FOR the purpose of condemning and closing a 16 foot alley, a 10 foot alley, and a 5 foot alley bounded by Presstman Street, Brunt Street, Robert Street, and Pennsylvania Avenue, as shown on a plat numbered 312-A-11A, prepared by the Survey Section and filed in the Office of the Department of Transportation; and providing for a special effective date.

Taxes – Property Tax – Vacant Lots and Vacant Structures

FOR the purpose of amending the special real property tax rate for vacant and abandoned property to include vacant lots; establishing a subclass of real property of vacant lots and vacant structures; applying a special real property tax rate to the subclass of real property; requiring the provision of notice of the special real property tax rate; providing for the promulgation of rules and regulations; requiring a certain annual report; defining certain terms; repealing certain sections of Ordinance 24-431 that ordained an abrogation date for the Ordinance; and generally relating to the special real property tax rate levied on vacant lots and vacant structures.

Children and Youth Fund – Updates

FOR the purpose of updating the process and procedures by which the Fund may disperse grants; altering the composition of the Board of Directors; requiring a certain report; defining certain terms; and generally relating to the administration of the Children and Youth Fund.

Zoning – Conditional Use Conversion of a Single-Family Dwelling Unit to 3 Dwelling Units in the R-8 Zoning District – 1224 West Lafayette Avenue

FOR the purpose of permitting, subject to certain conditions, the conversion of a single-family dwelling unit into 3 dwelling units on the property known as 1224 West Lafayette Avenue (Block 0078, Lot 005), as outlined in red on the accompanying plat; and providing for a special effective date.

Zoning – Uses – Smoke Shop

FOR the purpose of making smoke shops a conditional use by approval of the Board of Municipal and Zoning Appeals in all commercial zoning and mixed-use districts; setting use standards for smoke shops; making conforming changes; and defining certain terms.

FOR the purpose of condemning and closing a portion of Remington Avenue bounded by West 27th Street, Remington Avenue, West 28th Street, and Cresmont Avenue as shown on a plat numbered 310 A 25A, prepared by the Survey Section and filed in the Office of the Department of Transportation; and providing for a special effective date.

Sale of Property – A Portion of Remington Avenue

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either public or private sale, all its interest in certain property no longer needed for public use known as the former bed of a portion of Remington Avenue bounded by West 27th Street, Remington Avenue, West 28th Street, and Cresmont Avenue; and providing for a special effective date.

FOR the purpose of condemning and closing North Vincent Street, Forney Street, and a 2 foot alley bounded by West Lexington Street, North Gilmor Street, West Fayette Street, and North Mount Street, as shown on a plat numbered 340-A-30A, prepared by the Survey Section and filed in the Office of the Department of Transportation; and providing for a special effective date.

City Streets – Opening – A Portion of Falls Road at the Intersection of West Cold Spring Lane

FOR the purpose of condemning and opening a portion of Falls Road located on the east side of Falls Road Northerly 135.5 Feet from the north side of West Cold Spring Lane, as shown on a plat numbered 284 A 17A and dated March 1, 2025, prepared by the Survey Section, and filed in the Office of the Department of Transportation; and providing for a special effective date.

FOR the purpose of condemning and closing a portion of Falls Road located on the east side of Falls Road Northerly 135.5 Feet from the north side of West Cold Spring Lane, as shown on a plat numbered 284 A 17A and dated March 1, 2025, prepared by the Survey Section, and filed in the Office of the Department of Transportation; and providing for a special effective date.

Sale of Property – A Portion of Falls Road at the Intersection of West Cold Spring Lane

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either public or private sale, all its interest in certain property located at the east side of Falls Road Northerly 135.5 Feet from the north side of West Cold Spring Lane and no longer needed for public use; and providing for a special effective date.

Rezoning – 4308 Hayward Avenue, 4310 Hayward Avenue, 4312 Hayward Avenue, and Lot 31

FOR the purpose of changing the zoning for the properties known as 4308 Hayward Avenue (Block 4502A, Lot 003), 4310 Hayward Avenue (Block 4502A, Lot 003A), 4312 Hayward Avenue (Block 4502A, Lot 003B), and Lot 31 (Block 4502A, Lot 031), as outlined in red on the accompanying plat, from the R-5 Zoning District to the TOD-1 Zoning District; and providing for a special effective date.

City Property – 414 North Calvert Street – Grant of Easement

FOR the purpose of authorizing the Mayor and City Council of Baltimore to grant a Perpetual Easement to Vicinity Energy Baltimore Cooling, LLP, for cold water lines through the property of the Mayor and City Council of Baltimore addressed as 414 North Calvert Street, also known as Ward 4, Section 1, Block 583, Lot 21, as shown on plat RW 20-36466 dated November 19, 2024, filed in the Department of Transportation; and providing for a special effective date.

Rezoning – 3605 Hickory Avenue

FOR the purpose of changing the zoning for the property known as 3605 Hickory Avenue (Block 3539, Lot 003), as outlined in red on the accompanying plat, from the R-7 Zoning District to the IMU-1 Zoning District; and providing for a special effective date.

Taxes – Property Tax – Increase of Homestead Tax Credit Percentage

FOR the purpose of increasing the homestead tax credit percentage for the taxable year beginning in July, 2026.

Sale of Property – 6325 and 6327 Hudson Street and South Side Hudson Street, South West Corner, and Joplin Street

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either public or private sale, all its interest in certain property that is located at 6325 Hudson Street (Block 6722, Lot 38), 6327 Hudson Street (Block 6722, Lot 39), and South Side Hudson Street, South West Corner, and Joplin Street (Block 6722, Lot 40) and is no longer needed for public use; and providing for a special effective date.

Private Detention Centers – Citywide Ban

FOR the purpose of establishing a private detention center as a prohibited use Citywide; defining certain terms; making conforming changes; and providing for a special effective date.

Data Centers – Moratorium

FOR the purpose of establishing a data center as a prohibited use Citywide; defining certain terms; making conforming changes; providing for a special effective date; and providing for the termination of certain provisions of this Ordinance.

Supplementary State Fund Operating Appropriation – Circuit Court for Baltimore City – $784,251

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $784,251 to the Circuit Court for Baltimore City – Service 110 (Circuit Court), to provide funding for the installation of aluminum storefront framing and Level 3 bullet-resistant glazing at doors and service windows in multiple locations within the Mitchell and Cummings Courthouses, and the installation of an audiovisual intercom system to enable communication through bullet-resistant materials; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Office of Equity and Civil Rights – $204,750

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $204,750 to the Office of Equity and Civil Rights – Service 849 (Police Civilian Oversight), to provide funding for travel and lodging, event space, guest speakers, and materials and equipment for the Police Accountability Board Summit, a gathering of up to 20 jurisdictions throughout the State of Maryland; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – M-R Office of Homeless Services – $500,000

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $500,000 to M-R Office of Homeless Services – Service 895 (Temporary Housing for the Homeless), to provide funding for case management services through the Y in Central Maryland and the University of Maryland, Baltimore/Uplift Alliance Inc.; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – M-R Office of Homeless Services – $2,000,000

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $2,000,000 to M-R Office of Homeless Services – Service 895 (Temporary Housing for the Homeless), to provide funding for rental assistance and supportive services through rapid re housing and homelessness prevention for homeless individuals and families in the City of Baltimore; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Department of Public Works – $2,177,758

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $2,177,758 to the Department of Public Works – Service 673 (Wastewater Management), to provide funding for enhanced nutrient removal operations and maintenance activities at the Back River Wastewater Treatment Plant; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Office of the State’s Attorney – $2,000,000

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $2,000,000 to the Office of the State’s Attorney for Baltimore City – Service 786 (Victim and Witness Services), to provide funding for personnel, travel, relocation assistance, and other items to help support the State’s Attorney’s Victim and Witness Services Program; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Baltimore City Sheriff’s Office – $121,308

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $121,308 to the Baltimore City Sheriff’s Office – Service 882 (Deputy Sheriff Enforcement), to provide funding for diversion services, treatment access, and overdose response within the Sheriff’s Office; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Baltimore City Sheriff’s Office – $100,000

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $100,000 to the Baltimore City Sheriff’s Office – Service 882 (Deputy Sheriff Enforcement), to provide funding for the establishment of the Neighborhood Services Unit to improve neighborhood safety and cohesion by addressing persistent public nuisances and environmental factors that contribute to crime; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Baltimore City Sheriff’s Office – $74,667

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $74,667 to the Baltimore City Sheriff’s Office – Service 882 (Deputy Sheriff Enforcement), to provide funding for the establishment, modification, enforcement, and recovery of child support payments from noncustodial parents of children; and providing for a special effective date.

Supplementary Special Revenue Fund Operating Appropriation – Baltimore City Sheriff's Office – $612,096

FOR the purpose of providing a Supplementary Special Revenue Fund Operating Appropriation in the amount of $612,096 to the Baltimore City Sheriff's Office – Service 882 (Deputy Sheriff Enforcement), to provide funding for a wide range of law enforcement needs, including investigations, training, facilities, equipment, travel, and operational costs, as well as awards, memorials, and prevention programs such as drug or gang education; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Department of Housing and Community Development – $459,169

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $459,169 to the Department of Housing and Community Development – Service 738 (Weatherization Services), to provide funding for professional services and in service training for weatherization and energy efficiency services for low income households; and providing for a special effective date.

Employees’ Retirement System – Art Museum Employees – Eligibility

FOR the purpose of making certain employees of the Baltimore Museum of Art and the Walters Art Museum eligible for membership in the Employees’ Retirement System; requiring a certain actuarial study; and providing for the effective dates of this Ordinance.

Supporting Reproductive and Family Planning Freedom

FOR the purpose of recognizing reproductive and family planning freedom as cornerstones of personal liberty in the United States and reaffirming the City Council’s commitment to bodily sovereignty.

Annual Property Tax – Fiscal Year 2027

FOR the purpose of providing a tax for the use of the Mayor and City Council of Baltimore for the period of July 1, 2026 through June 30, 2027; and setting the semiannual payment service charge for that period.

Operating Budget for the Baltimore City Board of School Commissioners for the Fiscal Year Ending June 30, 2027

FOR the purpose of approving the budget estimated to be needed for the Baltimore City Board of School Commissioners for operating programs during Fiscal 2027; providing for certification of the approved budget to the State Superintendent of Schools; and providing for a special effective date.

Ordinance of Estimates for the Fiscal Year Ending June 30, 2027

FOR the purpose of providing the appropriations estimated to be needed by each agency of the City of Baltimore for operating programs and capital projects during the Fiscal 2027 year.

Charter Amendment – Department of Water and Wastewater

FOR the purpose of establishing a Department of Water and Wastewater among the Executive Departments; providing for the powers and duties of the Department of Water and Wastewater; transferring certain powers and duties from the Department of Public Works to the Department of Water and Wastewater; repealing certain obsolete provisions; conforming, correcting, and clarifying related provisions; and submitting this amendment to the qualified voters of the City for adoption or rejection.
