I wanted to thank Scott Davies for his service on the Headwaters Fund Board and also recognize that we're appointing three new folks to the Behavioral Health Board who have actually been attending quite a few meetings. And we are now able to appoint them. So they've been engaged in participating, Eddie Morgan, Saul Lopez, and Leonard Allen Miller. So thank you for your service.

It's on consent as far as the every six months. report out that we have to do regarding our non-participation with ICE and things of that nature, so appreciate that. That seems to be going quite well, and again, want to thank the sheriff for handling these things in what I feel is the correct process. Let's see, there was another one here. No, one of them was nine, okay. I guess that probably is the, oh, we have a, I think we had with the Aviation Department, I guess we're having a, instead of taxis, maybe Uber or something like that. I didn't have time to read the total thing. That was just a quick glance at that one. We have an agreement regarding the particular outfit here, regarding against providing that service with the airport. So thank you for the opportunity to speak today. I'll speak on airports a little bit later during non-agenda items.

Good morning.

So I noticed that we went with the highest bid, or it seems to be the highest bid, when we did request proposal, which is perfectly within your right. But there was such a variation of $400,000 to $600,000 for a 10-month contract. So we're looking at almost $140,000 a month. for security at a couple locations and transportation. And I guess that's to move them from Providence to Sempervirens or I'm not, you know, I know you have to move. But I was just wondering what the, I know it's easier going with the group that's already there, but.

We also use them to transport clients to Audi County hospitals. Yeah. So I wasn't part of the process of the RFP, and because I didn't know that the item was being pulled, I don't have all of the details, but I could bring those back and we could put it on another agenda.

It's a 10 month contract, but when it comes back up, can we be a little more, I just, I mean, one of the comments was, it's too low, so it can't be right, or something to that effect. Which is something, you know, that happens, but.

I do feel like staff always do their due diligence through the RFP process, so I do feel good about that, but I don't have all the details, and so I can't really speak to it now.

And just knowing where we're sitting with everything right now, it's just, if we can save $7 here and $7 there, we probably should be saving the $7 there.

Yep. I agree with that.

It doesn't have to be. I just wanted to make it aware. And I didn't know if anybody else had any questions about it or read the whole report. But there was quite a difference in the six bids, so.

Appreciate Supervisor Bone seeing that one. I'm surprised other people didn't catch that particular one. I didn't read the whole report and the whole transparency. I personally think it should be no problem to come back with explanations why. It's a very large sum of money and it's not a small amount. And I know everybody likes to trust your staff and they do the best they can. I don't necessarily trust staff all the time. I question authority and I think it would be totally appropriate to bring this back next time with an explanation. You may go with the same decision or you can make a decision now. Ten months is ten months. It's not like it's a one-month contract or something. And I think as far as... You folks in your fiduciary duty should go ahead and bring that back and we could all hear an explanation. Connie Beck doesn't seem to have one for us at this time. You can understand that. It wasn't known it was going to be pulled. Surprised. But I think that's a just thing to do from the public viewpoint, watching those nickels and dimes. Thank you.

Yeah, I have no problem passing this with the way it is. I just want to... The awareness would be, I know there was some overtime issues. Some people didn't have overtime in their bids. It was hard for me to understand, but then that may have just been me. But I would like next time to just have a, when somebody's $600,000, you know, 40% cheaper, I'd like a better explanation than it's just lower than everybody. And I do trust deaf. I think they do the best with what they're given. But in this time, all of us need to be watching everything.

I would love the opportunity to share that information with you.

SUPERVISOR BOEHN. I'M NOT GOING TO SAY MUCH BECAUSE I DIDN'T REACH OUT TO GET OUR DIRECTOR HERE OR ANYTHING ELSE. But it's not a lot. It's $139,000 for new cameras that are going to replace the other cameras in Juvenile Hall. We just signed off on Juvenile Hall, I think, in 2023. It was completed sometime around 2021, but we didn't sign off to 2023. And then two and a half years later, we're replacing cameras with, according to the tech background, it's the same stuff we have. We're just replacing it with a couple more cameras. And I'm just, to be more aware of this stuff, we had the same problem at the Veterans Hall. We've just got to be more aware of this stuff. Because it would probably be a lot cheaper to put this in when we're doing the construction. And I just, we've got to be aware of this stuff. So we've got a two and a half year old building. THREE-YEAR-OLD BUILDING WE SIGNED OFF OF AND NOW WE'RE DUMPING THIS KIND OF MONEY INTO IT AND IT JUST SEEMS SO I JUST BROUGHT IT OUT JUST TO AND I SHOULD HAVE CALLED CORAL I'M NOT GOING TO VOTE AGAINST THIS I JUST I We hear about how much money we've got to save and everything else, and this just, you know, we're willing to spend it. I just, we need to look at these things.

Same comment as last time. I really don't want to hear any whining when you come down to budget time and you say we can't do this, we can't do that. If you're not watching everything on every single meeting, appreciate Supervisor Bowen bringing this forward to you again. It just about sounds like you have somebody who didn't fulfill their contract in the original thing. I'm sure the person involved here was a sub of some type. Don't know where this kind of space or something's not covered correctly but We, the taxpayers, seriously question these kind of things when they come up. Again, there will be no sympathy when it comes to budget time. You say, oh no, we're not able to do this. We're going to have to lay off employees. We're going to have to cut back on programs. Please don't come to the public asking for any further taxes in the future. We've done that way too many times. Then things like this just kind of blow on through like the last item did. Good morning. My name is Joanne McGarry. I'm taking the bus these days. And one of the three things I want to talk about is I've offered my services for the elected official ride-alongs on the bus service. And because I take the bus a lot, I'm more than willing to guide people in public office who are interested in learning more about our bus system. So if any of you want to ride along with me, Lolita might be a destination for ice cream, my treat. So that's one thing I wanted to say about public transportation and loving for elected officials to know how important it is for most of us and how lacking it is in some ways for many of us. So that's that. All of this, as I say, is couched in climate change reality of how we are behaving in our county in terms of doing what we can to not, increase the problem of a warming planet the super el nino i'm also very very concerned about our emergency preparedness as a county and i'm speaking to my city of arcadia as well about sandbags and all sorts of important preparedness we need to be for how things might become, especially this winter. I believe a lot of the scientists who say it may be the most extreme and wettest winter we have ever had on the planet in human existence. So I take that sort of seriously and hope that we all will do things and drills and educational forums and so many of that type of stuff needs to come. If we can all come out and throb to El Popo on the plaza, we can come out and start filling sandbags for each other and things like that. And so I just really like our county and our elected officials to lead the way in our preparedness for what's to come in that regard. And finally, I'll talk about animal welfare. A group of people apparently went to Sacramento yesterday and spoke up about a statewide oversight committee for primarily dog and cat rescues and shelters, which is great. And as you know, I was a state humane officer many years ago in San Francisco. And I think statewide oversight is really good, but I cannot express how important I feel an oversight and advisory board for local animal matters that are not just dog and cat. So an animal control and welfare commission, I really think we need to look at something like that. So I hope you will do so.

Daniel Pierce a couple things let me talk about fire first I was coming home from work one time and my backyard was on fire My neighbor started a fire and it came across the fence Another neighbor started his chair on fire and we all the neighbors came out and put that one out I was washing dishes one time and I went oh, that's a lot of smoke and the house across this road there caught fire and there was smoke coming out of the window and There was that time I was telling you where I was up in Bear Buttes and I stopped all of the Bear Buttes going from Phillipsville to Salmon Creek from burning up because I was there. I'm not a volunteer but I've heard people stop fires and right now we have an issue with fires in our You can't get homeowner's insurance. You can have all these lots you're going to buy or make or create, but if you can't get fire insurance, you have nothing. I lost my fire insurance. My neighbor was losing his, and he had to go through all this to put a new roof on. When he was going to try other fire insurance, there was a line of people coming in the door while he was sitting there looking for fire insurance. Now, we need to support our firemen. We need to support the local people that get there first, the volunteers. We need to have them be funded with fuel and the machinery they need to get there first. When I lived in Garberville, the material center burned down because there was a pyro in the neighborhood. He burned down marshes before he was caught. But that's not why I'm really here. I'm here again to talk about the Barkley Springs fault that signs this nervously. are hearing about. The reason what I want to say today is about Lake Pillsbury. Lake Pillsbury holds 2.4 billion gallons of water. You've all heard about the Johnstown flood. It released 3.8 billion gallons of water. There is five times more water in Lake Pillsbury than was in the Johnstown flood in 1889. It killed 2,209 people to over 300 children. They didn't have notice. If there's an earthquake and that dam liquefies, which it will do, the Jamestown flood overtopped. right, due to the flood. If the dam of Lake Pillsbury goes, it will liquefy. That whole mountain of water will go down the river at once. Now, let's talk about Lake Pillsbury. There is, what, 300 vacation owners there. There are no houses there. There are 360 private lots. There's nothing at Lake Fillsbury but a lake. It serves no one, no farmers, no people downstream. It just serves a dam that steals water out of Humboldt County. Name one person that supports the water being removed from Humboldt County, please.

Ken Sawatsky, also known as Red. I support listening to the two prior speakers. I have a kind of a psychic savant thing I always claim to have. A lot of it's based on facts, the same as some of the facts you were just given. That's what enables people to predict the future based on science. I wish to speak today a little bit about the difference between certainty and chaos. There's no such thing as certainty. If you're deposed, you're welcome to use this one. Somebody says, is it possible that this happens? And I said, well, green monkeys could fly out of your anything's possible. That usually quiets them down if they ask the question again, is it possible? I use the same answer back at them. I'm gonna, when it comes to getting from point A to B, certainty is a very important thing. In other words, if you have to have five or six interconnecting flights, your chance of getting to where you're going is diminished. It's just what happens, things are complicated. I really wanted to thank Supervisor Arroyo this morning for getting back to me right away on the topic. For probably over 10 years, I've been taking an unmet transit need to all the board here, all the cities, HCOG, and have had no real response on this. In their wisdom, I saw today that Reading went ahead and they rolled out a bus route called the Gold Runner. It leaves Reading at 9 a.m. and 1.20 p.m., returns at 4.40 p.m. and 11.40 p.m., stops at Red Bluff, Orland, Williams, SFM, and downtown Sacramento for a fee of $23 each way. So then I went ahead and looked out to him. Airplane is 278 round trip, 228 round trip one way, and that would be to SFO. No, that's the LAX. The time is about the same, flying or bus. or excuse me, that flight was the one from Reading to Sacramento. Flying's about the same as the bus. There's a layover in San Francisco. The flight from ACV to SFO, $245, 217 one way. I assume the dollars reflect the carbon imprint. So for probably $25, if we would kind of get our program together here, and I respect your response. That's good to know. Humboldt Transit Authority has a North State Express, connects to Ukiah for $2 from there. There's another $2 ride in Mendocino County and then a connection to Smart Train to get to the Bay Area for a total of $6 to $10 depending on the destination. Good to keep getting the word out about these items. I appreciate that. Now maybe we can start thinking about doing something. About 10 years ago, I looked at a feasibility study as far as myself. putting together a business. It's something that should happen. It helped the reliability, our connectivity, the rest of the world, and I'm sure a lot of people would end up taking it. Happy to work with anybody who's interested in designing such a project, possibly interested in finding some kind of funding for it also, either my own or others. All right. Good morning, Mr. Chairman. Distinguished board members, county staff, my name is Vernon Price and I come to you today with the last time I was before you there was some serious issues and I no longer walked away from the microphone 20 minutes last week and I received a phone call that Jack Brazil, Deputy Director of Mental Health, by the direction of Director Connie Beck, is moving me and has moved me to Eureka, moving me out of the very toxic situation, living situation at the Murray Apartments. Since then, I have been surrounded by nothing but love, nothing but services, nothing but concern, and that touches me. I really don't know how to handle that, and I don't know how to accept that without the fear of ulterior motives. I stand before you today with a lot of humbleness and acceptance and a lot of thank yous from administration, all the way down to peer support staff. I'm not walking this journey, ladies and gentlemen. Let me remind you of a poem of the footprints in the sand. I'm being carried by this county. And I just want to say thank you. And I hope to be a good steward of these services and be able to bring that care back to those with lived experience. Thank you so much for your time, your concern, and your consideration. And thank you for adding hope, ladies and gentlemen, to an almost hopeless situation to where I was looking at losing everything that I have to walk away from and where I was to try to get into a more peaceful time in my life. Are we? Is it showing up? Yes. All right. What was going to be a short hearing has turned into a long one. Since I never closed it out, I guess we're still in the hearing we started a while ago. And the next part of that is the staff will introduce the item.

Thank you. Cliff Johnson with the Planning and Building Department. I'm going to be presenting this item, and we're going to try to share our screen here. So this is a request from the planning and building department for the board to revoke cannabis permits due to a lack of payment of planning and building fees. So on February 6th of 2025, the board gave direction to our department to send letters and notify permit holders of their requirement to pay past due taxes, cannabis taxes, and to enter into a payment plan for those, and also to pay any outstanding planning and building fees by December 31st of 2025, and if that had not happened, the direction from the board was to pursue revocation of those permits. So we have already brought forward a number of revocations for lack of payment of the Measure S taxes, and this is a request to revoke what started as 16, permits for lack of payment of planning and building fees. On February 27th of 2026, in accordance with that direction, we did suspend 22 cannabis permits for lack of payment of planning and building fees. We notified them that they needed to resolve those by March 31st. We have continued to allow people to come in and resolve those outstanding fees. As of yesterday, six of those permits have resolved outstanding planning building fees. Five of those prior to us sending out the notice of public hearing and preparing the staff report. There is an additional one that resolved their outstanding fees last week that we'd like to remove from the action today. And we have also had a conversation with another permit holder this morning who is, I should say, an entity who's looking to take over a permit that is on this list for replication and they have agreed to come in and resolve those fees in order to transfer the permit to them. So what our recommendation is is that you adopt 14 resolutions to revoke the permits, and these would be removing resolution number 15 for PLN 13006-CP and resolution number 16, which is for PLN 13056-SP, which is also known as Red Crest Farms. And with that, I'd be happy to answer any questions that you have.

All right, so we've added one more, which is 13056 as well. Bringing it back to the board, we've done a few of these before. It's a pretty similar pattern. put these out for potential revocation. Folks come in, they respond or don't. And even up till the moment we have a meeting, we are flexible in helping people try and keep these permits as long as possible. So is there any questions from the board on any of these items? And so Supervisor Bush, no.

Thank you through the chair. So when I was referencing through these, and I do understand what you said, Cliff, about these are for planning and building fees, which some of them are quite small. I'm wondering if there were any, or did you try to cross-reference any of these to see if they owed Measure S as well?

Um, none of these owed measure us. They, because we brought, we've already actually dealt with those that don't measure us.

Okay. Wow. That's incredible. Cause some of them are like $800. Yeah.

Um, one of the things that we did do is we looked through and tried to cross-reference with state licenses as well. And most of these have no current state licenses or those state licenses. Right.

Okay. So that would invalidate their, uh, Humboldt County permit, uh, Humboldt County anyways so okay well thank you for that and thank you also to for being willing to continue to work with folks I know I got a call on Monday afternoon people were panicking like why are we doing this and I said well if you look you know read the staff report it says in there and this is direction from the board and They're just not randomly denying or revocating permits. And if you think you're on the list, please call. So I just want to say thank you to your guys' staff for continuing, and even this morning, willing to work with people.

I wish to thank John Ford and the staff for going after what we refer to as nickels and dimes compared to the other portion. We do have people that basically gave up some time ago. And of course, those are the people you're hearing now. They're not carrying any permits forward, and that's basically done. So just for my information, I guess I can talk to John later, but so we have already done all the people who had Measure S, and either they're satisfying that so we don't have revocations, and then this also takes care of our department things, so we're getting caught up, or is there still some more outstanding, I guess you would have to, to the Chair, have to ask that question. So we'll be having more of them or not, so again, thank you so much for following through on this particular one, and that's my comment, thank you.

Daniel Pierce. I have a cannabis center in my backyard. In Arcata, there was a Winnebago. It sold millions of dollars in the back of it. It's in my backyard. In 1980, I won the first cannabis award for growers. I brought my purple. I brought my purple and seeds. I am Uncle Purple Urkel because so many people grew my seeds around Humboldt County. I also ran for supervisor twice to stop camp, to get Jill Geist elected. I was under the feeling that if I stopped one person from growing one plant, I was in the wrong. Last night, my drunken neighbor was taken away in a hospital. Alcohol is the worst drug. You show me one person has a problem with marijuana, and I can show you all the problems with drinking alcohol. The night before, she turned blue outside of Safeway. Didn't even make it home. Now, I'm writing two movies. The question is, is one for Humboldt County in Hollywood, or are they both for Bollywood? Amarnath is on Friday. Lord Shiva smokes weed in every temple in India. Lord Shiva smokes weed. Lord Shiva is here. The weed is here for Lord Shiva. I heard a marijuana show on cable last night, and these people do not know anything about marijuana, where it came from, how it's here, and why it's here. It's a sacrament. It's no different than any part of your religion. So it's against the law in my brain, in my book, in my teaching, in my understanding of going to India with sadhus to charge money for something that someone uses in religious practices. And that's what you're doing here. The problem with the marijuana industry is this. Every bag of marijuana is different. You cannot have two bags the same. And if you want to make money, the time to make money is at the sale. Humboldt County could be a great place. You could have one business with one person selling 5, 10, 15 different farms. And when the product is sold, you collect your tax then. But the way you're doing it is for people who don't want to know what the truth is.

Okay. I don't know what that had to do with our permits, but we will move forward. Anybody else up here have anything to say about the permit revocation process that we're in right now? No. Is there a motion on the floor to go with staff recommendation as stated in adding permit number 13056 for not being revoked?

It is the intention of the board to meet in closed session pursuant to government code section 54956.8 to grant authority to its negotiators regarding the price and terms of payment for the purchase of real property located at 1101 4th Street, Eureka, California 95501, assessor parcel numbers 001-173-010, 001-173-007 and 001-173-006 the county's negotiators are identified as Tom Madsen Humboldt County Public Works director and any duly authorized designees thereof the parties with whom the county may negotiate are identified as G Lee and any duly authorized designees thereof It is also the intention of the Board to meet in closed session pursuant to California Government Code Sections 54954.5 and 54957 in order to consider the public employee appointment for the positions of the Director of Library Services and the Director of Child Support Services. Finally, it is the intention of the Board to meet in closed session pursuant to California Government Code Section five four nine five six point nine D one in order to discuss existing litigation in the case of Eric Matilton Jr. versus county of Humboldt at all. The location, it's all location, location, location and property happens to be close to the courthouse. I approve those kind of acquisitions, the ones that are to hell and gone just about leaving Eureka, I don't. I did also, hopefully we'll get somebody in the library services. I think that's had a heck of a turnover lately. I mean, somebody will stay. And I did have a chance to speak with the person for the child support services back there. She seemed like a really nice person. Hopefully she's able to support the children and look forward to the children being taken care of under her hands. So you have a rough estimate as far as time for the closed session. I'd appreciate that, thank you.
