Advancing a Community Opportunity to Purchase Act Program for Unincorporated Los Angeles County

Recommendation as submitted by Supervisors Solis and Mitchell: Direct the Director of Consumer and Business Affairs (DCBA), in collaboration with County Counsel, the Executive Director of the Los Angeles County Development Authority (LACDA), Assessor, and other relevant departments and key stakeholder engagement, including, but not limited to, property associations, landlords, tenant advocates, affordable housing developers and tenants, to return to the Board with a recommended Community Opportunity to Purchase Act (COPA) Program ordinance in 180 days for consideration, based on the recommended framework outlined in the 2023 DCBA and HR&A report back, any other updated information and the 2026 reassessment report (as outlined in Directive 2 of this motion) to implement a COPA Program with a phased approach for a potential Tenant Opportunity to Purchase Act (TOPA) Program in the future. The recommended COPA ordinance will be informed by the updated recommended policy framework that will be developed by DCBA in parallel with the development of the COPA ordinance. Direct DCBA, in collaboration with LACDA, Assessor, other relevant departments, and Qualified Mission Driven Purchasers to report back to the Board in writing in 120 days on a reassessment of its 2023 TOPA report, considering any lessons learned from LACDA programs and recommendations for a proposed COPA ordinance and Program in the unincorporated areas of the County that at minimum will include the following parameters: Focus on residential sales of properties with 5 or more units. Include the sale of mobile home parks. Explore options for providing mission-driven qualified purchasers with the Right of First Offer and the Right of First Refusal. Explore options for determining Fair Market Offers. Establish a platform or mechanism for registering all properties subject to the recommended COPA ordinance to monitor sale transactions and enforce the provisions of the ordinance. As part of the registration platform identified, all relevant notices related to the properties (County to property owners, property owners to County, and County/COPA Program to qualified mission-driven purchasers) should be included and made accessible. Develop procedures for the implementation and enforcement of a proposed COPA Program and ordinance. Include budgetary and staffing considerations for the implementation of an ordinance. Establish a process to certify qualified mission driven purchasers that would be eligible to purchase properties subject to a proposed COPA Program and ordinance for the purpose of preserving affordable housing in the County. Establish a process to notify qualified mission driven purchasers when a property subject to a proposed COPA Program and ordinance is available for purchase. Include the following criteria to certify qualified mission driven purchasers: ensure the qualified entities are committed to working with tenants on the governance of the property; exploring tenant-ownership when feasible and desired by tenants; developing long-term affordable housing and ensure such purchasers have the long-term organizational experience, capacity and financial viability to operate such properties. Explore alternative acquisition, predevelopment and rehabilitation funding tools that can be leveraged to support COPA Program including, but not limited to, and to the extent programmatically permissible and feasible the LA County Housing Innovation Fund II, and the DCBA and LACDA First Time Homebuyer Assistance programs. Direct the Chief Executive Officer, in collaboration with DCBA, LACDA, and other relevant departments, to identify and report back to the Board in writing in 180 days on potential funding sources to support the implementation of a COPA Program for the unincorporated areas of the County. This shall include identification of necessary bridge funding for the initial development of the COPA Program and ordinance, as well as resources to support first-year start-up and ongoing program costs, including administration of a COPA Program and creative ways to provide community education and outreach on an adopted COPA ordinance and Program. The report back shall also identify County and externally available resources and programs that could support COPA Program and ordinance implementation, including the programs and funding administered by the Los Angeles County Affordable Housing Solutions Agency (LACAHSA) as recommended in the reassessment report from Directive 2 above, and assist eligible entities in pursuing or completing property acquisition. Recommendations should be aligned with the Fiscal Year 2026-27 Supplemental Changes budget phase and/or the following appropriate budget phase thereafter, as needed, to support COPA Program implementation. Grant delegated authority to DCBA to enter into or amend as necessary, agreements with consultants to carry out the directives outlined in this motion, waiving the requirements of Board Policy No. 5.100. Reinforcing Targeted Domestic Violence Prevention Efforts

Recommendation as submitted by Supervisors Solis and Horvath: Direct the Director of Public Health's Office of Violence Prevention (OVP), in collaboration with the Director of Mental Health, to report back to the Board in writing in 30 days on opportunities to do the following: Expand existing domestic violence and suicide prevention efforts among men, boys, and families in the County; Augment OVP's “Check for Respect” teen dating violence prevention toolkit to provide resources and messaging for youth perpetrating harm; Promote the use of domestic violence restraining orders and gun violence restraining orders across the County in recognition of the role of firearms in domestic violence incidents and ability of restraining orders to reduce suicides and interpersonal violence; and Centralize and disseminate information on supportive mental health services that are currently available for those impacted by domestic violence, with a focus on those who perpetrate violence. Identifying Sustainable Funding for the Public Health Councils Program

Recommendation as submitted by Supervisor Solis: Direct the Chief Executive Officer in partnership with the Director of Public Health to report back to the Board in writing during the 2026-27 Supplemental Budget phase on: Identified ongoing funding in the amount of $2,300,000 for the Public Health Council Program, this includes Net County Cost and/or any other appropriate funding sources. Plans to work with State labor enforcement agencies, including Cal/OSHA, and the Center for Strategic Partnerships to explore State and philanthropic opportunities to help preserve the Public Health Council Program. Restoring the Will of Los Angeles County Voters at the Ballot Box

Recommendation as submitted by Supervisors Mitchell and Horvath: Direct County Counsel to incorporate into the pending language for a Charter amendment on the Ethics Commission (as directed by the Board on May 19, 2026) additional language ensuring that the commitment in Measure J continues uninterrupted in the new governance structure created by Measure G, specifically by: Renumbering Article III, Section 11, Subsection (8) of the County Charter to Article XII, Section 51¼; and Amending the new Article XII, Section 51¼ to make both the Board of Supervisors and the County Executive subject to its requirements, as shown in relevant part below: Section 51¼. (8) It shall be the duty of the Board of Supervisors and the County Executive to allocate, in compliance with all laws and regulations, the County's locally generated unrestricted revenues in the general fund as follows: ... Amending the new Article XII, Section 51¼ to require that the Measure J set-aside shall not be subject to veto by the County Executive. (26-3869)

Probation Presentation on SB 794 Funds and Child Trafficking Unit

Recommendation as submitted by Supervisor Horvath: Instruct the Chief Probation Officer, in collaboration with the Chief Executive Officer, include a discussion of their SB 794 fund expenditure as part of their scheduled presentation for the July 21, 2026, Board meeting. This discussion should include information on the total funds spent and unspent, what the funding was spent on, why the funds were not transferred to the Department of Youth Development, and the plan for moving these funds in the future. Probation should also include an update on the Child Trafficking Unit staffing, including plans for Unit leadership and continuity. (26-4248)

Implementation of Measure ER, the Essential Services Restoration Act for Los Angeles County General Retail Transactions and Use Tax Ordinance Agreements

Recommendation: Adopt a resolution authorizing the Chief Executive Officer to execute agreements with the California Department of Tax and Fee Administration for implementation of Measure ER, the Essential Services Restoration Act for the County General Retail Transactions and Use Tax Ordinance. Instruct the Chief Executive Officer to execute an agreement for the Preparation to Administer and Operate the County's Transactions and Use Tax Ordinance and the agreement for State Administration of County Transactions and Use Taxes. Adopt a resolution authorizing Examination of Sales or Transactions and Use Taxes Records. Authorize the Directors of Health Services, Public Health, Public Social Services, the Chief Executive Officer, and Directors of those departments receiving Measure ER funding in the future to enter into new contracts, amend or terminate such contracts and/or amend existing contracts, including increasing or decreasing maximum contract amounts, waiving the County standard open competitive solicitation or bidding requirements, waiving the need to comply with the County's Sole Source Policy, and waiving other standard County contracting terms and conditions, and to expedite comparable established processes to carry out the intent of the Board in adopting the Measure ER spending plan on February 10, 2026, provided such contracts are consistent with the Board's February 10, 2026, actions with two weeks advance notice when executing new contracts to the Board and the Chief Executive Office. Direct the Directors of those departments receiving and/or administering Measure ER funding to submit a report by March 31st of each year with a listing of any contracts or agreements amended or entered into using the delegated authority provided. Approve and authorize the Director of Health Services to allocate Measure ER funds to be used as an Intergovernmental Transfer to the California Department of Health Care Services to draw down Federal matching dollars for supplemental Medi-Cal payments to eligible providers, as appropriate and if consistent with an adopted Measure ER spending plan. Purchase Real Property

Recommendation: Approve and authorize the Chief Executive Officer (CEO) to execute the Purchase and Sale Agreement (Agreement) to purchase the property located at 14430 Vanowen Street, Los Angeles (APN 2237-002-021) (Property) for 2,165,000, plus associated title and escrow fees not to exceed 15,000, and independent consideration of $100, and any additional costs incurred during the transaction for a total amount not to exceed 2,180,100. Authorize the CEO to take all further actions necessary and appropriate to complete the transaction on behalf of the County, including the opening and management of escrow, any administrative adjustments to the transfer documents, execution of all the requisite documentation for the completion of the acquisition and acceptance of the deed conveying title of the Property to the County; and authorize the CEO to execute any and all agreements, contracts, applications, and documents necessary for the County's occupancy and operation of the Property following acquisition. Establish and approve the Land Bank Pilot Program Site No. 3, Capital Project No. 7A006. Authorize and direct the CEO to execute a gratis and exclusive License with Inclusive Action for the City (IAC) to maintain and manage the Property on a short-term basis, pursuant to the terms of the consultant's Services agreement dated May 3, 2024, between IAC and the County. Instruct the Assessor to place the Property under the complete ownership of the County and remove the Property from the tax roll effective upon the transfer of title to the County. Find that the recommended actions to acquire the Property are exempt from the California Environmental Quality Act. (Supervisorial District 3) (26-3123)

January 2025 Windstorm and Critical Fire Events Bi-Weekly Emergency Contracts Report

Recommendation: Review the emergency actions ordered and taken by the Director of Internal Services, under delegated authority by the Board, acting as both the County and the Governing Body of various Districts, under Board Order No. 13-C of January 28, 2025, to respond to and recover from the January 2025 Windstorm and Critical Fire Events, including the Palisades Fire, Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires (LA County Fires) (1, 3 and 5) and actions enumerated in the aforementioned authorities (Actions), without giving notice for bids to let contracts, and determine that there is a need to continue the emergency Actions. Find that there is substantial evidence that the January 2025 Windstorm and Critical Fire Events continue to constitute an emergency pursuant to Public Contract Code Section 22050, which requires that immediate action be taken to cleanup and reconstruct public property, buildings, facilities, and infrastructure because the emergency does not permit the delay resulting from a formal competitive solicitation of bids and/or proposals to procure construction, materials, equipment and services for projects and initiatives necessary to respond to and recover from the LA County Fires. Find that authority should, therefore, continue to be delegated to the Director of Internal Services to amend or extend and supplement existing as-needed or on-call contracts without giving notice for bids to let contracts related to facilities and related support services, and to award new contracts for response to and recovery from the LA County Fires, and such contracts should be issued because they are necessary to respond to the emergency. Change to the Domestic Violence Council Structure

Recommendation: Introduce and place on the agenda request of approval to change the structure of the Department of Public Health (DPH) Domestic Violence Council to no longer be recognized as a body by the Board of Supervisors. DPH is considering ways to develop a new model for domestic violence support with a focus on public engagement. (Department of Public Health) APPROVE (26-3935)

Lennox Park HVAC and Roof Capital Project

Recommendation: Establish and approve the proposed Lennox Park HVAC and Roof Project, Capital Project No. 8A150 (Project), with a total Project budget of 764,000. Approve an appropriation adjustment to reflect an increase of 764,000 in appropriation to the proposed Project, fully offset with grant revenue from the Los Angeles County Regional Park and Open Space District, Safe, Clean Neighborhood Parks, Open Space, Beaches, Rivers Protection, and Water Conservation Measure of 2016, to fully fund the proposed Project. Authorize the Director of Parks and Recreation to deliver the proposed Project through a Board-approved Job Order Contract. January 2025 Windstorm and Critical Fire Events Bi-Weekly Emergency Contracts Report

Recommendation: Review the emergency actions ordered and taken by the Director of Public Works, under delegated authority by the Board, acting as both the County and the Governing Body of various Districts, under Board Order No. 13-C of January 28, 2025, to respond and recover from the January 2025 Windstorm and Critical Fire Events, including the Palisades Fire, Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires (LA County Fires) (3 and 5), and actions to repair or replace public facilities, actions directly related and immediately required by the emergency, and actions to procure the necessary equipment, services and supplies for such purposes (Actions), without giving notice for bids to let contracts, and determine that there is a need to continue the emergency Actions. Take the following actions: (Department of Public Works) APPROVE 4-VOTES Find that there is substantial evidence that the January 2025 Windstorm and Critical Fire Events continue to constitute an emergency pursuant to Public Contract Code Section 22050, which requires that immediate action be taken to cleanup and reconstruct public property, buildings, facilities, and infrastructure because the emergency does not permit the delay resulting from a formal competitive solicitation of bids to procure construction services for projects necessary to respond to and recover from the LA County Fires. Find that authority should, therefore, continue to be delegated to the Director of Public Works to amend or extend and supplement existing as-needed or on-call contracts without giving notice for bids to let contracts, and to award new contracts for response to and recovery from the LA County Fires, and such contracts should be issued because they are necessary to respond to the emergency. Traffic Regulation in the Unincorporated Community of La Rambla

Recommendation: Adopt a traffic regulation to support traffic safety and enhance traffic flow in the unincorporated community of La Rambla; find that adopting a traffic regulation order and posting the corresponding regulatory and advisory signage are exempt from the California Environmental Quality Act. Los Angeles River Trash and Debris Collection System Operation and Maintenance Services Contract

Recommendation: Award and authorize the Director of Public Works to execute a contract with Frey Environmental, Inc., for on-call operation and maintenance services of a trash and debris collection system on the Los Angeles River. The contract will be for an initial term of three years, with four one-year and six month-to-month extension options, for a maximum potential contract term of 90 months and a maximum potential contract sum of 19,354,500. The contract will be subject to the additional extension provisions specified below. There will be no impact to the County General Fund. Find that the contract work is exempt from the California Environmental Quality Act. Authorize the Director to take the following actions: (Supervisorial District 4) (Department of Public Works) APPROVE Renew the contract for each additional renewal option and extension period if, in the opinion of the Director, Frey Environmental, Inc., has successfully performed during the previous contract period and the services are still required. Also, authorize the Director to approve and execute amendments to the contract to incorporate necessary changes within the scope of work and to suspend and/or terminate the contract for convenience if it is in the best interest of the County to do so. Authorize additional services and extend the contract expiration date as necessary to complete those additional services when those additional services are previously unforeseen, related to a previously assigned scope of work on a given work order, and are necessary for the completion of that given work order. Annually increase the contract amount up to an additional 10% of the annual contract sum, which is included in the maximum potential contract sum for unforeseen additional work within the scope of the contract if required, and to adjust the annual contract sum for each option year over the term of the contract to allow for an annual Cost of Living adjustment in accordance with County policy and the terms of the contract. Olive View-UCLA Medical Center Continuum of Care Facility Project Construction Contract

Recommendation: Find that the approved Olive View-UCLA Medical Center Continuum of Care Facility Project (Project) and related recommended actions herein are within the scope of the environmental impacts analyzed in the previously certified Final Environmental Impact Report and subsequently approved Addendum No. 1 for the Olive View-UCLA Medical Center Campus Master Plan, which were previously certified by the Board. Find that McCarthy Building Companies, Inc., is the responsive and most qualified proposer that submitted the best value proposal for design and construction of the Project. Award and authorize the Director of Public Works to execute a Progressive Design-Build Agreement (Agreement) with McCarthy Building Companies, Inc., for the Project for a Phase 1 contract sum in an amount not-to-exceed 11,000,000 for the Design and Preconstruction Services; and authorize the issuance of Notices to Proceed for Phase 1 Design and Preconstruction Services until final determination and acceptance of the recommended Guaranteed Maximum Price, should it occur, or use of the off ramp provision in the alternative, as set forth in the Agreement. There is no Net County Cost impact associated with the recommendation actions. Authorize the Director to take the following actions: (Supervisorial District 3) (Department of Public Works) APPROVE With concurrence from the Chief Executive Office, exercise control of the Phase 1 procurement allowance in the amount of 3,000,000 for procurement of long-lead equipment and materials, in accordance with the contract requirements. With concurrence from the Chief Executive Office, exercise control of the Phase 1 site allowance in the amount of 200,000 for site investigation, in accordance with the contract requirements. Supplement McCarthy Building Companies, Inc., Phase 1 contract sum of 11,000,000 for Preconstruction Services by up to 25%, for a maximum Phase 1 contract sum of 13,750,000. Whenever the interests of the County so require, in whole or in part and upon settlement of termination costs, terminate this Agreement in accordance with the provisions of the agreement, and for convenience, or for other reasons such as cause or failure to agree upon the Guaranteed Maximum Price, according to the Agreement in accordance with the provisions of the Agreement. On-Call Shopping Cart Retrieval Services Contract

Recommendation: Award and authorize the Director of Public Works to execute a contract with Retail Marketing Services, Inc., for on-call shopping cart retrieval services. The contract will be for a period of three years with four one-year and a six month-to-month extension options for a maximum potential contract term of 90 months and a maximum potential contract sum of 590,850. The contract will be subject to the additional extension provisions specified below. There will be no impact to the County General Fund. Find that the contract work is not a project pursuant to the California Environmental Quality Act. Authorize the Director to take the following actions: (Department of Public Works) APPROVE Authorize additional services and extend the contract expiration date as necessary to complete those additional services when those additional services are previously unforeseen, related to a previously assigned scope of work on a given work order, and are necessary for the completion of the given work order. Renew the contract for each additional renewal option and extension period if, in the opinion of the Director, Retail Marketing Services, Inc., has successfully performed during the previous contract period and the services are still required. Also authorize the Director to approve and execute amendments to the contract to incorporate necessary changes within the scope of work, and to suspend and/or terminate the contract for convenience if it is in the best interest of the County to do so. Landscaping and Lighting Act Districts 1, 2, and 4 Annual Assessment Procedure for Fiscal Year 2026-27

Recommendation: Approve and file the Engineer's Report for the proposed annual levy and collection of assessments for County Landscaping and Lighting Act Districts (LLA) 1, 2, and 4, and zones therein for Fiscal Year (FY) 2026-27. Adopt a resolution of intention to order the annual levy and collection of assessments for LLA 1, 2, and 4 and zones therein for FY 2026-27. Advertise and set July 28, 2026, for public hearing for the proposed annual levy and collection of assessments for LLA 1, 2, and 4, and zones therein for FY 2026-27. Traffic Regulations in Various Unincorporated Communities within Central and Southern Los Angeles County

Recommendation: Adopt and/or rescind traffic regulation orders to support traffic safety, enhance traffic flow, encourage parking turnover, facilitate street sweeping services, provide adequate parking for disabled persons, and remove a disabled person's parking zone that is no longer needed in the unincorporated communities of Athens-Westmont, Del Aire, East Rancho Dominguez, Florence-Firestone, Rancho Dominguez, Rosewood, View Park/Windsor Hills, and Willowbrook. Find that adopting and/or rescinding traffic regulation orders and posting or removing the corresponding regulatory and advisory signage are exempt from the California Environmental Quality Act. Parking Citation Processing Services Sole Source Contract Amendment

Recommendation: Approve and instruct the Chair to sign a sole source amendment with Modaxo Traffic Management USA, Inc., to extend the contract for an additional two-year option period, from July 19, 2026 through July 18, 2028, increase rates by 3% for the first year of the extension, based on the 12-month average of the Consumer Price Index (CPI) demonstrated in calendar year 2025, and update and add County mandated provisions. Authorize the Sheriff to execute a subsequent amendment to the contract to memorialize any cost rate increase for the second year, starting July 19, 2027, based on the 12-month average of the CPI demonstrated in calendar year 2026. Authorize the Sheriff to terminate the contract for convenience, either in whole or in part, if necessary, with 30 calendar days' advance written notice following the Department's successful implementation of the successor contract for parking citation processing services. Amendment to Housing Administration Software Services Contract

Recommendation as submitted by Supervisor Solis: Authorize the Executive Director of the Los Angeles County Development Authority (LACDA) to execute amendment three to LACDA's existing contract with Yardi Systems, Inc., to increase the maximum contract amount by 500,000, increasing the total compensation under the contract to 4,083,210. Authorize the Executive Director to incorporate up to 500,000 of program funds into LACDA's approved Fiscal Year 2026-27 budget for the cost increases. Find that approval of an amendment to the existing contract for Public Housing and Section 8 Administration Software Services is not subject to the California Environmental Quality Act. (26-4258)

Antelope Valley Office Rehabilitation Project Construction Contract

Recommendation: Adopt the plans and specifications that are on file with the Los Angeles County Development Authority's (LACDA's) Construction and Asset Management Division for the Antelope Valley Office Rehabilitation Project (Project) with a construction cost not-to-exceed 12,250,000. Advertise for bids to be received and opened on August 18, 2026. Authorize the Executive Director of LACDA to make the determination that a bid is nonresponsive and to reject a bid on that basis; to award to the next lowest responsive and responsible bidder; to waive inconsequential and nonmaterial deficiencies in bids submitted; and to determine, in accordance with the applicable contract and bid documents, whether the apparent lowest responsive and responsible bidder has satisfied all conditions for contract award. Upon such determination, authorize the Executive Director to award and execute a construction contract with the responsible contractor with the lowest responsive bid not-to-exceed 12,250,000 or exceeding the estimated cost by no more than 15% if additional funds have been identified; and to establish the effective date of the contracts upon receipt by LACDA of acceptable performance and payment bonds and evidence of required contractor insurance. Authorize the Executive Director, upon his determination and as necessary and appropriate under the terms of the contract to extend the date and time for the receipt of bids; approve and execute change orders within the same monetary limits delegated to LACDA's Executive Director; to amend the contract; terminate the contract for convenience; terminate the contractor's right to proceed with the performance of the contract; accept projects and file notices upon completion of the projects; release retention money withheld; accept the Project upon its final completion; grant extensions of time on the Project, as applicable; and assess and collect liquidated damages as authorized under Government Code Section 53069.85 and the contract specifications. Repair, Remodel, Refurbishment, and Maintenance of Various Properties Job Order Contracts

Recommendation: Adopt the Job Order Contract (JOC) Construction Task Catalog and Technical Specifications prepared by The Gordian Group, Inc., dated April 2026. Advertise for bids to be received and opened on August 17, 2026, using The Gordian Group, Inc.'s JOC System for 18 separate JOCS (144-161) in accordance with the Notice for Bids. Find that the adoption of the JOC unit price book, approval for advertisement for bids, and the proposed award of JOCs and related actions are not a project under the California Environmental Quality Act (CEQA). Authorize the Executive Director of the Los Angeles County Development Authority to take the following actions: ADOPT Determine that a bid is nonresponsive and to reject a bid on that basis; to award to the next lowest responsive and responsible bidder; waive inconsequential and nonmaterial deficiencies in bids submitted; determine, in accordance with the applicable contract and bid documents, whether the apparent lowest responsive and responsible bidder has satisfied all conditions for contract award. Upon such determination, authorize the Executive Director to award and execute 18 JOCs, each not to exceed 6,402,606, and to establish the effective date of the contracts upon receipt by the Los Angeles County Development Authority of acceptable performance and payment bonds and evidence of required contractor insurance. With respect to JOCs 144 to 161, subject to a finding of exemption under CEQA, issue work orders for projects that are subject and not subject to the State Public Contract Code including maintenance work, as applicable, not to exceed 6,402,606 per work order; subject to the limitation that the aggregate amount of all work orders issued under a particular JOC does not exceed the 6,402,606 maximum contract amount of the JOC. Upon his determination, and as necessary and appropriate under the terms of the JOCs, to amend the JOCs; to terminate any of the 18 JOCs for convenience; terminate the contractor's right to proceed with the performance of the JOCs; accept projects and file notices upon completion of the projects; release retention money withheld pursuant to the applicable provisions of the Public Contract Code; to grant extensions of time on projects, as applicable, and assess and collect liquidated damages as authorized under Government Code Section 53069.85 and the contract specifications.
