To the flag of the stands, one nation under God, indivisible, with liberty and justice for all the meeting town council July 1st, 2025 minutes. Anyone have any questions or changes for Sarah? I make a motion to accept the meeting minutes. All those in favor say I. All August 4, 2025 executive session meeting minutes.

0:43 – 1:000

Make a motion to accept the August 4.5 executive meeting minutes as a second. All those in favor say I. I. All opposed. DLZ.

0:57 – 2:530

Yes. have uh three action items here for council to consider. Uh there is a packet there that I passed out. Page numbers on the top right. Uh the first action item is regarding the lagoon. If you recall in May, uh you took biz. Uh there was decision to pursue an extension of your lagoon closure. We had discussions with IDM in June. They're aware of that. U I told we getting them the letter later this summer and fall. What you have in front of you is a draft of that letter that be reviewed, modified, uh, added to as needed. But basically what we're doing there is adding one year to it till December of 2026. The key part about that is I noted that basically the funding extend is in excess of what you have for the ban. The other important part of that is that letting it know that you'll be including that in your final closing with SRF, which means we need to bid it within 90 days of that closing early next year so you can close in the spring. So, that is an action item. I know we discussed this a couple meetings ago, but that's a letter we'd ask council to consider to have uh Andy sign and then we can send that to the ID project manager and then we can work on rescoping that and bidding that in probably early 2026, but of course we'll work on through the fall. The other two action items uh are two pay applications. These are for the pump station project as an update on pump station project. That's API construction. Um, they need to be done by the end of the year. Basically, they got a lot of the structures and the pipe work done. Uh, they're waiting for the control panels stuff coming in this fall and then they'll remode later this fall. With that being said, uh, sheet number two is pay application number three for $282,397.

2:53 – 3:470

And then if you go to sheet number four and five is pay application number four for $547,255 and3 cents and then of course this comes out of your bond your current bond anticipation note. So those are the three action items. Any I think the first one would be approval to have the council president sign and have the LC send the extension letter in and then consideration for those 2K application and then I'll answer any questions that council may have. Any questions? I will make a motion to move forward with this extension letter. Second, all those in favor say I. I. All

3:48 – 4:070

I going to make a motion um to pay ATI payout number three and pay out number four as presented. All those in favor say I. All right. All

4:12 – 6:020

right. surveyor even longer about the pedestrian crossings in the park that the drainage board had originally approved for wooden structures and then they got changed to steel structures with the understanding that the middle one was going to be removed. moved after the new ones got installed. And as you can see by the elevations, and that is to the flow line to the bottom of each one of the structures, that one in the middle is 2 foot lower than the one to the west and a foot and a half lower than the one point uh going to the south. And apparently there was some question on why that one was supposed to be removed. So that's why and so it was taken to drainage board and they said that they would allow it to stay if it was raised a foot and a half. So either it would need to be removed or raised a foot and a half. And I'm assuming that Mr. Hartford is attorney for you guys. he uh called and asked for the meeting and we supplied that to him on the I believe it was October the 4th of 2018 where the discussion was that it was going to be removed and I've got that with me if you guys want to hear it if nobody's heard it got it on the DVD or on the jump track if you have any way to play it or if you want to listen

6:08 – 6:460

So basically the the hearing is reviewing it and reviewing the minutes where there's no mention. So we'll take it under adisement where there was no mention of removal of a bridge or anyone taking responsibility for them. So for us at this time, we'll take the competition under under advisement and consult with the attorney. But from town council's point of view from meeting minutes and documentation, there's been no documentation of town agreeing to remove any.

6:43 – 8:020

Okay. And the drainage board still has the jurisdiction of it. So just as long as we're all clear on it. Okay. Any questions? He says it's a partial transcript today, but we haven't heard it all for seen it all yet. So, I think that the part that we got it doesn't say or Jay's assume that's who the two people are that are talking. But the only mention was a motion was made to put in the two new bridges. Um, and Phil said something about raising them a little bit in that transcript, but no mention in that section that we got was said anything about. And that's the first there was three different. And the third one, like I said, which was the October the 4th of 18th was the one where it was talked about the removal of the middle room. So because there was three different uh June 1st of 17 was the first discussion of it and December of 20 December 21st of 17 and then October the 4th of 18.

8:00 – 8:110

If you have though if you have a flash card you can leave that would be great. Uh, I can give you I the flash drive can't have but the DVD can have. Absolutely.

8:16 – 8:430

Thank you. Yeah. Thank you so much. You're welcome. Any other questions? No, we just we'll continue to have our attorney review the transcript and we'll get back with you. Okay. All right. Thank you. Thank you. Citizens comments

8:490

and the time starts now whether you're talking or not.

8:53 – 9:480

Good luck with that three minutes. Saturday on a Saturday night in the morning water meter box in the basement. The biggest problem with that is that's municipal equipment. So who do does that we have to get a hold of civiliz absolutely no information on anybody anywhere in this town that you can get in touch with to say hey we got a problem that was put in like oh gosh oh no not oh

9:45 – 10:250

yes anyway so but we We were running around trying to figure out. Who in the world are you going to call? Why did you call? Charie says caller. We call we call. There's no no reference at all to after hours emergencies. You can leave a message with or whatever. But that won't happen until Monday when you come in. Monday. This is at 2 o'clock in the morning on Saturday morning. Saturday morning.

10:22 – 11:040

So, what we're wondering is, wouldn't it be good for somebody to um look into putting some kind of emergency message onto you'd have so much? Yeah. If you if you were in our position, who would you call? Who would you call? You got that? That's a question. Who would you live by? Well, all of our numbers are on the town page. I would, if I was you, I would call me and I get on the town. It's on the Why would we be calling you for our emergency?

11:04 – 11:370

That's what we're responsible for. How about how about if you put some something on say your phone backstage that says after our emergency call blah blah blah you're officially the emergency call as it is we call this the sheriff

11:34 – 12:150

so I got you know 911 That doesn't seem like a good option. She and I got this gal, nice gal with a dimple in her voice and she listened very take care of it. That was the end of it. And within an hour I had Jason tapping on my front door with a new beater and all the equipment and I'm sure my picture is telling you to start. So, so dispatch has my number for after hours calls and also if you leave a message whether it's to my extension or the utility extension, it comes directly to my phone. You simply don't know. You know, there's no way to know that.

12:13 – 12:580

There's absolutely no way to know. It's really But we got it all taken care of. Thank you. But I'm wondering if there aren't the same type of meter in other houses of my age within the within the town. I thought maybe you might want to do that because what failed on this is the fact that they put chair as the base for it with breakaway tabs and the prop and it was huge amount of work. No, but thank goodness I had a cut off. Just a pass off. And then the fun began and here came Jason. Give him a race. That guy had a smile on his face. I like Jason.

12:57 – 13:460

He was probably smiling because he know it was your house. We went out, he and I, just as a because I had a gate valued up on the street. No idea that the lost graves put that in remember to lo anyway that worry about not actually relevant to what I had because the law put a real nice and like I said you know he has praise he did a nice job good attitude and he was prompt he was there within oh he was there 10 or 15 minutes.

13:43 – 14:270

15 minutes. But but again, we can't be the only ones who would have an emergency like that. So, we're just bringing it to your attention so that you can make it a little clearer on your own messages. Some kind of information is that you want to get out. Yeah, that's all that it goes to eras. Oh, that's great. How would I know that? because it just says leave a message. That leave a message tells me it's not going to be around till Monday and I'm not doing without water Saturday, Sunday, Monday. That that must that

14:23 – 14:420

So just a suggestion. We're not beating anybody up and we are praising Jason because it can happen to anybody. So suggestion. Thank you. Thank you. Did I take longer than him? Yes.

14:49 – 15:160

Hi, thank you. Um, I represent the Clay Brook edition on the north side of town and I wanted to or we as a Oh, I'm sorry. Chris Snider and us as a neighborhood wanted to petition the town or see what the process would be for the town to take over the expense of our street lights.

15:260

What's the What's the history like? why what pays for I don't because I don't understand I know we talked

15:33 – 16:130

the the developer initially was paying for it um and then as the neighborhood filled and the developer has now left the responsibility to the HOAs to take care of it and um it came down to well these are street lights that you know I I don't know you know where what is the process one to get to town to pay for these street lights or is there one? And what is the defining um you know why does this neighborhood get paid for but this one don't?

16:11 – 16:390

We're kind we're kind of at a loss of we're new to this. street village is also talking about street lights and village association but there's going to be other grandfather in I can tell you right now what kind of

16:36 – 17:160

about 1,500 bucks a I guess it's something we have to research. I don't we don't we don't normally do that. The town of normally do that. So it was an agreement when the electricity

17:20 – 17:570

that's what you're talking about is the electricity itself. Yes. not correct. Yeah, there was an agreement when electricity sorry. So the town pays for electricity for that what you're saying. How many other subdivisions are under?

18:00 – 18:320

Can you give us the next meeting to look into that? Sure. Sure. Thank you very much. Sure. For future development. That's something should be eyes out. Yes. Sorry. Um, any other citizen comments or questions? I'm next.

18:30 – 20:070

Nobody else. So, quick review. Rolling was a good success. Uh even though we hadn't used the rain gate with the the weather, um we had about just under we figure about 450 to 480 cars including the park and probably about 3 4,000 people in attendance, maybe a little bit more. It's harder to tell, but we had a good turnout, good downtown, great weather. Um what I'd like to talk about real quick today is tableabling the idea. I'd like to get the approval, I should say, more or less of changing the date of rolling around up to September 12th instead of July, the last Saturday of July. A lot of reasons is that we are exhausted when it comes to the heat, the weather, and the rain that we're dealing with and our time management. Getting everything put together in a month of seven months versus if we were to September, they give us eight months. Plus, the soccer league is growing down the park to the point where they're actually using the park in July where they never had before. So, we're actually compromising their fields and things of that nature for public park. So, the 12th is the weekend after fall festival and if we need a rain day, it would be the 19th and we like to keep that as a consistent going forward. It doesn't interfere with any other major car shows in the region in our area. Um, so it's it's a good win-win and uh I'd like to get that approval as soon as possible so we can announce the date change moving forward.

20:03 – 20:430

Jim, any um issues from a standpoint of having backtoback um events weekend after weekend? You know um usually the fall festival what we consider consider the season fall the end of the season then the only thing we have so fall festival the car show that's pretty well everything done backtoback weekends on I mean your resources would not be an issue

20:40 – 20:520

from a park standpoint standpoint point is they are they doing the rodeo festival on that Sunday afterwards? As far as we know

21:030

and I think the way we handled it last year

21:12 – 21:540

I can do move with marketing. Yeah. Okay. Appreciate that. and then still like to keep the exclusive partial to us. So if somebody wanted to come in and take the July date, well I'm not I'm not going to agree to the exclusive. Okay. That's revenue to businesses and stuff in the town that we're taking away. I'm not saying we can't pretend to come up to us and ask us to do another car drill, but I just the amount of time and energy that we put into this one is why I asked that. And the amount of return that we give back to the town is also why I ask that.

21:52 – 22:350

I understand. It's just I don't I don't want to leave a vacuum for somebody else out of the town. sees an opportunity to try to take uh some of the the mojo and some of the energy out of what we put in at least have a conversation with me about it conversation as so that Jeep for example the Jeep deal that came in the disaster those are things that I'm trying to avoid they're trying to protect you also as well as us right but not every single company like that so I just that's my opinion to be

22:32 – 23:030

determined. I mean that would be like I don't know right now but there's applications always case by case situation but they require approval that's why I said as long as it's kind of a conversation and I don't see like there's any you know changes in the opportunity and the energy that you put in. Yeah. Oh absolutely. We certainly appreciate why we

23:04 – 23:460

small for both of us. That's what I'm always focusing on. Mhm. So the 12th would be the uh the date for next year 2026 and 19th would be the rain date and it's the same footprint same pavilion the park soccer field the downtown be exact come January that application officially done but thank you Yes, sir. Any other comments questions? All right. Thank you.

23:44 – 24:280

Good evening. Uh hopefully this time you should have in front of you. Just folks for the lining for the uh tennis courts, basketball courts, and the baseball fields. Um, so I just wanted to see what your opinion was and uh have you review those and hopefully make a decision what uh you would like to go with. Do you want to review those and give us your recommendation? Um the uh the one I they're both reputable companies within the county. Um the first quote that you had is the one I recommended from

24:29 – 24:550

72 and those are pretty fully pretty much. Yes. And what would that lead forward to deal with as priority? Uh that would have to be addressed next year. How much would be left in the budget? There would not be a left.

25:05 – 25:460

The other quotes came in. electric was 91,83 electric was 138,320. [Music] Yes, that would be their project. They have 75. Yeah. 726 and that covers more than we discussed last time a little bit more comprehensive. Yes. A motion.

25:44 – 25:550

I will make that motion to go with range line 7,600. I'll second that. All those in favor say I. I.

25:52 – 27:070

All a couple other things. Um since I've been in the parking board for a little over five years now, it was a fiveyear plan has been completed. Um so the first year was to get new pavilion. So we got that. Um the second year we cut for the playground equipment that pushed back a little bit. So we redo the tennis courts. Um and the third year was the um playground equipment. And then the final one for this one is the uh place all the electrical lighting at the park. So uh with that uh September the 9th will be the next park coordinating and during that time we will discuss the next 5year project for the work. So uh pretty much everything went as planned for obviously got pushed back but uh for the most part we're close to that five year goal. So just let that state um basically wireless. So it's kind of nice. When is your next meeting? Where

27:130

I don't other

27:220

Thank you. Thank you. Police Department.

27:26 – 28:210

First one I'm going to bring up is um there's a piece of property on Allen Street. It's in foreclosure. The individual walkway to the house. The grass is getting lost. So, we're trying to get that battled out. Um we've had complaints on it. The neighbors med a couple times, but I'm just uncomfortable right now having farm person go over and mow. we get tagged for the for letters have been sent. We're just waiting on responses and with the the drought or whatever you want to call it. We've got some waiting over the 8 in the whole yard is completely overgrown in case you guys get phone calls on that.

28:16 – 28:560

It's on Smith Street or I'm excuse Our computers are in. They're getting programmed right now. So, I'll let you know when we get them all done. Program. The other thing is is I gave you a little letter to me. I plan on retiring no later than 15. Yes. Anniversary. wedding anniversary is the 16th. So my wife said that'll be a good

29:01 – 29:460

tells me she don't want more. And the last thing on this, and I know it's just my recommendation will go as far as probably Grant doesn't earn or he doesn't deserve to be the next in my eyes. He's earned it. I agree with that. So, I'm just throwing that out there. He's earned it. He does it. He's earned it. So, that's all I've got to say. Thank you. All right, Aaron, superintendent of operations.

29:42 – 30:210

Uh, one thing's here consideration by um the company that I have in here looking for large power maint power wash and clean. I gave you guys a little picture of what it looks like. That quote was for $7,560 some things for me. Anybody else find the whole type of deal? It's within your budget. Yeah.

30:23 – 30:490

I'll make a motion that we move forward with the contract with McGuire for the exterior pressure wash. I'll second the amount of 5,000 per, excuse me, $7,560. Uh, also Lock Miller, they're not here tonight. All those in favor say I. All those.

30:47 – 31:400

Uh, Lock Miller couldn't make it tonight and they didn't have quite 30% plans done yet. They're still waiting on some vendors. Get back with them. Supposed to have a meeting with them Thursday morning, see where they're at and we'll go over everything. Uh, also I was given the name of a environmental law firm in Indie to kind of look at what we're doing to see if maybe there's a lawsuit there against the company's insurance. Uh, they had sent a letter of engagement and then look at our files and see if we have anything there that's worth using. And if so then if we were to move forward that would be 700 an hour but you know this part is free time to look at it but your guys approval just sign that letter and at least get to look at what we have

31:38 – 32:100

and that's not a commitment to proceed beyond this to do the we had Mike and Sarah had Mike look at the weather agreement hours but this But it gets us some money in the long run. It saves us the residents. Is there anything statue limitations? I don't know.

32:12 – 32:320

And this is what I'll make a motion to move forward with. I'll second that. All those in favor say I. I. All opposed. Anything else? M questions. Any updates on the street?

32:30 – 33:310

Uh they got all done [Music] meeting within next week. [Music] Council woman. Um just one thing um just so the public knows Celia is taking care of some health issues in the next month or two and so the library definitely will be closed on September 11th and possibly four more days. Um she has her recovery for the month of August but September her assistant is in Greece. So there may just so you all aware there may be some days that the liar is closed that's September 11th councilman Brian Humphrey

33:29 – 33:560

I just have to comment on I think rolling in Ron was kind of our first test of the door in a full scale well I mean it's been effect but this is the first thing that I saw a lot of and from what I saw your and flawlessly. I'm sure you can correct me if I'm wrong. I think it ran great. We didn't hear it. Didn't see any issues at all either.

33:53 – 34:210

So, it treasures resolution 20250 corporation reduction. Um, I put that in front of you guys. Those are the amounts that we won't be using this year.

34:30 – 35:370

Yeah, I'll make that motion that resolution 20253. I'll second that motion. All those in favor say I. All post um public hearing for the budget will be September 2nd and the adoption hearing be October 7. So I have to have you here. So, if there's any one of you that is not either of those states, let us know in the classroom. And then the last thing I have is um we had a special application that was submitted and I just wanted to let you know that I was deciding not to move forward with that. I just want to make sure that we got that. No, any business presentation of bills and utility investments. I will make a motion to pay the bills as presented.

35:350

All those in favor say I. All I will make a motion to the meeting. Second. All those in favor say I.
