Our kind gracious heavenly father we are we are grateful to be here today as a as a body that uh represents the uh interest of uh of our of our constituents and those that that live in Bo County. Uh we ask that you will bless us with uh with knowledge, patience, and understanding of the things that need to happen here and and uh and uh be mindful of of everybody in this county and and that we serve. we serve them all. Uh we ask that as we go into this Veterans Day holiday that we uh ask for a special blessing on those that uh serve, have served, and the families that uh uh of those that have served and and continue to serve and bless them that they will know that we appreciate the freedoms that they give us and and that we will honor them not only just uh this week, but every day. Uh we ask that you put a special blessing on those that are uh that are affected by this cold weather coming through and that that they will be able to uh find um the shelter needed and that they will reach out to those that can help them. Um so we we have uh no no issues in the community through this cold snap and and uh we ask that you uh bless this court once again and we say these things in the name of the son Jesus Christ. Amen.

It is 833. I've been working with DLG and we're moving the occupational license lines from the revenue lines into a transfer line. That's and those are the first um 10 lines of the amendment. And so that's the big dollar amount there which means we won't have a check anymore. It'll just be a cash transfer. Transfer fromational license fund to our fund our general fund. We have uh from occupational tax to the general fund $7546 754,63626. We have from the general fund to the jail 100,000 and from the general fund to EMS 400,000. Okay.

We cut did the cut off a day early since our meeting was a day early, but there's a few that came in that we probably need to add. Um, we're going to pay for half of the glass pulverizer, and that is $42,623.50. Uh, I'd like to pay for Tommy's new bench vice. That's it's just $210. Um, we added the two ambulances we're going to get at EMS from Pinker. That's going to be pay on delivery. So, I won't necessarily cut the check today, but when we get them, we'll we'll cut the check uh for $490,000. And then our enterprise statement came in on Friday, and that's $3,753.90. That will bring your grand total to 2,70,52044.

There are two more bond payments. So, both of those combined is the total bond payment that we're making, which is 214,28439. Uh, family services has received their allocation. I'm sorry.

Uh first of all, she's married to a guy who used to sit right there where our county attorney uh has sat for many, many years, but she's younger and prettier. And I would just like to say that not only is she my constituent, but uh if you ever have the opportunity to put your feet under her table for dinner, she's one of the finest cooks in I was going to say Bo County, but I believe America. So Oh, wow. What a so to rip you. I'm very honored to I know she makes some good roles. Oh yeah. We've never had Joy's rolls. You just you need to but I'm sure she'll be a great member. Yes.

So, today we have a uh cardiac arrest um recognition. Um so we've done a couple of these before, but um this is in recognition of a crew that um saved a life um their good work um directly resulted in a member of our community um being able to go about doing things with their family um go about their life. So, I'll keep this purposely vague just for patient privacy considerations, but earlier this year, um, paramedic Cassie Centers, um, EMT, um, Jordan French and Captain Devon Mukes, um, responded to reports of a male subject acting strangely outside. Um, paramedic centers and EMT French arrived on scene prior to Captain Mukes. Um initially the crew found the uh patient um on the ground acting very strangely and um shortly after that the patient became unresponsive and lost the pulse. Um they began resuscitation. At that time Captain M showed up and assisted with resuscitation. Um the patient was found to be an emo candidate which is like heart lung bypass. Um so that's something that we do here in Bo County where we're able to take them to the hospital and they're able to put them on that and that helps their uh chances of survival. Uh patient was placed on ECMO and was later discharged. Um longerterm followup. Uh patient required some assistance with activities of daily living. Um but was alert and aware of their surroundings, was able to communicate with their family, um do some of those things that they were able to do before that event happened. Um one thing I'll kind of talk about like in the EMS world, a lot of times when we go out to a cardiac arrest, you have a chance to see or get in your head what you're going to do, right? You game plan beforehand. um you're able to say, "All right, I'm gonna do this. You're gonna do that. When we get there, this is what's going to happen." The ones where you show up and the patient's still breathing and then they lose that pulse, you really really have to be on the spot with it. Um so those kind of calls, um you definitely have to be on your aame

and this crew was. Um so in recognition of their hard work and dedication to it, um we'd like to recognize paramedic Cassie Centers, EMT Lane French, and have you come up here? SURE. Be glad to. I mean, I know it's not um a glorious thing to be in, you know, situation to be in when you're in something like that, but thank goodness that you all have the experience and the expertise and the education to do what needs to be done when people are in that critical condition. Mike, would you like to say anything? I I mentioned I mentioned to the judge this morning that a very dear elderly friend um has had issues Mike's nodding because Mike and I have shared on this and you know with HIPPA I can't mention a name but these folks go above and beyond. Um this was a situation of physical and mental issues that has recurred almost too many times uh for the patients of of these guys and yet that's with the CE of patients. Uh but this patient um has made so many calls that um EMS folks just need to know you're appreciated. uh the family knows I've been in contact many many times with the out of town uh daughter of this elderly gentleman and I just wanted to make a public statement about um the the life-saving aspect is just phenomenal uh and the record that we have statewide which Mike didn't mention today um is is beyond belief in comparison to other communities but it's that dayto-day grind that you Yet when you get a gentleman like the one who's been taken care of many times by these folks that that also enters into their professionalism and patience. So thank you.

Thank you. Um we I'm coming up on my 26th year at EMS. We first started doing cardiac arrest stuff. We just the research was so bad we didn't really know exactly what we what the right thing to do was. And so with some of the new research and the new protocols that that we've implemented and the hard work, the hours spent doing the simulation training uh in the classroom, you can see it all the time. They're they're practicing these different cardiac arrest scenarios, RSI scenarios, and that's that's what leads to better outcomes. And these providers are just some of the examples of the the great people we have with us. So u we couldn't do it without physical court. um your support is huge. So we appreciate that a lot. So thank you.

And we met with Jean Deathridge uh with Bluegrass AD uh last week and uh they are asking for counties to participate um at a rate of $5,000 um on a scholarship. No sponsorship.

Uh me personally, I think that um that we should, you know, hold off on on sponsoring um it would be, you know, they're they're essentially they're going for a a grant.

Um for some of the money that we are actually also going for the grant and so it could possibly hurt our chances of of getting a grant by sponsoring theirs because they're going for a much much larger piece of the puzzle. Um, and um, I don't know. I' I' I'd rather us see see us get the grant and uh that that we're going for and utilize any extra money that we can uh locally um because this will be a large regional uh initiative. Yeah. Regional level.

Yeah. That they're trying to do focused out of Lexington. And you know, we we don't want to sponsor something that we may not have a direct um result from. So, and the grant is for the opioid abatement money. So, that's what they're seeking. Uh that's asking the county to chip in $5,000, but it's whatever the court desires. We can pass right now. Uh we can always come back to it. The deadline is I think December. Yeah. To apply for the grant.

And I think there's like seven or eight other counties that they're asking to contribute to. That kind of tells you the the the how large of an area they're trying to utilize these funds to do various things. Seemed like a lot of it was administrative is where the money's going to. So, um I I mean it was a good idea, but I don't I think I think we can utilize those funds for for better, more effective things here. Okay. Any other discussion? Jay, you and I have talked about uh the funding of opioids. Yes. So, we're applying for a grant, too. Yeah. That's Can I Yeah, sure. Please.

So, basically what uh Master Cullen's talking about is we're wanting to apply for $250,000 grant for the opioid money that's coming out to pay for the net device. Um I've talked to several other counties that have implemented this in their facilities and they're having great success with it. So, we don't jeopardize that. Yeah. So, I think the two I think if we could get the $250,000 that would be more beneficial here for our community than $5,000 going to benefit other communities. So, they asked that we put it on the agenda and just see what the field report was. So, that's what we've done. Um, we can just take no action. I said take no action.

We received an email this morning that the sheriff's office has been rewarded $10,000 for body cameras and camera kits from KCO safety grant. So the budget amendments um 21 million 399846 and 42 cents. The biggest part of that is DLG wanted us to budget for the occupational license the tax. Um we have never we have never budgeted before for that.

So, even though October is down just a couple, you know, 500 was the norm just a few months ago and now we're up in the 600s. we're going into the holiday season. Um, and so we expect some of those numbers possibly to stay up there or climb. Um, so make sure you're checking in um on your loved ones, on friends, family, uh especially our military folks as these holidays come come through. It's especially hard on them.
