That was me. I didn't go I didn't hit the go live button in the right place. The camera is not me.
Mayor for the city of Cleveland. He had this place. Let us pray. Our dear heavenly father, we come this hour in the morning to give thanks for the many blessings that have restored on us unto us. We thank you for this privilege and opportunity for allowing us to come together to discuss the business of the city. We pray that everything we do and say will be in your will. It is in Jesus Christ's name we pray. Amen. All right. I cannot see anybody. So, whoever's from engineering. Good morning, Ward. Clinton, is that you?
Yes, sir, it is. Too small. I got a couple things I wanted to submit for approval. The uh the first thing is the Northeast Cleveland Cemetery uh plat is the one that was constructed last year up by the uh the armory over there on Charlie Caps Road. The um just a minute we've reviewed it with uh Stebo and Benji and they are good with the layout. It's kind of the same thing what we've done. Uh it was the previous one was submitted for approval back then. Uh it's just a layout. It's just the next step into Can this thing actually open?
Do we have a motion? Robert. Motion by Robert, second by Abraham. All those in favor? Clint, are there roads in between those gaps? Yeah, they're rows. Yes, sir. Okay. They're about They're 15 foot by 10 foot rows. Not roads. Yeah. Not drivable. Correct. So, where will people Where will people park? So, there's a road that's around the exterior of it. Oh, I see. I see it now.
Yes, sir. There's a road that for the exterior portion and then we have more phases in the future once this thing fills up. It's going to be a while uh before we move to the next phase, but we do have plans to build more roads to connect to the future phases. Yeah, cuz those those roads a little small anyway, the ones we talking about here. Yes, sir. Those little roads. Yes, sir. And it gives a We've reviewed like I said, we reviewed it with uh Steo and Benji, and this was the size they were wanting. They thought was a little bigger than the one on the south side, the town
walking space. or we're going to put concrete out there or gravel. What are we going to do as it relates to that? Uh that's not in the plans right now uh to do that. If we see in the future that that's something that's needed, we could definitely do that. So right now the people are going to walk on the grass. Yes, ma'am. So what happens when it's raining? Uh it has a pretty uh heavy drainage slope on it. It's about 1%. And so when it's been raining right now, no water's been holding on there. So So, so that area is not muddy, you're saying? No, ma'am. Okay. Thank you.
Yes, ma'am. The next thing is the uh the change order for the police station. uh couple of the rooms that were um for this change or it's duck work rerouting uh and capping the chimney vent for the uh rerouting is because a couple rooms, one's extremely hot and the other one's freezing cold. And so this is kind of rerouting to uh equal out the temperature in both rooms and then also capping the chimney vent. We found a chimney vent that was not capped and it was leading to leaks inside the police station. Make a motion to approve. Motion by Gazy, second by Abraham. All in favor?
Josh on. He was wanting to talk about the next thing. I don't see him. He's on here. Not visible. There he is. I'm sorry, guys. I'm driving. Clinton, what is the next item?
The uh emergency disaster debris and disposal services identity. Yes, we yeah, we've got a uh a not to exceed amendment we need to get approved. Uh the contractor has completed all the cutting. Uh they finished up I think on Saturday for cutting and so the cutting crews are out. They're just on debris removal. They completed the first full pass this weekend and now they're starting back uh south southwest Cleveland going to start working their way through for the second pass. And we've exceeded what we originally put in the in the contract not to exceed. We're trying to up that. And so Josh, you're saying that they have exceeded the 300,000. That is correct.
Yeah. Remember, we only have to pay 12 and a half% of it. I got I got it. But yeah, but 600,000 is seems to be pretty steep. A lot of tree limbs. A lot of limbs. We've hauled off for uh for the board's benefit. We've hauled off over 20,000 yards of debris already. So, it's yielded a a lot. And so, you said they are they have finished cutting the trees that are in the I guess on the streets in in the middle. That's possibly that would cause other damages.
That is correct. They finished cutting they call them hangers, but yes, they've finished cutting all the broken limbs that are within the street. right away across the city. And we had two cutting crews working and they're out of town now. So now we're just focused on debris cleanup only, bulloff only, Josh. Yes, sir. Uh in layman's terms, like how many trucks are you talking about when you talk about 20,000 yards?
So these are these debris hauler trucks have a capacity of like 60 yards. So they're significantly larger than what you think of like a standard dump truck. Well, we've gotten over a thousand uh truck tickets, and they're not always full whenever they're dumping, but uh we've had over a thousand uh truckloads dump out at Joe Reed's Pit. It's it's significant. One other point, if you ride around the city, if you look at the areas where the first cleanup has completed, you're starting to see a lot of that second wave of backyards, people cleaning up, and as the weather got a little bit better over the last two weeks. So, we're starting to see more and more piles out. But again, I really want to stress anyone you talk to, if everybody would pile their stuff up now, we could reduce the number of trips it's going to take coming through town and get this over with quicker. So, please encourage everybody to get any limbs. They're trying to get hauled off to get them out to the streets immediately.
Can we post? Mayor, can we post a deadline to people? Okay, that's what I was going to ask. I'll make a motion to approve. I have a question. What was what was the question? Danny is asking, can we post a deadline that when the final pickups that we will do? Absolutely. It's going to be different for every ward, but yes, we could uh Yeah, that's Yeah, we could come up with something. We could talk to the contractor and say w five deadline is this date and try to get kind of the route. And it is a little flexible as you know, the more stuff out there, the longer he's going to take. The less stuff he'll go quicker. So,
talk with them and then we'll look at it, see if we can come up work. We originally we've originally talked to them about doing three passes was kind of always the plan. Uh it might make sense. Let's finish this full second pass and then post a hard deadline and it'll just be spot clean up after that. Okay, Josh, thanks to you and Michelle too for getting that bliss out and letting us know exactly what you know how it was going to work in those wards and pick up. Thank y'all. Has anybody made a motion to approve this? I make the motion. I make that motion. Second. Motion from Ted. Second by Danny. All those in favor? I.
Y'all there? We're the ones that keep going. And then Sorry, they have one item. Yeah. The next thing is to uh submit a letter for requesting federal assistance uh with another thing with NRCS about cleaning up Jones Bayou from this storm. Um, it's just to submit to NRCS. We might get, we might not, but it is helpful to bid this project, uh, bid this out and it be federal assistance to help clean up Joe's value. Why not? So move by Robert second. Second by Getty. All those in favor?
Okay, Danny. Thank you all. Yes, sir. your consent agenda is for you uh for approval. Needs a motion and second. Make a motion. Motion by Ted. Second. All those in favor? I opposed. That's all I have. That's all you have. Chief, I have a couple of things for y'all this morning. um request to declare surplus of four. Three out of four will be sold to Rosale Police Department.
I I can't hear him. You want to come up to the
Can you hear me now? You can come to the podium. Did y'all hear him? Yes. Yeah, I can hear. All right. And I got a request to declare surplus to sell three out of the uh out of service for Rangos and donate one to the city of Rosedale for their police department. So motion by Abraham, second by Ted. All in favor? I opposed. Okay. And my second last one is the uh policy with the new block system. uh that is uh going in uh here in the near future. I hope we hope
I have a motion second motion by Abraham. Second. Second by Dane Spleti. All those in favor? I two questions, please. Already declared them surplus. That's great. Yeah, they're sitting up the the vehicles. Yes, that was part of that motion. Well, I was reading it that is part of declared it. It's request declare. Yes, sir. Have we already donated to uh chief just an update? We're still waiting on energy.
Hey, make sure address correct addresses and I still there
he's talking you know we still got the right yeah anybody hear that no no we're we're having mayor we're having a hard time hearing We're having a lot of technical difficulties. That's why the camera system is on and off here. So, the camera is fine. It's just this when Dudley's talking, he's not close enough to a mic. Yeah, Dudley had stepped away from the from the podium. So, we need to know what he said. He needs to say it again closer. But if not, it not here. Dudley. No. No.
When they So, when department heads Just please take note when you're going to speak. If they're on Zoom, you're going to have to come up to the podium to speak because they can't hear since the mics are around the desk. I can you'll say again for them. So the the policy is for flock makes us have policy on the block. We're still in conversations with energy to try to get the so we can put the cameras up on the is
Did y'all hear that? Yes, we heard it. Hey mayor mayor mayor, let me let me say this. Uh, expect a pause from Russell Bennett. Uh, and I told you that I was going to have him to call you and uh, talk over a few things about energy. Okay. So, he will be calling you. I do apologize for the delay. No problem. Thank you, Robert. So, Chief, so we do have the cameras. No matter waiting on theou was in G. Is that correct? That's what we're waiting for. Okay. Well, Robert, if you have some pool, you need to make it happen.
Well, that's exactly right, Z. And I've been dragging my feet trying to make sure that I got everything else approved with our projects down there, but I'll I'll get to work and make sure they call. Okay. Thank you. All right. Can I have a a motion? We We did. We did. Yes, sir. We did. Okay. Thank you, Chair. Well, new technology.
All right. First up is approval of bar design for the plan we can't hear. We need a mic on that podium. Motion by Ted. We can't hear. We didn't hear a word. He said Danny second. All those in favor. All those in favor. All in favor. Go ahead. Okay. All right. Second is approval of the proposal. Spring. We need an interpreter for the hearing impaired.
So move. Motion by Abraham. Second by Ted. All those in favor? I. All those opposed. Okay. Finally, is permission to apply for the FY 2027 invite. That That mic is not working. There's not a mic on the podium apparently. Well, you have to speak up right there. Is there not right there on the podium? Yeah. All right. We're gonna have to put Can you hear me? Now we hear you. We don't We don't hear We don't hear him.
Yeah. You have to speak up pretty loud. See? Yeah. Clint's pretty soft spoken. Yeah.
The uh final thing that I need is permission to apply for the FY 2027 UT multimotal grant. Uh the project that we have discussed doing is uh doing the uh east side addition to the uh hanger that we just constructed. When the hanger was designed, we left the space on the uh front of the building for a future expansion and we feel like this project well for this program and so we'd like permission to apply that. Permission to approve. Motion by Robert Robert. Second by Abraham. All those in favor? I I
All right. Thank you, Grant. Michelle, I have a few things for you this morning. Um, I need approval of the uh FEMA disaster assistance agreement. So, move motion by Ted, second by several All those in favor? Opposed? The next item is approval of the documents with FEMA to designate uh myself as the FEMA applicant agent. So move. Motion by Gage Lady, second by Abraham. All those in favor? I
opposed. Uh the last item I have is uh we had a special event uh application in our special events committee and that application included requests to lift the open container which our committee does not have authority to do so so it got punted to the board and this is the um application uh for the poor Mississippi beer and music festival. We've had this before several years ago for several years in a row and it stopped around COVID. Um this is from um Justin Hera. Um and it's uh sponsored by Visit Cleveland with the chamber. Um
that's I thought he did this on his place out there on Highway 61. That's a different one. Not this one. That's Other Fest. Yeah, that's OtherFest. Okay. This is So what this is, this is uh like a craft beer tasting um and has bands and it's just during the daytime and then in the evening it moves to Hey Joe's. In the past it has been across from the police department on like that green space. This time he's requested to move it to the downtown deck
for the bands to set up on the downtown deck. Saturday at I have a question. So I I did I did see the application. So um how many hours is he asking for this open container? Um um this request do you remember it was from it was till 6:00 p.m. Yeah, I think it Yeah, it was till 6:00 p.m. I do remember that. I don't remember what time it started. That's what I was application 2 pm to 6 pm was set up. So 10 to 7 for set either is what's on
it's got the time of the event on the application and I can't I can pull up Dropbox I would I would like to ask the chief chief is that is that going to be a problem? You have your Dropbox senior? Yes, but I want to ask the chief if if that's going to be a problem. Two to senior. Yeah. two to six. Danny Danny got his pulled. Got it. 10 to 13. But my question was a motion. I have a question to motion. Do I have anybody that's alive? Can y'all not hear us? No. Apparently not.
Do what now? Just us. We can hear us. Can you hear me? Yeah, we can hear you, mayor. Okay, we can hear. Can you hear us now? But I I made a motion, but Zena had a question. I have a question and I wanted to ask the chief, is that going to be a problem for him and his officers if we uh allow this um that
I'm not in the chief is not in favor of it. That's what I was thinking. Why on Saturday? Well, I'm I'm just concerned I'm just concerned if we approve uh this event, how many more events are we going to have to approve? That's correct. Do we not do stuff like this all the time? Gary, mayor, let me let me ask y'all this. Can the chief can we can we table this and give him a chance to look at and review this so when we have these others come up then we'll know you know why we
this this falls in with our leisure and recreation district just to remind the board that y'all approve and recreation district and this does fall in with that. Um, I'm not I'm not necessarily a proponent of it, but this does fall in with um with what I guess y'all approve to No, here here's my concern. Most of the events that we have that we allow downtown are sponsored by the chamber. And this was this was sponsored by the chamber for I think four or five years. This this festival was visit Mississippi.
It it was um sponsored by the chamber for four or five years and um Mississippi vendor. It is going to visit visit Cleveland or visit Mississippi whatever it's called is partnering with them but it's just not on they are not um the chamber is not they're trying to get away from themselves doing so many festivals because I called them and I asked them if visit Cleveland is sponsoring one of the sponsors why are y'all not you know why are y'all not putting it on your list and they said, "Well, we're just trying to get away from
us being in charge of so many festivals, but visit uh uh Lauren with tourism down there is one of the sponsors of the event." That was that was my point, Michelle, and I don't mean overalkie. Uh I serve on the tourism and I don't want anything, you know, we us losing funds for something that we can, you know, incorporate. So, can we have Danny just look at it and then we table this and then we make sure that we all on the same page. Got a motion to table. Robert, is it this? Yes, sir. What What is the date? June I thought it was in June 13th.
Robert, was that a motion to table? Yeah. Yeah. Motion to table. I second that motion. I have a second on table. I second it. I don't have it. Okay. Motion's tabled for further discussion maybe in person. That's all right. While we're on this subject and with the technica, is anybody y'all want to consider moving this meeting to a more convenient time? Okay. Huh? We're just about finished now. Yeah. As in what time? I don't know. It's obviously 8:30 in the morning is not very convenient to where we can have the issue I think is the technical difficulty.
I'd like y'all to consider it here in person warm ones. Okay. This is y'all consider a question for Michelle before. Oh no. Okay. Are you still on this? Yes. U go ahead. I'm done. Okay. recently I believe maybe this week. Oh no, I'm sorry. The charging stations
are offline. They are they are so they are installed and they are functionally operational but they are working on the um software portion of the installation. But they won't. People can't. They tried. They come say they're not completely operational yet. Well, do we have an idea? He is. He has not gotten that timeline yet. Okay. It'd be good if we could find out because so many people are I'm talking to the gentleman from Energy. He doesn't have a timeline yet. Yes, sir. He doesn't know anything. Well, that's about right. Um the poor parking spaces for these things.
They're going to be lined off and marked when they energy, right? He's going to have that done when they're when it's complete because right now they're not dedicated to char to be charging station spots yet because the char charging stations are not operational yet. So, right now people can park there, but when they become fully functional, they will mark them accordingly. Thank you. Yes, sir. No problem. And then we will allow we will let the community know when they are up and fully functioning. Michelle.
Yes, ma'am. We Well, we can when they notify us, we can make a comment either on Facebook or Thank you. That was we don't get that money back one way. Okay. Uh, good morning. On the employee action, I have several items needing unless you have any questions. I'll make the motion. Motion by Zia. Second.
Second by Robert. All those in favor. All oppose. Thank you. Okay. Robert, y'all y'all so far away we can't even read your lips. Mayor, mayor, I don't have anything. I'm just glad we were able to get to this point. We good. I agree with you. Anything for Greg? Because I have a question. Greg's not listed under We don't have a fire. Do we have anything? They don't They don't give a report for the second meeting unless they have a request. But I do have a question for Greg. Okay. Go right ahead.
Greg, uh, a fire hydrant was hit by a car on commerce if Jason Harrison's gym. You're familiar with it? That'd be the water department. Okay. It's It's sitting in the middle of a parking lot. Is there If we've got to repair it and it's going to be extensive anyway. Would you look into it to see how much more money it would cost if we move it just slightly six feet to the green space? It might cost It might be cost and that actually would be wastewater they actually maintain. So Wade is on the call. So Wade, will you make a note of that? Okay. All right. Yeah, I I'll make a note of that. Where was Where was that located?
I can't hear you, Wayne. Where was it located? Commerce Street at I don't know the name of that gym. Jason Harrison gym. Delta. What? That's going to be about 106 Commerce. Delta Sports and Fitness. Who hit it? I'll look into I'll look into that. Jason knows it, right? Yeah. Their insurance should have a should have a police report.
Okay. Okay. So, u but my question is since it's sitting in the parking lot, if if it's not cost prohibitive and we got to do something, could we look at moving it slightly to the north probably to that green space? That's that was my big question. Keep somebody from hitting again. Greg, you can get with Wade on that. Thank y'all. I I'll look into it. Marson, I don't have anything. I don't have anything. Zena, I don't have anything. Mayor, thank you. Okay, Ted. Sher, excuse me, Ted. You hear me? I don't have anything.
Yeah, we need to work on this speaker system. Y'all too far away for us to read your lips. Brian, Michelle, fifth in court. Fifth in court. Um, so did you see the the work orders? Uh, they're supposed to be working on that. Lucas, do you want to give an update on that? I think. Yeah, we um we went to fifth in court and filled the um holes up with SB2 and we're just waiting on Can you hear me? Yes, we can.
And we're just waiting on the work order from wastewater and Okay. So, they haven't submitted it yet. Uh I think they have, but I go I go double check. Once we receive that work order, we will then proceed to uh repair those two spots on the fifth. You hear that, Brian? Yes, sir. Brian, you there? Yes. Did you hear Lucas? Yes, sir. Okay. All right. Oh, Danny, I said enough. Thank you. Thank you. Thank you. Ah, I have nothing. Okay. I have nothing.
When would you like us to get back with you on a suggestion for time? Y'all just y'all y'all think about it. I'm just saying maybe better if we do a different time. Maybe more people on the table in person. 5:30 is that whatever works with y'all. Y'all want to just consider it blow out some ideas to Michelle or whatever. Yeah, we we can go back. That's the way it used to be. Yeah. Please. Yeah, Michelle. I think Yes. Um, we're still going to have the problem of viewers and YouTube and whatever not hearing well. So, we still have the sound issue. But right now, I'm concerned that the sound is actually connected to your laptop possibly
and not the actual speakers because you're really loud, but nobody else. The farther away from you they get, the quieter it gets. Yeah. It's not connected to me. It's con I It's connected to the system the logic rout you're the only one your speaker is like the only one working though some you're the only one working that's right all of them are lit up all of them are on and lit up blue it's a daisy chain connection so they're all connected and lit up they're not loud as you need to call the help desk You believe? Yes. Thank you. But I will have David come check everything.
Thank you. We're still, you know, this only second one. May take a little time to get it worked out. Yes, Danny. I'd like to consider moving it to a 5:30. If y'all would consider it on the the same the third week, Tuesday, uh 5:30 p.m. They can't he probably can't hear me. Why why don't we uh do it maybe in person so everybody can discuss it instead of us trying it on paper it out. Good. All right. I'll take a motion to adjurnn. So move motion by Danny second. Second by Ted. All in favor. Y'all have a great day. Hey.
