Uh in the accordance with the provisions of MGL chapter 38, section 20, notice is hereby given that the planning board will meet today, Tuesday, August 12th, 2025, at 7 p.m. in town hall, meeting room 124. Members of the public are welcome to attend this in person at One Liberty Lane Northbook Mass or by the remote Zoom connection provided. Please note that the Inerson meeting will not be suspended or terminated if technological problems interrupt the remote connection. As such, we are experiencing some technological uh disruptions right now on our Zoom call. We're unable to share our screen or show our image. Um we do have two planning board members that are participating via the Zoom call. Um, Melissa and Dan, if you can go ahead and unmute your camera so we can at least see you.

Um the owner had purchased the property to demo the existing house and then build a new single family house. Yep. On the property. Uh we have been in contact with the owner and their engineer that the amount of clearing did trigger the stormwater permit. So they will be applying as well for your September 9th.

Um and next on the agenda after going we had interviews for the engineering peerreview services for the planning board, zoning board of appeals and the conservation commission. U there was two finalists which was PAR corporation and Beta Group after conduct interviews looking at their prior work um Beta Group was selected to uh do the engineering peer review work. It's a it's a three-year contract with one-year renewal. So, I'm working on the getting the contact uh excuse me, the contract terms together, send it off to town council and then have it signed. A little bit different. It's going to it will be through the land use department cuz it's hand to multiple boards,

We're not ready to u to do that for the board. A couple reasons. Um one of the bigger reg reasons is that your fee schedule is also embedded in ecode now. So it's not just a standalone fee schedule. solar update e, you know, we would have to we got to pay them to update the code. So, we need to kind of look at our budget in terms of how we handle that cuz we will have other updates to e-code. So, um we've got to look at that, but we're not ready to do it as of yet, but I think we will be ready later this year. So, might be November, December time frame.

So, um, MacArthur AB is uh ready and I would ask the board vote to recommend to place it on the November town meeting for acceptance. So, that will be an action item, but it should be pretty quick. Uh, let me see. You can do it contingent if you'd like to do that. Go out and take a visit. I would take your word for it, but I don't know. I have an asville plan. Um this will be done as a taking because if you remember MacArthur AB was a paper street. Uh we had a title exam done earlier this year. There are 13 property owners that have a potential interest in MacArthur A. I did send out a letter to them ahead of time just giving them apprising of uh what that process would look like. Um I've spoken to three of them after talking to them. I think they understood the process in terms of was just this section and um why we have to do it by an eminent domain taking just a clear title on it. So

after that explanation they were they were fine. So, they didn't have any issues with it because for instance, if they and this could change. We don't know until the we get to that point, right? But, um, we'd have to if they don't wave damages, then we'd have to hire an appraiser and so forth. So, becomes a little bit more of a expensive proposition. So, got it. So far, I think we have a green light. So, if you were to conditionally take a peek if you like, that would be great, but we do need to get it on the warrant for November. How you guys doing? I'm Chris Shay. I'm from uh 82 Medway Street, Norfor. Uh pretty much been in town for my entire life. Um as long as my uh my entire family has been as well since god knows probably the early 1900s. Um so yeah, pretty much just been around town forever. I love the love the town. I've moved away a little bit for college, come back and really don't see myself anywhere else. Um, but yeah, so I'm a builder in town, local builder, so we do residential, light commercial stuff. Um, we built house on the corner of Rockwood Road and uh, Boardman. Um, yeah, I mean, honestly, I've been kind of interested in getting involved a little bit into town stuff just to kind of, you know, learn, observe, kind of, you know, figure help out, give back a little bit to the town. that's, you know, kind of helped raise me throughout my entire life. So,

um, yeah, other than that, I, you know, honestly, the way I look at it at the beginning, I'm completely new, 100%, haven't ever done anything like this in my life before. So, I would definitely love to, you know, mostly observe, kind of learn, and, you know, chip in where I can. Um, but I definitely think that uh, you know, me as a builder and, um, you know, working with Rich and stuff, I definitely think that, um, you know, the skill set kind of aligns a little bit with the planning board and hopefully I can chip in where I, you know, can and I'm allowed to, I guess. I'm not really exactly sure the specifics of all that, but um, you can contribute in all the ways we can. You're just limited for voting. That's Limited for voting. Yeah. Love to have your voice.

So, I mean, initially, obviously, you know, when you're a young uh construction worker, you definitely uh it's definitely a little harder to earn the trust of, you know, people that are have been in the industry for a long time, just cuz I mean, it is a industry of um you know, experience. So, it's really hard to it is a little bit hard to kind of break into that and, you know, kind of earn the trust of everybody. Um, but I think in working with, you know, Bob and the different inspectors over the years and Rich and, you know, worked with Sue a little bit and stuff like that, um, I definitely, um, the relationship has grown over the time. I think I've learned a lot from from you guys and I think hopefully uh you know at some point we can help each other out and you know hopefully uh you know at certain times certain towns I' not this town specifically but um there's a little I feel like today and age there's a little disconnect with builders and you know town department sometimes just cuz it can get I don't know it's a little little convoluted sometimes there's a lot of gray areas so that's also definitely an an area I would like to you know hopefully contribute to over the course of you however long I may be involved in anything here um to you know ease ease that uh relationship a little bit so to speak. Um so to speak to you completely honestly at this point I can't give you 100% yes on that. Um, you know, personally, I would love to I really need to see how much, you know, of a time commitment first of all that, you know, I would hate to I don't like to commit to anything that's I can't give my full, you know, self to. Um, so being a business owner, I'm definitely a pretty busy guy and a new child as well. So, um, this is definitely a mostly a learning experience for me along the way, but I definitely, you know, at the end of the day, yes, that is ultimately the goal, um, is to be, you know, to stick around for a long time as I plan to be on Medway Street for quite a long time. Uh, having grown up in Norfol and being a builder here, um, what are, uh, what are your thoughts on on what the town needs to focus on, you know, shortterm or medium-term, um, in order to to get what the people want in here.

So, I mean, I think generally off the top, I mean, I think this town is a really nice, quiet, you know, it's not really it's not really like a you don't come to Northfor for, right? We don't have grocery stores and stuff which I think is a really nice touch because it keeps it very calm and quiet and I think a lot of people love that. U definitely one big area I think I would you know hopefully the town could improve on at some point and I know this is there's other things pending on that as far as you know not having town sewer in the center of town stuff like that. I think the center could use a little um more you know excitement as far as restaurants or you know anything like that to kind of draw into the town. And again, obviously, I know that's a little little difficult without having town sewer and stuff like that, but again, that could be hopefully somewhere where it could maybe, you know, help along down the lines and, you know, help arrange and stuff like that. But ultimately, I think the town does a great job of, you know, keeping its charm, keeping its, you know, true roots for the most part. So,

Um supervision for the construction of uh Norway Farms has been through the Norfuck DBW department. Um so this bond reduction is coming from DPW their recommendation. There is a uh if you saw there was a letter that was provided to DPW with some photographs of some of the work that was done. Maybe you had a chance to go out and take a look um as well. Um they've done a a nice job out there on the sidewalk is in obviously uh cuz that's one of the items that's being requested to be reduced. The sidewalk between uh Norway's Farm Drive and Cresburg Road. Mr. Amanov on the agenda 117 down to 59.

Countering back to them saying those estimates are not too high. So we're looking at a delta of about 4K between where we want to be and where they're at. Yeah.
