April 9th through the 11th you have the lineup for the weekend on your dis passed by council on March 17th the partnership with the Elgen Wildcat Showcase. Thursday April 9th 5:30 to 7 p.m. in Veterans Park. uh passed by council on March 17th, partnership with the ES EISD education foundation, the Crawfish Festival. Saturday, April 11th at Elgen Memorial Park from 10:00 to 6:00. Purposeful painting, April 14th at the Elgen Public Library, 2 to 4 and 6 to 8. Bastro County Animal Services Adoption event at the Elgot Public Library, Saturday, April 11th. Where is the week of April 6 to 10th, 2026 has been designated as National Community Development Week by the National Community Development Association to recognize the impact of community development block grant program in strengthening communities across the nation. And whereas the community development block grant program established through the housing and community development act of 1974 helps communities address critical needs such as public infrastructure, economic development, housing and serving benefit services benefiting low and moderate income divid individuals and families. And whereas in Texas, CDBG funding is administered through the Texas Department of Agricultural Texas Community Development Block Grant Program, which supports infrastructure and community development projects in

And whereas communities across the Capitol Area Council of Governments as we know as CAPCOG region has in utilized Texas CDBG funding in to improve water and wastewater systems, sidewalks and other public infrastructure and economic development opportunities that strengthen the health, safety and quality of life for residents. And whereas the Capitol Area Council of Governments supports these efforts by disseminating program in information providing technical assistance to local governments and establishing regional priorities that contribute to the scoring of the Texas CDBG application with the Capcog Region. And whereas Capcog is committed to pre providing a high quality emergency communication system to the residents of the region. And whereas CAPCOG recognizes the professional and unending services of the telecommunication uh who answer 911 calls on a daily basis. And whereas the 911 telecommunicators are the link between people calling for help in an emergency situation and the emergency response agencies who arrive on the scene. And whereas the 911 telecommunicators are the true backbone of the 911 system. And whereas the president of the United States has historically acknowledged the second week of April as National Public Safety Telecommunicators Week. Um I mean it when I say that the most most important people uh in our city u team are our employees. And I think they know it. And so if they know it, um they don't know it, they're going to get to know it really soon. So hope the snowballs continues this snowball effect because uh I truly do appreciate everything they do. I would like to take the time to introduce our new and new full-time employees and internal promotions. He has 10 years of service with cities of Georgetown and Brushy Creek and brings a strong background in community programming, park development, and team leadership. His passion for enhancing public spaces and residents experiences makes him a great addition to our team. Samantha joins our forces as a patrol officer. Samantha started with the city as an intern with the police department, then became a temporary employee in the municipal court and was sponsored by the city to join our police academy.

John Campbell. John is a graduate of Huau High School and brings a strong work ethic along with hands-on experience as a groundskeeper, carpenter apprentice, and lifeguard with the city of Roundrock. His diverse background makes him wellprepared to help and maintain and improve the city's outdoor spaces. Tyson Courtney Tyson brings valuable experience from his time with the city of Flugerville where he worked as a pipe fitter. His background and hands-on skills will be a great asset to our team as we continue to maintain and improve our infrastructure. Daryl Armstead is not present, but I would like to intro recognize his recent promotion to patrol sergeant. He's been with us a relatively short time, but brings over a decade of law enforcement experience from the UT Police Department, Alen Graange Police Department. Next, Michael Del Roza. We would like to recognize Michael Delar Roa as the department's newly selected patrol lieutenant. Lieutenant Delar Rosa brings over 30 years of law enforcement experience and was recently recognized by the department as supervisor of the year. Good policing depends on supervisors, partners, and support staff and reflects the training, leadership, and culture of

It was about three in the morning and I think his encouragement is probably what kept me from going jumping out of the car and just rolling rolling down the street. But Greg's just personality and his his uh his his trust to the job is just outstanding. She said all of you. Okay, we have awards now.

Mayor and council members, I'd like to introduce Marlon Jasso of our Elgen Municipal Court and recognize an important professional milestone. Marlon joined the municipal court in 2024 and has already demonstrated a strong commitment to her role and continued learning. She has successfully completed all requirements for the level one of the municipal court clerk certification program and has been awarded certification by the Texas Court Clerk's Association in conjunction with the Texas Municipal Courts Education Center, the Texas Municipal Courts Association, and Texas State University in San Marcus. In addition, the Elgen EDC earned the Texas Economic Development Council's Economic Excellence Recognition Award, highlighting a high standard of professionalism and achievement in economic development. So, um um I'm just going to give you I gave this annual report to our EDC board at our last meeting. So, I just want to kind of run through it as Tiffany said she wants um just cliff notes. Cliff notes. It's too long. I I did the best I could. There's a much longer There's a longer version, but uh

um so we'll just kick right in into it. Um again, there's a message you can read um if you want to, but it basically just kind of sums up our year and kind of where we're going um and by the numbers. So this is just an infographic because you know I love data. Um so we did 1.5 million in sales tax revenue last year. Um we had 28 million um in new investment in our Elgen EDC business park. We currently have four businesses under construction. Um last year in 2025 we did uh eight business retention and expansion meetings, 49 recruitment prospect meetings, uh 17 regional community presentations, uh 19 or where am I at? 39 regional networking events, nine business park uh site tours. Um and then for our website, so we launched our website a few years ago. Um and our our numbers have been ticking up over the last couple years. Um we had just under 15,000 new unique visitors to our website. Um that's businesses, not individuals. Um and uh 25,000 page visits from 81 different countries and 47 property listings. Um just to put it in perspective because I think it is kind of hard to get I know that sometimes it's like oh we should have done more we should have had more retention meetings we should have done this but when you look at as a regional snapshot so this is um the opportunity Austin which is the um regional economic development corporation that we are members of um along with five different counties and I think it's about 25 cities so about 30 different organizations um that collaborate on this so this is what we did as a region so it does put things in perspective you know and it gives you kind of a place to bench benchmark um to like you know compare yourself to other communities or as the region. So I just put that in there for for reference.

Uh business retention expansion. Sorry. Um for sales tax. So you could see our month-to-month for 2025 and then our five-year uh sales tax growth. So um historically we grow between six and 11% typically um at least over the last five to six years. Um so last year we had about 7% uh sales tax growth for the year. Um small town or small small business and downtown support. So last year the Elgen EDC approved grant funding for in the amount of 165,000 for various businesses. Um in I think it was last two years ago we expanded our uh our downtown uh business um enhancement grants to citywide uh to open it up to the whole community. We h we still have a lot of downtown businesses that take full advantage of it. But um you know there's other other businesses too that would that were interested in receiving some of those um investment dollars. So we did open it up citywide um last year, maybe two years ago. Um so the business downtown business, not downtown, the citywide business enhancement grant is a 50-50 match grant that b any business and city limits can apply for. Um, so last year we provided $165,000 in support to local businesses, community investment. Um, so the as our region grows, it's important to strengthen our partnerships with organizations that have direct impact on the economy through business support, workforce, transportation, uh, travel and tourism. Um, these are just a few of the organizations we kind of helped support last year. Um, Main Street is obviously a big we we love to support our downtown and Main Street program. um they're great partners of our but other ones outside of the city carts um the Elgen Chamber Bassrop Chamber the Best Leadership Group awesome business journal just to name a few um but we've as we have more events and opportunities coming this way um we definitely want to get our name out there

marketing reports so uh marketing has been something that I focused on the last few years so first with launching of the website year two rolling out social media year three fresh content with a lot of partnerships with Main Street and Sony with the communications team. Um, so here are some of the the the areas or some of the benchmarks um that we have. I also like to see this so every year we can kind of see making sure we're growing in the right direction as well. Um, but we've also kind of uh tailored our recruitment brochures. So instead of just having one kind of one-sizefits all marketing brochures when we go to these conferences, we have different ones now, different packages for retail developers versus industrial developers versus, you know, office space, medical um because retail doesn't want to see the same thing, same kind of figures as a uh a commercial industrial project. So that's one thing we focus on is uh kind of vamp revamping those um to kind of tailor it to the different markets. Innovation um and I'll just briefly hit on this. So some of the things we've worked on, we also been incorporating new technologies um into and softwares into our in our toolkit if you will. Um so Placer AI is one that we use quite a bit along with uh we also have licenses for Main Street, library and parks. Um so this has been a really useful tool for our down for all of our businesses, but especially our retail businesses. It also helps us with recruiting the right businesses to see where people in our community are going and spending dollars. Um and also just a bunch of different data sets. Um as well as lead forensics um is another as another tool we use and the impact dashboard. Um so we've just been kind of adding different um tools to to our war chest if you will to just give us a a more a better advantage at kind of um landing some of these different um you know industrial and retail projects. Um, just some other notable accomplishments. Just kind of a refresher, you know, we also we won several awards last year. Um, we've had

some great uh Korean dele delegation visits over the last 12 months. Um, we've been going to uh retail recruitment conferences with retail live and IC. Um, so we're definitely making a lot of headway in that realm. Um, trying to recruit the right retailers alongside the developers that we've approved those uh agreements with. um kind of hand in hand letting them know Elgen's open for business. Um so we just have just to get our name out there a little bit more too. These are random fun stats. We do not have to go through any of these but um I made a lot of my board members laugh so I left it in here. U but just kind of some fun facts and and nerdy economic development but you can kind of see like the different with those tools that I just mentioned. You can kind of see how many people are going to different events, the impact it's having on the economy, what are people searching for on our website. Um, I think something really interesting is the daytime population. So, before COVID, we were probably around we lost about half of our workforce um to Austin and other communities. Now, it's um now some of it is stay-at-home people, but there are like 72% of our um people that work here now um are commuting into Elgen. So, that's an interesting it kind of offsets it. So, we have almost about the same population. Now, the population number is 2024 data. I'll preface that. But we do have a lot more people commuting in commuting into Elgen now to work. Um con construction updates. Um so I don't know if you've had the opportunity to drive down on our Elgen business park recently. I know I've given a couple of you guys tours. Tiffany probably the most recent. Um and I'm happy to do that anytime y'all want to go and nerd out with me. Um but Jericho is under construction. They got walls up. They've got doors in. Um so they're moving along. Um that to a quick refresher, that's a semiconductor company that is uh constructing 50,000 square feet with 30 new jobs for the community. Um anticipating I met with them today. They're still on track to open by May.

Sykes Industries, uh that's another one right across the street from Euro. Um it's 68,000 square feet on 5 acres of land. Um and I will say the numbers, the job numbers are low because that's their contractual obligated. It will be higher than this in most cases. So, just keep that in mind, too. Um, but they are also anticipated opening this within the next month or two. So, there's they're still working on a few other things, but they think they could be open and fully operational by the summer. Aviators. Um, so they are vertical. I saw today they put their roof on, so they're coming along. Um, so they are estimated by summer as well. I think everybody's going to open at the same time. Um, which is great. But um so the 50,000 square feet of new retail jobs or retail and retail tenants that they're going to be um having on that site that's right behind Waterburger and uh just the multif family residential project that we have kind of in between Ascension and um and Euro. So they there's 300 new multif family units going in right there. Um they're anticipated to be open and leasing by end of the year. Um this is an exciting one. um that y'all may y'all probably got calls about or seen the signs on the highway. Um but we do finally have um an urgent care coming to town that will be open seven days a week with extended hours. Um this is a great group that I've been meeting with for quite some time. Um and so this is their first project in town. Um so they have already fully staffed team. Um so they they're scheduled to open May 1st. Um so they're uh cruising through the development process and but they have several physicians that they're bringing on board. Um some local um medical practitioners and stuff that a lot of the community members will be familiar with from former practices and stuff that have been in town. Um they've got state-of-the-art um lab and x-rays, imaging, all that stuff. So we're very excited about this project um to get as

much needed healthcare. Another cool thing about them is they're also going to be accepting all major insuranceances, Medicaid and Medicare. Um, and so we are looking at kind of partnering with them because all of their consultants told them not to, but uh it was it's so important to them that have healthcare available for everybody in the community um at affordable rates. So we are the EDC is kind of working on partnering with them on that um to make sure the project is successful. Um let's see what else do I have in here. um ascension. Uh a couple slight changes. Um nothing too uh too too huge since probably I presented last time, but they had committed to me back in October or November that they'd be hiring a full-time pediatrician, a new nurse practitioner, um and a couple other positions. They have done that. I've been working with the school district to get the their new uh pediatrician out and around touring to the schools and the nurses and they're working on different partnerships. So Al's been great um kind of making those introductions for them. Um so they are also finally uh we've been working with them. I've got a couple interested retailers that are interested in their Highway 290 property and they are they're working through that process right now which is a step in the right direction. Um just a couple things on the horizon and you'll hear more about this probably at the next meeting. Um but y'all remember the Elgen Commons project, the 60 acre retail development. Um they have sold off I think four of their pad sites already three to national brand retailers and another one that I was allowed I finally got confirmation I could mention that there is going to be an eager r and micro hospital um on that site. Um so it takes a little bit long a little while to get um licensing and all of that stuff but they are working through that process already and in the title phase. So that should be more information to come on that and we also you'll hear about this one at the next council meeting. We have a a speculative building which will be the first one in Bastrop County um going in on our 11acre site in our business park that we're very excited about um that will bring uh quite a few jobs to the community,

high-paying jobs. So um just a couple of brief updates that I can kind of mention. So um those are just a couple projects you'll see more of in next in the next couple weeks or maybe next month. Is that an extension of Crescent Village or is that a separate uh the Crescent? Is that the apartment that's in the Yeah, the apartment. Yeah. So, it's a I think it's around 250 apartments. It's a different something, but it's different than a different Yeah, it's a different multif family project.

I did have a couple things that that are based on just some comments based on development. Um nothing to vote on but um so we are uh planning to have um a community meeting for the Kennedy County Line Road uh project uh planned for next Tuesday. Uh we don't have a site yet, but we are confirming with a possible um site that's um uh that would work. It's a public um taxing entity, one of our partners. Um but we'll confirm tomorrow on that. But it will be Tuesday the 14th, 6 p.m. We're inviting the entire public to come out. Um what it is is that obviously that that project is going to have some traffic uh changes that the public needs to be aware of. Uh we're trying to get out as far ahead of it as as we can. Uh so we want to engage the public as soon as possible on this. We're going to be uh very u detailed in the approach that we're going to take. We're going to have full maps. Bo's going to be out there obviously with us, Michael, the whole team. So, we're going to go out there explaining and answering any questions uh about the project, uh reminding folks that it's $10 million that that we're talking about in very important projects for I think the entire community. U but um I did also want to say so things will be going out to council individually. Um but I did also want to say that's not the end all say all. That's just the first salvo. That's just the first notice that we want to give out is that um I would expect that there's going to

And so there I would expect that uh not only a repeated conversation about the project, maybe some more description um and maybe even conversation to other locations maybe that we could do this at. Uh right, if we're let's say if we select a a part of of the community that's in County Line Road area this time, we may go um in Council Member Gibson's area or let's just say the the Kennedy side of the project area maybe um so that we cover the entirety uh even though it's a citywide project. as we speak. It's going to go on in the same time and but it will have critical traffic uh variations that must happen. Again, uh we do have some key time frames that we must meet for us to be uh you know in good standing with GLO and the only way we're going to do this is through some really uh fixed type approaches to how we do this. uh we know we can get this done but we want to lay it out in front of everyone. So key marker that I should mention and and I really will stop but um this is going as quickly as at the end of this month April is when traffic will start to be affected right so got about three weeks lead time to start having this conversation already and that's why we want to be already that quick about this so we have information, we really can uh already start to have the conversation with folks, but we don't want to make

We just the chief just got noticed today that we're the full amount, the highest dollar they could give us, which was a 20. We've got the five. Yeah, we're going to need insurance and all that. Don't look at me. Um, but uh another key thing is uh we believe that we can also get this wrapped uh free of charge and this would
