Thank you, Mayor Council. Um, I am just here to show my support for agenda item 11H. Um I am the current president of the King of Oaks HOA. Um we have dug into this numerous times throughout the years. Um the sidewalks we do not have any recording the sidewalks in Oak are owned by the city. So, um I know one of my fellow board members has done a lot of work to attempt to persuade you guys and to to please please come fix our sidewalks. It's a big sharp hazard. We have ladies who walk dogs. We have older elderly people and um the sinking and the big gaps is causing a very very big hazard for our residents and would love to have that fixed. Good afternoon. Thank you for allowing me to address council. I just like to uh echo actually echo in on what Rey talked about today as far as repairs for the sidewalks in KMA Oaks. uh their repairs as well and other sidewalks. And as many of not all of you, I think two of you are not aware of it on this present council, but there was an extensive plan regarding streets and we paid good money for it. And I don't want it to be one of those plans that just falls to the wayside. Uh, I've never said that the city does things inappropriately, but what I will say is priorities priorities are just not where they need to be. And it and I'm sure you will address Kumogs, but look at the other areas in the city. Uh, I can tell you one that has been uh broken for literally years and years. Let's stop those. You've paid good. The taxpayers have paid good money for it. Dust off those plans. You have a parks plan. You have a streets plan. You have other plans that just are dusty. Please look at them and consider the action. The last thing I'd like to address is the animal services update that you'll be having today. Please be uh just as an equal opportunity uh disclosure when you're talk. You'll list everybody that's on the KCDC and you'll list everybody on council. Those people represent the city and it takes a lot of work off of staff if they're able to address that person who
is the representative for the animal services board, the hotel occupancy tax board. Look at the disparity that you have on your website between the two, what you list and what you don't list. If our city is to grow, it needs to include input from everyone and not just from those that sit on a dis. So I thank you.

We have some that are actually very I I think the drought or whatever. They're very dangerous. We've had some elderly people actually trip and fall on them. I had a lady that I had to call her son to come get her. Um and uh it's towards the pond area. Um there's some that are supposed to be sunken because of the um drainage, but I have some photos. And also, my husband wanted to ask uh why there's a new survey pin in the middle of Park Oak Street.

I make a motion to authorize the city administrator to work with the city attorney to incorporate a special purpose entity SPE to consider and review all negotiations with respect to the KMA admit center project prior to official submission of project to city. I would encourage everybody to take part in the KMA community food food drive which will be this Saturday, March 7th, from 10:00 a.m. to 2:00 p.m. here at city hall. It will be hosted by the city and the Givemore Foundation. Donations will help stock the community blessing box which is located in the back of city hall or in the front of the police department. And before heading to bed Saturday night, I just want you to remember to set your clocks forward 1 hour for the start of daylight saving time. Uh and while you're changing your clocks, be sure to check all the batteries and all your smoke detectors. Our business community will have a great opportunity with lender matchup on March 17th from 8:30 a.m. to noon at the Kuma Community Center. Entrepreneurs can connect direct directly with financial partners and learn about growth and opportunities. Pre-registration is required and all these details are on the business alliance page on the city of Kima website. Mark all your calendars for our Easter extravaganza. That'll be on March 29th from 2:00 to 4:00 at the Kuma Community Center. And we will have the
typical traditional Easter bunny, face painting, petting zoo, and over 3,000 Easter eggs for the children to uh navigate this year. I'd also like to give a shout out to public works, the team. They've been training on the city's new equipment. It's inner green inner green equipment to help keep our green spaces all trimmed and the BMS and the drainage dishes maintained. I hope that's going well. I saw you out driving around the other day. And then spring break will begin this coming weekend. It typically goes two weeks here. So, three weekends and two weeks in between. We'll be having a lot of visitors in town and the tourist season kicks off with that typically. And I'm praying for good weather as well. And finally, we're less than a 100 days away from the World Cup. Local restaurants and bars will be showing matches leading up to the tournament and throughout the competition. I don't know if people really realize how much he does work and how much I do appreciate what he does do for this city because he calls me at nine o'clock at night sometimes. Sometimes he texts me at 5:30 in the morning, which I don't mind at all, but I'm just I don't think people realize that I think he lives and breathes this this job and and does a really good job for the staff that he does have. And I think he's probably way overworked. So, I just wanted to give you a shout out and some appreciation.
I would at least ditto that. We talk a lot and I see your car here a lot on the weekends when you should be home, but I appreciate it. I really appreciate the investment. Thank you, mayor. Uh we'll be brief. Just want to provide an update on animal services. We are working through the actual uh process of considering to going with another entity. Um we will be reaching out to the county let us let them know what our final verdict is. Working with legal through through that aspect of what that looks like. Uh but we should have something final to you by the next meeting. There's been an ongoing discussion and we are inching closer and closer to getting that resolved. Um, so there is already uh an agreement in review uh with the city attorney's office uh just just for more um um diligence on the actual review. Another item that I have that is not on the actual agenda that that I'd like to bring up. Um Tasha, if you could please show uh the the table that we have. Um I want to reflect something that apparently has been a point of contention amongst the community and voice back to January 19th or pre-COVID numbers that are listed up on here. If you notice those numbers that are up there, we had uh 4, uh 620 citations written in J through January of 2019. So that's January of 18 through 19. Um that's what that number was at that time. Then in 2020, of course, we encountered CO. If you notice, there is a approximately 400% loss in citations that were written after CO. We never really truly got the numbers back where they needed to be in 2020. 2757 then 8/19 then in 2022 they jumped to 2,93. If you notice that is substantially more than a 200% increase that occurred there. In 23 they dropped again in 24 they jumped back up but if you notice from the co time of 2020 2021 and those numbers where they were to where we are now one would argue that's almost a 500% uh jump uh in as far as the number of citations were written during that co time. So, there's an item on the agenda tonight where we're asking for potential
need, if any, if we get to that point of having somebody from the PD who does not is not a um u
peace officer, a licensed peace officer to possibly assist with some clerical duties having to do with court if needed. If so, this is an administrative task to keep our numbers where they need to be. And that's what's being asked tonight if necessary. We're asking this to make sure we're ahead of the curve. Normally, we do this as part of a mid-year budget amendment. uh we have not gotten to the midyear yet which is why we're having this discussion now. So when you have that item later on the agenda, I just wanted to comment on where the 400% increase in citations has occurred. It's been since our COVID time until now and substantially even dating back to 2024. Even if you looked at 2024, it's still a 250% increase from the number of citations you're writing then. I do not have data through January 26 yet. Normally those are three months behind, but uh that's where we stand through through this point. I I I I wanted to comment on that. Uh Chief, I know he's gotten some inquiries about it. We've had a number of open record requests, so we want to make sure that that uh that that this item was properly articulated for those that may have continued questions on.

Yes, mayor. This is a uh plat request for this property. Uh if you have any questions, we can entertain anything that may come forward. We do have a uh member of our team here to answer any plat questions you may have. Does anybody have any questions or comments? Look like we're just relinquishing uh easement. I mean that's not really our easement though is it? I mean the plat shows on Gston County be one plat. Sorry I've been reflect on the as far as there being an easement that's documented.
So in terms of the um this plat it's an existing site um the it's for ABC Low Country uh builders and they're just coming in to plat the property. Um and essentially there's an existing road easement there. Um so this plat will actually help fix that and dedicate that as rideway. Uh easement has limitation rightway has more rights. So generally when you see this come in we see an old easement. That's how they used to do road rightways back in the day. So this will just fix that and dedicate that as right of way. Um and that's just standard practice. Um and in terms of the conditions of approval um we're recommending approval of this. It meets all the standards. They're not doing anything um any expansion. So we don't have to worry about the engineering component. So the only thing we'd um recommend as a condition is just to revise the rideway dedication to show a hatch and that's just industry standard. It'll just help with the plat. And this is actually not the plat. This is just the um kind of the topographical survey. The next page is the actual plat. There we go. Um and also the last thing is just to um number two provide myars and signatures. the final package for regardation, but pretty simple plaid. Um, and we look forward to recording this and fixing that right away. Easement issue.

It's a three lot subdivision they're proposing and all the lots and um meet the required access and also the required sizes uh for the three lots. So we're recommending approval uh with similar um conditions a mileer signatures and also um a recording package with tax certificates and that's just the minimum we need to report the county. Um the applicant uh kind of mentioned he's he looks to build he's looking to build a house on lot one and lot lot two um and maybe lot three in the future. He doesn't really know but um this is the layout he he would like to do for this property.
You said three properties five. It's a it's three lots. So the first two it's only three. Look at the next one though. I'll reach you. Okay. Um the would lot three does lot three have access um it comes from another street. That's correct. Okay. So the only lot that needed an access easement to access is lot two
and that's provided and um it it meets the minimum standard for driveway spacing and and has the utilities. So one of the things we like to look out for um everybody thinks road access but we also make sure that every lot has utilities. That is satisfied with these lots. So, we are in good shape. And two has access through one. Yeah, that's correct. Is it going three separate? What is it going three separate houses?
Uh, he he has intent for two houses on lot one. One lot on one house on one lot, one house on lot two, and three. He's still debating on a house or whatever. But um he has no immediate plans for lot three. It's just he wants to incorporate this in this this package.

Pull it up here and see this what you referred to earlier. I mean where's it going to be expense to? It's not budget. So, no, I was going to pull the 10,000 item for the budget
from uh the uh reserve for contingency. So, and then put it in the overtime item. And this is only if needed. We do feel that we will not need it as much anymore, but just in case, we don't want to have a cost overrun on that account. Well, I guess I'm a little confused because it says account two 502 or 50 520- 5411 general fund. You're saying it's kind of contingency. So that's not what the letter states on the back of just like a little clarity. And now you're saying you might not need it.
We may not need it. We may not need it, but we'd rather have that so we don't have an overrun on that account. We we we don't want to need it, you can bring it back. Um yeah, but it might be too late because of that situation. So, whatever was in that account already has already been exhausted. Uh and if there's an opportunity to need it, then we'd be restrained by budget constraints and not be able to utilize the service. And that could be should somebody be out sick, something happened and overrun larger than usual case load, whatever the situation is. This is an effort to increase efficiency in our municipal court operations as needed.
Darren, that 5411 is the overtime account. So, it be putting the 10,000 into that account. But you're saying you're saying general fund and putting it in that account. So, I mean, is it coming out of contingency fund? It's coming out the the 10,000 is coming from the contingency line item. So, it's basically transferring 10,000 out of that line item. So, it's not it's it's more of a a transfer than a budget. So, you're saying transfer from the contingency fund to the 5411? Correct. The the contingency account. Yes, ma'am.
