Hearing on Annexation and Levying of Assessments for County Lighting Districts Negotiated Exchange of Property Tax Revenues in Rowland Heights
Hearing on the annexation of the approved tentative subdivision project known as Tract 82400, located in the unincorporated community of Rowland Heights, to County Lighting Maintenance District (CLMD) 1687 and County Lighting District Landscaping and Lighting Act-1 (CLD LLA-1), Unincorporated Zone. Order the tabulation of assessment ballots submitted and not withdrawn, in support of, or in opposition to, the proposed assessments. If there is no majority protest, adopt a resolution ordering annexation of the subdivision territory to CLMD 1687 and CLD LLA-1, Unincorporated Zone, confirming a diagram and assessment and levying of assessments within the annexed territory for Fiscal Year 2027-28. Adopt joint resolutions between the Board and other taxing agencies approving and accepting the negotiated exchange of property tax revenues resulting from the annexation of this territory to CLMD 1687, as approved by the nonexempt taxing agencies. Hearing on an appeal of Project No. PRJ2024-003038-(5), known as “Homestead South,” including Vesting Tentative Tract Map No. 84508, Conditional Use Permit No. RPPL2024004564, Oak Tree Permit No. RPPL20244513, Highway Realignment No. RPPL2024004946, Administrative Housing Permit No. RPPL2024004509, Substantial Conformance Review No. RPPL2024004508, and a statutory exemption from the California Environmental Quality Act (CEQA). The Project proposes approximately 3,600 dwelling units with a variety of housing types, community services, amenities, open space, and infrastructure on approximately 1,700 acres. The Project includes 71,833,000 cubic yards of grading; impacts to 291 oak trees; updates to Magic Mountain Parkway and Long Canyon Road on the County Master Plan of Highways, and the set-aside and long-term maintenance of 362 affordable dwelling units at various income levels as well as reviews for signage and grading on slopes within the Newhall Ranch Specific Plan. The Project is located south of State Route 126 and west of Interstate 5 in the Santa Clarita Valley Planning Area. Applied for by the applicant, Hunsaker Associates. Avenue Q Street Name Change to Honor Deputy Ryan Clinkunbroomer
Recommendation as submitted by Supervisor Barger: Instruct the Director of Regional Planning, in coordination with the Director of Public Works and the City of Palmdale, to take the necessary actions, to rename the County portions of Avenue Q as “Deputy Clinkunbroomer Ave” with Avenue Q in parentheses.
