I wanted to take public service that has made stronger leadership grounded in something very simple yet very powerful. We treat people with respect. We stay open to good ideas where they come from consistently residents that we serve to step in and be part of the solution. This is how trust is built in government. service has been an impressive one. We were first elected as a trustee back in 2007 when you served our village through 2014 including work on the park development authority in 2018. when they vice chair again. Tonight, I'd like to thank the members of the board, the county staff, community partners, and the residents of Kosha County. Tonight is a moment of gratitude and reflection, a farewell rooted in pride over what we have accomplished together over the past two years and hope for what lies ahead for our county. Serving as chairman of this board has been one of the greatest honors of my life. Working alongside each and every one of you, supervisors, staff, municipal partners, nonprofits, and residents. You have allened my respect for public service and for what we can accomplish when we work together with a purpose and a commitment. Together we have made meaningful progress for this county. We have stayed disciplined with our budget while continuing to invest in the services our residents rely on every day. We have strengthened our infrastructure, improved our roads and facilities, and continued thoughtful long-term planning to prepare county for its future. We've expanded support for public safety and human services, recognizing that a strong community depends upon both protection and compassion. From enhanced resources for law enforcement and emergency response to expanded behavioral health initiatives and partnerships, we have worked to meet the evolving needs with care and responsibility.

We have also worked to improve transparency and communication, ensuring residents have better access to information and a clear understanding of how their county government operates with the implementation of live streaming committee. Trust is built through open I believe we have taken important steps in that direction. And through it all, even when we didn't always, we showed up. We had the hard conversations and we did the work and that's truly what matters. I want to sincerely thank each and every one of my fellow supervisors. It has truly been a privilege to serve along each one of you. This work is not always easy and I'm deeply appreciative of the commitment each of you. representing your districts and serving this county. I have learned from all of you and I greatly respect the time, energy, and heart you dedicate to this role. It has been an honor to serve with you and I will carry this experience with me always. I also want to recognize executive and thank her for her support and I appreciate the friendship we have developed along the way. I have generally enjoyed working with you as we move county forward together. To vice chair, thank you for your unwavering support for stepping in and being present when I could not and for your genuine friendship. It has meant more to me than you know. Over the past couple of years, my family has grown in the most meaningful way. It has almost doubled in size. I now have a beautiful daughter and two amazing grandchildren who bring so much joy and light into my life. Watching my family grow has been one of the greatest blessings and it has made me realize more than ever how precious time is and how important it is to be fully present for the people you love. I find myself wanting to slow down a little bit more and be there for the school events, the everyday moments, and the memories that matter most. That time with my family is something I am deeply looking forward to. I also would like to state that I could not have served in public life for these past eight years without the love and support of my family who are all here tonight. Their patience, encouragement, and understanding has made it possible for me to do this work. They have been my foundation through the long days, long nights, and many hours away from home. and I am forever grateful to each and every one of them because at the end of

I left a handwritten letter for the incoming county board chairman on the desk in the chairman's office. In it, I shared some perspectives and reflections from my time in this role, and I hope that it might offer some value as they step into this new position. I hope that this practice continues and perhaps becomes a tradition so that each new chair can benefit from the experiences and lessons of those who served before them. Thank you. This position will be funded by the Department of Corrections general purpose revenue from January 1st, 2026 through December 31st, 2030. Uh, ask for the board support. Thank you, Supervisor Franco. If you're against, vote no. and resolution 179 passes unanimously with 20 votes. Resolution 180 from the Judiciary and Law Enforcement and Finance Administration committees, a resolution to accept the Sea Dog Drug Trafficking Response Grant Funding. This passed unanimously at both committees. Supervisor Brook House and Gray were excused from Judiciary and Law Enforcement Committee and Supervisor Brook House was absent from the Finance Administration Committee.

Supervisor Franco, I move resolution 180. Moved by Supervisor Franco, seconded by Supervisor Noodle. Supervisor Franco, the Judiciary Law Committee passed a resolution to accept the 2026 drug trafficking response grant for the Kenosha County Sheriff's Office. This $50,000 grant will be divided up between five counties. Konosha County will receive $10,000 and the grant will not require any tax levy dollars or additional monies from the general fund. The grant proceeds will be used primarily to purchase surveillance equipment and other supplies needed for drug trafficking operations. I ask for the board's approval.

So, the county uh Kenoshi County Parks Department is interested in developing lands for public outdoor recreation and essentially this resolution allows the director of parks and recreation white more to act on behalf of Kenosha County to submit an application to the Wisconsin DNR for uh any financial aid that may be available. So apparently there is something called the 1993 international migratory bird day and uh ever since then it's has brought uh public focus to all kinds of species of birds that travel from what is this North America, South America, Central America, all over pretty much to the northern hemisphere. And uh although the holiday is technically the second Saturday in May, it's observed pretty much the entire uh month uh this past in committee and we humbly ask for the board support.

Thank you. Uh this is the annual resolution that closes out the fiscal year. Most importantly, the resolution includes a final and assigned general fund report that shows that the county ended fiscal year 2025 with a material surplus of just under $2 million largely due to a 7.8 million overall budget surplus in human services. This department deserves to be commended for all their hard work in providing care for all the county residents it served in 2025 and doing it in a fiscally sounding sound manner. The resolution as recommended by the administration is requesting that the data of the nearly $2 million surplus 1.1 million be allocated to the new human services building fund bringing the total to 3.3 million allocated there over the last three fiscal years as allowed by budget resolution language. This allocation will reduce the amount that the county will ultimately have to borrow and finance when the human services building is purchased. In addition, this resolution this resolution pays back the 500,000 to the El insurance fund reserve fund that was used to shore up the overall deficit in 2024 fiscal year. This resolution also eliminates the non-current liability of Brookside that was created when reservers were tapped to complete the building expansion and renovation. Finally, on page eight of the resolution is included a list of uh operating expenditure carryovers and repurposing of capital budgets from 2025 to fiscal year 2026. The finance committee approved an amendment to carry over $15,000 of county board surplus to be used for 2026 staff development.

First off, I just want people to know that me and Mark don't agree on everything. Uh but I do think Mark record of public service speaks for itself. Through his work with the town of Randall and his service on the Konosha County Board, he has demonstrated a deep and consistent commitment to the residents he represents. He understands local government from ground up and that perspective is invaluable in leading this body. He brings a steady, thoughtful approach to decision-m, focused not on politics but on people, Mark listens, he collaborates, and he works to find common ground. All while keeping the best interests of Kenosha County at the forefront. At a time when strong, steady leadership is essential, Mark offers the qualities we need, integrity, fiscal responsibility, and a clear understanding of the challenges and opportunities facing our county. He has earned the respect of his colleagues through his professionalism, his work ethic, and his willingness to serve. Leadership is not about titles, it's about responsibility. Mark understands that, and he has shown time and time again that he is ready to lead with both humility and purpose. Supervisor Gashki is a dedicated husband, father, and public servant. He and his wife have been married for 22 years. And in addition to raising their two adopted children, they are the co-owners and operators of the Harmony Music School, which has operated in our community for the last 15 years. Since joining the Kenosha County Board in 2018, Supervisor Gashki has served on almost every committee. He served as both chair and vice chair of the planning development and extension education committee, chair of the land and water conservation committee, and vice chair of the legislative committee. In addition to serving in a leadership capacity on several boards and commissions that benefit the residents of Kenosha County, Supervisor Gashki has spent the last two years serving as vice chairman of the Kenosha County Board. During his tenure, he and former chairman UAS have fostered an environment of mutual respect and camaraderie. He has helped to build an environment where the focus is not on whether the decisions we make move the board left or right, but whether or not the decisions we make move Kenosha County forward. I am urging my fellow county board supervisors to continue the progress we've made over the last two years and join me in nominating Supervisor Gashki to serve as our next chairman of the Kenosha County Board.
