[Music] [Music] 25 regular meeting of the C County Board of election registrations called order all members are present please arise for the opening ceremonies let us pray dear heavenly father as We Gather here today we pray that we are ever mindful of opportunities to render our service to fellow citizens and to our community exerting our efforts in these areas and on these things upon which future Generations can be confident and transparent Free Fair elections that are accurate let us continue to be the shining example example amen amen Jo with the pledge I pledge of aliance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all you may be seated has everyone had a chance to look at the agenda yes are there any corrections or amendments to the agenda seeing no Corrections or the there being no amendments or Corrections this agenda is adopted as presented has everyone had a chance to look at the January 16th 2025 regular meeting minutes yes are there any corrections or changes to the January 16th 2025 regular meeting minutes no there be no Corrections or changes these minutes are approved as written public comments on agenda items only limited to three minutes any public comments all right we'll move on to election supervisor update
I'm just G use this one it's okay okay good afternoon everybody how are you good good thank you okay a few things that go over just a reminder early voting starts Monday at the annex we're excited hopefully um we will have a a better turnout than six years ago that's what we're hoping for uh our last election that we had when we did the runoff in December I made you aware at the last meeting that I had sent out invoices to the city of Kingsland and the City of St Mary you'll be glad to know that both of those bills have been paid and we receive checks from both cities um I don't know if they're evident um in your financials this month probably not because actually this just goes through January 31st so hopefully we should see an offset in there from Finance on the the monies we collected uh we have been preparing for spast and have the calendar completed with all the pole workers that will be available uh for all three weeks of early voting at three different locations uh always give kudos to Leona for assisting with that because I might pull my hair out if I had to do all of that scheduling and she's awesome at it and does a great job and so we were fully staffed we have trained uh given the requ the required training to all the board members um we had a few of you present so so thank you to those that came and attended the um the training we did about 60 people 60 pole workers um and the best part of that I think that Rock's going to talk a little bit more about is we had uh seven young people 10th and 11th graders and that was fantastic to see with the step program program
uh we are glad to still have Miss Kelly stoflet on the board as of today we are awaiting an appointment by judge sweat on this particular seat so that's where we are with that I don't have I don't have any more information than that at this time so miss stoflet stays on the board until um we have a new board member appointed by judge sweat we have some Gab staff training dates that are available in late uh April 1 of May I believe they they only allotted us two slots for that um for free but it it sounded like there were some additional slots that will be open for uh a fee uh so if you're interested in that let me know they did send out a little um agenda of what classes they'll be touching on um it is up in North Georgia so it's in Dallas Georgia a little bit of a hike uh but there is training available if you're interested please let me know the last day to register for spls to be able to vote in March elections was yesterday no Tuesday Tuesday sorry um so Rock's going to go over some numbers with you all um regarding where we ended with our registration because everything that we have been working on in Jarvis and our voter registration system um we got everybody in that we had in the system through Tuesday and now we pretty much um we don't we can't move people around there's numerous counties across the state of Georgia that are holding uh an upcoming special election in March so when that happens you can't switch people back and forth we do have uh a case that is going to be heard um in front of the state election board on Tuesday uh if anyone is interested in the information I think you all Reed re
it via your email but I'm not 100% certain um we are on the docket um for a case involving our Harriet's Bluff Precinct back in May is that right May of this year or last year um where we allowed a voter to vote early uh very early before 7 a.m. uh which is a big no no uh We've when we recently had the three sessions of early voting training we did incorporate some new procedures in there for uh training better on that you would think that people would just know you can't vote before seven but apparently it's obvious that we we needed to to say a little bit more about that and so we did stress that in training and we've uh added a few other we've implemented a few other ways as reminders to staff that um po workers that nobody votes before seven on Election Day but just to clarify you will see a couple staff St members or poll workers vote a little early like 10 or 15 minutes at the most on early voting days but not never on Election Day okay so if you happen to be at a polling location next week or the week after when we're open from 7:30 to 5:30 and you see a pole worker or dentist or myself voting at 7 you know uh 15 or 720 um that's just it's it's usually on the very first day and we want to ensure that everything is is working properly and so we tend to do that for both um for all three sites and generally on the first day okay but we do have a a case we are in the category of um a letter of of an instruction of letter of instruction I was like I
wanted to say recommendation we're at a letter of instruction um and or we're under a category you can't really tell what we're going to get letter of instruction on that issue or we will be referred to recommended to go before the um Attorney General's office so we hope it's not the LA ladder and I did get some clarification when the when the um agenda comes out it lists every County that is on the docket to be uh discussed uh under those two categories and there were there's no um there's nothing there to show you what the little ashri means next next to all of the names um of all the counties but I Miss Harden does all of that for the Secretary of State for the state election board and I had reached out to her because I was concerned it's early voting we just start early voting we we're not sure you know where exactly we're going to be although we know we're going to be on the zoom because we want to be able to speak up on this event um but I'm like we have an asri next to our name what does does that mean good I was trying to look at all the other cases in our case and go okay is we're the really bad one we're getting going to the attorney general and I didn't think that was the case and it is not she clarified with me today if you had an asri that's just a little a little leadup to the SCB board members that hey this is the investigators recommend just a letter of instruction on this particular case and they like to hear from us that we have done these new additional training opportunities where we talk about that what else we've implemented to make sure that never happens again but just so everyone's aware it's Tuesday it starts at 9:00 is highly possible it goes to Wednesday morning to Begin Again on uh 9:00 a.m. so I will be in front of the zoom just making sure because we would like to speak up and and the poll manager um actually is worried sick
about this um she feels horrible and she will be on the zoom with us as well so um you want to say a few things now okay I have a mic good afternoon good afternoon with respect to the ABS ballots for this upcoming election um we have received 11 as of yesterday we received 11 how however one of them will be rejected because the gentleman will be in town to early vote okay so that's only 11 requests 11 requests yes ma'am and in terms of our numbers as of the 20th we have 38,9 12 active voters 6,619 inactive for a total of 4,531 compared to our January 31st numbers we have a total increase of 72 um that meaning for I'm sorry total total increase of 72 in active we've increased in active voters by 72 and our our inactives has gone down to by 25 giv us a total change of 47 and I guess you might want to know who the
largest Precinct SL poing place would be well let's go Precinct that would be East oh make him guess okay all right take a guess East Kingsland yes okay who's going to be second um historic no ST AR's Agape Agape Agape historic St Mary's historic kingsin historic Kingsland St Mary's and agapy okay Miss Kelly you're correct it is awesome St Mary's okay how about the third one I'm going with this to work again okay historic what was the third third highest third largest number by voters what's the one at the PSA yeah I was goingon to say PSA but we can't call it but I'm gonna say PSA oh okay that's east east that's East ke West St Mary's uh no ma'am you didn't say it but but that is one name no that's a name but that's not it no ma' I'm sayth Mary's it could happen no it's actually West Kingsland West Kingsland they have total of yeah 5,118 okay total total vote when that got reconfigured last year should know West Kingston has 5,118 at number three number one is East Kingsland 8,565 St Mary's was number two 5,8 96 okay okay thank you you're wel but
let me say something about that real quick if you don't don't include those three and you look at um West St Mary's to to your point um Robin they only have 3500 voters in West St Mary's but they also have one of the highest turning out precincts like they come out to vote either early on Election Day or via absentee ballot um so they probably have the the biggest turnout um percentage than any of these other guys although East Kingsland is um is pretty darn high too so Dennis probably has the numbers memorized a little bit better um but yeah so even though West St Mary's isn't in the top three it's it's um a super busy Precinct so as soon as they get the exit one development started that's where they're going to vote also is at uh West St Mary's so that that Precinct is going to grow yeah if they're on the west side I mean east side of the interstate right yes okay there's like 1,00 homes going up there or something like that okay and to address the step program and of the seven students that came to training we have three of them who are scheduled as of today to work during the advanced voting process okay anything else that's all I have have thank you okay that's it no all right moving on to financial report January 20 25 month end report thank you all right so this is ending January 31st like I said it doesn't have the monies in it from the cities yet but we're still overall at
57.4% of our budget that we've spent you'll see on several of these accounts we're like way over um I'm really not sure what's up with the janitorial supplies but small equipment is up a bit um and you see like in our I started on the second page I apologize but on the Travel account at the top of the second page I swear I had more money in that in in that to begin with but obviously um I we might have coded them wrong I need I do need to double check and go back and look over that because our Education and Training is wide open still so I will be taking a hard look at that um and just as an FY you'll see the 3500 there um we will utilize some of that to go to uh Dallas later in April okay if there's like I said Robin your new board member any of the others want to go for some additional training I think it sounds like it's going to be possible with space available uh let's see on the front page we've got a little more overtime and then those three categories at the very bottom of contracted Services if you all have any questions about those let me know I did want to point out that the cell phone usage is really dealing with um uh our pole pads when we turn those on for early voting and for elections we're charged a fee to what's it called cellular cellular data cellular data fee yeah we're charged that by no ink no in is the one who provides the pole pads for us and they've since they they don't
technically connect to the internet but we need that cellular service to make sure we know that when somebody has cast a vote they are show across the board in all the whole County that they they have been to a Precinct and voted already so yeah and I'll um I'll jump in on that um so the pole pad is not connected in any way to the decision-making process when voting so it's not it does not contain any information regarding how a person votes or other than in a primary what party they choose um that is the only point of contact that any of our system has with um an internet service and that is simply to make it easier for us to keep people from trying to vote twice um because once that person checks in it gets immediately sent up to Jarvis uh that that person has voted at that location and they are no longer able to just walk into another polling location and say I'd like to vote here as well yeah and so I didn't budget for that because we hadn't been officially told no Inc was going to be charging us for that this year and the way they did is they lumped several elections into one bill so that's why it popped up so high here also with the advertising um you know with that required ads we need to put in the newspaper uh some of I think the the reason I am so high here is we had a couple of the SPL Publications in in the last newspaper and that was quite a large ad uh that was there so um that's why we're at that but again you know we'll have we'll have money coming back from the cities that will help with some of these uh expenses and then the printing is is uh the printing of ballots so again same same thing any questions on any of the numbers that you see on the budget no do do you know if the IG a uh lays out what percentage of
each city is going to pay for the election is it going to be split four ways the IG for spast IG for SP um I don't think it does by percentage but I'm not sure I need to verify what that's going to be trying to figure out how we can build them yeah and make it equal for everybody right and I think that's it chairman any other questions from the board all right moving on to unfinished business um I think this item probably needs to be postponed again until the March uh meeting and maybe we'll have a full board or we can go ahead and vote on it today it's up to the board for the re reorganization of the uh do we have any idea when uh J sweat is going to look at this I I would imagine I would imagine we'd know something by the end of the month at the absolute latest if not much sooner than that okay okay however oh can I go yeah say something you if uh the reorganization is postponed it would go on the agenda for the certification meeting of the next election and generally when we have the certification meeting we haven't put anything else on that agenda so that's just an FYI I mean I I I think the certification for Splash should be pretty cut and dry um so it could either get added to that I just didn't want there to be a thought that maybe we'd have to have a special called meeting so um we will not have to have a special called meeting we not chairman rap seems to think we can add it to that um ballot I mean to theend you got ballot on the brain that we can add it to that agenda so and and I I the code does call for Miss stoflet to stay on the board until
the Probate Judge has appointed someone new um and he is supposed to appoint someone immediately is what the term says in there so um it's kind of in his hands now but I think he's getting close um and I would imagine we he'd have something in the next a week or so at the most I guess my only my only concern is we don't we don't know if Kelly's staying or if somebody else knew was coming and um I know that deer in the headlight looks when you get up here for the very first time and it's going to keep happening and happening because Robin is was new last time and then we we could possibly have a another new person coming in next time and I just think it's I mean to me we could go ahead and do it tonight that's just my opinion so everybody all right with go ahead and do it or you want to postpone it I'm fine with doing it I'm fine okay all right so we're moving on to reorganization of the 2025 2026 Board of election registration uh before we do that we have I have to provide training to the board members and it says the nominations must come from the board members only nominations do not require a second once all nominations are selected a vote shall be taken by the board and the nominee with the most votes becomes the chair the same process will be utilized for the vice chair so right now we are nominating people persons for the chair position and we' like to nominate someone at this time I'd like to nominate Robin Manor night for chair okay any other nominations I'll nominate myself
any other nominations all right we'll go ahead and start voting uh although um District Four how do you vote Robin mayor Knight okay District three um Robin mayor Knight okay two okay one all right we'll make it unanimous all right so you'll be the chair at the next board meeting okay uh moving on to Vice chair nominations for vice chair I I nominate U Julie okay Julie I guess it'd be appropriate this time for me to go ahead and nominate CLA Harden right Claire Harden okay any other nominations all right district one how do you vote Julia District Two Julia District three Julia District Four jul Claire Harden you didn't have to stick with it I'll vote for Julia all right so starting next the March uh meeting it'll be uh Robin maer Knight as the chair and Julia McCulla as the vice chair all right can we speak before the
next piece yes I do want to say um I came on this board about two years ago and um Kyle your leadership on this board has been unprecedent and I just want to thank you for that I love that um we're during elections that we're able to get new people in and new ideas in so I just want to say thank you for your time try to do my best anybody else all right moving on to new business student teen election participant update okay um the section 21-29 2 gives the uh counties the opportunity to have a teen uh student teen election participant program I think that you've heard Shannon and rock speak on it tonight the um program has several criterias for the students when I met with uh Dr troia Green who's our school superintendent gosh a year ago almost um she came up with the great idea that we pull the student um that should probably be part of it as our AP American government class which was a great place these students are um determined and focused and they obviously meet all the criteria of having a Georgia driver's license and having a good academic record and good discipline record last year we had two students interested they um were trained they participated and they did a great job uh this year we have seven we had um four trained during one training and three the next and then Shannon sent out an email or they they like to be text Shannon tried to email them all and they were like what so I didn't get anything from you so get with it Shannon okay so um her office was able um I think we have uh three already on the schedule and I really feel the other four will will probably follow up soon too I did reach
out to Dr Green and give accolades to miss Bice who's the AP American gov teacher because you know y'all it's really nice when people up here say it's great and wonderful but we don't follow through with people like U Mr Chastain at the high school and and Dr um James Phillips at the high school and Miss Bice at the high school those are the people that made it happen and so hopefully if you're listening or you're on the board or you're in the audience um we need we need more students they're going to be us one day and um and so we need to have those people involved and they were very excited um shanana did kind of poll them um during the break of one of the pole worker trainings last week and said what made you what made you come what made you decide to do it and all of them other than the experience I'm sure was great all of them said that they wanted it it was it's a Resume Builder and all these folks are headed to college and it's a Resume Builder for all of them and I just really appreciate it their honesty and and the fact that they'll be there to help us out and for any concerns they're um they're always um shadowing a uh a pole worker that's been trained and um they're never left alone there are some criteria too so they're not out of school there's um I think they're allowed to work four hours um a day and they're allowed to have two days out of the election cycle working and those are excused absences from school I think Shannon's got some of them for early voting and then they'll all be at at a polling place for for that so and um sidebar I did want to tell you and your folks thank you so much I was able to attend the Region 14 meeting um here last month I think or last two weeks ago and um y'all did a great job on that so thank you thank you or there majors at going to college like political
science we didn't ask them that'd probably be a good thing and you know on that I do Shannon want to kind of have a short survey an exit survey for these students because the problem is is um Miss spice those are 11th grade 11th 10th and 11th graders so they're only able to serve a time or two before they're they're gone and um and certainly while they're in the AP American go class and I think an exit survey from them to find out exactly whose interest we grabbing and um the pros and cons and things that they saw we might be able to grow from would probably be a good idea yeah no that's a great idea and they they bless them because they came into a 4H hour long training and I was speaking Greek to them they they weren't introduced to we did bmd introductions and pole pads and talked about that at the end so they were like what's a bmd poor thing I mean they so I've got to figure out also a better way to initiate the brand brand new ones but we weren't sure if we were going to have any students so it was great to see them and a lot of them I I sent that initial email um to many more than seven I think the total number of app like applications we got was 11 or 12 and 12 of them and I sent that to them via email well silly me they're 16 they don't check their email very often apparently if it these were not school emails okay these were personal Gmail accounts they listed on their sheet so I didn't get any reply except for one girl like the next day who said she was coming to a training coming up everybody else just showed up and I was like whoa get some more chairs let's get make sure we have everything we need for them but they were excited but they were still seemed to be excited at the end after the 4 hours of training when they didn't understand most of the time probably what we were talking about but I just reiterated to them that they would be
with someone on the election they worked with us at during early voting or election day and they would get much more hands-on experience and that was way better than any sitting in a classroom for 4 hours training could give you so I think they're really excited they all jumped on on some Saturdays to help us out with already and the survey ideas a a great way um and I think it's really important that those students are trained with our regular crew of pole workers I think that's really important that they see it in action I you know to take those seven and pull them off by themselves and train them you know is not a good idea I loved them being in the mix even if their eyes were wide open the whole time okay yeah or they were dozing off because they know what I was what I was talking about thank you for the to the school board certainly for um continuing this program and we'll keep it up um as we are able yeah thank you uh Dr McCulla for reaching out again to Dr Green and her her uh people at the high school they're they're a big help to get us here and Miss Bice has been awesome in reminding the students in the morning when she has them in class to check your email or did you see what Shannon sent you or when are you going to work you know so she's been great about that all right anything else all right moving on to training we're going to do this on early process and absentee ballots since how we only have 11 absentee ballots this is going to be pretty quick training because really we're only going to have one session so we're looking at SCB rule 18311 14.14 next who's got the clicker or I can do it all right basically it says no cell phones no Communications while we're doing absentee ballots in the room uh no person shall tally or tabulate and or
estimate or attempt to tally or tabulate while we're doing the process until close the polls on Election Day next uh basically no person but uh election officials are allowed to touch a ballot and at least three people three persons who are registers Deputy registers poll workers or admy ballot clerks have to be present at all times while we're processing next okay outer envelope shall be open in such a manner as to not destroy the voter o signature and the best way to do that is to open up the bottom of the envelope not the top can I say yeah go ahead can I say something about that real quick um we did talk about this in training a little bit because uh when people voters come in with their absentee ballots to the Kingsland Annex where our dropboxes um oftentimes what we've learned is you know we want to make sure that what's under the flap is filled out properly because if it's not and we don't find that out until we get it back to Woodbine then that ballot has to be cured and that takes additional time so the what we were doing in these last several elections with absentee ballots turned in and y'all chime in if I'm missing something we would kind of like look at the ballot kind you kind of fold I mean the envelope envelope I'm sorry you look at the envelope I have ballots on the brain I'm sorry you see this is why we're making the change here yeah yeah so we kind of would have to squeeze that outer envelope to be able to see if there was ink on the inside that they had completed their date of birth their signature was on there so um that doesn't look good the Optics of that is not really appropriate in the middle of
the where people are walking in we didn't want it to look like it was a bad thing because we're not we're not looking at anything bad but what we've what we suggested in training or what we've said this needs that this is the way we're going to do it now in training is that when a person comes in with a an absentee ballot they bring it into the office right there at the um the Kingsland Annex and they explained to whoever's bringing that ballad in that they would like to perforate that seal on the back so that we can ensure that the proper information is there before it goes up to Wood bind to be processed um and do that in the in the um in the area yeah the privacy of that office space where not everybody can see us going what does that say and um and then also the person know knows that what we're doing and why we're doing it so that it would be legitimate so and then we have each poll manager responsible for doing that and they have to sign in the ballots that came in and who dropped them off and date stamp that so if we have any questions or concerns we can go back to to the individual that took care of it that day so we um and unless I didn't see anything in the code that said we couldn't perforate before beforehand we're not opening the ballot but if you should find something in the code obviously thinking if a relative brought it in and we perforated it and it had to be rejected and cured we've already opened the ballot up we've already opened the envelope yeah I'll we've already opened the envelope I'll I'll I'll jump in um yes uh so the perforation that she's referring to as a standard procedure that we do in the office regardless of if a family member is bringing it in or if another person is or if the person that's doing is bringing in this is standard procedure
in the office um in the office we're able to more freely just open it open the perforation only the perforation not where you can see the ballot so you can see the signature and the driver's license number and things such as that this is just empowering our poll managers to do the same and at that point if there is an issue they would call us and we would get involved just as we would do if this was taking place in our office um so it's it's we have procceed ures for if it is a family member that's dropping off the ballot and there is a um an issue with the information on it like a signature date of birth or of the sort um so we would just follow those same procedures that we already follow in the office it's just that extra step of the poll officer having to contact an office member okay I just want to clarify if we didn't have that procedure in place what would happen um so you you open it up at the at the time and then it doesn't have the information on then what like say we get one of those in the mail like that and we're like oh shoot we can't do anything with this then they that that ballot has to be cured so it it we give a courtes we always give a courtesy phone call to the voter we're not in a county that's big enough that we can't make that effort to give them a call to see if they can straighten out whatever needs to be cured um so we allow them an opportunity to come to our office to cure that ballot and if that is not an available option for them we return the ballot to them they also have to sign a cure affidavit and stuff like that so that same policy like they would still have to sign the Cure affidavit in the annex office as well so you're going through the same procedure just in a private setting basically right yeah right right and and we don't we just don't want that I mean generally we're handed ballots uh on the ballot envelope with the ballot in it in the office when people come to drop off their absentee ballots here you know they're handed to
us we do the same thing here but we also process here so if we're there's a reason they went to Kingsland to drop off that ballot I feel and so if we can catch them while they're still there it kind of saves us and we want to make sure that voters vote counts um so we that we can go ahead and nip that in the bud before they take off because generally it is the person dropping off their ballot sometimes of course it's a family member so we would have to get the affidavit and all that into place then and we don't want to experience like the worst case scenario where a person comes in they drop off their ballot in the Dropbox and then we get it back they didn't sign it and on their application they didn't Pro provide us with any contact information other than their address at which point then we have to give it put it in the mail that you know hey your ballot needs to be cured and you know with how the United States Postal Service was with the November election you know we don't feel very confident that if we were to mail a notice that it would be received by that person in time for them to contact us especially say if it happens during the last week of advanced voting thank you and I wanted to make you all aware that just because you might be in the annex when that when an absentee ballot comes in I wanted you to know of our new procedures they must be in the privacy of the office and the poll manager's got to explain to them what we're about to do and make sure they have consent and all that good stuff so looking at uh 212 386 paragraph Bravo I would recommend that you make the poll manager a clerk an absente ballot clerk because it specifically talks about registers and clerks and how they're to handle the absentee boutots to validate
them well what they're signing off on though is they're already higher than a clerk when they're there as the manager but I would make them an absentee ballot clerk in writing okay okay we we'll look into we'll look into that how to do that apped I I I'd also jump in to say that the the poll manager themselves is not validating at that point the validation process still takes place in the office by our clerk the poll manager is just informing them that hey you can still put this in the in the Dropbox it's just you're going to have to go through the Cure process if you put it in the Dropbox I'm checking this out as a courtesy to you to ensure that you don't have this issue down the line I would just say look at 212 386 Bravo and make sure we're doing it the way it needs to be done per the code okay okay thank you and sorry to interrupt your training oh good that's fine all right next all right uh most batches will be in a batch of 11 or 10 this time maybe okay good we make sure that we count all the uh outer uh envelopes and and put them on the reconciliation sheet and then uh once we open up the outer envelopes uh removed in a manner that doesn't mess up the oath or the signature and the empty outer envelope shall be removed from the table and retained for 24 months that at that point we can open up the inner inner envelopes and remove the ballots and we'll also count them again Y and then the absentee ballot shall be scanned on a ballot scanner batch number signed by the ballot scanner shall be recorded on the reconciliation form for
