All right, time is uh 3 pm. I'd like to call the meeting of the planning and zoning commission uh to order. You may rise and Chris Rhodess will give the invocation followed by the pledge of allegiance. Dear heavenly father, thank you for this day. Thank you for this opportunity to um business on behalf of our great city here in Keen. Please be with all of us as we make our decisions and be with all of us as we go about our weekend. Thank you. Amen. To the flag of the United States of America to the republic for it stands nationy for all. Okay, I want to thank everybody in attendance for coming. Uh this is not not a special meeting but just one that uh was u postponed due to uh attendance issues. So um I'll uh defer any other remarks if the city administration has any comments. Good afternoon. Thanks everybody for showing up. Appreciate you. Hopefully we can uh get some more board members so we won't have to do this as often as we do. Um as far as trying to reschedule and everybody's schedules, um you know, things are moving along with all the developments are going pretty well. We're going to discuss a couple of them today. We're also working on some stuff out at the industrial part that hopefully is good news and we have some really good news here. hopefully in the next couple of weeks on that.
Looking really good. Um, exciting things are in the wings and um, just actually that's where I was just now. I was a little late because I was talking to attorneys about this opportunity, but um, yeah. So, Disney, right? Yeah, Disney. No, kind of. That's about all I have. Okay. All right. Thank you.
Um, do we have any public comments? Okay. At this time, if there is anybody in the public that wishes to speak on a topic of their choice, apparently, um, you may do so. But if not, we'll continue. All right. All right, we have uh two applications for uh review uh to discuss and consider for uh appointment to the PNZ commission filling two vacancies that would expire March of next year. Stephanie Flannry and Carter Schwarz, neither of them, as I understand, were able to be here uh at this time of day. Um, so I don't know if you want to review the application if anybody knows them and wants to speak on their behalf or if we should just table this until next month.
Well, you review their applications. I have um been emailing them back and forth. Mr. Schwarz did update me. Originally, he had applied to be a full member of the commission, but um due to his schedule, he's asked to be considered as the alternate member. Um and then of course Mrs. uh Stephanie Lannerie Lannerie. Yes. Um she does have a background in development working for the city of Cleburn and um would be a great resource but she lives here in Keen. So um she's interested in being a full member. Okay. Fill that vacancy. All right. Um we do have another meeting on the 10th of December.
Uh 8th. Oh 8th. Yeah. 8th. Okay. Sorry. Um, so, uh, we could, uh, take that up again at that time if, uh, nobody's ready to make a motion. Entertain a motion to table. accept or deny. I mean, do we have any reason not to
I have not come across any reason not to uh they it would come before the council on the 4th correct of December and they could be there on the 8th. Okay. Well, if if you make if you make the recommendation tonight, we can take it before council on December 4th. Otherwise, it would be tabled to your December 8th meeting if you wish. Right. Yeah. Why not? I mean, I don't see why not. Okay. Somebody wants to make a motion.

Have a motion by Chris Rhodess, a second by Gilbert Perez to recommend to the city council the appointment of Carter Schwarz and Stephanie uh Flannry to fill vacancies on the planning and zoning commission. Of course, Carter Schwarz would be considered as an alternate and Stephanie Flannry can fill either place two or place four, whichever
she so chooses. All those in favor, raise your hand. Motion passes. All righty. Next item is 6B. Review, discuss, and take action on a request for approval of the final plat for phase two of the canyons development submitted by Kimley Horn on behalf of Dr. Horton. The property is currently located at 303 Wayland Street in the city of Keane, Johnson County, Texas. So, um, is there anybody to speak on that, Don, or uh, just me? Okay.
Yeah, we've been going back and forth for this for a while. Um, you know, they redid when they originally approved, um, through PNZ and, uh, city council was for phase one, two, and three of the canyons. It was owned by JNL Holdings at the time. Um, and then when Dr. Horton purchased the property, they wanted to split it up into just two phases. So that's kind of the big portion of this is just instead of phase three, it's just phase two now. The only other minor changes they did is um if you kind of look up on Wayland Street where it kind of curves, you see there's a water line there. They they're abandoning that water line on this plat. Whereas the other plat that I showed you or just brought to you recently still had that easement there because that water line's been relocated. It's not there anymore. So, those are really the big changes. And then they did kind of clean up uh along the the ditch along the north side there. They kind of had the a weird angle again. in there on on Whan Street. Um they they just kind of cleaned that up, made that uh HOA lot bigger actually. Other than that, all the lot sizes are the same. They didn't change any any utility easements, any rightways. All the street names have been approved by Johnson County 911 addressing. So,
okay. Um I noticed some of these lots are less than 50 ft wide. Is But that that was in the PD. Yes. Did they do all meet? Yeah, there were there was a that were that way, but yes, it's everything meets what was spelled out in the plan development ordinance.
Okay. All right. Is there any discussion on this? Our engineers have reviewed it. Staff has reviewed it. Our attorneys just recently reviewed it. She just had a comment about the signature block that will get corrected for the city secretary. Okay. After any discussion, there's a suggested motion if someone wants to make it.

Item 6C, review and discuss making an amendment to ordinance 2023-665 for Sunset Ridge for the clarification of allowable masonry products and set a date to hold a public hearing on the matter. Okay.
And that's our purview as P&Z. I mean,
yes. Um, again, our attorneys are kind of reviewing all that right now on what the actual powers of PNZ are in relation to this. Um, but because it is a zoning ordinance and it was a PD, which is under chapter 157, was designed under the zoning ordinance. mainly we're just kind of asking for clarification or what's acceptable for masonry products. Yes, sir. You had a question. Um I know that we have that we have that in our ordinances and I don't think it's been updated. Um, but as far as I understand, the state made a ruling change on that like five or six years ago. Um, where we're not allowed to
Correct. If it's if it's legal, then they're allowed to use it. Correct. And and I'm I'll just kind of um there has been a lot of discussion with this. And with masonry, it's typically, you know, you think of brick and and rock basically. Hardy board and right Hardy sighting and and Hardy sighting and so the only reason we're really even having this conversation is because it was in the um not necessarily in our ordinances but in the conceptual
the conceptual plan and I will tell you initially I was a little bit nervous but then I actually went to one of the neighborhoods that they're developing just like this in Granberry and drove through it over the weekend and and I actually like it because and here's the reason. Right now we have four subdivisions going up. And I like the fact that this one from a design standpoint has a little bit of a different look. So it's not all completely, you know, it actually gives more options for people. And did did we bring the pictures and things to show them? Yeah. So you'll see with the pictures, um, it's more I would almost call it like almost farmhouse style like the ones there in Cleveland behind um, see right here.
Santa Fe. Yeah. So, if you look at these, I I really And again, going and actually seeing a neighborhood that's actually going up with the same concept. I actually like it. It gives a little bit more um just more options for people moving into our city. And not everyone's going to like brick and and and rock. So, this gives that option to let people want to be here. I totally agree with you. I I I personally don't care for the all brick. It's just all like, you know, like a Crowley. Like you just go to those neighborhoods in Crowley and they're like every house looks the same. They're all the same brick color. I'm with you. I like the variety. I think it
So So I'm I mean I'm in favor of it. I I don't have all my concerns have been um you know taken care of, but obviously this is where you guys get to you know. So just so it's not being more restrictive, it's actually allowing them more options is what we're looking at. Yeah.
Right. If you look at our ordinance, it actually specifically states masonary is considered brick or stone or rock not to include cementious board, which is tardy board. But that was done in 2011. In 2018, the state came out and said can't do that anymore. You have to go by if it's an acceptable if an acceptable material according to the international building code, then they can do whatever they want. Well, so in the PD ordinance that we did, it just says masonry. Oh, I I know. I I remember having that argument about why Hardy Hardy board was not allowed and I lo I lost.
So, we're kind of here for a couple of things to possibly, you know, again, this is kind more just a discussion and give us some direction. Um because it is a change to the zoning ordinance. will have to be two public hearings and be in the paper and we're kind of working on all that. Um, so what are we what will we be removing the 80% um requirement or what are we well no um I mean Clint Black Clint Black Country Series here Clinton Long is here. He's with MKP Development. Um I don't they would still use the Hardy Plank on majority of the house. Correct. That's correct. Yeah. So, so just not restricting them.
Yeah, it's just it's kind of clarifying what is a masonary product. Is this an acceptable masonry product? Okay. Can we also not right now, but look at what we need to do for that ordinance to get adjusted. So, again, this is kind of we can kind of do this all the same. Maybe we may not have enough time to get the actual ordinance changed just because, you know, it has to be in the paper with so many days and we're trying to help them out, you know, and get the so they can get it sold.
Yeah. I mean, they're they're just trying to get a builder in here. And so, we're just kind of trying to push us along a little bit to to help them out and also help us out so we can get that neighborhood so it's not just streets and and lights. Yeah, I know. Ash Ashton place is a little bit bland. I mean, if if you look behind behind that retention pond, all the houses look the same or like every third house from the backside, you know, right?
Looks exactly alike. So, having a little bit more creativity. There's a the there's a neighborhood over behind in Clebrin. If you go behind Santa Fe Elementary and take a left, it's kind of got a similar look to it. I mean, I think it looks really nice. Um, is that one of yours? Oh, yeah.
What happened? What happened to the city manager having to live in Ke?
Okay. So, um, so somebody want to, um, suggest the wording for that that we need to request or give direction to, just I'll let Holly answer that. Um, if you had specific direction that you wanted to see in a draft, uh, a amending ordinance, we can do that. Um, but we would need uh the motion to set the a public hearing and we are suggesting your next regular meeting of Monday, December 8th at 6 p.m. And that gives time for the notification of everything. Okay.

Uh item 6D, review, discuss, and consider approval of the minutes of the regular planning and zoning commission meeting held on May 12th, 2025. Has everybody had a chance to look those over? And are there any corrections that need to be made prior to making a motion. The last few pages of our packet six months ago, but
we were all present. Oh, actually you were absent. So see that. So So I guess that means I have to make a motion. I move the minutes of the regular scheduled planning and zoning commission meeting held on May 12th, 2025 be approved as presented. Okay. Is there a second? Um I'll make that second. Oh, that's f. Um second.

any more updates on that grant for the comprehensive plan? Yeah, we did uh we've got a meeting next week to actually it's a kickoff meeting to discuss, you know, rolling it out and all those things. So, um we might as well put that on here because I'm sure they'll PNZ will need to get involved with that. Um but at this point, all I know is we were awarded it. Uh we had requested 300, we got 250. And again, the goal with this grant will be at the end of it, you know, we'll have a comprehensive plan. We'll have all maps updated that will show, you know, um all utilities. Um anyway, so yeah, so I'll I'll have more um on that next next time we meet. Okay. Nothing else pressing other than the public hearing.
