Lord, thank you for many and abundant blessings. Thank you for the ability to be involved in useful work and for the honor of bearing appropriate responsibilities. Today, I pray for our mayor and all levels of city official in Miami Springs, and in particular, the assembled council here today. I'm asking you with graciously grant us the wisdom to govern the true needs of our residents. I ask all this in your name, our Lord and Savior Jesus Christ.

And please join us for the Pledge of Allegiance.

I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

Thank you. You may be seated. All right, so we move on to awards and presentations. And we will begin with 5A, recognition of retiring educator Mrs. Anna Drew upon her retirement after 40 years of dedicated service with Miami-Dade County Public Schools. So at this time, I'm going to ask the council. We're going to go up front. I'm going to ask Ms. Anna Drew to come up to the front, please. All right, come on up on the stage with us. All right, so you're going to tell us. Of course. You're going to tell us about the last 40 years, all the places that you have worked in your career, your 40-year career in education. Go.

I have worked. I started at South Hialeah, and then I taught there one year, sixth grade, and then I moved up to the middle school here. Sixth grade. Elementary, it was all, yeah. And then I went to Miami Springs Middle School for, I don't know how many years. When the sixth graders moved up, I was there. And then I went to McMillan Middle. We had our first home on Sunset. So I was down south, and then I came back.

What did you teach at McMillan?

Intensive reading and English. And then I came back to Laurel Park, I believe it was, for one year as a media specialist and converted the library there. Then went to Springview Elementary as a media specialist, converted the library there. Then I went to the high school in Everton.

HOW MANY YEARS AT THE HIGH SCHOOL?

I'M NOT SURE. I THINK I MIGHT HAVE GOTTEN THERE 2001, 2002. 25 YEARS? YEAH.

THAT IS ABSOLUTELY. HOW ABOUT A BIG ROUND OF APPLAUSE FOR THEM? I'M GOING TO CALL UP A COUPLE PEOPLE THAT ARE GOING TO ACKNOWLEDGE YOU. SO COME ON UP FIRST. GIVE IT UP FOR NILSON GONZALEZ, PRINCIPAL OF MIAMI SPRINGS SENIOR HIGH.

Few words. First and foremost, my name is Nelson Gonzalez. And pardon my voice. I lost my voice. I was cheering for our baseball team. And I have not regained it. But I'm the principal of Miami Springs Senior High. And if you know the Drews, the Drews are synonymous with Miami Springs. So my wife attended that school, and of course, when I became principal, she asked me if Mr. Drew was still working there, and I go, yes, he is, and his wife, and everybody knows the Drews. So when I had the opportunity to work alongside Anna, it was really... a great experience because I knew she was at the tail end of her career because she was already in drop and we had to have a lot of discussions whether she wanted to extend or not and she teetered on that line but you know I kind of we spoke and she was very always honest with her delivery say Gonzalez listen you can count on me for one year and I go thank you and she gave it she still offered everything she was a phenomenal teacher her classroom management, her rapport with her kids. It was great. So when I witnessed that the first year, I didn't want to let her go. So she came back and she goes, listen, I want to retire. I'm done. And I go, oh, no, you can't. And she goes, yes, I can. I go, I know you can, but you can't. So I went to her boss, which was Mr. Drew, and I said, we got to have a conversation. And I go, Anna's telling me she wants to retire, but have you done the math? He goes, yes, I have. If she stays, and I go, she's a phenomenal teacher. And I go, can you have a conversation with her? He goes, I'll work on her, but you know how she is. I go, yes, I do, but please work on her real hard. So I saw her the next day, and I go, did Drew speak to you? She goes, yes, and I'm thinking about it. And then she came back the following day, and she said, absolutely. I'm here for another year. Her final year, and this is where I think that she's incredible, she was teaching our retakers, our seniors, intensive reading. I had a teacher who was leaving our maternity who was teaching my accountability group, which is my ninth and tenth. A lot of pressure. It's a lot of pressure to teach the retakers, but that much more. So school accountability grade. AND I ASKED HER, I GO, LISTEN, I KNOW YOU HAVE ONE MORE YEAR LEFT. I KNOW YOU WANT TO RETIRE, BUT I FIND MYSELF IN A REAL BAD POSITION. I DON'T WANT TO PUT A TEMPORARY INSTRUCTOR WITH THIS VULNERABLE GROUP. I CAN MAKE THE SWITCH HERE. WOULD YOU MIND? AND SHE GOES, GONZALES, ABSOLUTELY. I'LL TAKE THAT CHALLENGE ON. SO SHE TOOK THAT CHALLENGE ON THIS YEAR, HER FINAL YEAR WHEN SHE DIDN'T HAVE TO. SO I'M INTERNALLY GRATEFUL, YOU KNOW, TO WORK ALONGSIDE SUCH AN EXTREME PROFESSIONAL. thank you for your service to Miami Springs to Dade County Public Schools you will never be forgotten and anytime you want to come back and teach hourly the door is open thank you so much all right so next up I'm going to call up school board member Danny Espino

Mr. Mayor, council members, thank you so much for honoring Ms. Drew. We talk about generational families in Miami Springs, right? And the Drews are a generational family. But few generational families touch as many generations and improve the lives of so many generations as the Drews have through education. I don't know if everybody was listening to the school she named with the exception of that one little stint down south, the entirety of her career was spent in the Miami Springs senior high feeder pattern. I mean, so just think about the influence, the impact, the educational growth that she's had in our community. I have stories from people that, You graduate, you move on, and then you come back to the school and see who's there. And she was there, a keeper of the culture, a keeper of the history, a stalwart in education, always demanding excellence out of her students. And it's a huge gain for you as you retire, but it's a huge loss for our community. And increasingly, as it's becoming increasingly difficult to become an educator, it's keeping educators in education. So thank you for remaining as long as you have in our community, for as long as you have in education, and for everything you've done for a place we call home. God bless you.

All right. And then the city. And I do have to say, because I let her talk about... So I am also a language arts and reading person. And I served as a reading coach with this young lady right here. And I've been in her classroom. I can tell you this is a master teacher. And coming from me, I'm telling you, I have very high standards. This is a master teacher. She has always taught accountability. You've always... taught students, sometimes against their will. And they love you for it. You have touched the lives of many. And William, come on up here. You too. Come on up. Come on. This is your idea. These two right here have touched more lives. The ripples of the lives that you guys have touched, it's unbelievable. So it's wonderful to honor both of you, but honor Anna. And so at this time, I will... put on my voice and say, in recognition of 40 years of dedicated service to Miami-Dade County Public Schools, including 25 years as a devoted educator at Miami Springs Senior High School, your commitment to education, your students, and the Miami Springs community has made a lasting impact that will be felt for generations. Okay, thank you. Hi, everyone. Hi, good afternoon. My name is Janet Del Carmen Baez. I want to introduce myself. I am running for Circuit Court Judge here in Group 69. I'm here for Miami-Dade County. As you guys are all aware, I'm sure a judiciary spot is nonpartisan. I'm running for an open seat. I'm here to introduce myself to the council members, the mayor, everyone here. And I just wanted to kind of tell you a little bit about myself. I have been a prosecutor for nine years now. During that time I have prosecuted everything from misdemeanor cases to human trafficking cases and homicides. During that time I've had the privilege and honor of actually working with your police department because they have been part of our task force. We actually secured last year the first double homicide conviction, sorry, double conviction life sentence for a human trafficker and it was actually with the Miami Springs Police Department. So I wanted just to take an opportunity to introduce myself, let you know that I am running, and the early voting is August 18th, or early ballots will go out in July. And I hope I have your support. Good evening, Tony Carnival, 841 Swan Avenue. Here just for a quick simple proposal. I sent all of you all an email a couple months ago in reference to the Tot Lot Park on Chippewa. Basically just to start looking into maybe getting a canopy or tarp for it. Only reason why I bring it up is because I actually brought my granddaughter there and, you know, like when I went to go down the slide with her, help her went on the slide, it's pretty hot. So, like, it's burning hot and the grass is kind of hot. I kind of notice now all the the moms and the nannies and every grandparents, you know, they hide underneath the trees just on the certain sides of the thing. So I know it's an expensive project. I know it's something that, you know, would need to be prepared for. But it was just something that I kind of hope we would like maybe open our doors and our minds to. After I wrote the letter, I also sent the letter to our Miss Milan or is it? Yeah, man. Natalie Milan. So I sent her the letter also. Hopefully maybe it can be a community type thing and maybe reach out to our partners that we have out in the community. So I talked to Mr. Santine the day after I wrote it and I thank him for his input. Mr. Dion, I thank you for returning the phone call to me. And then Mr. Perez Crespo actually had a great idea. He says there's actually a company out there that helps with that, that he used on a previous project. so hopefully you know we could just maybe get something rolling on that we have uh the kids now coming for the summer program i'd hate to see anybody get hurt out there you know so it's just just something to think about you know not forcing it just something to think about if we could that's it thank you very much for your time thank you thank you okay next up Artie Vizcaino

Good evening, Council. 1238 Meadowlark Avenue. As most of you are aware, I was heavily involved with the proposed FPL program for the underground. They're doing in the east side, I'm sorry, the west side of Miami Springs. I recently stopped and spoke to supervisors from Irby which is the contractor and I was surprised to hear that well I was pleasantly surprised to hear that they've gotten all the approvals from all the residents to go ahead and put the transformers in the backyard like we proposed and they amended their proposal FPL did but I was I was also surprised that unfortunately I was told that that the city has not signed the MOU yet. And there's some issues with that that FPL is looking at now that they're potentially gonna pull out of the program, that there were being too hard on wording supposedly on the MOU. I'm surprised as that MOU should really mimic the one that I think we've signed for the first program that they did on the southern side of Miami Springs. So I haven't reached out to my contacts at FPL, but if there's an issue with the City of Miami Springs and reading the MOU on the technical side. I know you can go back and see the first MOU, but you're more than welcome to reach out to me on the technical side of what they're trying to do because I heard two different stories. One story is that now we're demanding that the transformers be put in the alley instead of in the residence property, which we can't do. Our own trucks can't go down the alley if we do that. And that's not the agreement that we made with FPNL. So like I said, I haven't gotten the word straight from FPL, but I guarantee you I will find out what the holdup is. So please, you know the headaches that we went through and we got FPL to change. to do this in the backyard. It's a good project. But whatever it is, we need to push forward and get this done. Don't let this fall by the wayside. But I think it's teetering on them pulling out of the program. So please reach out. Thank you.

Mayor, I know we don't respond, but I do have a meeting with FPL this Wednesday on the 13th with our attorneys and FPL. And so hopefully we'll bring this to a close.

We have no previous or unfinished business, no new business, and in other business, which is neither previous nor new, in other business, we move on to 13A, request by Councilman Santin to discuss and give direction to staff regarding potential improvements to Canal Street utilizing parking fees collected from new development projects.

thank you mayor well as many might not remember but we do have a project on canal street that that we were able to sustain without making any concessions and that means that we're going to be able to do a community benefit out of the funds from the development and i would like to kind of direct the administration to kind of explore different improvements to canal street you know obviously stuff like streetscape lighting that would help with parking walkways and you know just to have the idea maybe to start exploring it absolutely I know we haven't gotten all the payment but a large portion of it we just so you know that that's

As part of the agreement, the payment for the parking for the 30 Canal Street project, they are $880,000. They've paid $440,000, I believe, roughly half, and then the other half is paid upon issuance of the building permit before they even start construction. Right now, we have that money there sitting. We can get started on, you know, with design engineers, whatever it is that we need, because I know that we're looking at exploring the, you know, along the canal street. If you look at it, it's I mean, there's something right now there. It's being used by the contractor. the bridge the county's contractor but there's certainly a lot of opportunity there to to really improve the parking and beautify that street as well as connect it with a nice walkway towards um so if somebody parks towards the end of canal street so they can walk towards the circle to the restaurants which would be the ideal um so yeah absolutely we have the money there we can get started if the council chooses to direct us

I THINK ALSO THIS IS ONE WAY TO SHOW, YOU KNOW, HOW DEVELOPMENT CAN CONTRIBUTE TO SOMETHING TANGIBLE BACK TO THE PUBLIC SO THEY CAN PHYSICALLY SEE WHAT THE BENEFIT IS. SO, YEAH, I'D LIKE TO... MY COLLEAGUES ARE ALL IN AGREEMENT, BUT I THINK WE WOULD LIKE TO DIRECT THE ADMINISTRATION TO START, YOU KNOW, EXPLORING.

YEAH, SO THIS IS SOMETHING... THANK YOU, COUNCILMAN CENTINE. SO THIS IS SOMETHING THAT WE'VE TALKED ABOUT BEFORE. WE TALKED ABOUT IT ALSO AS PART OF THE PARKING WORKSHOP AND THE PARKING STUDY THAT WE DID. One of the things that are counterintuitive that the parking study finds is that there is parking, it's just not very accessible, it's not convenient, and you don't make it easy for people to be able to park there and then access the places they need to go. That is because if you've ever been down Canal Street, the parking on canal street is up against that grass between the canal and uh and canal street and there's no sidewalk there so you'd have to cross across the street and then walk through uh walk through the sidewalk all the way down and it's dimly lit uh some of the swales on the south side of canal street like i'm thinking like in front of like uh where Uncle Hanks is, and some of those swales are like dirt swales. I know that we've had discussions about whether or not the city could do some, if that's city parking, if you could do some angle parking there, we could actually add some spaces. So by virtue of the fact that parking fee was assessed. We already had a development there on Canal Street, right there close to the UPS store. I forget, I think it's 30 Canal Street, is that right? Yeah, 30 Canal Street. It's 30 Canal Street, where the old apartments were that have been raised. They were able to pay a fee for parking that now is going to allow us to make those kinds of improvements. And You guys know that people come from all around, like we are known for our walkways. There's waterfront there. I know that one of the things that we've explored in the past is having a walkway like that, like you were saying with lighting. I think that would go so far to improve, just lift that area along Canal Street. The apartment buildings are there, the businesses that are there. uh i think that it would be really helpful it would it would help people utilize the parking that the city has uh and uh and raise the values i think of that whole area i really feel like it would uh it would help a great deal so thank you for bringing that up and making the connection now that we know that that fee has been collected and we have it i think uh i think you're absolutely right i think it's time to start moving forward on that with the design so but i open it up to my colleagues what do you guys have to say

I agree. We need to start activating that entire walkway and to make it more attractive for people to pretty up the buildings or put up new ones.

And in addition, see if I can squeeze as much parking as I can out of that area. So if I can, from angle, go straight, I could probably gain a few. But again, I'll let the traffic engineers and the designer do that.

Through you, Chair. So that bank that's there, right? That sloping bank that goes to the water? Mm-hm. I wish we could do a retaining wall or a canal wall there. So whatever we put there doesn't eventually erode soil erosion, right? I mean we're dealing with that. I know that's pretty expensive to do. I mean I'm just kind of like throwing big ideas out there. I agree that it is an underutilized space. I mean, when you walk around like San Antonio or Riverwalk, you see how they've developed all that area down there. And parts of Miami, they've been doing stuff around the Miami River. I do envision a lot more, right? I think there's so much possibility there, but how do we start structurally doing something?

What I'll do is when I meet with the architects and engineers, we'll take a look at the erosion as well. Because if there's areas that need to be filled in or whatever, we'll explore that as well. Clearly, we don't want to... compound problem we need we need to fix it and it doesn't have to be something as expensive as a retaining wall or anything like that simple you know boulders riprap boulders can can suffice to secure the shore there but yeah I won't know how much that's gonna cost until I speak to our engineers how involved the South Florida water management in making these decisions I don't think they're very much involved not in this they might have to review the permit depending on But if we do go into there, but I don't think it'll be too long.

So we can look at bigger plants.

We can look at anything. There's a certain amount of funds that we have available. I don't want it to turn into a stormwater project when I'm trying to beautify the street.

Right. If we had, right? I mean, we'd like to think big and positive. Like, if we had this pot of money to really bring people to that area, what could we do?

I would encourage you, Councilman, because I rode my bike along Ludlam from VG. There are some areas where it's wider versus others, and there were some, like, I don't, you know, I don't know. I mean, obviously, that's what the engineers are for, but I think it could be done. I think it doesn't seem to me like, you know, it's just that... Now we assess the parking fee from the first development, and we can invest that.

And parking fees have to be appropriated to parking. Can we use those parking fees for sidewalk lighting?

Yeah, that's actually a great point, and it goes to something that the manager just mentioned, which is it can't be necessarily a stormwater project, a pure stormwater project. The development agreement for 30 Canal Street says it gives a lot of leeway, but it does limit the payments to being used for multimodal projects that increase connectivity in the CBD and gateway overlay district. So multimodal mobility improvements is a broader term than just parking or streets, but We do have to bear that in mind that we have a development agreement that governs that.

Now, if there's an issue that we have to remedy or rectify prior to us making those multimodal improvements, then that might be acceptable. But I need to have the engineers take a look and tell us how much would be required to do that. Thank you. Okay.

Councilman or Vice Mayor? Thank you. Thank you, Mayor. I'm on board. I think it's a great idea. It brings parking to the area and it makes the area safer, more lighting. Thank you, Councilman Centine, for bringing this up. Definitely on board. As long as also, you know, and it looks like we're doing it, staying physically conservative about the cost.

Mayor, at the next meeting, I'm going to provide an update on the Fair Havens. I know, Councilman Santino, you wanted me to provide an update. Unfortunately, I just don't have it today. But at the next meeting, I'll provide an update. I know as of a month and a half ago, when we were still meeting at the rec center, that day I hadn't met. in the building department the contractor for fair havens and they were in the process of cleaning up all their permits and everything that was open from previous projects so they were cleaning that up but i will provide you guys with an update at the next meeting thank you all right our assistant city manager omar uh nothing to report thank you okay we move on to our city clerk

Go ahead. As always, this town always has projects and a community. GET TOGETHERS AND EVENTS SO MAY 23rd WE HAVE THE CURTIS B-DAY BASH AT THE LIBRARY SO YEAH HIS BIRTHDAY IS MAY 23rd AND WE'RE GOING TO CELEBRATE THERE AT THE LIBRARY RITA MEYER WHICH IS THE LIBRARIAN WHO HAS Done a little illustration book, The Boy Who Loved to Go Fast. Pretty nice deal there about Glenn Curtis in his early days and how he got all this motivation to do all these great things. We're going to have a couple food trucks and arts and crafts, and then they're also going to have a little, I think, segment there. They're going to do a little centennial storytelling. And then June 5th, we have our centennial golf tournament. We just had a successful one for the high school, but now it's time to concentrate on the city's centennial. It's going to be a tailor-made event with high-end gift bags and just stuff so we can showcase our beautiful golf course. And hopefully this Curtis Cup will continue to be an annual event. Thank you, Mayor. I want to first give a shout out to some incredible students in our city. So last month, AIE Charter School competed in the 2026 VEX Robotics World Championship in St. Louis. St. Louis with three teams, Team Echo at the high school level, Team Foxtrot, and Team Kilo at the middle school level. Mind you, they competed against robotics teams, the best robotics teams in the whole world. So to their students and teachers and their families, I want to thank them for representing Mamrie Springs so well. Last week was National Bike School to School Day, and I'd like to thank Springview Elementary, the parents and volunteers for the bike bus caravan that's become a wonderful tradition here in the city. Wanted to say a reminder that this Saturday, Miami Springs Woman's Club is hosting a free composting workshop from 10 a.m. to 12 p.m. at their clubhouse right across the street. You can find more information how to RSVP at their website or on our city calendar's website. Garbage is a big, we've talked about garbage before. I do composting at my house. It's great for the plants. It's like a steroid for your garden. It's easy to do. It doesn't smell. It doesn't attract wild animals like people think. But if you want to learn more, Miami Springs Women's Club this Saturday, 10 a.m. And on Sunday, May 31st, at the Miami Springs Senior High, the husband and wife team of Elora and Will, who are Miami Springs residents, are having another Mad Dex card show. So it's another free community event dedicated to sports and trading cards. So there's a huge interest in trading cards. Pokemon, Magic, The Gathering, One Piece. And it looks like there's a new business opening up on Westward. A local resident has dedicated a store to this booming hobby. So we're going to be probably looking to a grand opening soon. And then finally, I want to wish the Senior High Golden Hawks the best of luck in Fort Myers this Wednesday for the semi- Thank you.
