Staff: Sean McGee City Council District: 2 Plan Area: Clairemont Community Planning Area The Clairemont Community Plan Update is proposed to replace the 1989 Clairemont Mesa Community Plan for the approximately 8,539-acre Clairemont Community Plan Area, located between Interstate 805 on the east, Interstate 5 and Mission Bay Park on the west, State Route 52 on the north, and Linda Vista and Mission Valley community plan areas on the south. The Community Plan Update provides a comprehensive policy framework to guide growth and development in Clairemont over the next 20 to 30 years. Consistent with the General Plan and Climate Action Plan, the Community Plan Update proposes a land use strategy that accommodates additional housing opportunities within Climate Smart Village Areas, where access to light rail and bus transit and services is greatest. The Community Plan Update also includes policies for a multi-modal transportation system to improve active transportation, enhance transit use, and strengthen community connections. Accompanying actions include communitywide rezoning, amendments to the General Plan, amendments to the San Diego Municipal Code including the Clairemont Mesa Height Limit Overlay Zone and the Community Plan Implementation Overlay Zone, and amendments to the Morena Corridor Specific Plan and Balboa Avenue Station Area Specific Plan. The amendment to the San Diego Municipal Code also includes the proposed Community Enhancement Overlay Zone as a new overlay zone to establish Supplemental Development Regulations that require new development in growth areas to integrate public spaces and improved pedestrian connectivity. An addendum to Program Environmental Impact Report (PEIR) SCH No. 2021070359 and an amended Mitigation Monitoring and Reporting Program were prepared for the Clairemont Community Plan Update in accordance with the California Environmental Quality Act (CEQA) Statute and Guidelines.
