Senator Davenport. I certainly understand the need that we can do to help educate young to 30-125 and 26 and 137. These are all related to parking bills. And essentially what this ordinance does is it changes all of our parking bills to be $25. And then there is also a $25 rate fee since you're not paying it. The only rules that are not $25 is the 5-room, 5-9-room to the $100 and the handicap parking which is take care of that. I'm just trying to cover my eyes. Okay, we're talking about hope. I hear it gets up at 10 o'clock. How can you be, you know, if you're in a park, you know, it drives you absolutely crazy. Well, this year, you know, I, you know, just generally, you know, I'm not sure exactly how weathering is, for the city comes about, whether it's like my sales tax, not the festival, but the thing like that. But restaurants and retail are the reason people come up town regularly. I don't come up town to go to an attorney's office and meander about spending a little money because he's doing something. They go to their appointment with a friend, and then they go home. And they're either happy or they're sad. And they don't bother. They don't bother. They don't bother. They don't bother. They don't bother. They don't bother. They don't bother. They don't bother. They don't bother. They don't bother. They don't bother. They don't bother. They don't bother. They don't bother. Parking is very important. If people cannot find parking, they'll go somewhere else. They won't stop. My business depends on people stopping of one day get a birthday card. Well that $5 birthday card over the course of time makes a huge difference on my bottom line. So I don't care if you spend $1.50 on a stamp in a car that I have or if you spend $5 on a light fixture. It's very important. And when they don't have a place to park, it is, it just, it stops it. And people aren't coming uptown to get any more details. They're not going anywhere. They aren't going to make the revenue without that. This is something that I have been looking for. I'm glad. I agree with all of it. I just wish it would work and I'm just going to say it needs to be enforced. Number one, I don't know how police officers and how the city handles their job duties and what their job duties are. My job duty is to clean bathrooms, vacuum, help customers, decorate, order, check in freight, sweep the outside, water the plant, talk to vendors that come in. I'll do everything. So I feel like we to figure out a way that this could be a good day with. Not when you've got somebody that's free to do it. And the guy that's dealing with the captain now, the team counselor, is excellent. He's so nice. He does a good job. But it needs to be consistent. And everybody does not like Eileen. We love Eileen. I love Eileen. My bad. So I always start behind the score. I'll be, I'm just going to be a minute. No, you're not, Jackie. You're going to toss, just like I do, and you're going to get caught, and you're going to get a ticket in again. Over and over and over again. Sometimes two and three in a day. So I'm glad for this. I just think it should be more, and I think with Peter Fingers, it should go up. There has to be a way, a program or a way, because I go up there and say, how many tickets has Bill Wilson had that they can build it up? So there's a way. I think there's community defenders that it's got to go up because I even talked to some ladies on the Uptown Development Board who said they don't care if it's $25. They're parking right behind my store, not paying for a place where I park. They would do that. They would care. That type of attitude is what's going to cause the problem over at New Francis Lindsay or David Lindsay. The doctor's office there takes up tons of parking and bless his sweet heart, walks all the way to the end of the park. People that have these mortgage loan places over here, they park in there. They don't care about a ticket. They don't care. and they're overly about it and so the city is just going to have to step up with an officer and then say, you know, as a business owner, as a property owner, you know, you really, you know, unless you're running in to grab your bank bag and take it to the bank or running in on the way to take your kid to, you know, the doctor's office and find out, fine, but it needs to be somewhere where consistently it's creating a customer that's on the book and they're not going to stop. They haven't stopped. behind my store now with a single rug just fabulously received thank goodness there's no parking at lunchtime and there's no parking in the evenings which is fine but the it just has got to be handled I think that increasing the fines, this is a great start, but it needs to increase. The fines need to be increased. If somebody's parked there five times in a month and gotten a $25 ticket, they're going to need a $100 ticket for maybe to start paying the service to book their flight. If you get a $2 bill, you're probably not going to do it as often. One thing I want to say is that we, the reason we want to see, I know this is on the ceiling, but it's the truth is that we were running tickets and we knew we didn't want to order a brand new ticket book that said $5 and the council needed to change it to $5. So I would say if council approves this ordinance tonight, we'll open new ticket books and then we'll be able to start some open and it's been a little bit lax lately just because we've got reasons, honestly. But I agree with you. I do think this is a good first step. It's the first time parking fees have been increased since, I think you said sometime in August of, like, 90, too. And I think one more thing, too, is that merchant, but I have a lot of people in my trucks have to go out in the alley, so people coming out, if they park a lot within a park or single bird, or if they were at Flynn's or Reagan, literally have to park that alley because people are lined up on the alley and they can't get in. They've got these 25 foot trailer trucks so they do have to block the alley. And in the order of our reading that there would be a 5 foot block traffic, that has to happen soon because they can't get into parking places soon. And I know that with bottom needs, sometimes they do have to have trucks parked right beside my store on maps and blocking traffic because they can't get in that alley. So that needs to be acknowledged. Number one. Number two, if I have a customer that's shopping with me, and they go to David Lincoln, and they go to eat dinner, and then they go shopping with me and Jane, and they come back and they go to Howard, and they've been parked for a while, we ought to have a way or a way to say, hey, this person let me take care of the tickets. And as an employee or a visitor of town, I should be able to say, they've got our street from here, there, and yonder. I can then take photos and send it to the city. This is a legit. That's validated. Yes. to be addressed as well at some point. But this is a great first step, and I'm all for any health care. Thank you. I think it's a good first step. How are you guys doing? I'm good, thanks for having me. This is my favorite time of year for a presentation like this. My name is Dave Lucifero. I'm with Martin Jenkins. I'm their director. And we're just going to kind of get into the results of the audit. We'll talk about some of the things that we're seeing with this league. And then we'll talk about future strategies that are coming into play. And then if you have any questions, we'll be happy to answer them. If you have any questions, we'll be happy to answer them. The first slide here is going to give you a good view. This is a real example of a new block board. And it talks about having clients who say, we don't want to have a number all around. So we don't want to have a number all around. But I've got two staff who are on the call. We honor them if we haven't been done with them. So we're very experienced with this new block board. The results, we found that the city could get a pretty good opinion, which was on the hot spot. I mean, you gave a report on the statements up until today in accordance with the county, but some of the other states, a.k.a. GAAP, or less, maybe you could express an argument. And I'll responsibly just want to say I'd be on the financial publicity team a lot more. But I do would like to say I'll also perform in accordance with what I've accepted on these standards, and I don't think I've done that in other state groups. Yeah, so the report on engine control will find us reporting in on compliance with the work of GAS. We have no maturity weaknesses in engine control or specific efficiencies. We're definitely aware this is a compliance limit. We present the symbol on it. which is the CDB community grant. And that helped support 2 million. It was their plan 25. And we found, we had a clean opinion on it, and we found a lot of issues with property rights and no material to pursue the commission fees. Which one was that? The community development block grant. We've got all these. These are all provided in the audit discussion and analysis that we've provided to you all along with the financial statements. The first just gave us a bit of an account of policies and how they are just described in the financial statement. And considering the policies we've met today, we noted that they're in accordance with GAAP, and so we've done what organizations were supposed to do, taking the policies and the qualitative aspects of these policies. The city's not involved with any controversial or larger issues, which I understand, but everything is in accordance with what we need to do. But I would say the big ones here, they were able to pass the audit adjustments and we did that with no representation from any of them. We requested a written recommendation and we received it with no additions from any of them. There was no consultation from any of the counties, no significant issues, and we are independent of the city. We have orders of AICPA, Progression Standards, and they're going to have to speak to us through our advisors, so we'll see what they're going to have to say. So I thought that was a good thing. So next is the financial highlights. This is the statement I wrote initially, which is the government-wide financial benefits list. It's a full pool, which that's kind of how you operate the business, where you have For capital assets, your loan turned out over a quarter of a year to claim its senior total assets for $64.4 million, which included $34.6 million in capital assets and about $40 million in cash and investments. That was offset by a liability of about $18.9 million, which we now have to deal with that initial $44.6 million. And the statement of opportunity is just your income statement at the government-wide level. You got total revenues of $47.6 million, most of which is related to taxes, in terms of your 8.8% tax return. Between where it's an under-governmental, under-governmental revenues, you're at $5.2 million. And those led to an increase in the deficit of $5.6 million when you take out these taxes. Now, for the general fund, this is going to be at the fund level, which is modified careers and capital assets. And long-term debt are not reported here. And you see that is significant. A lot of people do that. It's $18.3 million, $2.8 million in liabilities. These are going to come down to $14.2 million. six of which is NSI, so we agreed to spend half of it, but then the general cost spent, one point of note, we won't put in that, the total fund balance, so that 14.2 million represents about 8.1 months of expenditures, so they can go out of the fiscal period like that, so about 8 months to go. And that is the range. I mean, I don't know if people from the audience can speak on that. Can you help me? Yeah, there's two great, you've all seen the other six ones. We really saw, like, most of all, that they're pretty good for giving back. The back end does keep increasing from a balance of just a problem and so on and so forth. And this is just an outcome statement for the general fund. Total revenue is being $21.3 million. Total expansion, about the same. And the value of other inflows, which is going to be transferable to other funds, will eventually increase depending on what's going on in the economy. And then this is just some more of Gatsby. They're constantly coming out with new spaces. So it keeps doing business. I don't want it as much. But the new one production we've got, one of the things that's going to change is that it's mostly going to affect MD&A. And that's shown in some of the documents in the program. It's financial report that's written by the city. But there's nothing really else to affect the city or Gatsby. here in Gaffney, World 4, it's just filling up how populations are disclosed about the area we may be in for that. And we have other matters currently being considered by Gaffney. As always, they're looking at two steps, revenue and expense inflation. That's probably going to be the biggest role coming down the line. And then, I think, a fascination known by the tracks that could be felt here, based on the type of city. And then just kind of find out what we offer as our firm to our clients. Pre-continuity education for anyone who's interested in that kind of thing. We do them quarterly, and the topic is set out in a monthly show before we do it. So maybe it's ever good for you to find out more about that. But just let me know. I don't know if you see those in the slides, but I'll still have the link. There's information on our email address if you'd like it. I would like to say we really do appreciate the opportunity to serve you all. I would like to ask Sarah to follow in the footsteps of our questions. I think this is a question that we can talk straight now. And since 2020, we have really been influenced by federal funding when it's come in. We've had our family come in. We've had a lot of debt reporters with non-recurring cash, but with a half come in. So it really has changed our lives a lot. And I think it seems to have settled quite a bit now. They put all the funding in last year and all of that. So this is really good because I think on all of our minds was, Once that money is filtered out, once we utilize that money that we're supposed to, how confident are we in it? the influence that those monies have had on our operations and our budget. And so we often in the past have looked at those, looked at those financials and seen that fluctuation that happens, but I'm really excited that this is where we are. I remember speaking to them and doing an audit one time that, you know, We really would like to have a consistent six-month schedule year after year after year. And some of the colleagues that we have here that have been on the couch for a long, long time remember times when they were sick to get cash on hand. Things were really tight. And so being able to move cash in and out and make payroll at some point could be a Now we have the flexibility that SARE has to be able to use the state fund to be able to do those things, to be able to move cash in and out for the best of the best of purposes. But I'm very thankful for you and for having this support. At least this is, we've been looking for this audit for a really long time. This is so much of things we want to start running for so many years. And it makes me feel a lot better about our positions. Yeah, I agree. And I think we started this on a couple of years ago and started off just kind of in the first year, we'd like to say, where I was going in terms of our initials, the same platform. And I would like to delay it. And last year, with all of the assistance we made up there, the actual planning and just a lot of things happening, the highs are kind of the latest. This year, again, from the audit planning standpoint, we're kind of back on track. And we're looking forward to next year when we come back to the reality. before they do the review or like just kind of keep it all distraught. Well my concern was the fact that we wouldn't get all the monies from the federal government that we needed and we'd be in massive hole and then we don't know what the economic environment is coming along the way but I remember when our budgets in 2008, 2009, during the recession, what we had to do. And we had to limit employees, and no races, and no air travel. And it was in a rut. No training, no nothing. I'm talking about sitting for years. We are not in a race at all. We don't get ready for it. I understand Taylor's idea. So the fact is, being in the financial business, are there any insights that you know of or feel coming down the pipe? Because I know we're not going to be possibly earning what we were earning on our investment. So those kind of things. And you mean like specifically grant related or what? Our investment revenue. Our investment revenue is pretty good. I think it's good now. It's going to be as fast as $100,000 a year. And so we passed the $300,000. for a year mark in investment revenues that were coming in. It was like, oh, this is only going to happen one time. Remember that? And it continues to happen, but we do not rely on that. Yes, exactly. And I know the Fed's discussed maybe rating the rates today. I don't know how that turned out. But it's still something that you cannot rely on that investment revenue. like our insurance revenues, you know, goes down this year. And so there is a downfall of a lot of things that we have, but that investment revenue, not relying on it, but being able to take full advantage of it and not increase taxes, everything else is where we are.
