No, no, no. That's fine. You just want to tell me what's on the dates and such. Is this the year? Yeah, it's for the whole year. Uh, okay. It's for 321, 416, 523, 620, 718, 8:21, 8:22, 91 19, 1017, and 11:21. That's the dates. We've never had any issues with them with that. No. And we actually got the fire team to signed off on this permit already.

0:43 – 1:270

Okay. I would make a motion to approve the firework association. Okay. I will second that motion. Call for a vote. Jump it. I team and I hold. Okay. Discuss and approve special C retail alcohol license renewal for Bloomberry. Is this this is for a year as well? Yes.

1:30 – 1:460

I would make a motion to approve the special class retail license for it. Okay. I would second that motion. eye seam and eye. Gold

1:58 – 2:190

Andrea had to clarify. Get ready. You want me to read? Yeah, you better.

2:16 – 3:220

Okay. Um, to further clarify the board's denial of land use ruling for Cameron Ericson, the land use was denied based on the following information presented. The property subject to the request has a considerability rating greater than 70, which is considered high quality agricultural land under the county's ordinance and land preservation policy. Approval of the request would remove approximately 2.2 acres of highquality farmland from crop production. Approval of the request may establish a president that could encourage the removal of additional highquality black production elsewhere in the county and the establishment of a non-aggricultural residential use in this location would likely interfere with or create conflicts with existing agricultural operations in the surrounding area. Thank you. So, Bruce, we're sending Mr. Ericson a letter about why we denied it last week. All right.

3:19 – 3:370

So, can I get a motion to approve sending the letter to Mr. Ericson? I got the letter in the email. I read it and I will approve the sending the letter. Okay. I second that motion.

3:34 – 4:140

Call for vote. Tippet. All right. See an eye. Okay, we got to wait a few minutes for the timed item. Discuss and act on compensation board recommendations. Selected official.

4:12 – 4:350

I gave you a resolution. Um, as you know, the compensation board, you had also a sign letter from John Young, the chairman of the compensation board with their recommendation of zero increases for so by law, you have to officially act on it by resolution and then I have to include that resolution in our budget.

4:39 – 5:170

Okay. Can I get a motion to approve resolution 26-18 elected official salary? Hold on though because I fig I numbered Let me see. I figured you would do the variance first cuz I have that numbered but I can change it. Oh, that's all right. We'll let that go. We'll come back to you number. I do have the resolutions numbered. Sorry. the variance.

5:14 – 5:490

Okay. How about reports? You got any wrong? I had no meetings last week. Okay. How about Bruce? No, I'm I'm clean. I have nothing as well. Okay. I worked next door all week last week, Monday through Friday. So, it's coming.

5:46 – 6:300

I was going to tell you guys, um, ISAC is now having, you know, like the auditors, we get state certified for elections, the treasures and recorder have their own stuff. They are offering that to supervisors as well. Yeah. So you attend so many educational hours and you guys can be certified supervisors. Is that the throughac university they call it? It's just through is all the different statewide meetings. If you attend too many your Okay. Just passing that on. I don't attend any of the meetings. You don't have to go as many.

6:28 – 7:000

Meaning you get your hours. Yeah. I don't know how theirs works. I would assume they do continue to ed like we do to to keep up on that certification. Okay. Now we'll do number 7 910. Discuss approve resolution granting varian subdivision ordinance for Rich Cundle and Ben Grant. So that's you guys, right?

6:57 – 7:230

Yes. Just make sure you guys want to do this area, right? Yeah. 7 to 7 to 10 acres this corner.

7:21 – 8:230

So, um they want to request a variance, but we were reviewing this split here. This split happened in 2012, but this was from a cemetery, Mount Pleasant Cemetery, and that cemetery has been established since the 1800s. And so I included a deed from 1988 that said the transfer property except this area. So that area really has never been in the position of the owner. So what I'm requesting is usually if there's a split that happened before the subdivision, we don't count that as the first split. So, I'm requesting that this also apply here, that this is considered the first split for their property instead of having to go through a subdivision process. And those are the provisions you're going to wave, correct? Do you want to maybe just give them a brief summary of what those provisions are that they're waving? you know,

8:21 – 9:310

well, so you wouldn't even have to wave anything because with the first split, you don't require to go through the subdivision ordinance. And usually splits that are older than 1995, if somebody does a new split right now, they just have to do a survey and record it with the auditor's office. Any new splits that are after 1995, if they do a second split, they have to go through the subdivision ordinance. And this split was recorded in 2012. So it's after the subdivision ordinance, but it's from an area that really never belonged to him. And he's always been exempted from transfer deeds as you can see from the example here. Um let's see. So it's u after the nine that's in parenthesis it says accepted therefore a lot conveyed to the United Brethren Church containing 3 and 1/2 acres more or less described as and it's kind of has rough descriptions. So my request to you is to consider the split that they want to view as the first fleet of that quarter quarter instead of requesting a variance to the subdivision.

9:310

Can you point it out on a map where it's at?

9:43 – 10:080

Right in this area right here. Oh, right here. So it's already marked as Mount Pleasant Cemetery. So it's always been like that like that. And there's that cemetery has been established since the 1800s. So northwest of Kel. Yeah. Yes. Right here.

10:11 – 10:290

And they want to build in that northeast corner. So do we need to approve resolution 2617? Yes.

10:30 – 11:140

And then usually that will get filed with the plat. We have the background. So you don't even I guess you don't have to approve this resolution because this resolution is for a subdivision. So this is to wave that preliminary plan requirement, right? Correct. So with this, if we consider this the first split, they don't have to go to a subdivision.

11:13 – 11:520

Okay? It just has to be surveyed and then taken out to the auditors. That was presented to me last week. So I don't know if John misunderstood possibly, but that's typically what we would do if there was two or more splits in a quarter quarter would be that. Yes. So but then usually if it's an older split, we don't count that as the first grandfather. Yep. So that's what I'm requesting that even though this split was happening in 2012 that we consider a grandfather split because this area has always been accepted from that property. So I think and cemeteries are unique anyway. So like they're

11:50 – 12:210

they're protected and I'm guessing it's a pioneer cemetery. Yeah. So they're they're protected and uh and there's and it seems like it was established long ago and it probably was on private property but the way the law evolved was probably like you know designated as county control for taking care of it for purposes of that. So it definitely would not be considered like safe who takes care of the right now. Uh I think Sneaky does u

12:19 – 13:040

mode and the road goes up and down the line. I know that cuz when it was full of snow the the county went up and bladed the driveway cuz I talked to him this year and they do that just for respect. Let's see. Uh he didn't talk right now. Scott. Okay. How big is that? Three acres. Three acres. Yeah. There's a lot of plots up there. Yeah. A lot of ground. Okay. It's probably half full maybe, but there ain't that many people use it anymore. Okay. It's not affiliated with a church or anything, right? No, there's no church there. It's just a driveway. Yeah, but I mean a church. Does the church take care of it? No. Or is the county uh trust township trustees take care of it? I believe so.

13:03 – 13:420

Okay. Yeah, cuz we would have control over it if no one takes care of it. Regardless, township. Okay. Well, Scott is in charge of it. Okay. All right. So just for routine since we've always done these by resolution maybe we can tweak that and take out those wave waivers since we're not waving the hard surface roads and that we're just we can change the verbiage in that. Yep. I agree. I think we should still do it by resolution as protocol. Yep. And just ignore the waiver part and you can make changes and sign it later. Sound good to you guys?

13:41 – 14:240

Yeah. So we can figure out how much we want to split off later and and then just let you know. Yes. So, you just you don't have to go through the subdivision process. You'll just get it surveyed and like recorded with the auditor's office. Yep. Usually, your surveyor will contact my office and we'll sign a parcel letter. So, like I don't know if the cemetery is partial A, partial B, parcel B. So, it'll probably be like a parcel C. Okay. Depending on what quarter order. Okay. That sounds great. Appreciate it. Okay. So, make the motion to approve resolution 2617. uh it's going to be corrected with the take out those waiverss

14:21 – 14:590

take out the waivers uh which which are already in place for this piece of property and when that is corrected we will then sign the resolution. Okay. I'll second that. I call for a vote. Tippet Ian IS. There you go. All right. Thank you. All right. Thank you. Appcate app.

15:06 – 15:230

This one we're going to change. I'm going to take out those the waivers where the articles and all that. Okay, we'll sign it next week or whatever. We're good. Thank you. Thank Thank you.

15:27 – 15:500

All right. Now, we're going to discuss the resolution elected official salaries. Yep. No one's here to the side. 2618. It is.

15:53 – 16:380

So, can I get a motion? I would make a motion to approve resolution 2618, the elected official salaries, uh, which is no increase for this coming budget year. No discussion on that. I just could you just read that resolution, please? At least you look at it. You have an extra copy. Yeah. Do you want to list the salary amounts? Everything stays the same. Everything stays the same. No. Yeah. Can I have this? Yeah, you can. All right. Thank you. So, we have a motion from Ron, right? Yep. Do I have a second, Mayor Bruce?

16:36 – 16:470

Yes, sir. We'll second that motion. Okay. Call for a vote. Chip it. I seam an eye. Oh, I

16:44 – 17:370

perfect. Okay. Discuss and act on nonelected non union wages. Can you say on that, Haley?

17:35 – 18:190

Um, well, as we know, the secondary roads unions and sheriff union are locked in. So, that's why those we have to honor those. So, the non-elected would be those department heads under you, those that are not affected by the elected official salaries. Yep. So, they all say the same. So, then we need a formal motion for that. I would make the motion uh for the non-elected non union wages that are set by the board to have a 0% increase this year.

18:17 – 18:460

I will second that motion. Call for a vote. Tippet I team and I BS I 920 Derek. Yeah. Um, so we got everything ready for the Chevy um, property, that little strip of land that was former railroad property just I think south of Terra Hills Golf Course. Yep.

18:42 – 19:270

Um, got the notices ready and Shelby looked over them and had no problem with it. And then like uh, the sealed bid packets um, similar obviously just changing. We don't have to worry about any septic stuff with this one. Um, and then we set for notice to be uh published out this week or is it go out this week or is I send it to them today. The earliest it can be in is Friday. So, as long as it's not less than four, more than we should be good. Perfect. Yep. And and we should be good there. And then I believe I it's be April 7th would be the opening of the bids.

19:26 – 20:020

Yep. And we'll post it on the website and then we'll give them a link to that bid packet too, right? Yep. Or it's available to if anybody would like it, we can email or they can pick it up in our office. Yep. And it's lays out. Um so I've already been told to send it to the Terra Hills. Okay. Yeah. The same instructions and stuff too for the most part. Um, yep. I clarified if like a business or trust or other legal entity would like to place a bid, I laid out how that could be done and they have the chance in person to increase that that day, right?

20:00 – 20:410

As long as it's the person who signed it on behalf of that entity is that person here. So, it's kind of similar for everyone else and it's the same rules for everyone. So, there we go. Okay. And so we need to approve resolution 2619. Correct. Approval to post public notice and sealed bid packet for real estate sale of county property the Shervin Wildlife Area. Yep. I'll make that motion. I will second that motion.

20:36 – 21:180

Okay. Call for a vote. Tippet. I am I. Done. Perfect. Thank you both. We'll send that right now. any budget work.

21:16 – 22:010

I just kind of routine. I keep putting it on there. That way if you guys have discussed or wanted any changes. No. Well, I did not meet with the sheriff last week. I was busy. I'm guessing he was busy, too. I did move those two vehicles. Okay. from general basic to real supplemental and I did talk to them. Okay. I'm hoping to meet with them this week. Those salaries were already Okay. So I went through that with Alicia. So they were switched around. They already were. Yeah. So there were savings right there then. Well, no, cuz we that those numbers did reflect that

21:57 – 22:400

in his budget or what? Yes, cuz because it was currently last year that way as well because I went back through the spreadsheet with them. I think they had a cushion because they were short those deputies to begin with. Okay. And then like the Mark Johnson one and so that was already included to cover that. Okay. But they're replacing those deputies, correct? So that's why that's that cushion from year to date versus what they didn't spend. Okay. Because it was still there for those positions. Does that make sense? Yeah, it does. I understand though. All right.

22:39 – 23:170

Because I think the civil service met this week or last week, I should say. I do not know. We posted a meeting for them. So I know they've met. I know they lost some of the members of the civil service, didn't they? Right. Ray did reappoint somebody in in his position. And that was um Lorie Christie, I believe. Okay. Okay. Which I should have probably formally put that on. Maybe I could do that next week. All right. Since Mark Vippen resigned, we we have Lori Christie. Okay. Do you guys want me to put that on to acknowledge his You should. Okay.

23:19 – 23:590

Okay. Uh, I met with uh Kenneth Miller over the rideway last week. Uh, now I want to talk to my announce today. I have a few questions that Kenneth has. So, iron them out. I mean over the bridge acquisition. Yes, we're we're so far we're getting along really well. So

24:00 – 24:290

So that's about all I can say about that right now. So I need to go see Myron and I haven't done that yet. I've been up here working on them rooms next door. They're getting close to being done. I guess that's about it. So, um, does anybody know you remember how we used to have the old decap? Mhm.

24:27 – 25:060

I keep getting emails, so I did try to get some clarification cuz they're asking on like mileage reimbursement and questions, but I know we have a fiscal agent, so they keep saying July 1st. Do you know anything about him coming up? Okay. No, cuz the mileage ain't even right. No. No, not even close. That's why I didn't You saw that email, too. Okay. Yeah. Not even close to what we're paying. Well, I did, but I'm asking more questions because if this is a position that we have to put as a pass through, nobody's giving me dollar amounts. Yeah. No, I haven't

25:03 – 25:410

because it's saying pending the 30,000 grant. Well, and then it sounds like the funding for that group is going to get changed and it's going to be ran kind of like the uh mental health. Correct. But it's only including myself and the Iowa County auditor. So, I don't know if one of us is supposed to step up for that fiscal position. So, I'm trying to get clarification as soon as possible because it's not reflected in our budget right now.

25:42 – 26:180

I guess like I said, when I read the email and what they were saying about what they were paying for mileage that you're not even close. Yeah, you're not even close that quoted as it was the state rate. I thought that was 30 33 on one and 50 cents on the other. You guys are way either an old email that come through 40 years ago. Well, speaking of reimbursement, I did get my $1,250 check from Isaka for my trip to NATO. So, okay. I deposited that.

26:20 – 26:570

Okay. Well, I don't think there is anything else. So, next Tuesday then we have the two two meetings, the normal 9:00 a.m. and then the maximum hearing. Yes. So, I would suggest maybe you guys get on the Department of Management website and you yourselves watch that tutorial for the explanation because you might have questions. I feel like it's your guys' job to answer those cuz it's your budget. where where do they come up with the the percentage of the roll back is that

26:54 – 28:220

so the assessment limitations changes every year. Um it's just basically that they can't tax you on 100% assessment. So then the roll back like the commercial they've kind of weaned it down used to be 90%. Residential egg dwelling gets the residential roll back. If you have a farm but your house gets the residential. So even if they're classed as egg, the dwelling gets the residential roll back, but the egg land gets the eggland roll back. There's all those different scenarios. So what this is telling those people is the taxable valuations increased because your assessments increase every year. Whether we lower our levies or not, it's still going to show more dollars because there's more taxable dollars out there to bring in. but it it has the schools, cities, and counties. So, I've had a few questions. People live in the rural and they're wondering why the city one isn't shown up. Well, they don't have the city levy on theirs. So, but there is links on the department management and it's in that mailer. They can actually go out and plug in if they know their own assessments, plug in the amounts, what that mailer is telling them and kind of give them a more accurate estimate, but this is like I said, it's just rough estimate. It's not individualized by any.

28:20 – 29:050

So, you've also mentioned inviting the assessor to be here next Tuesday night. I think that would be a great idea. Mhm. Because he's going to be mailing his assessments out, too. Mhm. Might, you know, save some phone calls ahead of time. So, do you want to reach out to Larry and see? Okay. I'll do that. Cuz I think that was partly why we were doing it at night. But, okay. I think after after that meeting we should have a work session and then just to kind of finalize everything and because that following Tuesday then I'm going to have you set your budget on our final budget. I'm going to have to get that notice out.

29:05 – 29:340

Yeah. And then once that's published, you can't go above your expenditures. We can't go above what we published with the levies already, but we can still fluctuate with our expenditures. just to make sure everybody's on the same. And then we have our current amendment is the 14th. So I prefer them not to be on the same date just cuz it would be too confusing. No. Well, I think everybody's pretty well.

29:32 – 30:090

I think we're close because it it did explain in the uh the stuff that that you sent us out on the email and the information from the Department of Management that the only thing that can be discussed at this meeting on the 24th is this. We can't have any action items on anything else. And they they that was pretty well stressed in there. Yeah. cuz some counties were asking if they could set their budget hearing. No, you cannot. No action just informal purposes. Okay.

30:09 – 30:500

And that was another reason on those mailers. So like if some of the tax statements go out, they can get electronic. They can sign up and have it emailed to them. I opted out because I don't know if that would be covered under this one because this one is different under the law than like your assessment notice in your tax statements. So, but in the future it might save us money if they can opt out for the paper and get electronic. And did I read I read too many of those? uh legislation

30:48 – 31:160

Senate files and legislation stuff and it seems like they talked about some of that in there also. Yeah, we did. They keep talking about well they they claim they improved this mailor description this year but to me I don't it's pretty confusing. you haven't talked to us like come let us give you some feedback of what we're hearing which we did I gave a few legislators some earful the other night that's like uh

31:13 – 32:050

the house passed the election bill for combining cities and tools with the general election so now it's going to have to go in the ways ways and means committee to go to the senate so hopefully it fails cuz that's going to be a nightmare because right now odd years are city school elections and I can bill back the city and schools for the cost. If it's under a general election, I I think we're going to be eating all that. There might be two-page ballots. It's going to be a nightmare. If you think they don't turn the ballots over now for the nonpartisan, what are they going to do when there's referendums and public measures on the second page? I It's It was a bad bad idea. So we hope it fails and goes nowhere because that's not going to be

32:03 – 32:420

fun is not supporting that. Okay. And then like the supervisor minute ones we briefly talked on that. I see that's definitely going to get changed. Well hopefully they did send amendment for that. But yeah, this is the ways and means funnel leak I guess they call it. So they decided we couldn't publish the minutes without approving them first, which I don't anyway. Yeah, but some of them I we did find out they were they send them that day of and without approving them. Mhm.

32:41 – 33:260

Which like I do it usually during our meeting. Once you approve them, I send it off so I don't forget. Okay. because technically by law you have to have them published within the 14 days. Just a thought when you were talking about the uh the pay for the mileage a little forward thinking the way gas prices and what's going to happen or what we don't know is going to happen. Is there any process to increase those mileages for those people? We go off of the the federal rate the changes every year. Oh, okay. And it's it did increase. It was like 68 cents. So So it's 72 and a half cents.

33:24 – 34:060

Okay. Yeah. I'm just curious because you don't know what's going to happen and those people are going to be driving everywhere and you know it's could get pretty costly. That's all I have. I'm just curious. It changes like in November. We usually find out December. Come January one. That's when we change. They sent it out. This is what it is. And okay, Derek, got anything? Nothing. Nothing over there. Motion to adjourn. I'll make the motion to adjourn. Bruce still there.

34:07 – 34:210

He's hitting the He just fell asleep. I'll second it. He's hitting the green beer already. All second. Call for a vote. Tip it. I team I. All right.
