This open meeting of the Grafton Board of Health is being conductedly conducted remotely consistent with the acts extending certain CO 19 measures adopted during the state of emergency. Uh Governor Healey has further extended this act until June 30th, 2027 of the remote meeting provisions of former Baker's Governor Baker's March 12th, 2020 executive order suspending certain provisions of the open meeting law. In order to mitigate the transmission of the CO 19 virus, the act extends the requirements of the open meeting law to have all meetings in a publicly accessible physical location. Further, all members of the public bodies are allowed to participate remotely. The order, which you can find posted at the town's website at

vote. Longer every time. All right, Devon, you're writing solo today. I hear you have some updates for us. Hello everyone. I'm Devon Thornton, um health inspector for the town of Grafton. Um to begin with, uh I think there's one, two, three, four, five housing inspections which were uh from complaints. If there's any question about anyone, I'd be happy to give you any information you need about them. Um, could you speak a little bit on um the one from 410? Just what was the um kind of um background on the marijuana order? Oh, odor. Oh, it was odor. Sorry, order. I'm like, what's the order? What order is there? Sorry, it was an odor. Got it. Actually, this is a complaint that the occupant had dealt with prior and uh that previous occupant had been removed from the property. A new tenant moved in. She ran into the same problem. Uh from a border of health perspective, we had no enforcement really, but I reached out to the property management company and they explained that they were in the process of going through the courts with taking care of that uh particular case and that tenant probably will the the tenant that's causing the violation will definitely be removed from the unit and that's how that'll probably end. Um, the turkeys was another situation. Um, there's not much we could we could have done about that. Um, but Nancy actually spoke to property management

and they're going to try to do their best to at least uh clean up the mess that the turkeys are causing so that occupant can actually get around safely and avoid getting sick or anything from um the mess. the turkeys are making. Um, are these wild turkeys or somebody? Yeah, wild turkeys. Wild turkeys. So, it's just um, forgive me, but it's it's the feces on the ground that the turkeys are leaving behind. Um, she doesn't I think she's she utilizes a wheelchair, so she doesn't want to get her hands Yeah. get it on her hand. She doesn't want to end up getting sick or anything, but property management said they're going to do their best to at least keep the area clean. They can't do anything about this herpes. Right. Great. Other questions for Devon on housing in particular addictions? Yep. Um, Madam Chairman, this is Dan. Um, yeah, I just wanted to mention about the marijuana odor thing. I I guess that's a nuisance, but I think it's out of our purview as would be cigarette smoke or manure in the summer or whatever. So, I I don't think there's much we could do about that. Correct. Right. Other other than nuisance, currently we don't have um marijuana regulations that we are those are in um I think in process of being developed. Oh, that's true. If you when you attend your MAB, if you haven't attended MAB, you'll hear about that. Um but that would probably be as you said, Dan, the only kind of way in which Deon could could assist us at this point. Yep. Thanks. and and I try my best um with situations like that to at least show the uh the board of health due diligence to at least reaching out to someone and explaining the situation that's going on and seeing if there has been some sort

confirmed, 27 from the previous month. All right. 11 for April and March was 27. So we're having some going down. Um novel corona virus five for April, one for March, zero measles or either and zero ptasus. So things are trending in the right direction. Um let's see. In the news and previously reported with updates, um seasonal flu activity in the US is declining, but it remains above the baseline and continues to impact communities. Uh the flu season has been classified as high severity uh with hospitalization rates highest since 2010 to 2011. Flu cases the CDC estimates 41 million illnesses, 540,000 hospitalizations and 23,000 deaths so far this season. Pediatric impact being 168 flu related deaths reported with nine new deaths confirmed this week. She virus strains. The dominant strains are H1N1 and H3N2 with influenza A viruses. Um outlook the flu activity is expected to continue for several more weeks though cases are gradually decreasing. to stay protected. The CDC still recommends getting vaccinated and considering antiviral treatments if you're at a higher risk. And then we have uh if folks need it, the CDC website with those guidelines and the um surveillance data. CO 19 activity. Cases are rising again with the CDC reporting an increase in infections for three consecutive weeks. Hospital visits related to CO 19 have jumped by 19% compared to the previous week. The dominant strain in

the US is the XEC subvariant while XDV.1 is more common among imported cases. In terms of severity, the CDC recorded 21 severe cases and seven deaths in the past week. Since last September, there have been 600 severe cases and 129 deaths. Health officials stressed the most severe cases and deaths occurred in individuals who had not received the latest vaccine. The CDC anticipates that CO 19 activity will peak between the next month and June, though the exact case numbers remain uncertain. Getting vaccinated with the latest vaccine and staying informed can help reduce risks. Measel activity. There have been significant updates regarding measles outbreaks in the US since January 2025. Well, this is a long list. The measles outbreak across North America continues to grow with more than 2500 reported cases. The hardest hit areas include Texas, New Mexico, and Ontario, Canada, with the outbreak rapidly spreading into Chihuahua State, Mexi, state, Mexico. Uh the CDC reports nearly 900 cases in the US while Mexico's number has surged to 786 cases since midFebruary. Typically three people in the US and one in Mexico, oh sorry, tragically three people in the US and one in Mexico have died. Um health officials emphasized that maintaining 95% vaccination coverage is crucial to preventing outbreaks but vaccination rates across the across the Americas have fallen. The World Health Organization uh warns the measles activity in the region has increased 11fold compared to last year making the risk level as high. uh investigating uh and containing

measles is costly with each case in the US estimated to cost $30,000 to $50,000. In El Paso, where more than half of the cases are in adults, the health department is ramping up free vaccination clinics in malls and parks in the and uh parks parks to curb the spread. In Hyderabbbad, Pakistan, 13 children have died from measles complications due to lack of vaccination. The delay was not caused by vaccine vaccine hesitancy but rather limited access. The affected village had to wait for vaccines to arrive in response. Villagers urgently called for an emergency vaccine effort leading to an increased availability. This tragedy underscores the critical need for timely vaccinations, especially in remote areas. vaci vaccination status. Approximately 96% of the cases are linked to unvaccinated individuals or those with unknown vaccination status. The CDC notes that the reported numbers likely underrepresent the true scope of the outbreak due to the reporting delays. Vaccination with the MMR vaccine contains the most remains the most effective way to prevent measles. There are several links uh included here uh to the CDC regarding um the data that we just shared. And how contagious is the measles virus? Uh one person can affect 12 to 18 people and the virus lingers in the air for up to two two hours after the person has left the room. Contrast that with the flu virus. One person can affect up to three people. So the measles virus can affect up to four times more people than the flu virus. We have precautions for measles. Vaccination. Ensure that you and your family are up to date on their MMR. Measles, mumps, and reubella vaccine. It's the most effective way to prevent measles. Hygiene. Regularly wash your hands with soap and water, especially before eating and touch or touching your

face. Avoid crowded places. If there's an outbreak, avoid areas with large gatherings or where cases have been reported. Isolate if sick. If you or someone in your household shows symptoms of measles, fever, rash, cough, etc., seek medical attention and stay isolated to prevent spreading it. Bird flu activity. Um, there have been significant developments regarding bird flu, age five and one in 2025. Spread to dairy cows. The virus has jumped from wild birds to dairy cows in the US, affecting herds in 17 states. This marks a concerning evolution of the virus. Human cases. There have been 70 reported human cases in the US since 2024 with one fatality in January 2025. Most cases are linked to exposure to infected animals. While humanto human transmission has not been reported, experts warn of its pandemic potential if it mutates further. Impact on poultry. Over 168 million poultry have been affected in the US leading to significant economic and supply chain disruptions. Vaccine research promising experimental vaccines are being developed to counter evolving strains of H5N1. Scientists are closely monitoring the situation as the virus adapts to mammals. The public health risk remains low for now, but experts warn the virus is evolving. Again, there are several links to the data. Precautions for uh bird flu H5N1. Avoid contact with sick or dead birds. Keep your distance from wild birds, poultry farms, or other animals that may be affected. Proper cooking. Ensure poultry and eggs are cooked thoroughly before consuming. Do not drink raw milk or practice and practice good hygiene when

handling poultry. Wear protective gear if you're handling birds or animals. Wear gloves and masks to reduce exposure risk. Monitor health. Stay alert for symptoms like fever, cough, or difficulty breathing. And seek immediate medical advice if they appear. Follow up dates. Stay informed about local advisories or outbreaks and follow public health recommendations. Preventing infections often comes down to maintaining good hygiene, keeping vaccinations up to date, and being aware of your surroundings. If a dead bird is in someone's personal property, they are responsible for disposing of it. Wear protective equipment such as a mask and gloves to handle it. If there is a dead bird in the public way, the animal control would pick it up. And it says if there are five or more birds in one location, there is the online site to report, which I think we got last time as well. And livestock and poultry. Since wild migratory animals are natural carriers of the bird flu, preventing wild birds from mixing or having contact with domestic flocks is essential to disease control and prevention. And there is more information on aven in influenza in Massachusetts uh noted here as well as the CDC um travel notices for global outbreaks. Phew, lots going on in the nursing side as well. floating around on the respiratory side that I can say personally I know a more than a handful of people in the past couple of weeks who have had something respiratory flu like more than a cold definitely not allergies but tested negative for flu A flu B and COVID um so there's definitely something still floating around out there outside of our classic flu and COVID. That's knocking some people for a loop. That's a really good point, Karen. And I think some folks um I know a lot of the COVID test kits have been extended for expiration dates and things like that, but um you know, folks really aren't feeling well um and they're getting a negative test still seek medical attention whether it's at a um urgent care or something like that. You know, we've certainly I I've known some folks myself who've had a negative test at home and go to the doctor and they're positive and some of them even have been hospitalized just given some of their co-orbidities going on. So, um just you know listen to your bodies, be mindful, try not to mingle too much and share your germs. But it is um you know CO in particular seems to be something that is I I think I've known six people in the last month that have gotten it. Um, we think we're in the clear when that warm weather starts coming, right? Um, but not quite yet. Anything else? I think we have to Well, let's see. But anyway, um yeah, just I just want to mention that my personal uh experience recently with ticks and caught a couple a couple weeks ago before they snagged me. Although I last week I did have to dig one out, so to speak, and had to go on an antibiotic. Well, so I think it's very real around grafting. Oh, it is. I haven't had I haven't had to deal with that for years. So, I thank goodness weather. I don't know. This is uh Karen for parliamentary procedure. Um not personal experience, although I do know a couple people have already had them um when they're just doing some basic yard work um when they check themselves afterwards, but there was uh the urgent care pet, the veterinary urgent care clinic in Westbrow. Um, they posted on Facebook. Every so often they'll post cases. And they posted a case where the family had gone out walking with their dog, not in any type of crazy location, not for a lengthy amount of time, and the family discovered in horror that their dog was like covered in ticks. They pulled 120 ticks off of that dog at the urgent care clinic. Oh my goodness. Um, so I'm assuming the dogs stumbled upon I don't know if we called them nests, but whatever the some a large population of ticks, not just your average run-of-the-mill walk through the woods amount of ticks. So, I've heard from a lot of other people that people are like, "It's a bumper crop. You're already for ticks." So, it's it's definitely been warm enough. Um, any of us that have pets, um, if if you use preventative treatment, um, stay on top of that. If you do not, um, just make sure you are checking your pets when they come into your home. Uh, because it they can leave the pet and find their

way to your furniture, find them way their way to you. Um, you know, if you're and and it doesn't have to be any deep to Karen's point, too. It doesn't have to be anything deep. Um, you know, baseball season is in full swing and lots of folks are bringing their dogs and very quickly they're noticing that they are getting ticks and things on them. So, mosquitoes are coming out with the rain. Um, we'll get there, I'm sure, but we are of tick season. So, protect yourselves and your four-legged friends for sure. Yeah, this is Go ahead. This is Andrew Schlipka. Um there was an article in the Globe I think last week about um the increasing prevalence in Massachusetts of ticks carrying alpha gal um which is the the possibly fatal meat allergy. Um so in addition to you know deer ticks carrying lime and bzzia that is now the next thing we can worry about. Oh my goodness. All the weird mutant bug things seems happening all at once, right? And I think in Maine, I saw an article that Maine discovered just by chance a tick up in their area that carries a unique variant of Rocky Mountain spotted fever. It's something in that family, but not something they expected to find up in a tick in Maine. So although it's not Massachusetts, um it will soon be possibly Massachusetts. Yeah. Yeah, definitely close enough. That's for sure. Yeah. So bottom line, we're in full tick season. Cover up if you can and if you can't, um make sure you're checking yourself and loved ones. And even though I I don't think they really jump per se, but um you definitely you have to make sure when you're disposing of them, you are truly disposing of them because they will find their way out of drains and

things pretty pretty easily and be crawling around places. Um yeah, let's see. Dan and Bill, do you want to give updates on opioid settlement funds? Um yep, this is Dan. I guess I can start the um tomorrow we have another meeting. Um and Mary Mary Laria and through town council has done a have done a lot of work with Evan and put together a grant propo proposed grant agreement that we're going to review and see if there's any questions and probably vote on to grant the GAP Inc. and I'm who provide you know substance use recovery efforts and prevention and also I guess we're going to talk some more about uh Narcan trainings um what else here um and the just to report that the fire department is now fully trained in Narcan and fully equipped which wasn't the case 6 months ago. So, that's a good thing. The police department has been for some time. And um we may have a not tomorrow necessarily, but in June, I think we may have a meeting sort of the reorganizational meeting because um we're losing Cherry as support in terms of uh putting meetings together and stuff. So, we got to we got to um adapt a little bit. And uh that's about all I have. Bill, anything to add? Nothing really to add. Um I I do want to commend Dan for all the work he did um

reaching out to this um group in South Craft. I do think um it it seems like a a good option to expend some of our funds and um I'm optimistic that it'll make the real difference and I I think they may if they can hit the ground running June 1st that's probably when that's going to become effective or July 1st which wouldn't be bad aligning itself with the town's fiscal year and um and it's going to be a one-year agreement So, no, they'll have time to prove themselves and their effectiveness and report back to us. Excellent. Thanks. Thank you. Um, Andrew and I are on the we'll call it the ambulance committee, but it's broader than that. As we've said, um, we had our second meeting to really just sort of go through all the information that we already um, you know, to really organize what we had and what we need. Um, so we've done some of that and reassigned some follow-up work to folks. Our next meeting will be at the end of May. Uh, we'll bring all that information together so that we can identify what we have and what we have for gaps. Um, you know, we we think that we have a lot of locations that it would be nice to have AEDs and things like that. uh but really want to prioritize, you know, the areas where there are the most people um like schools, the municipal building, things like that. Um and really kind of figure out what it might cost, um to do sort of a systemic um approach to this in Grafton. Um in May we will also review the ambulance data about um you know frequent calls uh into to certain areas and what types of um proactive preventative work could we do as a community to perhaps mitigate

some of the need for um ambulance response to those locations. Um some community outreach to make sure people have you know what they need. Um but very preliminary stages for that. all the information was redacted so it doesn't have um you know personal information of callers or anything like that. Um but we'll be looking to that and we've started drafting um using uh Worcester's plan sort of as a proposal of how we could adopt the policy. Uh but again need to sort of get a little bit more information around what we already have out there and what potential costs it could be to the uh town. Andrew, anything to add? Sorry, Jen. Did you say do I have anything to add? Yeah. Oh, no. No, I do not. Thank you. Sure. Um, and then Nancy and Dan Pep vaccine clinic. I don't think we talked about this last time. We had it on the 12th. You want to give a quick update on how that went? It went very well. um was trying to work vaccinated. Excellent. In the past, we've had like maybe five, six. Only thing that didn't go well was the [Music] um licensing for the dogs. She only had one. Oh, okay. Not everybody I've heard good feedback. Everybody must be compliant with their dog licenses and town. Yep. And if I can add to that, it was actually 10 dogs and 12 cats got that vaccinated. Um and they not only got vaccinated, they actually got a checkup, you know,

physical. And um so all the owners were happy. All the dogs and cats pretty much all were wagging their tails. So, I think it went well and there were about 15 students, three vets and 15 students and they all had a good exper experience. I did take a bunch of pictures. I don't know if you've seen them of some of the patients. And I apologize that I only took the dogs pictures. Apparently, I'm not that fond of cats, but next next time around, I'll include next time we'll send Karen.
