Thank you. Please rise for the pledge of allegiance and at its conclusion, please remain standing. Thank you. Please be seated. And as you can tell already, our sound system is out, as is our camera system. So I have a little baby voice, and I'm probably going to sound like a 12-year-old boy halfway through this. But please excuse us. With that said, we have a separate camera here. The microphone on that is omnidirectional. If you guys make noise, it gets to the camera. So we can ask that all language behind the camera please be minimized as best as you can. Otherwise, we're not going to be able to hear what we're saying. Thank you. All right. We'll start our evening with a public hearing. Jason, if you want to take that over, please.

Please take notice that the City Council of the City of Overland, Missouri will conduct a public hearing on August 10th, 2026 at 6 p.m. in the Council Chambers of Overland City Hall, located at 9119 Lackland Road, Overland, Missouri, 63114. For the purpose of reviewing and receiving comment with respect to the following matters, 10334 Page Avenue Conditional Use Permit Drive-Thru Restaurant, Rallies, and 9120 Lackland Road Conditional Use Permit Nonprofit, Olive Branch Facility. All interested parties may attend and be heard at the public hearing. So again, the first one is 10334 Page Avenue. This is Rallies. Oops, excuse me. CUP, it's in the planned development commercial. It is a restaurant fast food with drive-through carryout and outdoor seating. The hours of operation will be Sunday through Saturday, 8 a.m. to 1 a.m. Overnight parking is prohibited, outside storage is prohibited, and planning and zoning recommended approval of the CUP. It is the current Raleigh's location, so I believe this is simply a change of ownership with respect to the CUP.

Close that public hearing. The next one is 9120 Lackland Road. This is Olive Branch. Again, for a CUP, it's in the C1 neighborhood commercial. This is for an institutional nonprofit organization. It'll be a meeting space. The days and hours of operation will be 10 a.m. through 10 p.m., Sunday through Saturday. There are a couple of variances that will be required that they must obtain within three months with respect to the minimum lot size of the parcel as well as the side yard setback. Beyond that, overnight parking is prohibited, outdoor storage is prohibited, and planning and zoning recommended approval. And this building is located there. It's catty-corner here from City Hall.

Questions, comments from the audience on this proposal? Comments from the council? That is all I have this evening. And if there's anyone here from either of those two proposals, the legislation will be coming out here in about 5-10 minutes. All right, on to approval of the minutes. With the approval of the council, we are hiring Bradley Coloma tonight as the police officer with the city of Overland.

Do solemnly swear or affirm that I will support the Constitution of the United States and of the State of Missouri and faithfully perform the duties as an officer of the Overland Police Department and that I will not knowingly receive directly or indirectly any money or other valuable thing for the performance or non-performance of any act or duty pertaining to my office other than compensation allowed by law. Okay, for my report this evening, the Planning and Zoning Commission had four site plan reviews. The first two were part of the conditional use permit public hearing that we just had, 10334 Page and 9120 Laughlin Road. You'll have those ordinances for consideration shortly. And we have 2121 Walton, which was a site plan review only for the gun company, which was construction of a building addition of 18,580 square feet on the north side of the existing building. It includes a new drive, entrance, exit, and additional parking. I included some paperwork in your council packet for with all those drawings and the 90 25 page avenue is amending the site plan only for tire express and it's a replacing of an existing dumpster enclosure and construction of a new tire shed on the property And next, the Parks and Rec Commission had a request for the donation of the cost of use for the American Red Cross for the use of classrooms one and two at the Oberlin Community Center on Monday, October 5th for five hours for a blood drive.

Mayor Little, members of council, I did a little math on my way up here, and it's quite a number I'm going to announce here. Since the inception of the Neighborhood Preservation Commission, we have selected, visited, and honored 272 houses. Now, that's with the addition of the four that I'm about to announce. And, of course, at the end of every season, that translates into a home of the year. That's a lot of people, a lot of Good, I would say, fellowshipping for the city, and we're very proud of that number. Now, that's not all Ken Crowder, Patrick. The people that volunteer with me and have two or three of them from the very beginning, the best volunteers I've ever met, and I know lots of people. So anyway, here you are, the August Homes of the Month, Ward 1, 9516 Baltimore, Ward 2, 1916 Brown Road, Ward 3, 9431 Theodosia. Ward 4, 2840 Poe. One more little addition here. In dealing with a Hispanic family that's among this list, I was striking out. And I reached out to Mayor Little, and I did not know, is it Alicia? Is that her name? She's a Rittner grad, right? And she is on retainer with Overland and works as a translator. Am I right? Okay, so I came to her, and we called them up, and she had about a five-minute conversation, and the only thing I understood was my name. And she said the appointment, told the folks all about the program, and that was a great help, and we're going to meet her again in a little bit. Thank you very much, folks. Just a couple things. September 25th, the 35th annual community services golf tournament's going on. I think there might be a couple of teams left. If someone wants to try to get a team contact Dr. Smythe, she'll be able to firm things up on that. And also, just to save the date for National Night Out, Tuesday, October 26th. And then we'll have live music. Perfect.

Just a quick question for you, Jason. We heard from the contractor about Nova Chip on Michael Road. I'm probably going to ask you this about once a month.

No, we've notified them that they've been awarded the contract. They sent it back. The mayor signed it, but we don't have it scheduled yet. I'll get you a schedule as soon as they tell you.

We've had a lot of complaints about mosquitoes recently, and I know that Standing Water, all of those. Do we still have that contact with the pest prevention? Yes. And what company? It's St. Louis County.

I can email that information out to you. Okay.

And is that pest, like what type of pest besides mosquito? I don't remember.

I'll have to look it up. Okay. But they handle all of the nuisance pests. Okay.

Also, is there any follow-up from the complaint where Cameron had some outages and then came around the nation's streets over there?

So I contacted a higher up in the research process right there. What I think it was, there was a little block of maybe 10 houses there. They wanted to try to farm or separate from the others in the rest of the subdivision. So they were going to send a crew out and examine that. I didn't contact the gentleman. So I don't know. I don't know who I need to get in touch with.

For my report this evening, I just want to thank everybody for the support. When I first got elected, I said one of my goals is to keep us out of the news. I failed the past two weeks. I didn't know what it would be on Reuters and Al Jazeera and Telemundo. But we made the rounds with a policy that's been our policy for many, many years. and overwhelmingly positive support for this. There's always some detractors with their opinions, but with our neighborhood and with our community, like Mr. Powder said, we need to take into account everybody who lives here. And then we'll motion to go into executive session for legal purposes and in accordance with RSMO 610.021, subsection 1. Second. Can I call that vote, please?
