You heard a report from the city attorney's office, gave direction to the city attorney's office on that item. There was no other reportable action on that item. Item two was a conference with legal counsel with regard to three different items of potential litigation. Two of those were workers' compensation claims. You gave direction to special counsel and the city's HR director on both of those items. And item three was a dispute with the Newland company. You gave direction to city attorney's office, but there were no other reportable action on any of those three items.

Thank you very much, city attorney. At this time, we'll move on to the presentations and proclamations. The first one that we have is the women's club of the, Rialto, an update by Elizabeth Holmes, president.

Good evening, mayor Baca and city council people and the city staff and all of those fine police officers or fire department representatives. I'm here on behalf of the Women's Club of Rialto, which is the oldest service organization in Rialto. It was incorporated in 1910 before the city was incorporated. And I have with me Diane Shields, a past president, and Sharon Hughes, a past club president. Thanks for being service projects throughout the year, and so I'm going to report on the statistics of what we have done this past year in 2025.

We did completed 43 service projects, projects, 4,952 volunteer hours. We donated $6,970 and we that was in cash and then in total in kind that's with equipment supplies etcetera it was $3,380.75. We raised $33,231. And I have reports for the council members, the mayor, the city manager, and I think the treasurer. The other thing that we're doing is April 24 in eight on 04/24/1890, Jane Cunningham Crowley established the General Federation of Women's Club.

There were world. And so we are having a special celebration celebration called so called Federation Day to honor tribute to our past club presidents. We found out through Lauren Pedrosa, just joined our club and who's a member of Rialto Historical Society, found out there's like over 30 club women buried in our Rialto Park Cemetery. So we're going to be placing flowers, we're gonna have a little ceremony and then we'll be placing bouquets on their graves April 24 and I want to make sure you are all are invited to attend. It will start at ten and it will be short, I would say thirty minutes or you know or less and so we we would really like to see some representation from the city and I thank you for letting me speak today.

First of all, for existing and being here prior to the city becoming incorporated and continuing to provide a lot of service to our community. I know that my wife, Barbara Baca, was a member of the women's club at one point. Maybe you can recruit her back. She's probably listening to me and probably say no.

Whereas since 04/22/1970, Earth Day celebrations have annually demonstrated a compelling commitment among millions of people to raise public understanding of the complex relationships that exist between people and their daily activities and the environment. And whereas whereas Earth Day symbolizes the importance our community places on environmental stewardship and serves to unify all of us on the practice of environmental protection each and every day.

And whereas the holiday called Arbor Day was first observed with planting of more than 1,000,000 trees in Nebraska. And whereas Arbor Day is now observed throughout the nation and the world.

And whereas trees in our city increase property values, enhance the economy vitality of businesses areas and beautify our community. I'm really excited to do to give this this proclamation today. Everybody knows that I love my first responder community. So proclamation number five series twenty twenty six, whereas emergencies that require police, fire, or emergency medical services can occur at any time. And whereas when an emergency occurs, the prompt response of police officers, firefighters, and paramedics is critical to the protection of life and preservation of property. Whereas public safety, telecommunicators are the first and most critical contact our citizens have with emergency services, and whereas each dispatcher has exhibited compassion, understanding, and professionalism during the performance of their job this past year.

So these are just four of our dispatchers. I do wanna make a special notation just so the community and the council knows that it's built around service. So our one of our dispatchers, Vanessa Bohling, is not here tonight.

We just were told I was told earlier today that her daughter is being deployed. So I really appreciate that she's, you know, part of the US military and some of our dispatchers are on doing a send off with her tonight with her daughter. But just to kinda let you know what you have all asked for and what the community has now grown to expect from Rialto PD. And that is is that 99% of the 911 calls that come into our police department are answered in less than twenty seconds by one of the and the thank you. By one of the dispatchers here behind me.

They're the voice behind the call. We hear them, but we rarely see them even though they're visible for what we do every single day. 41,000 well, about 42,000 calls were citizens generated last year. Officers on top of that generated 51,000. We had another 31,000 of just business calls that came in.

Animal control, they take those calls. There were 3,800 of those calls. And then we dispatch priority zero calls, which are extreme emergent calls within one minute and thirty four seconds. And then our regular calls that are emergency calls that are not those pressing calls are in one minute and forty four seconds. We have a goal as a public safety team here to answer the calls and get them dispatched and give an officer on scene within now three minutes or less. We're still working on that goal, but that's where we're at. And they handled a total of forty one thousand one hundred and forty nine one one calls. So, if you wouldn't mind giving my dispatchers a great round of applause.

And whereas 99111 was designated by congress by congress as a national emergency call number under a wireless communication public safety act of 1999. Whereas, the enhanced 911 act of 2020 of twenty o four public law nine zero four nine four establish and enhance a 911 as a high national priority as part of the national home life security and public safety, whereas the people of all ages use 911, and it is critical to educate, and I state to educate the public of all ages on the proper use of 911. And whereas a growing segment of the population including the deaf, the hard of hearing, the deaf blind, individuals with speech disability increasingly commute communicate with nontraditional text, videos, instant messaging, communication service, and anticipate that these services will be able to connect directly to 911. Whereas a thousand of 911 calls are made every year by children properly trained on the use of 911 resulting in the lives in which an underscored the critical importance of training children in the early life about 911.

And when a when a call is done like that and a prank is done, the parents are also fine if a child does that or an individual is doing that. So remember that. So when you call 911, you're going to get one of the professionals that are behind us that are going to come and either save your life or practically solve the issues that we try to do. But it certainly is a true entity of public safety that we have in Rialto that sets us apart from other cities. So thank you for that.

Good evening honorable mayor, mayor pro tem, and council members. I'll be making a presentation on tab one. Tab one tonight is in regard to an annexation into Community Facilities District Number 2016 Dash 1. On 11/22/2016, the City Council adopted resolution number 7,031 forming Community Facilities District Number 20 Sixteen-one. The CFD was formed with the intention of having annexed into it in order to fund increased need for police, fire, and other public services.

So far 10 residential developments have annexed into the CFD. On March 10, the City Council adopted resolution number 8,479, declaring an intention to annex a new residential development that's known as the Haven Paseo into the CFD. The Haven Paseo project that is proposed to be annexed into the CFD is located at the Northeast corner of Foothill Boulevard and Spruce Avenue and it will consist development of 81 new condominium units. The current tax rate for condominium developments within CFD 20 Sixteen-one is $268.11 annually per dwelling unit with planned increases at the start of each fiscal year. The resolutions that are before the City Council tonight will complete the annexation of the development into CFD 20 Sixteen-one.

In conjunction with the adoption of the resolutions, the annexation into the CFD also requires special election voted on by the current property owners. In this case, there's only one property owner and that is the developer of the project. So with that, staff recommends that the City Council conduct a public hearing for the CFD annexation then adopt resolution 8,491 authorizing the annexation of the Haven Paseo project into CFD twenty sixteen dash one. Then adopt resolution number 8,492 calling for the special election. Then conduct the special election.

So with that, I'd like to hand it off to Janet Franco, the city's deputy director of finance, who is responsible for preparation of the finance financial statements, and then we will hear from our auditors.

The primary focus of our discussion will be on scope of the audit engagement, which includes the service the firm performs for the city and the phases of the audit. It's a, proposal to create a permanent tribute to the men and women who have served our nation. And first, I'd like to thank the Rialto Veterans Committee, whichcom is comprised of mayor Baca, council member Montoya, and city treasurer Carrillo.

It was their vision and commitment and championship that got us to where we are tonight. So I'll start off with the location of the monument that was chosen by the committee. It is the red star in this image, which is just west of the library, east of the police station, and north of the fire station. Project overview. So this project and concept was created, as I said earlier, by the Rialto Veterans Committee.

They met several times to develop what we are going to see in these renderings. And the committee the committee wanted to not only include past and present veterans, but also look forward and honor all veterans focusing on present, our past, present, and future service members with this monument. So the monument will have three primary granite monoliths, and I'm sure I will say monument and monolith and get tongue tied throughout this presentation. So forgive me with that. There is a fourth smaller scale monolith in the back, which will be approximately four feet in height.

The three primary granite monoliths upfront or are approximately eight feet in height. Surrounded by these monoliths that sit on a concrete pad, which is in a circular formation, will be semi semicircular benches. So this is the rendering that that was developed and what the completed monument will look like. I wanna point out the center monolith there has a mixture of engraved lettering or wording as well as stainless steel metal reliefs or pop outs. What's unique or very prominent about this center monolith is that it is the monument.

Flanking that center monolith, you see two metal silhouettes or metal reliefs.

This is the pin or anchor that anchors the monuments to the city of Rialto. It is a a smaller one, as I mentioned, about four feet tall, and it it reads, Rialto's veterans have contributed to every major US conflict of the last century. Today, that legacy lives on through the active veteran community and the men and women who joined the call to defend our freedom, carrying Rialto's tradition of courage and integrity forward. Here is the monument as well at a slight angle.

So you can see that fourth monolith in the back. And a couple things that I wanted to point out with this project is that it's it's unique. There is a lot of excitement behind this, not only with the veterans committee and the staff that worked on this, but also some of the the staff in other departments. We've also had some volunteers that that have come forward that have some desire to also participate.

And because of that, in the budget appropriation and resolution, there is a line in there that any donations received because tonight's goal is to put use city funding to start this project.

I entered a store here in the city with my service dog, Sly, and I was immediately confronted by the business owner, and I was yelled at.

He explained to me that he was the owner, and it's his store. Get out. Now as a disabled veteran, this experience, it was disappointing. It was embarrassing. It was humiliating.

And incidents like this not only affect disabled veterans, but also our disabled residents as well who who rely on their service dogs or their service animals for daily independence and dignity. Just reminding them of their obligations under the Americans with Disability Act and the federal guidelines. I also wanted to let the council know that we have once again achieved the 2026 mission life line EMS recognition gold standard from the American Heart Association. This is the second year in a row. And that is relating to our ability to provide consistent, high quality system performance in cardiac arrest, STEMIs, and stroke care. I also wanted to thank the local Walmart for their thousand dollar donation that they provided to us on Saturday during their re grand opening. What a great event.

I wanted to just shout out to our crews that assisted recently during two large scale fires in the neighboring community of Ontario. The Ontario Mills fire which has requested our truck company as well as the fire at the Kimberly Clark warehouse in which we sent an engine. And lastly, I just wanna thank you for tonight's actions. They will definitely save lives and property here in the in the city of Rialto, and I appreciate the action that you took and supported. Thank you.

Just a couple of quick items that I wanted to give the council an update on our ongoing work that our crew does for the stenciling project, the striping that we've done so far and we'll continue to do so. Several segments on Riverside Avenue, Seniors Way, San Bernardino and we're starting Randle next week, hopefully when the weather is warmed up because we need a little bit warmer weather to do that. We're also continuing our weed abatement. Our crews have completed 27 assignments.

Contract weed abatement contractor is also finishing up several projects. And our pothole, now that we've got our patch truck back, is actively performing pothole repairs just within the last month. We've completed 256 pothole repairs. Thank you.

Our teen mentoring program session for kitchen basics will be held at on Wednesday, April 15 at the teen center from four to 6PM.
