Overview of the School Department
Phase II: Strategy Ideation (Months 3–4)
The Task Force will evaluate the four "levers" of municipal finance: Revenue Generation: New user fees and revenue opportunities, PILOT (Payment in Lieu of Taxes) agreements, or local option taxes. Cost Containment: Evaluating regionalization of services, contracting out specific functions, and review of benefits. Reserves: Assessing the sustainability of using "Free Cash" or Stabilization funds for recurring operating costs. Proposition 2 ½: Determining the timing, size, and necessity of an operating override or debt exclusion.
Phase III: Scenario Modeling (Months 5–6)
The Task Force shall develop at least three distinct five-year scenarios: Scenario A (Maintenance): What an override looks like to maintain current service levels. Scenario B (Structural Realignment): Balanced budget achieved through service cuts and fee increases without an override. Scenario C (Hybrid): A smaller override combined with specific efficiencies and new revenue streams.
