Resolution twenty five one thirty, a resolution to the city of Jonesboro, Arkansas to authorize the mayor and city clerk to accept a permanent drainage from Gerald Sharp for the purpose of constructing and maintaining drainage improvements. Whereas the city of Jonesboro, Arkansas desires to accept the following described easement for the purpose of constructing and maintaining drainage improvements, a 15 foot drainage easement being along the north 50 feet of the east 15 feet of Lot 22 of Wheeler Heights Subdivision, Craighead County, Arkansas. Now therefore be it resolved by the city council for the city of Jonesboro, Arkansas that section one, the mayor and city clerk are hereby authorized by the city council for the city of Jonesboro, Arkansas to accept the easement described above. Motion report to full council. Second.

Whereas Fisher and Arnold was selected for the University Of Heights Link Trail project, whereas the city of Jonesboro desires to increase the project with the attached supplemental agreement in the amount of $25,870 for additional services for the University Heights Link Trail project and whereas that funding for the execution of the fee proposal shall come from the capital improvement budget and compensation shall be paid in accordance with the supplemental agreement. Now therefore be it resolved by the City Council for the City Of Jonesboro, Arkansas, Section one that the City of Jonesboro hereby proposed amendment. Shall be paid Directors in accordance with supplemental agreement. Section three, the mayor and city clerk are hereby authorized by the city council for the city of Jonesboro, Arkansas to execute on documents necessary to effectuate I'm I'm selected sorry. For the South Caraway Road widening Parker Road to Fox Meadow Lane project, whereas the city of Jonesboro desires to increase the project with the attached fee proposal in the amount of $99,860 for plan revisions and whereas funding for the execution of the fee proposal shall come from the capital improvement revenue bond account and compensation shall be paid in accordance with the fee proposal.

So the only thing I'm just, and I read the proposal, I just want to make certain that I understand the original five lane was supposed to be so many links, but you're shortening it. Is that right?
The funding through the bond is not enough to build a complete five lane section that was originally planned to the links. The original project was a five lane section from Parker Road to the links and a three lane section from there to Fox Meadow. The funding that we got through the bond issuance will not cover that construction. So what this would do would revise the construction plans to be a five lane to Laderette, a three lane to Glen's Place and then we would transition back down to the existing two lane road from Glen's Place to Fox Meadows. In a couple 100 feet it would transition back down to the existing roadway and there would be no improvements other than the 10 foot side path on the west side of the road south of Glen's Place.
How far will the 10 foot side path go?
It will go from Parker Road to Fox Meadow And on the West
then one last question. So when you get from Laderette on the Fox Meadow, when you say three lanes, and this is for me, my understanding, The turning lane, that's considered a lane, right? So the turning lane and then the two, so that's three. And five would mean two, okay, I got you. That's all I had. You.
How much short were we on money to be able to complete that project?

I'll just follow-up as I thought about this. What about RDOT? With the shortening of that, would it affect the traffic much or what?
South Caraway is a city street, so there's no highway department money involved in the project at all.
I understand that, but didn't we do like a road study or something?
Yeah, we did a traffic study back when the project first kicked off and the recommendation was a five lane road to Glen's Place and then a three lane to Fox Meadow. That was what was recommended in the traffic study. But again, that's not the funding that we have available for the project.

And I know that the council's aware of this since it was discussed during the bonding process. But just to make sure for the public that may be listening, the cross section, as Craig talked about, Lauterath and scaled down to Glen's Place, that was actually discussed as the cross section during the bond process. So the project hasn't changed since the bond was approved. It's the same cross section that was in the bond initiative. I know that each of y'all know that, but just in case somebody from the public was following and was not aware of that, I just wanted to point that out.

We have one question. I'm sorry. I know it's not a lot of money, Craig again, I'm sorry. But I just want to make sure I understand when I'm reading the proposal some of the words and it uses the terms minimize negative impacts to Fielder And Aggie Road intersection. What does that mean?
Fielder Road is a road that intersects with Aggie and the existing grade on the road is about 18% which is very steep. It's actually steeper than what our city code allows for roadways to be on new construction. So what this proposal would do is look at doing some improvements on Fielder to lessen the slope on that roadway to bring it closer into compliance with city code to make so it's not so steep. Right now, the way it's built and then if we build the trail as planned, the cars sitting there would be at a very poor angle and when they would try to approach the roadway, there's a good chance that they would squeal their tires because it's the angle that they're sitting at. So what this would do is would lessen that slope so they're sitting flatter with Aggie Road when they get to the top of Fielder Drive.
