God our Creator, as we the people of Rockford and its elected officials gather this evening, we pray that wisdom and compassion prevail in all decisions. With technology rapidly transforming languages, relationships, institutions, and forms of power, we pray that your people choose, in the words of Pope Leo XIV, which projects to work on and in what manner so as to safeguard and value the grandeur of humanity that has been given to us as a gift. We pray for our neighbors, both human and otherwise, that all creatures would thrive in our city and our county. We pray for our water table and our rivers, that they remain healthy for generations to come. And on this first night of Pride Month, we give thanks for the many ways our community chooses equality over inequality, inclusion over exclusion, and invitation over exploitation. And whereas, the city of Rockford will continue to support our lesbian, gay, bisexual, transgender, queer, intersex, aro, and ace citizens, not only in June and Pride Month, but throughout all of the year. Our LGBTQI plus citizens help contribute to the city's life, prosperity, and overall well-being while continuing to fight for their rights and the rights of other marginalized groups. And whereas, we gratefully acknowledge the city of Rockford's employee resource group, kaleidoscope, city departments, and community organizations who have helped bring LGBTQIA plus history and community stories as well as educational materials to help us all be more consciously aware of the LGBTQI plus impact on Rockford. Making a deal with the devil always comes with a price, council, and you can no longer double it and pass it to us. Rockford has a long history of profiting off the murder of children and innocent humans all over the world, starting right here in our own backyards. You use our city as an excellent pawn for helping war-hungry pedophiles. Rockford has been involved in sustaining every world war as our economy continues to be hinged on war's existence. It might not be making screws this time that hold together the war machines, but data centers and out-of-state investors exploiting our communities. Still Tom parades around the political stage to say that Rockford's an incredible place to live. But it's not your family who will die from the eco-waste, Tom. It's mine. Seven minutes from the proposed TIF district and inevitable data center you continue to gaslight us all about. It is the birds who frequent the area for migration yearly. It is our children who rely heavily on water sources that are healthy and clean. Much like the crops we're forced to grow because food prices are so high and there is not an affordable grocery store in my part of town at all. We are begging you to stop. Industrialization deals with big tech are already demanding more of our money and more of our farmland while the people of Rockford never receive the supposed benefits our city leaders promise. We get higher utility bills, astronomical living costs, and we're left out to dry. We've been paying a price for your gain we're not willing to pay any longer. We want clean water. We want to hear the birds in the morning and wish them safe travels every fall. We do not want the noise and the light pollution that will make our disabilities significantly worse. We want to live a quiet, peaceful life. Don't give Rockford's beauty to another smoke screen. We implore you to hear us and say no to the TIF district and any associated developments. Say no to the expansion of industrialization and the death of our ecosystems and public physical and mental health. Rockford deserves a better future. Thank you.

Good evening, Mayor. Can you hear me? Good evening, our audience and our citizens of Rockville, Illinois. I'm blown away about 250th anniversary for the United States of America. United States of America was not founded. It was conquered, and it was raped, And they told lies. They've been telling lies ever since. And when we use, for example, right now, Donald Trump want to take $5 billion to make gold out of horses on Washington, DC, when he cut the food program and he cut a social social program. You looked around and after, uh, first of all, let me back up. I want to thank Jay. from Rockford Power District. Four years ago, he said, anything that you need, Brother John, let me know. He came through. Now we have the Lutheran Diocese blessing us. We have the Catholic Diocese blessing us. Now I stand with them wholeheartedly. Did y'all learn anything from Flint, Michigan? Why would you want to build a plant on Camp Grant? Camp Grant was founded where they housed the World War II and World War I African-American soldiers. On top of that, you had 2,500 POWs at Camp Grant. Half of Camp Grant was loaned to the airport. The other part was loaned to the woods. They sold part of the plant grant to the woods. That plant grant should not be the place to put whatever it is that she's talking about, the data center. Camp Grant should have a monument there. On top of that, the only place the African-Americans could go was Booker Washington Reservation. Booker Washington Reservation. They couldn't go to the downtown area. They couldn't go across the river. It wasn't until 1979, the early 80s, before a black police officer could arrest a white person without a white officer being there. It wasn't until your father was in office before we could even go across the bridge. How dare you give funds for the casino, you give funds for the Peace and Justice Center, Then you open up a store that's owned by foreigners. Every grocery store, liquor store, and gas station is owned by foreigners. What happened to you helping Opossum Brown with the Rockford Memorial Hospital? It's the first hospital that was here in Rockford. You help others but not help us. Our shortcoming is, and I'm looking at y'all, because we don't vote. You see all the white people sitting here? They come together. You see the Hispanics? They come together. Our black people, we do not come together. And then you have a lady that every time when I get ready to speak, she say is fool. First, she used to say, well, you can't talk. So we don't want to hear what you got to say.

My name is Patty Bremer. I'm here against the data center. And if it passes, it will crush the public trust and our local leaders. I object to the questionable secretive land acquisitions which are happening to the zoning department. I'm concerned about a disaster plan for the data center, what will happen to us residents. Illinois state lawmakers passed a bill Wednesday that enacts critical protections against the most catastrophic risks that the AI systems pose to public safety. The bill will require developers to be transparent and comply to industry studies and give the chance of catastrophic risk. This was past Wednesday. Recently, the data center has been in the works for years. Winnebago County Chairman Joseph Gerarelli stated, the proposal is a result of long-term coordination. It's taken several years of working together with federal, local, and state delegation. He described it as a wonderful addition and said the county is doing everything possible to make it a reality. I had a wonderful talk with a mayor today asking about what our disaster policy is, which is the same question I submitted last week. And he said, we don't have one because without an official proposal, we can't make one. So I find that odd. I've only heard about this data center for maybe six weeks, but this has been in the works for years. Also, it will terribly deprive our drinking water. Under state law, there is an access to safe and cleaning drinking water is a right of all Illinois residents. Providers are required to maintain transparency. If a contaminant is found, they've got to notice people within 30 days. So, the side effects of data centers on humans and animals. Physical and psychological side effects include anxiety, depression, the feeling of being, this is what people have stated they have gone through, the feeling of being microwaved.

I'm going to start with my ending statement since I want to make sure I don't run out of time. I'm requesting that all data center-related reviews and votes be placed on a six-month moratorium. This includes any approvals related to that proposed data center. This will provide enough time for our elected officials to become very familiar and knowledgeable about what these data centers are really all about. Data centers are in place to micromanage all of our activities from travel to finance to social network presence. These data centers' main function is to evaluate our activities and measure them against the pre-approved behaviors the owners of these surveillance centers create. They are part of the social credit scoring system that will determine what we as individuals will be allowed to access. The new monetary system soon to be announced will be a digital system, and our money will have programmability. That means that they can determine what we can and can't buy. These technocrats running these government-approved systems will be able to tell us how and where we can spend our money. These data centers are not a benign instrument. We will lose our autonomy over our lives, as well as the globalist vision of the future they're creating becomes our realities. These data centers are about shaping our behaviors. Everything we do will be evaluated. This new system of government will also be about permissions. It's all about the new technocracies that is soon to become our new governance system. That is if we allow it to happen. Thank you.

And B, variation to eliminate concrete or asphalt paving and replace with gravel for outdoor storage of operable passenger vehicles area in an I-1 light industrial zoning district at 3382 South Alpine Road. Thank you, Your Honor, for giving my voice tonight. First of all, I want to say thank you to the council for the patience in laying this over so there could be further discussion. I also want to thank all the people that sent notes to me asking this to not go through. Because as a result of that, I think there's been great compromise that has come as a result. And so we certainly will be supporting the compromise that's here, and I wanted to say that thank you to this council. As I have it, I didn't talk to Todd or to you, Your Honor, but the proposal now is only 24 attached single family homes, plus existing home at the top of the hill. which I wish I could own, the nice house up there. The proposed plan leaves the wooded limestone bluff undisturbed. The corner of Alpine and Larson is set aside for stormwater retention such that nothing will ever be built on that corner, which was a concern of many people. adjacent to the park undisturbed. The new driveway, as was originally proposed, is being placed further to the west from the intersection of Larson and Elkhine, making traffic even easier to come in and out. I'm super excited to partner with the Rockford Fire Department on Thursday, June 11th at 11 a.m. to 12 30 at Rockford Fire Department Station 6 at 3329 West State Street for Firefighter for a Day. You all will be getting an email from me, but just really quick, you'll have an opportunity to put on gear and go through a obstacle course and learn a little bit more about what our firefighters go through on a daily basis as well as it's an opportunity for us to highlight the launch or opening of the application process starting I believe today, Chief, right? June 1st or is it June 9th? Coming up next week. So June 11th, I'll be sending out the information to all of you here coming up in the next day or so.

I also want to just highlight, I know our public works director is not here and I'll be talking to him offline about this, but the River District in our meeting this morning, thank you Alderman Goldman for also being in attendance at the River District meeting, but there's a desire for signage as it relates to the panhandling and so we'd love to get some signage in the downtown area as we've seen a increase in panhandling in the downtown area and while I'm on signage asked a few times about dumping signs and Looking forward to having those here in the next week or two.

It's not limited like when you're using federal funds in some way or that. You could go under a certain amount. They don't have a limit. They have to function on it.
