Meeting to order. All are present except for alder debates. Reckleberg, have on Zoom. Public comment. Is there anybody here for public comment?

0:28 – 0:460

Yeah, right up by the mic here. Just so you know, you have five minutes and we're not allowed to comment or answer answer questions or anything. Yeah. Yeah. Okay. So not to say this. So

0:52 – 1:121

I I come as, like, a a humble neighbor like Jason's. Twenty Twenty twenty two, I adore Manitowoc. My kids love it. My partner does. Family. I I live close to time out, which is, like, a interesting place because it's a River Valley, and there's, like, a

1:14 – 1:461

That. We'll couple years, if there's any nice days, it's just like Daytona basically out there, and the bike started about 07:30. I love bikes. I've owned them. I have a guess I have a prearranged, I guess, kinda compromise with the city attorney whereas we could put up some signs.

1:46 – 3:031

That way, it doesn't burden our police force with, you know, And we'll then to that. That goes beyond the city ordinance. So the, I guess, ask is signage that the city attorney has agreed is reasonable common sense kind of thing similar to Calumet Avenue where there are some old fading ones. The also, the Department of Transportation, like, kinda higher up staff has also agreed that that's, like, a very reasonable ask considering that that's a aging intersection, intersection and it's got some, like, weird safety stuff that needs to be talked about down the road as Manitowoc grows as people push towards the lakeshore as more people use that as a corridor to Door County. So I think, it to me, it seems like something that's very low key, doesn't affect the economics as much, but still is like a little bit of, like, reminder that there is a city ordinance for noise decibel.

3:03 – 4:101

There's also a city ordinance for like disorderly conduct with the vehicle as well if you wanted to take it that far. I mean, there are rules out there because, you know, like, you know, it's as we are as George Cassandra says, we're living in a society that's I wanna not take any more time, but, yeah, it would be like buy time out area. And, also, like, people hit it towards, like, the lake on Waldo as well, but mostly time a 20 foot berm along Michigan towards that neighborhood up there. So people do know that there there is an issue with, like, the acoustics. And instead of dissipating the sound proliferates as it echoes through that valley.

4:101

Thanks again. Thank you.

4:17 – 4:450

Anybody else for public anybody online? Nope. Second call for public comment. Last call for public comment. Public comment is closed. Consent agenda. Is there anyone who would like anything removed from the consent agenda?

4:472

I'll make a motion to approve the consent agenda.

4:49 – 5:100

Second. Discussion? Other debates. Debates. Cummings and debates. Discussion? Okay.

5:112

All those in favor?

5:120

All those in favor?

5:133

Aye. That

5:160

was loud.

5:20 – 5:320

Discussion and action items. 26Dash0029, sex offender red residency board appeal for Giovanni Ortiz.

5:52 – 6:174

obviously, mister Ortiz is not here. He's in jail right now, so I didn't expect him to be here. And they don't let you up up jail to to go to these things. So he this is a situation where the gentleman lives in Brown County. He's never lived in the city of Manitowoc or, I don't believe, Manitowoc Obviously, he meets the definition of a sex offender and would need an appeal here to actually live in Manitowoc.

6:19 – 7:084

The address that they are looking to move him to is the TLP, transitional living place for, usually, the most you can stay is ninety days, something like that, which normally I wouldn't be too worked up about that and maybe allow that until the person can find a place to live somewhere else outside of the city. Our this individual, his his the reason that he's a sex offender, the violation happened in the city of Manitowoc. We handled the case. And after he was found guilty and let out, a probation agent allowed him to stay at the TLP, which is against the rules. But that individual didn't realize that about the ordinance.

7:08 – 7:384

And while he was at the TLP, he walked past the victim's house, which is he was ordered to have no contact with that young girl. And the mother saw that. So my concern is he's lived at the TLP before, which he shouldn't have, which is not his fault. And at that point, he's walking a quick trip with another person from the TLP pass his house, which, in my opinion, didn't need to happen. I know where the address of the victim's house is, and I know where QuickTrip is, and I know where the TLP is.

7:38 – 7:584

So that was unnecessary. So so I have a big concern that if he was allowed to stay at the TLP even for ninety days, then he might victimize the family again. As you can see on the second page, he hasn't received any treatment. And when we talk about community ties and support, there is none. He is not from here.

7:58 – 8:384

He doesn't have any family here. The only reason that they wanted to put him at the TLP is that Green Bay and Brown County is not allowing him to stay by his mom or by his sister, because it's by a school or something similar to that. So, this individual probably belongs back in Green Bay or the Brown County area, hopefully they can work something out because that's where his support system is, and that's where he's most likely to succeed. So my recommendation is to not waive, the sex offender ordinance for this individual. I don't take any questions. Senator? No questions. Question.

8:400

Go ahead, elder Eckleberg.

8:423

You talk about our TLP. Do does not Brown County or Green Bay have something similar?

8:51 – 9:114

They may not. That's why a lot of times we end up housing them at our TLP in the city we have on South 19th Street. But I'm not sure. To be honest with you, don't know if if Brown County has it or not. I just know what we have.

9:130

Anything else, elder Cooper?

9:15 – 9:274

And the other thing is he's his probation officer is Manitowoc County because his offense took place in in Manitowoc. So that's kinda why maybe they're having easier time trying to place him in Manitowoc than Brown County.

9:28 – 9:423

I, I plan on supporting the, police chief's recommendation to deny this waiver. And when it and when it's appropriate, I'd be happy to make that motion.

9:440

Any further discussion?

9:472

Nope. I was actually gonna make the motion, but I'll let alder Ruckerberg have it and I'll second that motion.

9:520

We have a motion and a second. Discussion? Seeing none. All in favor?

10:030

Unanimous.

10:072

10:080

10:113

10:132

10:163
