But good afternoon, mayor and members of the council. It's a pleasure to be back with you again. I think it's been about three years since the last time I had the opportunity to visit them. I'm Jeff Pringle, County Councilor. I'm here to give you some brief updates that I hope are welcome news for small companies and for the city of Inglewood.

I will try to be brief with this report, because as a former member of the council, I know that you have a lot to do. First, for those who forgot what my office does, my office is responsible for evaluating all the taxable properties of the condo. There are about 2.5 million lots in the County of LA, which I am responsible for evaluating. These 2.5 million lots are worth about 2.2 trillion dollars and generate 27 billion dollars in land taxes, which go to cities, schools and other services in the County. My main work is the production of what they call the evaluation list, which is basically the inventory of all the taxable properties in the County. We evaluate both land and buildings, in addition to commercial properties, which is one of the subjects I wanted to talk to you about today. The evaluation list fulfills some critical functions. Obviously, it is the basis for the property tax system, although it also provides an important tool for the local government in planning its budgets in anticipation of tax revenues. And it also serves a bit as a barometer for the health of the local real estate market. First, I would like to say that I am very satisfied that we have concluded the list of evaluations for June 2026. In June, we have the pleasure of informing that real estate values in the entire county have increased by 4.42%. This means that the city of Englewood will receive part of this. Real estate values have risen, which will generate taxes on the highest property to cost the vital public services in which the city invests. Looking specifically at Englewood, we are evaluating about 14,000 single-family houses, 4,600 apartment buildings and 1,800 commercial and industrial properties. Englewood had a growth of 1.6% in the estimated value, a little less than the county. I'm sure this is probably due to one or two anomalies that resulted in a lower number. but the growth in the estimated value was of about 319 million dollars, raising the total liquid value to about 20.4 billion dollars for the city of Inglewood. It is also more than the triple of the 6.6 billion in which the city was evaluated for the first time in 2010, which I believe is the time when its mayor took office. The thing I want to talk about today is, I hope, One of the things I want to talk about today is a new initiative that I hope will be significant for small companies here in the city of Englewood. The companies need to pay taxes on property, their furniture, equipment, machinery and installations. Until recently, any company that had $5,000 in equipment or more needed to pay taxes on commercial personal property. We did a study last year and the challenge we faced with this is that if you had a small company with $5,000 in real estate, you would pay taxes on it, taxed at 1%, the same as a real estate. This generates $50 in land tax revenue. But it costs me $175 to process this assessment. So I asked the administrative board in May to raise this limit to the legal maximum of $10,000, which they did unanimously. So now any company that has equipment valued at less than $10,000 will no longer need to fill in this paperwork and pay this tax. It is not a large amount of tax. It is probably more due to the bureaucratic difficulties that they could have, but we estimate that 43,000 companies throughout the Los Angeles County will now be exempt from paying this tax. It is my intention to ask the Legislative to raise this limit even more, frankly. The balance point is $175,000 and I hope we can make the Legislative act on it. We could offer even more tax relief to small companies and, counterintuitively, this will reduce the revenue. At the moment, but it costs us so much money to generate this revenue that, in fact, it is a proposal that generates harm. And just a few things that I wanted to mention to close, that I think will be useful for your property owners here in the county. I mentioned this the other day, at Shell's barbecue, the exemption for house owners, everyone who owns a house in LA County and lives in it qualifies for the exemption of owners, but we estimate that 40% of Inglewood owners do not sign up for exemption, mainly because they have never heard of it before. It's not a big economy, but if you're old or have a fixed income, any annual economy is useful. So I encourage all owners to check our website to see if they have the exemption and if not, to sign up. And the relatively new program, more important, that I want to emphasize is something to deal with the increase in cases of documentary fraud. You are probably familiar with it. Someone uses identity theft. They go to the real estate register and pretend to be you. They change the name in your handwriting. Then they take advantage of all kinds of debt. And when you find out, you owe a lot of money and lost your house. But now, anyone who owns the property in the LA County can sign up in what they call the owner's alert. It's easy. You can register on our website. All you need to do is register your email address and then whenever something is registered in your property, you will receive an email notification within 48 hours. If you don't sign up, the first notification you will receive will be a letter by post office and this usually takes about a month later. They can cause a lot of damage in 30 days. So, this is a free and easy service that encourages everyone in Englewood to sign up. But these are my updates. I appreciate the opportunity to be here to share this with you and the community if you have any questions. I would be happy to answer them.

I just wanted to remind everyone that, in my understanding, any subsidies or funds spent on ITC are subsidy funds, not general funds. So I want everyone to know, for the public to know that. District 4. Thank you, mayor.

I would like to thank our mayor, Jeff Pring, for coming and sharing some really great information with our residents. The exemption for small businesses and the exemption for owners, as well as an alert to the owner. I think this is amazing. So I'm going to take this information to the district to the residents and ensure that they are aware of I get questions all the time about taxes. So, I think this is great. Thanks again to the mayor of Jeffery Prank County for coming and doing this presentation. I also want to congratulate Mayor Padilha for a great barbecue. I wasn't there. I had another family event where I was, but I heard that it was amazing. So congratulations again. I'll be there next year. And I want to congratulate our newest member of the Council of Construction Resources of District 4, Bruno Williams. Welcome aboard District 4. You will be amazing. And congratulations to the Inglewood Park Cemetery. They had a very significant event last week, honoring a hundred and twenty more years of commemoration of a burial. So, congratulations to them for being so respectful and doing such a wonderful event where the community could appear and remember the... Congratulations to the Grocery Outlet! They celebrated their 80th anniversary and we hope everyone goes there if you haven't been to the Grocery Outlet. It's in District 4, at the Crunch Imperial Shopping Center. Congratulations, Patricia Wright. And we had a great time celebrating with them. They always have great offers there, so I encourage everyone to go check it out. The former students of Morningside, they had a wonderful event on Saturday too. We were busy on Saturday. Cheryl Shaw Williams, Cinder Eller, they are some of the graduates of Morningside. And they always do a wonderful annual event at Edward Vincent Park. And there were many, many people there. Congratulations to them for the wonderful event of former students this weekend. Raising Candies will have a celebration of opening and this will happen on Wednesday. Next Wednesday, August 26th, from 9pm to 10pm. They need to do the celebration before opening. But we encourage everyone to show up. They will have food, fun, gifts, raffles. So come and let's celebrate the main unit of Raising Cane's. Right here in Inglewood, District 4. It's high. It's August 26th, from 9pm to 10pm. I'm holding our autumn municipal meeting of District 4, which will take place next month, on Wednesday, September 20, in Jah. And I'm inviting everyone to show up. He was someone very close to our family, my family, brother of my husband's brother-in-law, Shannon Falk, and he lived a long and healthy life and blessed many people. Briefly, many good things happening. I just want to mention a few things. The Inglewood Cemetery. The park with its first burial. I mean, the city has been around for so long, talking about its history, and I know Alex mentioned it. You know, a city evolves. It has many ups and downs and everything depends on people and how they overcome these moments. And I think now we're celebrating a moment in Englewood that should be celebrated. So instead of looking back and trying to make a comparison that doesn't make sense, you should really look where we are. Having said that, talking about history, I met Dan Wise at Alex's event. He was part of a family that started their first business here in Englewood in 1923. Hearing him talk about the city of Englewood is amazing. And to hear him talk about where we are and compare with where we were is also incredible. And this is a perspective that should be remembered. And with that, I discovered that his wife passed away about two months ago. So maybe we can, I don't remember her name, but maybe we can end in tribute to her too. So, of course, to close, congratulations to Mayor Padilla, who held an excellent event and this event proves, once again, the evolution of his district and how it has united in the last 10 or 12 years in which he was in command. The truth is that everything changes. You know, our diversity is celebrated and that was just part of how it all came together, but it didn't happen by itself. So congratulations, Alex, for that. It was a great moment. Thank you.

Thank you, prefect. First of all, Alex, I'll tell you something about North Park. I've been here since 72. No one came to North Park. Never. For no reason. And this is the community event, par excellence. And it's not because the city spends a lot of money on it. It's because people want to be there. You get a lot of sponsors and you just do a great job. And I can't wait to see your next car exhibition. Now, when I hear people talking about how 1955 was better than now, let me tell you what they had in 1955. They had clauses in some houses that said that you couldn't sell them to a colored person. Ma'am, please don't interrupt me. From 1922 to 1936, I think, Englewood was the headquarters of the Southern Division of California of the Ku Klux Klan. So for anyone To stay here, to act as if it were better in the 50s. I don't understand that. And I would tell you that in the 54 years that I have lived in this city, there have never been so many people employed in the 54 years that I have lived in this city. There has never been so much generational wealth in our homes as we have now. In the 54 years I've been here, there has never been an administration that has advanced the city as much in transport as we have. We have advanced. So, we've come to the point where people complain. I think the altcoins are beautiful.

They complain about urban decadence.

That's what we've come to. We're not talking about shooting cars anymore. We're not talking about murders anymore. We're not talking about holes in the streets anymore. We are talking about urban decay. And it's worth memorizing the 50s. The 50s weren't all that. So, I'm going to tell you this about Brian Bozic's family. I'm very sorry for them, but I will say the following. Every information that could be disclosed was delivered to their lawyers. The lawyer's report does not indicate that he died by someone else's hands. The promoter is making a report whose result we are anxiously waiting for. But this advice has no more information that can be given. He mentioned Dan Wise. Dan Wise was someone who knows the history of the city. And if someone like Dan Wise says he never saw better, he can believe that he was never better. So, with that, let's close.
