Yeah. Oh gosh. I am Heather Hardy. Um 3508 Falcon Avenue. Hey. So, I just wanted to follow up. I was at the W one and W two meeting and talked about like storm water concerns and wanted to just publicly acknowledge that I had the pleasure of touring the creek with Don and I just want to thank you for like being there when no one else was listening. and I really appreciate that and I just want you to know. And also Bob who came on Saturday and we got to spend an hour and a half climbing through honeysuckle, mud, bugs, broken down trees, cut down trees, and trash. So, thank you, Bob. I really appreciate your help in the matter. Um, I did hear that there maybe be some movement in the um, public works department as far as helping clean up the area, which is great and I think that's a positive step forward. Um, I was just curious if there's a way possibly moving forward that we could adopt some sort of I mean something to put in our code that says new builds need to either do some type of rainscaping or a rain garden and have some sort of plan for storm water runoff. Um, not sure where that would be appropriately brought up, but I think that would be important and help us moving forward as a community. Um, I do have some fun new pictures if anyone's interested from the side of the creek that Bob and I explored. Um, shopping carts, car hoods, things like that. Can I hand

Thank you. I'm Jane Rothkco and I live at 3438 Falcon Avenue. Um, I'm also here to um address the storm drainage runoff concerns. Uh we purchased our house. It'll be 10 years ago in May that we moved into our house. Um our house was built in 2007. Um and since we moved in 10 years ago, we've seen a significant amount of erosion. Our house on one side has the storm drain runoff that's more like a creek. there's there's like rip wrap rocks and and um it's kind of a designated area for the water to flow through. But on the other side of the house, what we're finding is the houses that were built behind ours in 2012 as well as another other houses that were built in the late 90s. The runoff from those houses are running in between my house and my neighbor's house. So when there's a big storm, it's like we live in a moat. Like one side has all the storm drain runoff and the other side has all the runoff from our neighbors. And I have pictures here of our house when we I found a house I found a picture on Google images from 2012. And you can see the end of our house. There's no erosion whatsoever. There's the it's flat. our house when it was built, they graded it so that the um so that it was like, you know, the the soil was even with the side of our house. When you're looking at the house, I'll send the pictures around on the right side. And then you can see in 2025 how significant the erosion has been. In 2023, we addressed it, tried to address it like issues that we've seen in our house. We had Danagger out. They had to

mudjack a sidewalk and fill a pack, you know, epoxy cracks in our basement. We had a big project where we built a retaining wall to help with erosion on one side of our house. Um, the patio that was poured when our house was built, erosion caused it to tilt into our house and cause drainage issues in our basement. We had the patio jacked up, a new patio poured. It cost about $35,000 to get all that work done to our house. And um I haven't and we still have this significant erosion issue that I'm concerned about. So I also have pictures if anyone's interested. It's it's the one um the front of our house from 2012 and then the next picture would be our house in 2025 and then some pictures of the erosion at the end of our street. I'll pass. Sure.

Heather has been my cheerleader in all this because I felt like there was nothing we could do and she said, "Why don't you just go to city council and tell them a couple weeks ago I did write a um storm concern um storm water concern email and I never heard back from anyone. So, I decided to come today. My question is, what if anything can the city do to help with this significant erosion that we're seeing? We've done everything that we can to our house and as I wrote in my email a couple weeks ago, the, you know, casual bids that we've gotten to put in our own drainage system in the back of our house to help with runoff from the houses behind us is just completely cost prohibitive for us. Like in the tens of thousands of dollars. So that's my Oh, I have a couple more pictures, too. This is of the This is of the side with the creek. So you guys can see like the storm the significant amount of storm water from that side.

Thank you. Next, Teresa. Hi everyone. Okay. Um, coming to a lot of council meetings. Um, I have a couple of maybe things that may help Um, with the quality of our fast foods and restaurants, a lot of British residents really don't eat around here. Um, but facilities has kept up with a very good quality and very good employees. So, the thing is is that can we maybe do something to encourage fast foods and restaurants to maybe be a little bit better because I talked to a lot of people and I'm sorry, they're just not even Red Lobster is just not up to par. Um, and then far as character to the area, we need more color, more shrubbery or flowers or something to brighten up this place because it kind of just looks like a corridor that you just kind of go through and that's it. um for beautifification. I did think the signs that that Luther had um I'm pretty sure it was you was a good idea, but why don't we like get the art departments from schools maybe a competition or something and something that they could build a sculpture or something which which was withstand

because we do have a lot to offer in the city and um I obviously been a longtime resident. I would like to keep our revenue high, but we have to solve issues um like the trash problem, which um can we can do do we have anything what picks up like the the cigarettes on the curves ourselves? Do we equipment? I know you guys can't answer. Um but that that would um perk things up. Um and one of these days um I'll also bring in um places which are dangerous on the roads which um is also a concern. And then the other final thing that I would like to address is that ordinances. I think that there comes a point when you own a home and you own land and it's your sanctuary. It's a place that I think that you should be able to express yourself in the way that you want to express yourself, but it looks a lot like that we're going to be ornancing everything that we're going to be all just put your little perfect little houses uh with like a one little tree in the front and not much else. I'm concerned because you guys took my farmer right away and then now you guys are making all these ordinances where I can't even do my car my hobby underneath my carport because I'm only supposed to have cars parked under there. That seems like it's actually targeting certain people because we haven't been able to have carports for a while. So that seems like the older houses um and the older residents are the ones which are being targeted with that. And I wouldn't have bought my home if I knew I was going to be so controlled. And when does it come a point where your privacy is being

taken away by ordinance officers coming by left and right? As we know, I've already had a problem with a city employee, what was supposed to be taking care of me, and he became a stalker. All right. So the problem is is that do I get my privacy in my yard or am I going to have to worry about a ordinance officer what kind of likes the way I talk look or whatever and keeps on coming up and down my road. And whereas this holiday called Arbor Day was first observed with the planting of more than 1 million trees in Nebraska. And whereas Arbor Day is now observed throughout the nation and the world. And whereas trees are assets to a community when properly planted and maintained, improve the visual appearance of neighborhood, increase property value, reduce home cooling cost, remove air pollutants, and provide wildlife habitat as. And whereas trees are a renewable resource, giving us paper, wood for our homes, fuel for our fires, and countless other wood products. And whereas trees in our city enhance the economic vitality of business areas and beautify our community. And whereas trees wherever they are planted are a source of joy and spiritual renewal. Hi, my name is Elar Tissson. Um, I'm representing Don Davidson for Davidson Logistics on this sign. Um, basically what we're going to be doing is, uh, creating a sign that's going to give some directions to some of the traffic there that pulls off the exit, uh, into that street. And we are trying to beautify that corner by landscaping this lighting. uh not so much lighting, but creating a freestanding wall with a new uh lettered signage right there on the corner and which I have a couple pictures. What you see up here is just what the signage is going to look like. I have some pictures here of what the wall's going to be looking like that that sign's going to be mounted on. And that is the picture of the landscaping that we're going to do in front of the signage right there with the irrigation.

So, I was looking at the the application for design review and it seemed to so I get the concept pretty clearly, but I wasn't really clear the wall. What is the material of the wall? I understand that the acrylic letters that wasn't clear the material you're using for the wall and the color. Um, basically what we have is a ready rack wall system which you're seeing quite a bit on uh being built all over different municipalities like St. Charles alongside you get off at Elm Street. I have a couple pictures of some of the walls that be. Yeah.

This is one of the walls that was built in the construction. We got some Norway, some evergreens in there just to kind of highlight the sign and just to keep the this very hearty plants that we're going to be using here that are going to be longstanding. Very little maintenance to them besides what color we're going to use in there in the front of it on a quarterly basis in the spring and in the fall.

I know that we have citizens on a regular basis talking about how up and down the St. Charles Rock Road corridor, they want to see businesses um, stepping it up and doing stuff to make their storefronts look better, trying keeping stuff look clean. Um, I know you're not Davidson logistics, but I would just like to take a second to acknowledge that they're wanting to spend a significant amount of money. I've dealt with stuff like this before. It's not cheap. Uh, so I think it's really cool that they're wanting to spend that money to invest in the area and make their business look better. I notic so saying trucks one way, office the other way. Is there a way to also put the because there's also one of our parks down around the side past the entrance. Yes. Logistics. I tell you, we could possibly speak with the owner and see what, you know, we want to incorporate. I know that we were kind of restricted on our size of our sign already. So, we pretty much limited what we could put on that 60oot sign. We got so much. Maybe we have a freestanding sign, I think, right there right now that just tries to be directional that doesn't really incorporate into anything else. There's plenty of room because we kept constantly moving this sign back further and farther back into his property. So, there should be plenty of room to put some as we've talked about having directional signs. Yeah. And we maybe maybe Bridon will have a directional sign to the park that's down there that we we kind of take care of on the greenway right there.

Yeah. So the the um typical life on the golf carts for our for our golf course and the usage we have is 6 to 8 years. So we're at about seven with our with our current carts and that'll be a total of 40 carts. And we try the the timing of this is right in that 6 to8 year mark because uh we're getting right around the point where you need new tires, batteries, and brakes on all the carts. So, we're trying to get out in front of that expense. Sure. Yes, I fully understand and I think that makes a lot of sense. That way, we're able to keep the inventory newer and everything. Yes, sir. This is just a little item. There was something suggested uh about the council and we can just think about it. We got time. Um that we would get a float and have all city council be on the float. Uh and um I thought that would be nice since this is the 250th year. We could do something special. we could show the city we're a team. I said this would be a cost savings. My granddaughters were in a parade and I was kind of surprised when I saw a big float go by pulled by the company truck of a local business and it said it was all the city council members for the city. And I took a couple pictures of it. do have uh if you want to see I was a five-year member of the special events commission followed by two more years as exeicio. So I'm very intimately aware of what goes on during the parade. Um one of the things is timing. Timing is always an issue. It starts off really really well and then it takes time for people to get through for all the parade participants to get through and there's large gaps. So, my thought was that this would help with some of that gapping. Um, really during the parade, we're not supposed to be stopping off and taking time to talk with our constituents. With all due respect, I understand that. Um, for the parade flow, it makes the most sense that we're all together and helping with everything. I mean, 80 participants behind council that still have to get through the parade rate parade route. So, I won't be here, so I won't be able to weigh in on it, but I do think it's a really good idea, and I hope um that it'll just become a city policy that the city decides that this is what we're going to do.

Uh I however I do like the idea of doing one and I think in a previous year we did and when we had our ex council members on it including like Fred Fetch and so you uh Gretchen may still be in the parade on the ex official you ex counsel members you know float and so I think having one be great. I think the other advantage you have to have is if you're going to create one it needs to have a roof over it for the shade or rain if it happens to be rain. So you know whether it's for counselor or are their spouses along the same thing. I mean, a lot of us do this jointly because we get to take our spouse with us and and enjoy that day, you know, totally together. Um, but I think, you know, those two things are are are two things to consider, you know, for for seniors and our, you know, of our e ex officials and we need to promote that. We still have a lot of ex- councsil members that don't even, you know, come and participate in functions of our city anymore, uh, or they've passed away, you know, like coach Ben did recently. But I think it's something we we could consider, but it shouldn't be required or mandatory. Um, And I think the rate of the speed is it's not determined by his council members. It's it's determined by however speed the fast our mayor goes because he's the lead. And so we pretty well go whatever mayor even the previous mayor. They are Florescent, Hazlewood, Blackjack, Ferguson, Bell Fountain Neighbors, Delwood, Maryland Heights, and Bridton. It is the city clerks that contribute to the planning and execution. So, thank you to city clerk Bridget Waters for your hard work and also being in attendance. The city hosted an EPA Westlake Landfillformational meeting last week in the multi-purpose room. The meeting covered the news release that day about the completion of the pre-exavation confirmation sampling. This is an important step in expedite expediting the cleanup process by decreasing the time in which excavated areas are open. Also reducing health and safety risks. This sampling enables potentially responsible parties to finalize excavation plans for the remedial design that meet West Lake Landfill's remedy requirements. The final 100% remedial design package will need to be reviewed by the EPA before being certified by a professional engineer before receiving the state of Missouri required engineer reviewed seal. Excavation is still on track to begin in 2027. I'm in the process of putting together a proclamation to present to one of our residents for his 100th birthday. I'm tracking Bridton businesses that are in court for ordinance violations. I want to make sure that all are brought into

I asked her to speak to the right people to make sure MDOT addresses the trash and grass issues at the entrances to our city. I also asked her to keep us in the loop concerning any businesses and developers wanting to build and or locate to the area. This was a productive meeting. I thought Mr. Gun, Mr. Kaine, and myself participated in a career blitz last Friday aimed at the sophomore class of over 200 students at CBC. 11 alum were asked to speak regarding their line of work and career opportunities. Mr. gun spoke about his military experience and ways for students to attend college through one of the ROC college pro programs and then continuing in the reserves after mandatory time served in order to supplement another full-time career such as an engineer and hopefully with a government entity. I introduced myself and encouraged community involvement through a municipal elected official capacity. I also suggested that municipal government careers be considered in the areas of public administration, city engineer and public works director, parks and recck director or law enforcement leading to chief of police alum and leoo police officer Alex Fleger was in attendance and spoke.
