[clears throat] [cough and clears throat]
Uh good morning. I will call the May 5th, 2026 Norfolk Planning Commission meeting to order. Inform the public of the uh Open Meetings Act in the northwest corner. And ask for roll. Wait. Here. Sock. Here. Simonson. Hupke. Here. Hawford. Here. Geiger. Griffith. Here. Keech. Here. Ronfelt. Here. Ask for approval of the full agenda. Move to approve. Second. Please vote. [clears throat] All commission members present voting in the affirmative. Motion carries. And consideration of the approval of the minutes of the April 7th, 2026 Planning Commission meeting.
[snorts]
Move to approve. I'll second. Please vote. All commission members present voting in the affirmative. Motion carries. At this time, I'll open up the public hearing at the request of Amen for Kids LLC to consider a conditional use permit for a daycare center on property addressed as 201 East Prospect Ave. Anyone like to speak on behalf of this. Yeah. Yeah, come I mean, are you are you the petitioner? Yes. Okay. Sorry, I didn't know we needed to speak. Can I come up? Yes, please come up and sign your name. Do I put the daycare or my personal address?
I personal. [snorts]
You're not on trial. We just need you to sign in. I shouldn't be nervous. I deal with kids telling you how they feel every day.
They're they're more dangerous than us. Uh for [clears throat] sure. Um I I don't know what to say. It's literally 10 years my 10-year anniversary in May that we bought the daycare. Um We are thriving. Um We have great families, great staff, um great community. So, um it's been wonderful. I even tell them not to put our name out there cuz we're always full. Um so, you don't see us advertised a lot out there because we you know, we are full and I I hate to tell people no. So, um it's the it's been great to support the community. Um We hire and employ 18 staff members, um not including myself. And uh we have 50 kids that we stay at capacity. Um I feel like we help out a lot of the new starting daycares. Um I always feel like it's it's a collaboration, not a competition, especially in Norfolk because the the is so great. So, I've helped start it help others start up their centers or even in homes um helping with the paperwork and stuff cuz state is hard to deal with sometimes as far as the knowledge. Um but yeah, we would love to continue um operating. I feel like we blend well with the neighborhood. We've not had any issues with our neighbors um as far as I'm I know that was brought to my attention. Um but yeah, we would just love to continue running our center. Do you have any specific uh changes to the conditional use permit? Do you have any additions that No, we um 10 years ago when we came uh some of the neighbors actually spoke out um Kim who lives across from the daycare was the one that spoke for all the
neighbors [snorts] and their request was to keep trash bins out. Um the city made it really easy on us to keep parking cuz now we park, you know, at the park area and you guys made us a parking lot. So, instead of being on the street on that side, we now can park there. So, I mean, it's I feel like we're we keep out of the neighbors' hair and um you know, so everything they've asked of us we've done and Kim when she saw the sign for the hearing today in our yard asked if she needed to come speak on our behalf. So, I mean, that's a huge change in 10 years. So, And so, and when I'm when I cruise around over there, I always like to see the the troops just cruising down the sidewalk. Usually what I see.
are definitely an outdoors facility. Yeah, I like to see it. Uh thank you. You're welcome. Uh I had I had one question, sorry. Um the So, for you you mentioned the parking. So, parking on the west side of Oak Street, staff parking on the west side of Oak Street south of Prospect Avenue or in public parking lot of the southeast area of Johnson Park. So, would that need changed up then since there's been a few changes over there between then and now? Well, it it used to be just the street parking. And now you have the actual parking spots.
And I feel like we're there at a time of day where the park's not busy because kids are in school, so it actually works out pretty good. Um cuz then by the time my high schoolers come at like that 3:30 quarter to 4:00, uh the main teachers leave and so most of the high school girls kind of carpool together and and like that, so there's fewer employees' cars over there, too. But it's nice like even for me because you put street lights out now. I mean, we used to walk from there in the dark to the, you know, depending on the time of the year in the mornings, afternoons, so it it's actually been wonderful, you know. So, I appreciate everything that you guys have done to the park. It's From the nature park, our kids love the nature park, um to the the sprinkler things, whatever you call the water park area park, they they absolutely love it over there. So. Yeah, you have a perfect location. It is the perfect location. Thank you. You're welcome. This is still a public hearing if anyone like to speak on behalf of this. Uh this is still this is still a public hearing for the Amen Daycare. I'm just giving anyone else the opportunity to speak. Seeing none, I'll close the public hearing, open for discussion.
[clears throat]
Uh any discussion the 10-year or personal privilege? I guess it doesn't We've been doing it for 10 years. We got no issues and I'm the same as you. Every time I drive by I see the see the the train of kids going down the sidewalk. So pretty cut and dry to me. It it looks as if we can just keep condition five as as is. Just cuz there's more more available parking than there was 10 years ago. Yeah, I mean if they still want to park on Oak Street and have on-street parking, that's fine, too. Otherwise, yeah, it's the southeast that big parking lot in the southeast corner. I'd take a motion. Any other Any other changes you want to Do you want to keep the the 10 years in Yeah, I think 10 years is fine. Make a motion to have a city staff prepare a conditional use permit for discussion and action at the next regularly scheduled planning commission meeting for a daycare center on property addressed as 201 East Prospect Avenue. I'll second that. Motion is second. All commission members present voting in the affirmative. Motion carries. [clears throat] Thank you. Open up the public hearing at the request of Brian and Debra Lewin to consider a zoning change from C2A special business district to R2 [clears throat] residential one to four family residential on property addressed as 93 Market Place.
[cough] [clears throat] Anyone here to speak on behalf of this? Good morning. Good morning. [snorts]
What do you got going on with this property? Uh yes, we're just uh requesting uh your consideration [clears throat] on a zoning change uh on the property on 93 Marketplace. Uh we'd like to build a a single-family uh home that we would live in on that property. Can you speak to kind of where you'd put that put that house and if there'd be anything else on the property? Just our home. Uh where where at? Sorry, where at on the property approximately? Okay, it would be uh so the the the property uh is on the corner of Marketplace and uh Forest, so it'd be facing the Forest Drive side of the property, which would be uh uh to the north. Is that where you'd have the entrance then? The or the driveway, I guess. Yes. Yes. Okay. And that's all R2 just to the east of there. Yes. Yes, it's it's bordered on uh two sides it's bordered by residential homes on Forest and then to the east uh the south side is a public park and then across the street on uh Marketplace is a a commercial business. It's uh Safe at Home uh like a home uh care type of a business. They use it as their office. Just recently moved in there. That's directly to the north. Uh that would be uh they would be to the more or less to the west.
What's what's that directly north? Uh Are we changing the whole whole area or just just where the the lot is? Okay. [clears throat]
Any other questions? Thank you. Yeah, thank you. Anyone else like to speak on behalf of this? Seeing none, I'll close the public hearing. Open for discussion. We'll say good to see this part of um this property being used. I mean, I know that it's been vacant for a while at least since I've been out there and just kind of that pocket. You don't see anything on it except for trailers. So. No, in zoning ways you got houses everywhere. So, I think it matches perfect. Easy one here. Very appropriate use of the space.
Yep. And I just brought up the plat. Um it's a little different because it was platted in zone C2 at the time. So, it's not showing setbacks. It does have a 23-ft easement that wouldn't be able to build on on the south. And because it's a corner lot, then you're going to have a 25-ft setback on the north and the west before you could build sheds, garages, houses, anything like that. So, it's it's a big like half-acre lot. So, there's plenty of space even with essentially 25-ft on three sides and then a 7-ft on the east side. No, it's a great lot. I'm looking forward to seeing what they do with it.
[snorts]
There's no further discussion. I'll make a motion to consider recommendation of a zoning change from C2A special business district to R2 one-to-four family residential district on property addressed as 93 Marketplace. I'll second. Motion is second. Please vote. All commission members present voting in the affirmative, motion carries. Thank you. Val, the March 2026 building permit report. Okay. So, since we didn't have our last meeting, which we would normally have our building permit at, we have them this time. So, March we had three new single-family detached. Uh we're still a little behind from last year. Last year we had 26 with 10 this year. No new duplexes, so we're pretty much 00. No new multi-family. And so we're 166 units last year and none this year so far. And same thing with the single-family attached. We had eight last year and none this year and we're about 50 million less than last year in valuation. Thank you, Al. Any other open topics or concerns? Seeing none, I ask to adjourn. So moved. I've been doing this for what, 7, 8 years now? I've never heard of C2A. I don't know. There's the hospital is C2A. There's got We haven't probably have any C2A. So I don't know why that was C2A. It allows for like more height. That's why the hospital is it. Oh, that makes sense.
Otherwise like C2 is downtown. C2A is just like a special one that they kind of like put in there. But yeah, the only other ones I know is like the hospital cuz it allows for But that's Yeah, so why it is was C2A. Is C C3 going to be taller? Or C1? C3 is bigger. C1 is the lightest. I'm trying. We're We're working on it. Yeah, we are. different than you get in front of everybody. Thanks. Mhm.
Mhm.
