take care of my computer. But I have it's like I have We're going to go ahead and call the meeting to order. It is Tuesday, March 31st, 2026. Please stand for the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Hey, any minutes or reports received and filed? No, we do not have any.

0:420

Uh, commissioner committee leaison reports upcoming meetings and events.

0:48 – 1:280

We've got the juvenile center ground this afternoon at 1:30. Uh, tomorrow night there is a Chip City News Tribune magazine launch party. Uh, they've got a new little magazine in there. I guess they're going to introduce HBA Young Professionals Wednesday night as well. Thursday County Communities uh, Cook County Extension Council meeting, MSville Alliance meeting, Friday, East Side Business Association, and Sunday Easter. So happy start early. I think that's about it.

1:25 – 1:540

Okay. Uh later this morning uh Zoom meeting with Mack on legislation. And I guess if we announce the groundbreaking today, we also should announce that we have a rain day a week from today. Is that right? There is. It's like rain. Okay. I'm not going to try to jinx it. It may

1:51 – 2:490

a visitation tomorrow on the fort on the Kelly fort that can't bring my own writing and and then the funeral is on Wednesday. So the uh 26 tomorrow meeting and on Thursday cole you mentioned Cole County Communities and Westside Business Association. That's it. Okay. I think tomorrow I have the United Way golf tournament meeting and then county communities. I've got to go over to Columbia to MU. Saturday I will be on the radio on KWAS with MU Health with their chancellor and their dean of medical school and then I think we got Easter was all

2:49 – 3:280

Yep. Yep. You going to go to church? Just checking now the CES. We always like the CNES. They they put money on the collection plate. So, speaking of Salute to America, it's on the the 4th is on a Saturday this year. So, are they going to do a Last year's was a one day thing, wasn't it? So, are they going to do a one day thing again or are they going to do a I believe it's a one day thing again. So, I mean, I thought it worked out really good last year. I don't know if anybody missed it being two days or not.

3:26 – 3:550

There was some complaints about it was in the middle of the week last year, right? So that was Thursday or Friday. I know the parade is 6 pm on on fourth. To do multi-days takes multi- volunteers and we don't seem to have multi volunteers like we once said. I did see the thing with 4 and they're going to pitch in. Did you see?

3:53 – 4:360

I had seen that. I just you mentioned that and I was just thinking about it. It's I don't know. We were talking about it a week or so ago and things will things will start to happen the evening before with some I think a event the outdoor music thing. Yeah. And there'll be things amphitheater. Uh maybe a balloon glow they call it where they fire up balloons but don't really let them take off near the capital. Um, we'll know more tomorrow. Okay. The states I'll ask you after that then like the parade if it's the night before.

4:32 – 5:170

No, it's is it is the day of at 6 pm. The state 250th has a ceremony at 10:00 a.m. uh on the north side of the cap on July 4th. And then the Cole County 250th, we're having Avenue of the America, Avenue of America in the 10200 block of Madison starting at noon. Um, I think there's some other things going on, too. But anyway, it's it's it's expanded a little bit because of the 250th and hopefully we will have a fly over right at 6 p.m. uh from the National Guard. So

5:17 – 5:340

yeah and cool. All right. Thanks. Okay. Uh commission comments, bids and contracts. The show me healthy women contract renewal. Good morning. Good morning.

5:32 – 6:170

This is our annual renewal of the show me healthy women contract. So as you know um this contract has really increased over the last year with Michelle being at the office full time because she'll see the women for their wellw women exam and then they get referred to another facility for like mamogram or other further screening that we can't do and then we get reimbured for those services from DHSS. So I would just like to approve the renewal of this contract. I'll make a motion to uh approve the renewal of the Missouri Department of Health and Senior Services Program services contract for the show me health. Second. All in favor?

6:17 – 6:290

I I I Okay, thank you. Thank you. Approval and signing of supplementary purchase agreement with Zo Medical.

6:27 – 7:360

Yeah, good morning. Uh so this is a supplemental purchase agreement with ZLE. As you will recall, Zo is our provider of our cardiac monitors. Um probably one of the most important uh and expensive pieces of equipment that we operate. Um, historically we've bought uh disposable medical supplies from our various vendors um that are compatible with the ZOOL, but due to our long-standing relationship with Zol, uh our rep approached us uh to join in this supplementary purchase agreement through SAVIC, which is a co-op uh cooperative purchasing agreement nationwide to provide reduced cost in purchasing these disposable medical equipment items. Um, so I have that agreement here today. Um, we would then move to exclusively ordering directly from ZO, but these prices do beat anything that we are currently being offered. So, it will be a significant savings for us because these items are quite expensive.

7:33 – 8:170

Happy to answer any questions. We like savings. A motion to sign and agree with this supplementary purchase agreement for Z medical corporation. Second. Any discussion? All in favor? I I I Okay, new business. Accounts payable review. Ask for approval of accounts payable pending review.

8:16 – 8:270

Make a motion to approve accounts payable pending review. Second. All in favor? I

8:22 – 9:310

I Okay. Discussion of food service equipment for the uh juvenile family center. Hi, good morning. I sent uh Commissioner Bushman asked me to get some quotes, some pricing on some things for the new juvenile center. Uh I did. Um I know the contract there were some bids that had came back through the other ones for different amounts. Uh I sent this to you all to look over. Uh there's about $13,000 savings by going with uh this this quote. Uh and I'm going to leave it up to you guys to decide how you would like to go that route. I talked to Toby a little bit this morning. We're going to go ahead and leave the double of it in uh for right now and we're just going to go with that route. This is betting. This is off state cooperative agreement contract everything. Jill has looked at it and she was fine with it.

9:29 – 10:070

This is the one one of the things uh Mitch that said that Naval says furnished by us, right? We didn't say $13,000. $13,000 $13,000. Uh I'd like to go ahead and get it approved today. And then do we need can they sign this or do we need to get a contract for this? Jessica, we can sign it. Okay, what's the amount? Uh, total bid from this company is 20 229,79850.

10:15 – 10:580

That's not in the budget of the printer center, the 14 million. Is it over and above that? That's correct. It's always on the outside of it. Right. I'll make a motion to accept a quote forward for the food service equipment juvenile center 22979850. Second. Any discussion? What account do you guys want to? Yes. Sure. And and then EMS

10:56 – 11:510

that will be the same with the generator, I would believe. So, um the the $14 million budget was from general funds. Uh but this could fall under the capital improvement uh the the courthouse the 15% piece as well. If we were to fund it out of capital improvements, that would leave general revenue, which is our most flexible fund. But that then would have two more or less two different funding sources for the the 14 million out of the general fund and these items out of capital improvements. Uh, no big deal. We would just need to remember down the road to run separate reports that the funding sources were out of, you know, two different accounting lines.

11:47 – 12:260

What would you recommend? I would probably lean more towards the capital improvements piece because I mean that's what it is and then that leaves us more flexibility out of general fund and Jessica I think and I discussed this a little. So, and we have money in capital improvements because the sheriff department HVAC came in lower. So, we do have money. You're welcome. Came in lower doesn't mean it cost anything. It still cost so much. So, this can go on capital improvements because we can put stickers on them basically. So, yeah,

12:25 – 13:100

it probably wouldn't make sense to go ahead and do it that way. Will that change anything if we're trying to get grants for this stuff and if we take it out of one account or another or would that really matter? I don't think tied. Yeah, I don't think it would matter on anything of that nature. Now, I don't know what the generator's costing, you know, either, but uh I've heard ballparks of these numbers. So, between the food service equipment and the generator, are there more? Are there other items that the commission has to fund outside of the $14 million contract?

13:08 – 13:410

Fixtures and equipment, the FF. Do you have an estimate on that? That I do not sub. Okay. computer stuff too. Computer stuff that's is that not included in the so computer stuff too. Did we get a grant for FFN? We did get some furniture or something, didn't we? A while back through the CO grants um two years ago.

13:40 – 14:200

Anybody turn any in they didn't want that we can maybe get hold of. And then you got a call for the legislation stuff. So, do they have anything in there at all for us this year for this? They added some in there last year, right? And then it got Yeah, there was a $4 million mixed that I don't see that in there this year. Okay. I hadn't heard. So, I believe that there's in Senate Bill 888, there's the option for a sales tax for the development of juvenile detention facilities. It's not.

14:23 – 15:050

So where where does that leave us right now on this? You made a motion and then we had just our second we had discussion. I believe it was coming from I defer to the auditor who says calling capital improvements. That's just an internal. Okay. Anything else? Call for the question. All in favor? I I I Okay. Uh discussion of generator for the juvenile family center.

15:02 – 16:120

I also sent these two proposals which are off of state contracts. um one from Caterpillar for 153 $177 and then I also got one from Cumins. I did send them the electrical drawings for each to each of them so they could verify this. Uh and Cummins is one $154,500500. Uh both are good quality units. Uh the only differences on these is lead time. Uh Caterpillar is 26 to 30 weeks. Lead time for the generator. ATS is 34 to 36 weeks. And then the switch gear is 4 to 6 weeks. Cummins is 19 weeks for the generator. ATS switch is 13 weeks. And the docking station is six weeks. So it's they're real close on price. is if we and that's something uh do you Navajo have an idea about lead time? Would you prefer the shorter lead time or longer need time?

16:09 – 16:450

Um lead time should be fine either way. I think the commons if the design team had vetted that the basis of design was the caterpillar. So I'd want to double check there's nothing in there. But if you already did that then yeah they both had the same drawing. So everything to work on everything's compatible. Yeah. 208 2012. Yes, it is. And then you put the security fencing around that, correct? Is that part of it? I didn't know anything about fencing around it. I was just told the generator.

16:49 – 17:140

Who is servicing the sheriff's generator now? Who is ser? I We just switched companies. I don't remember who's doing it now. It's a new company. I haven't really dealt with it yet. Clark Power Services. Clark is doing it now and they are familiar with both units.

17:17 – 17:420

Big time doesn't matter and one is 9,000 approximately $9,000 less. one 153 177 and then 154500 $800 difference $900. Is that right?

17:37 – 18:030

I'm sorry. $1,400 different. It's up to you guys. I'm fine with either one. So, my realm of things I know about. So, Jeffrey, I've never test driven either one of them. So,

18:06 – 18:250

what about parts and stuff? Are they both pretty much accessible? I was thinking both of them would be, but yes, standard equipment, standard equipment. Are the fuel tanks the same size? Yes. Exactly what the specs showed?

18:28 – 19:120

Have y'all looked it over at all? I to see if there is a preference or if there's any reason to go with one over the other. I mean, right now it's there's $1,000 difference and I'm just leaning towards going with the, you know, the best bid, but if there's other stuff we need to look at, do we need to go through it more? From our perspective, we stay with the low that keeps it in line with what we had already vetted with Caterpillar. But if Cumins is, you know, just well, I I mean a shorter lead time still attractive, but you know, not critical decision point here.

19:10 – 19:520

Let's go with the cat because it's a little bit lower and lead times are shorter. No, cat's long cat's long. Like I said, they're both good quality equipment. it. It's whatever you guys decide if go with a shorter lead time or or stay with the cat. And the time frame is going to work either way though. It's not a not anything. Are we still looking like March of next year? Yes. Somewhere in there for the ATS being 34 weeks. Assuming that's pretty quick after you hit go. Um that puts us right at Januaryish sounds like.

19:48 – 20:300

Yeah, pretty close. So that would be right time to turn all on and have it check it out. Let's move along. Let's do the uh let's do the cat. Okay. Any other discussion? All in favor? I I guess I made a motion. I'll second it. Motion now. Okay, official. I have a motion to accept. Second and second. All in favor? I I Thank you.

20:320

130 Co County Juvenile Center groundbreaking ceremony. Mitchell, or you have something? Okay.

20:45 – 21:290

Okay. Mitchell, do you want to talk about our groundbreaking today? Did you say 1:30? Yeah, that's what I think Greg. We're supposed to be there at 1. Okay. And Greg said I think at 1:30. You might have told me 2:30. Yeah. Jeff, you go to 2:30. No, I think everybody public's welcome. So, um, it is a gravel hill, so if just be cautious of footwear, but we've got parking set up out a couple couple of those lots there. So, we'll be there to help cars get where they need to go. Um, should be a short short little ceremony, but what is the address? Good question. Secretary Mary next to Budweiser. Yeah.

21:27 – 21:570

2300. Is that mapappable? 2300 St. Mary's. Yeah. St. Mary's Boulevard. Okay. Everybody come out. Watch us break around. Okay, we will go to unfinished business. ADA compliance update on document remediation.

21:54 – 22:200

Uh the only update I have is that we now have our prep program and we start training next week on using it. But I've already gotten in there and started using it. So, um I think it's going to be fairly easy to use. Um, and so anyway, that's really all I have.

22:18 – 23:180

Who's going to be leading the pack on our uh project? Not not that I meant department or elected official wise. I just just curious, have you picked out those? Um well so most of the offices don't have a ton of documents. Just a few of the offices have a lot of documents. The commission has a lot of documents and public works has a lot of documents. The ones that just have a few documents can filter those documents through us to remediate basically. Um, so that the ones that haven't already remediated them, which a lot of them already have. So like health, they've done a really good job of getting all of theirs, um, they're been working pretty steadily at it. So

23:15 – 23:400

So with 12 elected officials, but three of them working in the same area, the commission. Oh, no. I mean, I'm just going with I'm going to be working on it and um, Sheila said that she would help with some of that also. You've got about about a dozen plus boxes to check off completely and Yeah. Yeah.

23:38 – 24:120

Yeah. And honestly, like I said, a lot of these offices don't really have a ton of documents once they've cleaned out all of the stuff that really isn't being used. So like the biggest ones are going to be public works and um and our commission stuff because of the agendas and minutes basically. Are y'all aware of any legislation state that's going through on this cuz they're having the same issue is when we were up at the capital.

24:10 – 24:540

Yeah. They've got the same issue. They're dealing with the same stuff. And if we're compatible, ones I talked to said, you know, don't go all out crazy here. If you're compatible, get in compliance. We're making our uh good faith effort. We don't need to get crazy. And the sky is falling. Yeah. Yeah. But they're going to try to deal with stuff that's going to help them with state government websites, too, with the same thing. Yeah. The documents that people use the most to me are the priority and that's why I ran that query to um so when did the most hits?

24:50 – 25:440

Well, ADA can be misinterpreted the American Disability Act which initially we thought okay you got to put a wheelchair ramp to get in your building that's ADA. This is electronic ADA. You want to be able to read a li sometimes instead of read if you can't read it. You want to be able to listen to what's in front of you. And we call it all ADA. So I I think there was a maybe one of the someone commented, well, you've had since 1988 to get in compliant with ADA. Yeah, that's when we started putting wheelchair ramps and seeing that the hallways were wide enough for wheelchairs. True. But we didn't have this electronic stuff basically in 1988,

25:41 – 26:220

right? And I guess what's bringing a lot of it up is attorneys wanting to sue because somebody went to a site and couldn't use it. And not to make fun of it, but if you're a blind guy trying to look at the Harley-Davidson website, they don't think you're in there buying a motorcycle. So, and I mean that's there's some just some litigation stuff that's causing it and that's why we're having to jump through these hoops, too, because we're afraid of getting sued. That's that's the reason we're doing the absolute reason we're doing it.

26:16 – 26:510

And and a lot of it to me is like so new rule came out the kind of reinforcing an existing standard I guess that you know I wasn't aware of. I'm not I'm not an ADA person. I just found out about it. So like h how did they get the how did they get the information to these local governments and counties? You know, how does that information like we're not

26:47 – 27:330

constantly looking at their website to see what they've sent down? Like that's my thing is like how how did they get the information out to the local governments and the counties and things like that to let people know that this was something that we need to I don't know maybe we're supposed to already know this somehow but like that was kind of my what I was wondering. I I would hope that as we proceed week to week to week and approach this April 24th meeting that you might be able to tell us in in in a week or two that

27:30 – 27:580

we have completed for elected official A, B, and C. Yeah. Next week we'll do D and F. Yeah. Yeah. And I am keeping track of that. So, um I will be able to give you a report of what we're doing. Well, there's some issues that really are valid issues. So, Oh, yeah. You know, but there's So, yeah, I think there's so many. So,

27:56 – 28:280

we have a plan. We just need to like slow and steady wins the race. You know, you got to just kind of plug away at it a little at a time and till we get it done. And like it's not like we don't have a plan to get it done. We have a plan to get it done and we're just working on it as we as we go. Yeah, we're not blowing this off. We're No, no, we're not blowing it off at all. No, you're talking about blowing stuff off our sites that we can't have access to anymore because there's really no way to make them

28:26 – 29:010

access you're going to take old stuff off that I'm able to refer to. So, it's counterproductive. It's really penalizing somebody else for something that was here before this even became. So if we if if that's something that we are wanting to keep on our website, which there are a lot of old documents that people don't even try to access anymore. Is is that a good use of our website? Keep that Well, that should be done in storage to not take up stores anywhere.

28:59 – 29:440

Yeah. So, like I was saying before, what we can do is just temporarily unpublish some of those things and bring them back online as we get them remediated. I say not worry about temporary unpublishing right now and just kind of pump the brakes. We're in compliance. We've made it to this point and wait to see what they do with legislation before we just go crazy. I mean, there's offices that don't have people to sit down and do this. And I did read a article, the Niko newsletter. They just had a thing saying that there was somebody that was trying to get an extension. Um I don't remember exactly what the group was, but it it was in the last NO. Um

29:42 – 30:160

it probably doesn't make sense, but they were saying that they weren't didn't really think that it was going to happen. But I don't know how some of these small counties who really don't have the the people to do this. Mhm. Um, but that's we we're you're doing a good job. It's just a matter of, you know, we we've got to do it and we've just got saying you're not doing a good job. We just got to do it. Saying there is some state legislation being looked at for this. Well, yeah. So,

30:14 – 30:490

so I don't know what the state legislation is as far as that goes. Since it's a federal mandate, I don't know what the state can do to override a federal mandate, but I just don't have any context to talk about that. Well, the one I talked to said that they can make some kind of restrictions in there that basically make it more restrictive, but it would override some of that stuff and keep people from suing us because there's a picture. Oh, yeah.

30:46 – 31:300

That we didn't describe correctly or something. And I don't know if I asked AI or chat or whatever it is to describe what's in a picture, it can tell me what's in the damn picture. Yeah, with AI, you know, come coming online, I'm kind of wondering how that's going to change some of this stuff, too, because I would think that that would be a big tool for people. But the bottom line is, you know, we want our data to be accessible to everybody, as accessible as possible. And it's not necessarily a bad thing. It's just basically the short amount of time that we've had because

31:28 – 31:590

it's not in compliance. So they can they come in and then they sue us because our picture is not in compliance. Who gets the money for it? I have no idea. Do I understand? I'm just remediating the doc. I'm just helping to remediate the documents. I'm not an ADA professional. I'm just trying to help. All right. Thank you. All right.

31:56 – 32:290

Okay. We don't think we have enough close sessions. Anything else? It's after 9:30. It's 9:32. Make a motion to stand at recess until 1 1:00 or 1:30

32:30 – 32:430

till we meet at 2300 St. Mar Boulevard for a groundbre second.
