City Council - Special Meeting

All right. At six o'clock p.m. I'm going to call the council to order. Please rise for the invocation and pledge of allegiance. Council member Easley is going to have our prayer. We bow our heads. Dearly father, we thank you for this opportunity to serve the citizens of Keen. We ask that you would be with us. Be in our hearts and our minds as we deliberate the business. give us the wisdom and the knowledge to seek peace. We ask in your name. Amen. Amen. Amen.

I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. And now the Texas flag. Y'all may be seated. [clears throat] Thank you all for coming. It's a city council special meeting, November 17, 2025. At this time, do we have anybody that is here that would like to speak during public comments? Okay, moving on to agenda item number three. General business items for discussion. Review, discuss, and take action to adopt resolution number 2025-481 canvasing the november 4, 2025 city of Keen general election. Is there anybody here that's going to present to this?

I can. So in your pack, well provided in your packet electronically was the resolution that stated the um results of the election with council member Foster uh winning ward one and then um no one taking place two or ward three. So we will need to call a runoff election for December 13, which will be the next resolution you vote on. Um, but this just covers that we accept the results, the certified results that the county elections office has returned to us. All right.

Was the um in the packet that we received online, was it was it that recorded accurately or did you have uh a change? because you said it was what? Friday, Thursday or Friday was the date you were going to hear back and I don't remember when you posted that to our email, but was everything accurate based on what you had printed to to us?

Yes. The only change from the unofficial results that we posted the evening or after the election, I think there was one vote increase for like Mr. Foster, Mr. B. um and I believe it was I can't remember if it was easily or goo but it was just there was one ballot that um was accounted for so the only difference between the certified results and the unofficial results. Okay. So wasn't enough to over change anything? No, nothing changed. Okay. Thank you. Any other questions for Miss Russell?

All right. Council, I need a motion. I move council adopt resolution number 2025-481 canvasing the November 4, 2025 city of Keen general election. I'll second. We have a motion on the floor to adopt resolution number 2025-481 canvasing the November 4, 2025 city of Keen general election by Foster and a second by Easley. Any further discussion on this motion? Motion is carried and I would just like to state for the record we have two members present but we do have a quorum so we are free to proceed with this meeting. [snorts] I'm sorry. Oh,

whatever. Okay. All right. Agenda item number four 3B. review, discuss, and take action on adopting resolution number 2025-482 calling for a runoff election for council member place 2 and council member Ward 3 to be held on December 13, 2025. Any questions on this? Is there early voting on this?

There is early voting. It's December 1st through the 5th um 8:00 a.m. to 5:00 pm. No voting on Saturday or Sunday. And then the 8th and the 9th will be 7 am to 7 pm. And then December Saturday, December 13th is actual runoff election day. Um early voting can be done at the elections office in Cleburn or here in the small meeting room of the community center. And on election day, it will only be in the small meeting room of the community center because I'm leaving the 13th on a cruise and I'll be gone for seven days.

Congratulations, Mr. Foster, and thank you, Judge Shaw, for being here tonight. All right. While we're waiting on Mr. Foster to come back and take his seat, uh I just want to let the citizens know that we will be having a reception for all the candidates uh that will be elected to office, but we'll do that after the runoff of December 13. So, we'll schedule that date at that time and let everybody know when they can attend. Um, our next council member, our next council meeting, I'm sorry, is December 4, 2025 at 6 PM. That'll be our next regularly scheduled council meeting. We have no further items to discuss on tonight's agenda. It is 6:10 p.m. If I have no objections, meeting is going to be adjourned.
