i do have question, but i would like to let staff report. thank you. could we have our staff report, please. good evening. commissioners. some of my that's information may overlap some of flight that you saw. i want let you know this is a yes to this is the site 1979 us one. it is adjacent to to a wal-mart near the murphy gas station. it's a redevelopment of the site. there's an existing empty bank building that was built in 1999. and i i want to say that bank was only open for like 3 or 4 years that site is literally sat empty for 20 years. so it'll be good to have a new business on bring some business into session. now the the car wash itself is a use that is not in our code. it's not a permitted or conditional use listed in any of zoning districts. and as such the car wash hughes had to get a special use permit. before you guys and then recommended city council. it was granted in early 2024 with 3 conditions and we included that resolution in your packet. and we'll go over the conditions as we go through the staff report. and so what's before you now is the next step of that special use is the site plan. through the so it is a 35 about party 3500 square foot building. it is one tunnel. and it does have a review. the site plan that meets all codes with regards to dumpster enclosures. they are going to have their vacuum equipment going to be all screened and closed all matching the building. the because it's a special use. what we didn't have specifically in our code is parking requirement. but there is a section of the code that states requirements for uses not identified. that staff was to take the most similar use

that we could find and or give some requirements based from the american planning agency. some of their standards. so we did some research on that. i think we came up with kind of affair. requirements for the parking and we will apply that to any future car washes. that also would come into town and what that is is that take the a play ship with the most employees on it. so we'd like a parking space for each employee. it would be there. a parking space for each vacuum stall that you are proposing course. the back install itself is the parking space and then we kind of took into consideration that some car washes may have an officer lobby where customers can go in. by some additional soap cleaning supplies in that one space for every 150 square feet of accessible area. so you'll see on there's anderson site plan sheet. they provided parking fall that it turns out that their tunnel building besides the bathrooms is the only accessible area they're building. so there wasn't a lot of parking, but they're told parking can be 25 and they have provided us 25 parking spaces. so they do what staff came up from the standards for parking. they have put together a pretty nice to get nice package of their proposed signage. they hit. there was some staff regarding sizes. they've got those sizes signs down to the correct size for the building. but everything else meets the overlay district and of those signs require sums separate permits when they come in, they provided some decorative lighting both on the building and they're going to there's a photo metroplan. it was in your packet. so decorative lighting has been provided as also require buddy overlay district. and you saw some of the traffic information, the jayson provided it actually is very comparable, if not less than what what was there for

the bank. even though peak hours after work, possibly saturday. they'll be traffic generated. but overall it did not increase any of the traffic that the bank had or that anything that would trip any off-site traffic improvements that would be needed. so as we were reviewing the plan and this is so regarding the waiver that they're asking for. the overlay district requires landscaping for your perimeter buffer. there are some landscaping requirements for open space for the mount a car spaces. you have and what is unique to just the riverfront overlay district. the tryout triangle is there's very specific requirements for landscaping around the building up against the building canopy trees understory trees. not as many as we require the perimeter. but there is this requirement. but from as you can see from the site, though the where the tunnel is a car wash buildings going to be it's a pretty much in the same place that the bank is. that foundation requirement based on the size of the building because it is some of those towers are 35 feet tall, which increased the but for that they needed around the building. it actually overlapped with the perimeter buffer along the south property line and then also on that north property line. they were able to do the full 15 feet. they're providing 5 feet. so there is a letter of request for what the waiver they need. they did not reduce the amount of trees to drastically with trees. they could they put in some of the green areas between the parking spaces. so it was the the buffer overlapping in the trees. it was minimal amount of a waiver that they're requesting and staff is we are okay with that with that landscape plan meets the code close enough with the waiver in staff's recommending approval from of the waiver. page. 7 of the staff report just to quickly go over some of the additional considerations regarding the special use and the conditions, one of the conditions that for the special use itself was that they were required to.

industry. standard recommended noise reduction measures are required for the carwash equipment. they have provided a you know, state-of-the-art type of fan that's going to be in that tunnel. but does reduce some of the noise we gave you a copy that when that building permit comes in, we'll make sure that that particular fan is is getting or something similar will be installed in that that will reduce some of the noise for the fan. as the cars going out of the tunnel. the one requirement us since the world say the bank was kind of an existing site. the trees that the world savings bank had to plant are really nice mature oak trees at this time. and also some of the trees that have pictured on the walmart site. so especially use require them to save all of those existing trees. those were in the perimeter buffer. and so they're really should have been any necessity to remove those trees. they are all being saved and the plan does show that the other required to protection. measures are on that site, on the site plan so that when they start put those measures up and say those those trace and then that their condition was that there was an expiration date. they haven't even come close to the expert. a show. they're good at that. the reason why the entrance is from the walmart site is that when the world savings bank was constructed. they would be too close to the walmart entrance. and so fdot was not going to give them a permit driveway access off us one. and at the time the world bank worked with walmart to come up with some access easements its record. a document. it did have a little deed restrictions use restrictions on that. but through the special use permit because was approved by wal-mart. and so that is all in place in. and those easements. that's been approved by longer for that use. there. and the last that we had and it really leads into recommendation. and our one condition that we have. the elevation that you have a

color deliberations between what's showing on what was printed off by our copy or their top year and they have what color it is. but those all those cad drawings of can sometimes just be a little off on the collar. we just want to make sure because it was world blue alter mean blue all marine blue. we just want to make sure that it's not a bright bright blue, that it is more towards the navy blue sky side. so we're just requesting them to bring in a manufacturer sample of that actual roof so we can verify the color before commit for building permits. so staff feels the that this site plan meets comp plan landed on the code riverfront over lake. we recommend approval including the waiver with the one condition noted on page 8 about the manufacturer sample.
