Their assets, that's usually through funds. So the most common is like a donor advised fund.

But what I love and what all of the staff at CFL actually have are charitable checking funds.

It's like a checking account. But it's for your charitable dollars. And it's all organized in one place. So when I go for tax season, I just log into my little donor portal. I pull that list and I can report it out. It makes it a lot easier. But then on the flip side of that, we do have Invest Louisville, which is our impact investing program. Basically, through research done by our community, there's a $250 million wealth gap on racial lines in Louisville. And so Invest Louisville is seeking to close that gap, right? And create more opportunity for everybody, okay? And we do that through loans, debt guarantees, equity, you name it. So that's a cool program.

This meeting is being held pursuant to KRS 61.826 and Council Rule 5.8. With me in chambers are Councilman Leninger, Councilman Herndon, Councilwoman Shanklin, and joined virtually by my co-chair, by my Vice Chair Marilyn Parker and Marcus Winkler. We do have a quorum. The first item of business is a CIF appropriating $22,000 from District 10 Capital Infrastructure Fund to Public Works to fund a comprehensive sidewalk survey to evaluate the status of all sidewalks of Louisville Metro Council District 10 for maintenance and repair based on grading status. Justin Soper, Legislative Assistant to Councilwoman Josie Raymond, Metro Council District 10. You pretty much covered it. We are facilitating a sidewalk site to be done all throughout the district so we can kind of level where the priorities need to be on every sidewalk surface that needs it.

uh so this is just going to be the review this is not going to be putting any money towards the actual maintenance and repair based on the grading this is just asking public works to go out there and and evaluate all the sidewalks in district 10. that's correct yeah this amount is just for the survey to be conducted So, and this is outside of the normal operation and valuation of Public Works for these sidewalks then?

I know they've done it in the past. You'd have to ask Public Works a little bit better for that, but they said that they've done those in the past. It's just to facilitate that for them to send people out there to go out to grade each one. That's how much it costs, yeah.

Did Public Works give you all a time about how long that this will take to be able to evaluate?

No.

No, I can follow up with you later. I was just curious if this was a very long-term project kind of thing or if this was something that is kind of a quicker thing.

Charles Gartons, Councilman Ben Acker's office, District 26. These funds are going to be allocated, directed over to Louisville Metropolitan Police Department 6th Division for some increased traffic enforcement throughout District 26 and some of our high traffic problem areas.

Thank you Mr. Chair. So I've got a couple of questions about this. First of all, we have had an issue with overtime funds that have been appropriated by the council then being canceled and sent back by LMPD. Has anything changed about what's going on with that? I know that it's happened several times that people have appropriated some of their discretionary spending for overtime, and then LMPD has said, well, you can send us the money, but we can't do anything with it. Has that changed?

I've heard nothing in that regards. I don't know if that's more on the public safety with with chair Simon that regard, but we've not been informed of anything of that sort.

Okay. And then my second question, I know that we have generally concerns with legislating the executive from this chamber. I disagree with some of our members about that. But we are not only sending money over to the sixth division, but we are directing them in this case on what we're going to do with those funds. Is that part of when... Because I assume that the 6th Division has accepted these funds, for example, right?

Correct.

And so they've said, you know, we'll take these funds and we're going to use these for traffic enforcement specifically.

Yes.

Do we have an idea of how, and I don't know if they expect you to have it necessarily, but how far $30,000 will go in regards to something like this?

I can't answer that. right now, but the last time that we did send money over there, it didn't get back to me. It broke down in hours, days of manpower. It got sent back to me as it related to actions that were taken from traffic stops to arrests to curtailing speeding and drug charges, all on those roads that we're concerned with.

So you got less our idea, but more of the results?

Yes, less our idea, yes, sir.

Charles Weathers again. This fund is going to be used for the connectability to go ahead and connect and complete that sidewalk section from Hurstbourne Lane to Bardstown Road to Taylorsville Road.

Thank you again, Chair. Sorry I've been so active. I just wanted to say that I'm really happy to see this project going forward. Hurstbourne Lane at Bardstown Road and has seen a number of pedestrian facilities in the past 20 years. My family lives out that way. And there was even a particular individual who was a friend of my family's who died some time ago. And so I'm glad to see this investment in infrastructure in Jefferson County.

Caleb Howard, District 2. This one doesn't technically need a speaker, but it is just for a T-ball field that we have that's owned by Metro behind the Boys and Girls Club, and it's had so much overgrowth with like ivy and stuff on the backstop that it's really not very usable right now. And so this money went towards spraying that, and hopefully it will be a little bit in better shape.

Yes, sir, also before I forget, Councilman Owen wanted to add 1,000 and Councilman Sime, 500. I'll be asking the council meeting for other contributions. That puts us right now at $6,000. We'd like to get to at least 10, hopefully 15, and this year in particular, just to honor the Coalition for the Homeless touches everybody everywhere eventually, and this year, Natalie Harris, the longtime director, is gonna be retiring at the end of the year, so we'd like to give her a salute and a boost on our way out to give as much as we can get for this critical work.

Thank you, sir. Yes, this is a group that's gonna put on a wellness event that'll be teaching healthy habits to people of all ages. They'll have therapists, mental health professionals, et cetera, to just promote healthy lifestyles, which in this case includes critically mental health services, which are so often forgotten.
