So, at 6:31, we're returning from our executive session where we heard about u things that could put safety and security of the public body in jeopardy and uh we're well prepared. Uh next on our item is agenda is a report from the fire department. Evening, council, mayor. Evening, Captain Miss Collins. Um, I'm uh Captain Ker. I'm one of the three captains and with uh Earl Wilson out of town. I'm the next in line. So, I'm here to give you the report for May. Uh call volume. In April, we did 249 EMS runs. 51 fire runs and for a total of 300 calls. Year to date, that's 1,258 calls. Same period in 2025 was 1,274 calls. So, we're officially down 1.26%. The monthly average is about 306 calls. Our overlapping calls for the month were 147 or 49%. So that's while one call is still active, there's another call going on. So u but the positive numbers in that our mutual aid received was only eight times and our mutual aid given was 11. So we are still handling the call volume. Uh staffing update. Uh firefighter paramedics Mario Mleti and Nolan Stab were uh started and sworn in April 27th. They're currently on 40-hour training weeks with the field training officers at the fire department. Firefighter paramedics Matthew Dunn and Declan Allen Twinsburg and other schools come through for their senior experience

So, the agenda for the public hearing this evening is ordinance 202666, an ordinance amending part 11 of the codified ordinances of the city of Twinsburg to change the symbols used to identify the use permissions in certain tables within the planning and zoning code. Any discussion? No, I know that the online there are different whatever um if you were to go to Google or whatever platform you're going to, they came out different. So they were not legible in some platforms. So that's the reason for the change. Yeah. Effectively, this just makes it easier to understand. Is that fair, Mr. Van?
Yeah, that's correct. And then I will also note for the record that the uh changes proposed with this, they do not change or alter any of the city's planning and zoning code. Um, they're proposed exclusively to, as Miss Lavy said, increase the usability or the readability, which will hopefully increase the usability for our online customers that are using the code to figure out what they can and can't do.

All right. Couple months ago, we talked about standards of council. We had a 2008 version. We had a 2018 version, and I threw one together for now. Then we had some questions on rules, and the law director came back and said, "You can make whatever rules you want." So, I'd like to resend out where we're at, the old one, the one that's in place, which is the 18 and a new version, and see if we can agree that we would want to those to be the standards of council. But then the next step is Shannon has uh been talking about a handbook for council people that incorporate these standards and rules and other things. So once we get this little piece done, we will want to form a committee as we've discussed uh three-person committee to to work with Shannon to create a a uh council person's handbook over the next six months. So I will send that out. We'll discuss it at the next count or next caucus. Any questions or any feedback, let me know. But see if we can just move forward and get that done. And then secondly, I wanted to tell you that I've been talking to the law director and the mayor uh and uh uh about uh when we did that when we did the code update, there were some things that got changed that you know that I did that that I didn't catch and and in particular when when uh when I in the past when we've had elections if you wanted to have large you know their standard signs for temporary signs was uh six feet 2x3 whatever you know was the max. Uh, and that you had to pay a permit and get a a uh a written application by the building department to put up signs larger than that because we've had people put billboards up and you know for about five years there we had you had to get permit. Well, that got taken out. So, for signs larger than six six square
feet, uh, I'd like to go back to the permit process. So Lynn Muter has pulled the identical language that was in place three years ago and the law director is putting together legislation which we would have to send to the planning commission for their opinion or their their approval and then it would come back to council and we could look at it that way. That's all I have for I've talked to mayor and some other council people about these and that's that's the only change I would like to make on the on that just go back to the permitting on the uh on the large sides. Yes. I um I spoke with Jen Benson the other day regarding um some of the pickle ball rules because the way Twinsburg runs their pickle ball rules, it's always open play, which which means you can interrupt someone's game by putting your paddle in and and rotate. um which is great except you know if you go to a golf and you have a forsome you don't want it interrupted. So it doesn't it doesn't work for everybody. So um she asked me to ask you David um as you're on parks and wreck and so that we have a discussion if we can have some of those rules just changed so that you could reserve a court or something something needs to be changed. She agreed. She's had a lot of um people saying the same, you know, it's not a big complaint, but it's kind of a kind of a interruption of play. So,
sure. Is are there there's no rules at all right now? No, there are rules. There are rules, but the rules are anybody can come in and um put their paddle in and they can play with you. No matter even if you've only been playing for 15 minutes or if you don't know anybody, you finish your game. You just put your paddle on the stack and and it works through. All right. And I play with teachers and we usually play at the same time and and you know it's our choice not to want to play with men. We're not competitive. We're just there for exercise and a few laughs. So I mean it just doesn't accommodate everyone the rules now. So, she asked me that to ask you if you could bring it up, but also let council aware that there's a
do they have a solution that they're recommending or does your I know that I you used to at one point be in the club in Solen for the I do I belong to the the club in Solen and in Solen there are certain hours that's open play. Okay. And certain hours that you can um reserve a court. So that's what she's kind of looking at now. um she for a nominal fee to be able to reserve a court um for just your group during certain hours, which is fine. I mean, it's just something needs to be done about the whole the way it's run because it does not accommodate every group. Are there long wait times right now? It depends when you go. Well, sure. Saturday morning 11:00 might be different

Ladies, I would like to ask the council to reconsider the working group for the moratorum on the data centers. In my opinion, this is not a premature as we know data centers are popping up all over. I think with the House bills being submitted to Congress, this is the perfect time to get in front of this and stay in front of it. At the past meetings, you guys stated it would take seven months or so to get language written for data centers in our zoning code. So before we know it, it will be back in front of us. Can I ask what's being done right now? Has the council had meetings already? And can you share with us what those are? I personally have not been involved in any additional meetings since we passed that legislation. I can't speak for my colleagues. I
to my knowledge I thought we said at the last meeting that you guys are going to look at that first and then they'll come back and present it to us um once they come up with something that they said give I think you said they give you six to eight weeks or something like that to look it over and then they'll come back here and then we would discuss it at that point is what I recall. Okay. I'm also not sure if you guys saw the article from Straitsboro where they added crypto mining to their moratorum. Do we all know what that is and understand? Because I didn't. I do not know what crypto mining is. Okay. So, would you tell me please?
Yeah, I do. I have a an article on crypto mining. So, I'll share that with you because it's too deep to get into, but it's basically where they're doing the crypto exchanges. It takes more electricity. It takes more water. So it is different than an AI hyper data center. So see that's why I'm saying that changes are rapidly happening in the technology field. I see it every day guys.
I'm sure Greg does too. That's why I'm saying this is the perfect time. The house bills are being submitted left and right, pulled back and forth. Things are being added. This group would be beneficial to the council, to the administration, to the residents. Use us. We're we're asking to participate. There's so much that not one person, not one administration, not one council can cover this. It's big. It's big and we need to get in front of it. It's we cannot wait. We just can't. Um would you guys be open to the residents doing a presentation to the council on what we've gathered and what we've learned? Would you guys be open to that? Maybe not at a council meeting, but would the council block out a half an hour to an hour to let residents come here with a PowerPoint and give to you what we've learned, what we've shared, what other senators, what other congressmen, what other bills are out there. Would you be open to that?

No, that's fine. And if that was okay, how would we go about doing that? And then just briefly because I want to touch because Mr. Oh, sorry, council president. It was brought up about council rules. I'm going to ask you guys, this is the perfect time to think about what I've said many times about in the caucus addressing the residents that if we have questions while you're in your working session to let us answer them or get them asked so we can get answers and not have to wait. I mean, you guys don't have to give us five minutes. You don't you can be selective. Say a minute, but what's your question and just see if we can get them answered. I would really appreciate that. So, uh, Miss Clark, I I will not speak for my colleagues. I would personally have no problem with some sort of a a presentation. I'm not exactly sure what that would look like or the procedure to go through. I'm happy to have some conversations with the mayor and the law director and my colleagues to see. Again, I won't speak for my colleagues. I would personally have no problem with that whether it's at a caucus, at a council meeting in a half hour of my time. Personally, I would not. Okay. Um Yeah. So, I don't think it's a bad idea, but the question I have is is it premature? Because we do have the one-year moratorum and so nothing can happen for one year. And well, it's not a permitted use, so it can't happen anyway.
It can't happen anyways. But we went above and beyond to put the moratorum on. So, agree. I agree. It could not happen anyways. we went above and beyond to do the moratorum. So, absolutely, for one year, we already put a second layer of protection. Um, I don't think there's anybody in this room who disagrees with everything you're saying. Again, I'll speak for myself, but I don't think there's anyone who disagrees. And so, again, I think we're all rowing in the same direction. We are. I think we're all rowing in the same direction here. So, I don't think um again, I would be opposed to a presentation,
but I'm just wondering if it's premature right now only that we still have haven't heard back from their next steps or is it more of anformational piece that you want to do or is it to defend the fact that we don't want that gathering and I would be glad to submit a syllabus if that's what the council president wants so you're not blindsided um and if the council president can ask I'm pretty sure that we said it would take approximately six to seven months to get the verbiage written for the zoning code so if you think six to seven months from now
we're there. You guys have already put the moratorium on. We're going into a couple weeks into this. They're talking 6 to 8 weeks. We're talking a good four four months there, right? And I understand what you're saying about the layer of protection. Not arguing with you guys. However, we already have one that slipped through the cracks that we haven't defined or how it got here. So, even though we're saying this is a layer of protection, somewhere it derailed, somewhere we got it
and we haven't Mr. Councilman hasn't been given his stuff to show us where that happened or where the breakdown happened. Most of you weren't even on counsel. I wasn't involved then. So, it's just an added layer of protection. But with seeing what it's happening and seeing it in my world, it's a layer of protection that we need. We we need to stay in front of it. So, the only other thing I'll add and then we can move on is that you know I've thought about this more as well and I was saying I know at one point we said um you know we don't need to go to the vote of the people. It's not allowed in our zoning code and then we did this. If it went to the vote of the people, I have no problem with that. So that I've never actually said that out loud here, but I have no problem with that. If that's what we decide to do, what's the difference if nobody wants it? I sort of agree. What's the difference? So it doesn't matter to me if that's what we all think. I'd have no problem doing that because

Yeah, thank you. So, I would want to uh kind of talk about the presentation as well. I think a presentation is a good form and use of our agenda to have something uh on it. I don't think we should do it uh outside of a council caucus meeting. I think it should be recorded so residents can hear it. Um, but then also from a a working standpoint, I know the administration is working on putting together legislation and and uh looking at other best practices potentially in other cities and within the state and probably at the national level too. But we do have a group of concerned citizens, some over here today and some who have voiced their objections to a data center outside of this room that they didn't necessarily feel comfortable coming to. And at our last meeting, we had somebody who attended who seemed to be in favor of data centers that were smartly put together. Again, another resident uh who spoke on on that behalf. So, I think we've talked about it at our last meeting about thinking that a committee was potentially something good that was down the line, but also we don't necessarily need to sanction a committee. I think if a group of residents wanted to get together potentially that could happen to kind of build that and council members could attend that meeting um as a resident. Uh I'm not sure the rules if we all showed up how that works and if that was the case maybe it's pulled beforehand and if we all planned on going that would I guess have to be a public meeting. So if that was the intention then we would be meeting here. If not it be a meeting somewhere else. But I think that uh I agree with Mr. Post that we're all rowing in the same direction but at the same time two groups can work on this project together because one may bring something to the table that one was potentially not familiar with. So I would encourage a meeting taking place. uh happy to attend that meeting. I think like you said, we're all in favor of uh closing this loophole if there is one and blocking out these data centers. So, thank you.

Good evening all. I'll be brief. Uh Lori Facina, 2950 Canon. And thank you, Sue. She made a layup for me without even realizing she was making a layup. Um, we did have something fall through the cracks and I I it's in big enough letters I think you can probably all see it. That's 2009. That was phase one of a four-phase data center on Highland Road. And um I've been going through all the documentation I have. And when Councilman said they were looking for information, you'd be glad you'll be welcome to have this at the end of the meeting. I will turn it over to you if you want, council president. Um, this is terribly problematic. Uh, high when it went through um the planning commission, they spelled it out that it was high electric use and high water use. So, and that was 15 years ago. And um I'm really good at bunny math. So, I've started to take all of the schematics and go through them and look at the electric use, the kilowatt, the megawatt use, whatever to tell you just how dangerous it was that we had this sitting in our backyard for the last 15 years. And most of us had no idea that it was there. So, that means that we were not allowed to vote. I'm guessing not even you guys. I my my next step is to make a public records request and ask for council minutes for the year of 2009 from January through October. And I hope I'll get those um to see if it even went before council or whether it was just put up behind the scenes. And again um this will show you the building is 52 feet high. Um as I've told you, I keep extensive records offsite, old records from the city. And
at that point in 2009, there was no conditional use in industrial 2 or industrial 3. The height restriction was 35 ft. And that ended up going to court a few years later. And the courts ruled that yes, that's how the the uh how the community wrote it and that's how it was supposed to be utilized. And yet this was 52 feet high. Uh, and there is another document that I will get printed and send off to you, council president, that shows what the agenda was when they built this 15 years ago, and it said it was built to be expanded that they were going to expand it even more. And we just we can't afford this in the city from from an if if we just pull everything else off. We cannot afford this from an energy standpoint. We can't. It will affect every one of us here. it will affect property values. Um, I got to listen to a an AI data center sound clip last night. Someone sent it to me surreptitiously and I said, "Well, I've already heard that." Everything that Sue Clark brought up is relevant, important. It's not adversarial. This is a cosmic problem that we have in this city that we have to address. And I do not believe that this moratorum protects us. I attended the latest planning commission meeting which was two or three weeks ago and uh you most of you here probably remember the name Matt Weber. He's an engineer that's done a lot of business in the city and I believe it was his son that came before before the planning commission meeting and said that he wanted to ask our city planner uh about the water and the storm sewer capacities because they wanted to consider grading that property and it
was the 40 acres that was the problem back in the fall was the same acreage but surprisingly our planner and Even our new members of the planning commission said, "What kind of buildings are you going to build there?" And he says, "We don't know. We just we want we want to get it." And it was a it was a preliminary site plan. Nobody comes to to to the planning commission without knowing what they want for a primary uh or for a preliminary site plan. It was It would be worth you going to that meeting. It's very short. It was less than 40 minutes. And going straight to Matt Weber, I assume Matt Weber Jr. who stood up there and had this conversation because if if they're going around and they're thinking they're going to grade and and they're going to um look at sewer lines and everything else, that tells me our issue is not done. I I've been around here too long to know that that things do show up like that behind the scenes. So, I would appreciate if we all looked at this as a citywide problem. It's nonpartisan. It should be in the interest of anyone who lives here in this city. There's not enough money in the world to make this. There's no net positive. No net positive to any more data centers in this twins in Twinsburg. None. Um,

That's all we have this evening. All right. All right. Moving on to pending legislation, ordinance 202663. This legis legislation is to update the city's investment policy. The policy provides better details on the policy's purpose, objectives, and scope. This will be on its third and final reading this evening. Any questions about this ordinance? No.
Ordinance 20264. This ordinance is to authorize a top agreement with Western Reserve Wire Products. The agreement will provide a grant equivalent to 25% of the income tax collected for a total of three years. The company is proposed to expand their employment with more than 30 new employees and $1 million in payroll. This will be on its third and final reading this evening. Any discussion about ordinance 20264? No, but thank you.
Ordinance 202666. This ordinance amends part 11 of the codified ordinances and changes the symbols used to identify permissions in certain tables with the within the zoning code. When this was sent to the codification agent, they were unable to use the same symbols in the charts as what was passed by the voters. The changes will replace the current symbols with alpha characters and will change the text to reflect the same. Are there any questions about this ordinance? No.
Okay. There was a public hearing earlier this evening regarding this ordinance. This will be on its third and final reading this evening. There were no public participation during that meeting. Resolution 20267. This resolution is to enter a contract with the Twinsburg Township for a third fire station. This will be on its second reading this evening. Mayor Scafiti or Mr. Vazanna went over the highlights of the contract the last meeting. Does anybody have any questions at this point? No.
Resolution 202668. This resolution is to award the bid for the storm sewer lining project to Municipal and Contractor Seeing Products LLC in the amount of $247,300. Council will be asked to wave the 30-day waiting period after the third and final reading so the contract can be signed in materials ordered before the project starts this fall. This will be on its second reading this evening. Are there any questions about resolution 202668? No.
Ordinance 20269. This ordinance is for the appropriations needed for the county fees for the three funds the city receives tiff revenue for. Council is being asked to suspend the three ridding rule and place this on an emergency so the appropriated funds can be taken as soon as possible. Any discussion about ordinance 20269? No.
Ordinance 2026 70 through 74 are ordinances that amend sections of the zoning code that do not constitute a map amendment. Do not authorize use a use change in any zoning district and do not modify regulations related to height, density, percentage of lot occupancy, building setback lines, area dimensions of yards or open space requirements, and therefore do not need electorate approval prior to going into effect in accordance with the charter section 7A1. Specifically, SE ordinance se 70 amends 1109.01 regarding orientation of residential garages. Ordinance 71 amends 110902 regarding the fence opacity requirements. Ordinance 72 amends 1116.03 regarding the signage in the commercial area within the PUD zone. Ordinance 73 amends 1116.06 06 regarding the removal of signs placed on public property or in the public right ofway without notice and allows for commercial services of notice for removal of nuisance signs. And ordinance 74 amends 1128.03 and corrects the definition of cemetery. These will all be on their first reading this evening. There will be a motion at the regular meeting to send all of these ordinances to the planning commission for review and report. There will be a public hearing for all of these ordinances on Tuesday, June 9th at 6:45 p.m. here in council chambers. Does anybody have questions about any of these last four ordinances?

Yeah. Um, as you see, we have Chief Mason here and Lieutenant Waltz here tonight. And, you know, there's been a lot of talk lately about these ebikes. Okay. And I know you guys have received complaints just like we have at city hall. I've had residents come up to me. They've had complaints and the chief and I had uh many discussions about u rules and regulations for ebikes and there were really nothing in place here in the city that we had locally. So, um we decided that it was time for us to dig in and and really get to work on this and get something on the books and get something in place. And I got to tell you, he um he had two people. He had uh Sergeant Quinn and he had Lieutenant Waltz both work on this and they did a fantastic job. I've seen their presentation. and I've seen everything that they put together uh with the chief's guidance and uh they really did a great job and uh we're about to roll it out and before it really got out public I wanted to make sure council was aware of what we're doing because there's going to be some legislation coming forward as well uh to follow up on this that the law director will be uh creating for us. So uh with that said I want to um ask the chief and and and Lieutenant Waltz to come on up and they're going to show us a few things that they did and you know give you a brief explanation of where we're going with this. So, I'm going to turn it over to Lieutenant Waltz here in a minute. Um, just want to say a couple things. So, we've been discussing this since last year. Ebikes, uh, they started to grow in popularity last year. We realized there there were some potential safety issues. Uh, not just for the riders, but for motorists, uh, pedestrians, you know, everybody really. Uh this year with the little teases we've had of warm weather, you know, the bikes are out in force. You know, they just continue to explode in popularity. And when we talk about ebikes, that's really a a misstatement because what we're finding or or what I've learned quite a bit about is most of these, not I shouldn't say most, a lot of these are not ebikes, they're electric motorcycles, which is a whole different vehicle, whole different classification. Um, with that being said, you know, we've talked with you guys, talked extensively with the mayor about needing to try and control it, regulate it, educate the the public, educate the riders. Uh, this isn't just about enforcing rules or or looking to shut down anybody's freedom to enjoy an ebike, but they there do need to be certain standards and measures in place. So, we really started working. Um, as the mayor said, I've met with Lieutenant Waltz. We've met extensively since last year. Started putting some information together last year that was um disseminated through the schools a little bit. We took the opportunity for the winter and this spring to really try and ramp up a plan. Um he's really dove into it. Sergeant Quinn, we t Sergeant Quinn with getting involved. He's really dug in. I'm really proud of the work these guys have done. It's not just us. It's everywhere. everywhere is having these issues. And what we found is the degree to which ordinances are are even exist or
utilized for enforcement vary wildly wildly just in our own area across especially northeast Ohio. So, we wanted to put something in place that was fair um had some educational components to it and and that we thought would be uh uh good for our residents and and and anybody else really in the city of Twinsburg. So, we've put together a comprehensive plan, presented some things to the mayor. It's essentially going to be rolled out in phases. Uh we're pretty much at the infancy of it. Just started it. Uh we've worked really handinhand with with the city with uh Marattowski extensively as far as getting the information out there, not only through our social media, but pushing it through the city's platform and making it interactive as well. So, with that being said, I'll let uh Lieutenant Waltz give you a little update on where we're at.

Thank you. So, um, what I just passed out is some stuff that we are working on. Um, we, like the chief said, we started in phases. Um, first I'm going to kind of go over, excuse me, what we've already done. Um, uh, as the chief also said, we brought in Sergeant Quinn, who's on late duty right now. Uh, he's been amazing. He's looked at, I don't know how many cities, different, uh, ordinances and and their rules and all that stuff. So, what he first came up with, uh, we realized we needed to really, uh, educate our officers, uh, make sure they had the correct information to pass along everybody else. So, first thing he did was create a guide for our officers. Um, they have it laminated. it's in their vehicles. So, any contact they have, they can uh make sure there's the correct stuff. Uh Chief and I spoke at um safety committee back in March. Um kind of laid some stuff out on kind of where we were looking to go. Um we put some stuff out uh through Marowski and the news the city's newsletter um to start putting the information out in people's hands. Um and then again, Sergeant Quinn began to research the surrounding areas. Um, one of the big things we did, we we got with Mark, uh, we created uh a a project page on uh together Twinsburg. So, here here's uh what we came up with. Just kind of gives some basic information on what we're trying to accomplish. Um, it gives all kinds of links. It's got some news articles. Um, I highly recommend taking
a look at them. They're pretty pretty impactful. Um, some some I know there's a couple big ones that occurred around the nation uh the last few weeks. Uh there's some links to those. Um there is a link to the um presentation uh that's in front of you as well, which is also what we're putting out on social media. I'll explain that in a second. But um and then down below there's some documents um basically our guide that we've created, the ordinances for the city, some of the stuff from the state. Um just basically putting all the information out there so everybody has the correct terminology on what's an ebike, what's not an ebike, what's legal, what's not legal. Um and then I think one of the best parts is at the bottom there's a Q&A and we can communicate back and forth with people. Um so actually about 10 minutes after we posted our first online social media, somebody followed the link, came through and we were able to have a conversation back and forth. So, it's already seemed to be working really well and uh we're excited about that. Um the last piece that we have already started is officer uh Encarnion who's one of our new PIOs uh in the department has taken our social media to to another level. I don't know how how he does it, but um he's come up with some pretty good uh amazing um justformational guides on what's legal, what's not, quick checklists, um easy to read. Um and this one here, uh is is what's actually we're going to use it in in multiple levels throughout the uh our kind of campaign that we're we're looking to go through. Some of the things we're looking to do now, um, we just got with school administration. Uh,
the superintendent is going to be putting it out on their, uh, school blast, uh, to all the parents and the students. Uh, be the whole the whole packet, but mainly this one here, which breaks everything down. Um and then each individual principal also uh is going to use it through their media blasts and theirformational blasts to the students and teachers as well. Um today actually officer Milhome which is our Chamberlain SRO uh every well one Tuesday a month they do uh it's called he had a name for it Tuesday talks. uh he gets with the students and different faculty talk about different things. The SRO was able to get some time and uh get in front of the students. That's who we really want to target, the students and the parents. Um, mayor alluded to, we're reviewing the ordinances that we currently have and what we are looking to add uh so that we can maintain safety uh enforcement uh everything all down those lines. We're going to continue our social media uh campaign and look to kind of enhance it a little bit. Maybe some short clips showing safety um different different elements. So, we're going to try and get creative there and gain some attention with that. Um, and at the same time, we're going to continue to have our officers play a part and continue their interaction with the community as as as often as they can with the bikes, um, good or bad, and, you know, educate them on on the proper ways to use it. And then looking in the future, uh, we again want to continue our officer interaction. We
never want that to stop. We just want to build that up. We're looking at possibly some regular bike, ebike, you know, uh some safety courses that we can put on. We have some safe We have some bike officers uh that do a really good job. We want to also get them out on the road to kind of be a um a visual on how to properly ride bikes. Um and then, you know, possibly gather information and gather other people from the community to assist us. So, that's kind of where we're at right now. Um, for any questions or so, you're not allowed to have the motor engaged on any of these vehicles and be on the sidewalk.
Correct. I would tell you that that would be less likely that it's not engaged on what I've seen because kids seem to be going really fast and not pedalling on the sidewalks correct around my area. Um so I I at that point what do you do? I mean you get a flashlight. You're going to I mean is there's no we're going to make our attempt to to stop the Okay. And again, our focus is enforce is isn't right off enforcement. It's education and making sure everybody's aware. Our our officers have had a lot of contact with juveniles, adults. Um, but if it is a juvenile, we contact the parents just like we do on a regular traffic stop.
Okay. This doesn't change much on the bike. So, again, I really appreciate the effort you guys have put through this because I think it is an issue, at least in where where I'm at. Um, and I see unsafe driving throughout many cities with the ebikes right now as I go around northeast Ohio. So, I hope it gets uh better. And Mr. Fury, if I could just just emphasize a few points that Lieutenant made. I don't want to take up too much time, but you know, we are really rolling this out in phases. Uh, as you said, this is this is pretty much phase one. It's it's heavy on the education. Um, just as lieutenant stated, we had an incident today where an officer responded to an ebike complaint, located the juvenile, was able to determine it was actually an e- motorcycle. Wow.
So, what I tell you guys to do is when you see these bikes riding around town, you know, these bikes, look at it. If it doesn't have pedals, it's an e- motorcycle.
Some of these e- motorcycles we're seeing cost several thousand dollars and are capable of 55 plus miles per hour easily. They're actually motorcycles. They're not equipped to be legally ridden on the street. The riders don't have the proper licensing. They're not even of the proper age the majority of the time. So, that's part of the problem. That's what compounds this thing. But, as I was mentioning earlier today, the officer uh determined it was an e motorcycle, contacted the parent, made sure the juvenile got home with it, and advise the parent of such. Which brings me to my next point. I think a key component any any process program educational plan like we have is educating the parents just as much as the riders. Along with that comes the responsibility of the parents. You know as I just said the parents are the ones spending several thousand dollars in some cases for these e- motorcycles whether they know it's a motorcycle or not. You know some of them just assume or have been told it's an ebike which is false. They're buying these for their kids. Okay. Once you've been advised that this is now illegal, it's not equipped, it can't be ridden on the street. I think a lot of the onus falls on the parent. A lot of the responsibility falls on that parent to make sure that vehicle isn't ridden in the public, on the sidewalk, on the streets, things like that. They can be ridden on private property, closed courses, things like that, but they can't be ridden on the street, in the parks, sidewalks, things like that. So, I think a big emphasis we're going to have is educating the parents and to some degree holding them responsible as well. That's part of what we're doing, documenting they've been spoken to and that's some of the things we're looking into as well.
Mr. Cherry, first yeah, gentlemen, I notice on your chart that the class one and class two do not require helmets, but class three and class and the ebike and the e- motorcycles do. Is so for class 3, is that the state that has a helmet law for that size or that that that class 3 28 m an hour and is something that we may want to consider as a city is requiring helmets on 20 mph class one and class 2s. So yes, it is because I see a lot of kids without helmets. It is both city ordinance and state uh coot. Okay. Um I'm sorry, OC. Um that is one of
Ohio revised code. Thank you. That is one of the things that we are looking at is implementing for all ebikes is helmet. Again, one of our primaries is safety safety. Thank you, Mr. Castillo. Thank you. Um thank you for this very helpful. I know that it's been a process for you guys to to get to where we are today and I know there's more work to be done. So, thank you.
Um I do have a question. Um, I know our main constituency is the students and we're doing everything we can to get in front of the schools, but the greater Twinsburg area includes, you know, the township which has the sheriff's office and then we have Remindville with uh their police department. Are we aligning with their rules as well? Are we collaborating with them? The only reason I bring that up is because we have kids who are coming from or and adults as you pointed out who are driving these things who are coming and sometimes you cross into our city, you know, very quickly remind. So that would be my my first question. My second one is I know that we talked about legislation coming through. Um do you know when we would expect to see that coming to to review? Not yet.
Okay. Because I know summer is of the essence and we're going on recess shortly. So you know if we can get that implemented soon enough that would be great. Um but anyhow so the collaboration between the the other two entities I guess is a key component for me.
All right. I'll I'll speak and then turn over Lieutenant Wall. So, one of the nice things about working with the school, uh, Matt Strickland and Steve Marvel have been very, very helpful, very willing to help. One of the nice things is, as Lieutenant said, they're going to send something out through their list. So, essentially, every student in the school that has a the parents have an email associated with the school for the news class. Every parent is going to get it some from the school and then every school individually is going to get something sent to them. Every every student at every school. So essentially they're going to be touched twice by some of this. So that should help getting some of this to the parents themselves. As far as working with multi-jurisdictional, you know, it would be incumbent upon them to change, add, you know, revise whatever laws they have, whatever local ordinances they have. But certainly we're willing to work with them and let them know as this thing progresses what we are doing.
Yeah. No, I think it's it's good to kind of maybe share this with them as like this is something we're proposing and working on so that if they do want to jump in on it that they can. Absolutely. And then just uh I'm sure other people have seen articles and whatnot and kudos to your article for highlighting this a couple weeks ago. I think Idea Stream picked it up that we were seeing ebike issues and whatnot coming together. But um parents are being held responsible more and more. So, while I think a gentle approach is, you know, hey, this is what's going on, but there's a case right now where there's a a mother of a 14-year-old child in California who is uh her life is dramatically changing because of the ebike that she purchased.
And so, for me, I'm all about being, you know, informational, but I also want that part very clear, too, because it's not a matter of like if I'm hoping that it doesn't, but if it does, um, someone's going to be held responsible for it. and in that city, you know, they're going fully after the parents. So, I appreciate that and I want the parents to know clearly that this is happening and becoming a trend as well. Thank you. Well, that's that's exactly where we're going, too. That that's been a big part of our discussion. Yes.
That the parents are going to be responsible and so and we have to hold them because the children are juveniles. So, the parents have to be responsible and know what they're buying for their kids, know what the maximum speed is. You know, they're spending this money on them and then they're just sending them out there. they don't know what they're doing. And so if the parents are responsible, you know, because if they we they wind up going to juvenile court, it's it's kind of fruitless, but the parents need to be they need to be held responsible. And I think that all this comes at a very timely time when, you know, just in the news, I don't know if you're talking about the same one, but I believe he was around 14, that he was driving one of these and there was an elderly um veteran that was walking across the street. He hit him and killed him. I mean, so this is this is serious stuff. This is and I know we've we've had kids here in on Idlewood I've heard in in various streets. They're going in front of vehicles and playing chicken with them. They're they're going head-on and then at the last minute moving around. These kids are playing not only with their lives, but they're playing with other people's lives. So, I commend you guys for doing this and and I'm glad that we got on board and uh you know, you did a great job uh both of you and all everybody that would have their fingerprints on on that flyer that went out. But um you guys did a really good job and I I appreciate it very much.

My only question this is this kind of goes along with what Mr. Fury said where it says the helmet is required where it says no. Um on the class one and class two where it says no. Um that's really the state law. That's not our suggestion. That's the state law. Correct. So So this is what is current right now. The state law. state and city of
state. So, just a suggestion as I'm thinking about as you brought it up. Um, maybe put state law. I'm just thinking out loud. Maybe state law doesn't require but recommended for safety. Maybe something like that because instead of just the word no. I'm just thinking out loud. Whatever you guys want to do, I'm totally fine with. But maybe something like what' you say? I guess just I'm just thinking out loud, you know, like absolutely instead of just the word no like you know not required by law but recommended for it's just something where it's you know just not sure not and as you can imagine this is a work in progress with the popularity of these bikes. I'm just talking out loud as I No, completely understand and we welcome any any input any feedback. Absolutely.

And I went and checked this at American Legal again before coming to speak to you. Um, we say in here that none of this has to go to a vote of the people. Now, I just heard someone up here say that there's going to be a um public hearing on this on June 9th. So, the protocol is planning commission, council, public hearing, and a vote of the people. And it says it in the in the new zoning code under section 112204 number four initiate or act upon proposed amendments to the zoning code. Text doesn't say anything else. It says text. So that's a definition and it says final action appro upon a proposed zoning amendment shall be taken at or after a public hearing and after approval by majority of the electorate consistent with section 7A1 of the code the charter. Uh and we had this discussion in the fall on matters that came up. One of them was the data center. That was probably the the the the pivot where we were going to put data center. we're going to make it a definition of the code. And it was a peanut of a definition which could have let Mac trucks go through it. But I would urge you as you're talking this through tonight or or you're going to vote on it, you know, for or first reading, sorry, first reading that you go in to American Legal and go to that section that I just quoted and see what it says because it's a problem if we don't follow the

Um, my name is Grace Hackett and I live at 9872 Revena Road. Um, I just wanted to come talk about I've been here four years, I believe. Oh, hello. Oh, thank you. Okay, I'll show that after. Okay. All right. Um, I just wanted to come talk about um the amount of semis and trucks that are coming down Ravena and through the square. Um, so I have a little thing I'm just going to read. Um, okay. So, I'm here as a resident, parent, and local school employee to express serious concerns regarding the amount of semi-truckss and heavy work vehicles traveling on Revena and through the town square. Um, I feel like it's a safety issue. I know there's been a lot of um construction at the square and I understand that and I'm not really talking about that. Um, for the most part, they get in and out as needed. Um, I'm really more talking about large semis and unnecessary through traffic. Um, and uh, let me see. I'm just worried as it being like a safety issue considering Revena is heavily residential and I think what every school except for one is um, on this road. We've got your guys' buildings. We've got the public library. Um, and a lot of kids walking after school like from building to building for certain practices and such. Um, I think even the track teams run on Revena. Um, I'm a mom of five of like all various ages and multiple schools within the district and um, I'm just seeing firsthand how many kids are walking past my house on the street, walking to Starbucks, you know, to the square to go get whatever. Um, and I could just literally sit and count how many I've seen like giant Coca-Cola trucks and every time too that they hit the there's like a grate right in front of my house, of course. Um, it literally
shakes my house. like that's how I don't know if it's the road. I don't know if it's but it's it's a lot. Um so I feel like if the heavy congestion, which I know we already have and we already have some speeding things that are also a little worrisome over there. I know we put in the the speed sign. Um I don't think people care, but I also don't think people care when I'm yelling slow down in my front yard. Um which my kids have also been trained to do so. Um, but I am just a little worried about it and I know there's already I went around and took pictures of them all. I don't know. There's already signage for the no trucks and I appreciate that and the rerouting um in some locations which I think only maybe there's two that say like reroute trucks to the Mctarian Memorial Parkway. Um, but the signage to be honest like I was trying to if I'm a truck and I'm traveling like it feels confusing. Um, I feel like the signs are too much over here as to where like I see most of the traffic coming from off the freeway and then like down our street or coming off the freeway going through the square and like down Canon um to that like industrial area. Um, and it just it's a lot of congestion around the square and I'm worried about summer coming up and all the kids and the pool. Um, so let me see. I'm trying to see where I'm at. Um it just happens all throughout the day and it affects, you know, a lot going on on the road. Um so I guess I'm just respectfully asking for um council to consider some stronger enforcement. Um I think I've maybe I'm not saying this is true, but personally I've seen one semi-pulled over in the four years that I've been here and they were let go with a warning. Um, and I just feel like our community should be safe for children, families, pedestrians, and not overwhelmed by unnecessary truck traffic when I feel like we have a lot of
traffic anyways. Um, and uh, yeah. Oh, I wanted to say that the square itself was clearly redesigned to be more familyfriendly, and I appreciate the investments made into the sidewalks, the crosswalks, the lighting, um, like the light up crosswalk pedestrian amenities. Um, but I'd hate to see those not go to waste. But, uh, you know, I feel like it's just kind of contradicting because we we really shouldn't have to be pausing and waiting to cross a pedestrian crossway with giant semis coming from the freeway. So, I guess I'm asking council or whoever needs to to consider maybe some more clear signage or maybe some signage right when they're getting off the freeway or coming from the industrial parkway um to kind of direct that a little better. And yep, that's it. That's all I got.

Mr. Bell, with that um I've had some conversations with people along Twin Hills Parkway, a similar issue about traffic congestion and uh trucks uh ignoring those signs. So if we're going to take a look at that area, can we include that street as well? Certainly. Thank you.
Absolutely. All right, moving on to council communications and committee reports. We'll start with Mr. Post this evening. Good evening, sir. Thank you. I was unable to attend the environmental commission meeting just recently, but my good friend, Mr. Bachu, did it for me, and he will speak on that, and that's all I have. Thank you.
All right. Thank you, Mr. Bonacci. So, I did attend the uh May 5th environmental commission meeting where we had high school students present on uh two topics and uh they played a trivia game which was quite challenging whether uh temperature changes and climate change and some other inputs that we could make choices and how how those things uh impact us. Uh the environmental commission has selected a recipient of the good neighbor award and at an upcoming council meeting we'll meet the good neighbor and they'll have a presentation for that. Our uh the next shredding day, shredding and recycling day will be June 27 from 9 to noon or until the truck is full. And the uh parks and wreck uh commission is also hosting a trail cleanup on June 13. So that's what happened at the environmental meeting plus they they uh did a re debrief on the Earth Day Arbor Day event and working towards improving it. Uh they had record attendance and thanks to all the the vendors and all that good stuff. Um May 7th I attended architectural review board. There were three cases. a new house on Shepard Road approved. Um, and two signs for extra lease on Darrow Road and Kovatch car uh care on Ravena Road. All approved uh unanimously. Uh earlier tonight we had the safety committee meeting where we entered executive session to hear about our uh safety plan and then we got a report on the amount of fire calls and overlapping calls and update on fire service and all that's happening there. That concludes my report for this evening.

Um, this Friday at Michael's uh catering over by Heinens's, there will be members of the VFW selling the uh Buddy Poppies. And I remember with these when I was a little kid. It's like a paper flower with a little banner on it. and uh you know the that started in 1922 and the purpose of them was to remember those who died in war to remember the sacrifice and honor of died. So, if you're available between 10 and 2 this Friday, please stop by Michael's uh catering cafe and the VFW will be there uh selling or passing out buddy poppies and then they take donations. So, it's a fundraiser for those. But, uh they're really cool and I remember getting those when I was like 5 years old. It's been going forever. So, please support the BFW. And the reason we want to support the BFW because they do great things for our community. They're having the 81st Memorial Day parade which will be Monday the 25th. Um, and it'll start at 10:30 and it'll end up at the square for their traditional ceremony. So, thank you to Joe Jasny, the uh commander of that uh of that uh for 4929 and um their museum will be open after the event. The Mcarian golf outing will be held on July 13th. this, excuse me, will be held on July 10th this year at Glenn Eagles. Just shotguns start at 9:30. U it sells out fast. We had a public meeting earlier this evening at 6:45 to discuss ordinance 202666 which amends part 11 of the codified ordinances to change symbols in the planning and zoning code. There was no public participation this evening. Those changes are meant purely to make the code easier and easier to understand and easier to use. I also attended the safety committee meeting this evening. Thank you, Mr. Bonacci for that report. The next meeting of the safety committee will be on Tuesday, July 14th at 6 p.m. here in Chambers. Good evening. Thank you. On April 29th, I attended the committee review meeting with Mr. Castillo, and I'm sure he he has a full report on that. On Monday, May 6, on excuse me, it was Thursday. On May 6, I attended the CIC meeting. We talked about the downtown facade improvement program, specifically the grant application um and eligible requirements. The the board further discussed coordination with the ARB to in in essence get on the same page for continuity um etc. in the square um and the possibility of a meeting um of a separate committee being formed for that purpose of of everybody being on the same page. Um also there was a motion to sell three parcels on East Aurora Road to the city um which was passed unanimously. So um no future meetings of CIC have been planned as of yet. Uh the next planning commission meeting is May 18th at 6:30. Um I also attended the safety committee meeting today. Um I also attended Jedi last night um with Dr. Walker. The committee discussed their participation in the city's upcoming celebration of America and um how they would like to um present themselves. they have a tent uh so they will be able to um get their word out. Also, Chief Mason and Lieutenant Waltz were there um because the committee was interested in possibly putting together a a presentation on firearm safety. So, uh Chief Mason and um Lieutenant Waltz are going to come back next time with a a proposal um that would be for all residents. Um, and it's in it's in the early stages because they were just
curious about that. Um, there's a lot of um there are a lot of guns in the city and they just want children to be able to identify what's real, what's not, and what to do when they're in that situation. Since our last council meeting, the committees that I serve on uh most of them have not met, but as Mrs. Levby mentioned, we are continuing our work on the uh to bring for it's a a mouthful, right, to say boards, uh committees and commissions, review committee, uh to bring our recommendations to council. We've been going through the um surveys that staff and council and our volunteers have done. So, I appreciate that to all those people who took the time to to fill out the information. We're meeting again this week, and part of that is to go through the actual process of what we would like to see rolled out. Um, a consistency that we've been working on or want to work towards, uh, for all, uh, commissions, committees, and, uh, and boards, but, uh, more to come on that. Please note that the May building, uh, BCA appeals, excuse me, another big one. Uh please note that the May board uh building and zoning appeals meeting has been cancelled. Um and then I just want to kind of highlight a few things from the community this past week. I was able to attend the Twinsburg state of the schools, their scholarship breakfast which was presented by the Twinsburg school district um and the chamber of commerce. We celebrated the achievements of many students and Rotary was there. They had many scholarships and they uh highlighted a teacher of the year as well. So that was pretty cool. A lot to be proud of there. Um Friday I was able to attend Kent State University's Twinsburg campus graduation. First time that I attended that. That was uh pretty cool as well to see that many graduates uh taking the next step from Twinsburg. Uh so it is graduation season. We talked about ebikes. So as we get into summer, everyone would be careful on what you're doing out there. Pay attention to the rules. Uh just encouraging that. And then also wanted to highlight two other events that took place. The resource fair held by the Twinsburg Library was a success as well as the gardening club annual plant sale. Um, and that pretty much concludes my report. Thank you.
Yes, Mr. Post. I I just want to follow up with what uh Dr. Walker said. So, yes, there is the um celebration that night. Um, but you do not have to have a concert ticket. The the um the actual party starts at 5:00 open to the community. And then to go to the concert, you have to have a ticket at 7, but anybody is welcome to attend at 5:00. Um, free. No ticket needed. Good evening. Thank you so much. Um, yeah, just a couple things. Um, you know, in keeping up with the um, you know, I've been talking about full staffing for our safety forces, and we've been doing a really good job at that. Um, between the police department and the fire department. Um, and so in the uh police department last week we swore in another uh another officer, Greg Norwood, and he's going to be a a school uh resource officer and he's going going to be in Wilco School. That was the only school that didn't have one of our police officers in the building. They had the uh sheriff's department and the school approached us last year about being able to add another officer there. So hiring um uh Officer Norwood in a part-time capacity to fill that spot is really um again filling up what we're doing with our safety forces. And now, you know, it's just it it works because we they're on the same radios now that our police department is, whereas the sheriff's department wasn't. So that school was a little bit I'm not saying that they had bad service there because they appreciated everything that the sheriff's office did. But, uh, you know, I think it's a a little, uh, closer now to our department that we we work together with them. So, um, again, we're up to full staffing there. And I think the, um, uh, the captain mentioned earlier at the after at his report about we're going to have two more officers that were swearing in next week in the uh, police in the fire department, the um, the fire and uh, medic officers there. And so, um, now that brings it up to full staffing there in in the fire department. So, you know, it's working. We're getting, uh, the safety. We've talked a lot about safety here in the in the community tonight. And so, having, um, bringing all those up to full staff, you know, it's it's really a a good plan and, uh, it was a great goal to have and I'm I'm glad that we're achieving it at this point. So, um, so that's that with safety. Um I also attended the state of the schools and um aside from seeing all
the students receive their uh their certificates and awards there uh which is really nice every year that they do that. Um uh our superintendent Steve Mar Steve Marlo and his staff really gave a good report as well on the condition of the school and what's what's next for the schools and where they're going and where they've been. So uh it was a it was really a good uh it was a good morning, good uh good uh breakfast that they had there at the uh at the Hilton. So that turned out very well. Good evening. Thank you. I just wanted to give you guys an update on our construction projects that we've got going on this summer. Um, Waterford Pond, uh, the landscaping work was mostly completed out there. There's a little bit of touch-up work left to do. Uh there was a a big storm that came right after the the Friday that they were out there doing the the restoration. So they'll have a little bit of touch-up work to do out there. Our road program uh is continuing with a lot of concrete work around the city, sidewalks, curbs. Uh the entrance to the fire department uh was completed here last week. Uh you've probably seen them working on a curb out uh downtown uh in front of the the the Starbucks and Mr. Chicken and Historical Society down there. Uh they'll be wrapping that up this week and getting that lane back open uh for some much needed curb and sidewalk repairs there uh as well as throughout the rest of the city. Uh our four corners project at the uh Revena Broadway Richmond Shepard intersection is going great. They uh were able to get a lot of the landscaping restoration done uh late last week and early this week. Today they were out there doing milling, uh bringing the uh the the old road surface down to a a lower level that they're going to resurface here beginning tomorrow with some intermediate course asphalt. We're hoping that that intersection will be fully open by the 29th of May, weather permitting. I know it's been a a much uh awaited completion here, and I thank all the the patience of all the the residents that have been out there. uh Canon Hill uh Canon Road Hill. We have a soil stabilization project going on out there that's going to begin next week uh coming along the uh that would be the the western end of the the hill there. Uh there's been several times, even a couple this spring where uh the heavy rains have washed out a a good amount of the material there out into the road and our service department has
had to be out there cleaning up a lot of that. So, we are going to be doing a a stabilization project along the the north uh north edge of the the road there. That will begin next week. Hopefully two three day construction. Uh we had a pre-construction meeting for our Liberty Road trail improvement project. That will be the the 10- foot wide walking path going along Liberty Road from Post Road down to Neie Lane. Um, Northeast Ohio Trenching Service is going to be doing that work and they're going to be beginning in early to mid June on that project. Uh, the city of Macedonia is completing Shephard Road resurfacing project from 82 to the I480 bridge that is supposed to begin June 8th with Ronak Paving doing the work. Uh, num number of the the driveways residences along that area are in the the city of Twinsburg. Some of the roadways in the city of Twinsburg. So we are participating with them on that project. Um in terms of private work, uh Kinetic is continuing with a number of fiber optic installations throughout the city. They're currently working in the Parker Lakes Estates, uh Whispering Woods and Lake Plata area. I know a number of uh residents have approached you guys and the the city about that that project. So I want to let you guys know that they are out there working on that. And uh that is all the construction updates that I have for you guys. If you have any questions, I'd be happy to answer them.

Um got to attend one of the uh programs for the recreation department and it was well attended, top-notch, uh decorated cookies with some residents from Twinsburg uh for Mother's Day. And uh there were also people from outside of Twinsburg. There was a a lady that worked there, worked at a healthcare center in Twinsburg that brought her mother, her mother-in-law and her sisters, and they made a mother's day experience in Twinsburg. So, they came from Brunswick and Hinkley to decorate cookies in Twinsburg. So, it was awesome that our recreation department put that on. Five times the attendance from the previous cookie decorating. Good job. Um the next meeting falls at a time where I'll be out of town. So hopefully you all
