of the rock down there so we can install the boat ramp or the boat dock portion of it because as of right now our crews didn't have the equipment to be able to reach out and get that last bit where the dock goes.
The goal is if that equipment arrives get it dug out on Friday and if there's enough time remaining in the day, put the dock in on on Friday as well. If not, it'll be on on Monday including the solar light for out in the gravel bar. Light will likely go out there on on Monday or Tuesday. Splash Park update. Myself, our city engineer, as well as the design team have been working diligently trying to get some of the pricing down.
We did get it down to within 80,000 or pardon me 90,000 over budget we're looking at a couple of different means and methods to get that reduced a little bit further I might have to have a conversation with state officials just to make sure that we're all in compliance with with the grant format on that some of those changes are just a different amphitheater structure still a structure on there but a different manufacturer slightly different design but still meeting the needs the other is what's called the trash collector on the storm drain system We're able to utilize city storm drain impact fees in order to cover that cost, which was a very large cost. Pickleball courts, they're eliminated. Kidding, just wanted to see. Collective gasp. It's gas worthy.
Now, fencing we're looking at changing the fencing, I think to the chain link fencing versus the picket fencing. The lighting was there was four light poles for four lighting. We're looking at doing two light poles with a double mast head. So still getting the amount of light but reducing the amount of foundation and such for that. Let's see, storm drain closure, different amphitheater, changing. Again, a couple of things we're looking at. So, tuned for that one as well. Continuing on as discussion with the River Park, the Rio Street Sewer Project. Like we mentioned, equipment arriving Thursday or Friday. They're looking at demoing the old restroom structure over by the pool starting on Monday.
Then they're going to start doing trench grinding. Those activities are going to work from the South and move up to the north. So starting about where the new bathroom is, start doing the trenching that way. Followed by Wednesday, the tentative plan is do excavation for a new manhole assembly, possibly for the bottom of that. Continue on Thursday with excavation and placing a pipe as we move north then finally we have before you is some pictures this is a domed new playground structure This was actually purchased as part of the earlier project that you guys had recommended and council move forward last summer with the rotary and the other service organizations.
After installation of the last playground thing, found that this was left over didn't know that it was there and we were unaware of it Robert was unaware of it so rotary is stepped up and is looking at covering the cost of the installation of this This would be going in the same area of the Trainer Park nearby the new structure. And then you'll see on Tuesday, the city council were taken towards a fee waiver and acceptance of this as a donation, the installation, and then also a marquee sign of the recognize the donors of that playground structure. And that dome is roughly about eight threefour foot diameter by roughly about 4.3 feet. I think that ends my long winded bullshit.
Just want to mention a few things. Maybe when I was out, I missed it, and I apologize for that. Sorry. City manager Tom Westbrook, thank you. Yeah. Did you mention airport day? I didn't. Okay. Airport day, since the airport manager failed to mention it, is this Saturday. This Saturday, May 16, eight to 3PM at the Red Bluff Airport, they'll have some aircraft on hand.

And the only other thing I wanted to mention was starting June 3, Wednesday night, June 3 is the downtown Farmers Market from five to 8PM right over here on Washington Street, and that runs all the way every Wednesday night through August. It. We're doing really good. We've actually got 131 sign ups right now between softball, baseball, and the new Special Olympics League that we've teamed up with this year. I went to Special Olympics and advertised there. I spent quite a bit of time there and got a few recruits from that. But we are looking at, right now, one of our highest seasons as everyone turns out since COVID. Because before COVID, we were around 200, and we're about 130 right now. That's without normally, we get a bunch of people that come once we start playing. Like, oh, you guys are actually still here. Somehow they always forget we're here. But we get a lot of people who are friends bringing their friends out. But we're sitting about 130 today as of the time I checked just this morning.
How many teams are you gonna have?
I gotta divvy up between the leagues because we had the softball, the bad baseball, and the Right. Special Olympics. I gotta dig out who's all which different divisions since I've created three divisions. I'm making myself more busy in the summertime.
Are you
still taking sign ups or no?
Yes. We take sign I take up sign ups most of the season.
And I still have flyers. I gotta get to the Antelope type area because I rarely get out that side of town to, like, Burindos and Antelope. So I'm trying
to Send me some flyers. I can send them out to our families because we kids who are gonna be age eligible. Okay. Because they're getting ready to go to kindergarten.
Yeah. Because we also yeah. I'll get some because we have them all online. I sent them to the towel coordinator, the gal Mhmm. That asked me for them. And we have two ambassadors this this year.

So that should help me with a lot because normally I get one and it's been flaky since COVID. Like, one last year, she told me she would come out. She never showed up to help me till 06:30 at night, and we're almost done by the time that happens. But I have two this year that are gonna help us with the league this year. So and, yeah, I was able to perch my shed with a lot of stuff too at Special Olympics. That was the popular booth. Everyone was at my my booth at Special Olympics.

Curious of how the funding works because it's taken so long for it to get going. Is there extensions that we're allowed to request?
They they actually extended the contract like right out of the gate. So what's the do you recall the performance on it? It's to '28. Oh, okay. Yeah. It was it was a lot longer than or, you know, originally in the grant application. It was, like, it needed to be done In, like, eighteen months. In 2027. Yeah. Yeah. Was like right away. Yeah.
Well, good. I'm glad.
But we want to get it done well before that so we're not squealing and hot at the last minute.
Yeah. Costs keep going up and up and up because, like, at this, we're supposed get prop two funds, and that's been pushed out to $28.29 now. Mhmm. Because by the time it's done, it won't help it won't fix anything. Right. Mhmm. Yep.
Tara, how you doing? I'm doing the only thing I can really think of of anything worth discussing is there will potentially be some information for the high school going out regarding a bond measure that they wanna put out. So that is going to be directed towards if that does and are it's a pass, it would be for our CTE pathways. Mhmm. So that's something that we're basically busting at the seams at all of our CTE programs.
We have all of the funding for all of the equipment and all of the items, and and now we don't have any place to put it all. Mhmm. So that's where we can expand and and get better for our students without getting this going. So that's probably the only thing that's really heavy and something that we're trying to help happens. What's CTE? So it is like a career technology no. I'm never I never get this right. Career technical education. Education. So it's basically, they're what they're gonna try to do is give students certificates. So when they go out to the workforce, if they're not gonna go to college, they will be, like, they've been certified in something. So Gotcha. Yeah. They have they we have more pathways for CTE than almost any high school in California at
this point. They do have the best. And like I've talked to my students about all the time that go up there and say, take advantage of these stuff because you can get certified before you even leave high school to get some of these jobs.
Yeah. My son was certified Cal Fire before he
considered a childcare desert. You know, I'm having infant infrastructure toddler care. I don't know if you guys knew that or not, but not nearly enough. So the need is greater than what we actually have.
I'll say something. I am very close with our the coordinator for all of our CTE programs, and she's the one who goes out and gets all the funding as well and works with Kathy Garcia Uh-huh. Expecting more. So so all of it's probably the same people we're Mhmm. With you. Yeah. That's good. That would be good. And that's all I have.
Alright. I do have one thing. Powell just did their Mobilio and Hausmann scholarships. We had 14 girls. It was all girls, not one boy. And it was a really hard choice because I don't think we've ever had as long as I've been doing the scholarships, we've never had that many. So if you guys don't know, the Mobileos in to honor David Mobileo memory. He was killed in action about twenty years ago now, a little over twenty years ago. And the other one was for Kathy Hausman who passed away a couple years ago, and she was the police chief's administrative assistant and she was pretty amazing. And she was actually one of Powell's founding mothers here in Tama County.
But we chose eight out of 14 which was really hard. Very good applicants this year. So I will be out presenting awards in the next couple of weeks. Nobody from RedLeaf, Any future agenda items by consensus of the commission? Do we have anything that we need to put on our agenda for next month?
