Board of Commissioners - Regular Meeting

26. Going to do our retirement board right before our commissioners meeting. These go fast. Uh first order of business, uh need a motion to approve the minutes from December. So moved. Second. All those in favor? All right. Uh Jay, you're up. I think all of you guys at least have a copy of I don't need a copy, but this was for um actually December. Is that the right one? Yeah, I feel slighted. Jay, you didn't give me a copy. I I said a couple of things.

Okay, thank you. Obviously, the last line should say ending balance December 31st, 2025, not November 30, 2025. Um, as long as that matches Rob the deposits there, the Yeah, more importantly, your numbers are right or at least they match my So, that's all I have. All right. Is there a motion to approve treasures report? Some moved. Second. All those in favor? Okay, Rob, you're up.

All righty. If you flipped your fourth page of the packet, my report begins. Um, we have the beginning balance. This is what has been put in. It's like the starting balance accumulating. Uh, 36,939,000. I'm just going to round up on the numbers some. Um you can see the uh participant contributions um the outflows match Jay's report and therefore at the down at the bottom the um municipal checking account balance matches his report gives us an ending balance of 37 million 378,000 and then the one we're always interested that the uh market value as of um December 31st was 50,317,000 um which was an increase of about 250,000 over the prior month. So I'm pleased with that.

Well, and it means if I'm reading this right that we made over 10% in terms of pri over prior market value from the year before the year. Yeah. And to be add to be fair too, December is when a lot of the um different mutual funds pay out dividends and capital gains. So there's usually a pretty decent cash influx there too, but it gets reinvested, right? Um and then you have my chart which is color with orange. I do I have dilly noted and very much appreciated.

Just so to explain to everybody, we we track like not just the market value and the style of investments, but also like a chart that shows money coming in versus going out just to make sure there's not too big of a gap going on there. All right. Retirements had some more notable ones the this month with uh Doris Fulmer, the sheriff, Dwight Evans, who has been at 911 for a long time. And Susan Mckendry, S. She's been quite a while. Oh, yeah. S. Okay. Yeah. Susan threw me off. Um, nobody vested, no deaths, payout. Jody Becker. Um, and no old business. Uh, cash requirements. If we were at 380 at the end of the month, we're probably like one something now.

We're down. Well, I had all three of those retirees took their contributions as a lump sum roll over. So, I had a lot of money going out. Um, we have 55,000 in there as of this minute. Um, with payroll that I just did. So, if we do a 250 transfer, then that'll cover payroll and um the broker fees or the Marquette's fees. All right. Is there a motion to I'll make a motion to do a cash transfer of 250,000 into the retirement fund, the retirement checking fund. Second. And that that motion is from the retirement funds. Yes.

Because we're not ready to do our No. No. We're not going to do our contribution yet. All right, we have a motion and a second. All those in favor? I. Any opposed? Anything else? For the good of the order, I do want to mention a thank you to the long-term employees. I believe Doris, Michael, and Dwight had all been here at least 20. Well, Michael had not, but Doris and Dwight had been here, I believe, 20 years plus. And Susan and Susan had didn't he? Yeah. In any event, very had time from before also. So, yeah, very very long-term employees and we thank them for all their contributions to Clearfield County.

All right. Um, this is a little deceptive because of our meeting schedule. That's probably not the best way to start this. Last last meeting it was pretty high and it will be next time. Ryan, next would be our normally our personnel issues, but we do not have any personnel issues in front of me at this moment. So, we will move right along to public comment. Seeing none, we will then any old business to come before the board. Hearing none, we will move on to New business item number one. Let me sign a couple more things here. Item number one, consider addendum to master service agreement with Telesoft Incorporated. That is not one I'm familiar with. So,

this is a request from the Pthonetary. That is our software that we use. Um, part of our agreement with them, we have to have a certain server requirements. So, we had to upgrade our server. This is moving some information onto that server. um and their hourly rate that they're going to be doing. The addendum is only effective through that transition of documents um onto the new server. Okay. Do I have a motion to enter into this addendum or accept this addendum from master service agreement with Telesoft? So moved. I'll second. Properly moved and second. All in favor? I.

Next. Consider rental agreement with the Clearfield Fair and Park Board for pole worker training. We do use the buildings at the fairgrounds for our poleworker training prior to each election. So, I'm assuming this is just a renewal of a standard. Yes, it is. And it is for um the May So, May 5th through the 8th and October 20th through the 23rd. Okay. Thank you. Sure. Go ahead. Well, I was just going to say we do need to make sure that the heat is taken care of because we've had a recurring problem with it us showing up in no heat. Um, that is that's Jody.

Well, we do this annually. Um it's just basically as it says certifying monies that was collected or as this says total interest collected. So um $72 interest collected on the cleaning greens. Yeah, that's that thing you emailed me the other day. Yeah. Yeah. And I know that has to be in by the 31st, I think. Correct. Yeah. And then we will consider a maintenance and service agreement with seven between the Pennsylvania District Attorney's Institute and the county. Yes. And this is an annual agreement that we do the district attorney. Um it's provided for at no cost to the county. Um and it just kind of is a interlock between the jail, what's released, and the the DA's office. Um and then it also supports um kind of vine link which is where you can do the inmate search and whatnot. So we've done this for the last several years. Okay. This is just transfer of information. Yes. Is that Heather? Is that in regard to the so victims can be noticed? Is that part of the purpose or am I mixing that up with something else? Which one? I'm sorry. This happening. Yes. Yeah.
