Okay, we are live. Good morning everyone. Welcome to the Tuesday, September 9th, 2025 Alyria Planning Commission meeting. Um, at this time we'll call the meeting to order. Roll call. Mr. Aiden here. Mr. Battle here. Mr. Huard here. Mr. Rivera here. Director Panowski. Mayor Brewaker here. Mr. Tedro. Okay. Um, I'll entertain a motion to approve the minutes as distributed from the August 12th, 2025 meeting. So, move. Moved by Miss Rivera, second.

There is no new business, no old business, and zero public hearings. We'll go right to item number eight. And the only item we have on the agenda for discussion this afternoon, planning commission case 202510 0110 0. Lorraine Metropolitan Housing 1600 Kansas AB Lorraine Ohio requesting a lot consolidation of 62 parcels for existing Wils Villa property I believe into two parcels. So there's a proponent here to speak to this. You come to the microphone over here and state your name and address for the record please. Good morning. My name is attorney Scott Ourelia with Gmbala McLaclin and Pakora. My office address is 5455 Detroit Road, Sheffield Village, Ohio. And I also have Travis Dunlap here. Um he is with Raise Up or Lorraine Metropolitan Housing Authority.
And do you want to state what we're looking to do here?
Yeah. So, um, Raise Up, which was formerly known as Lorraine Metropolitan Housing Authority, is doing a $25 million redevelopment of the Wils Villa complex, which is scheduled to start in November. Our financing is set to close in early November. And as part of the financing for the improvements to the project, um our engineers have recommended for simplicity stake that we um record a plat essentially um creating a new legal description for those 62 parcels. Um essentially we're consolidating those into sublot one and sublot two as depicted on the plat. Um the purpose is simply for ease of working with the various legal descriptions. As opposed to 62 legal descriptions, we're now going to be working with two legal descriptions. Um the plat has been approved by the county auditor at which we submitted it to the auditor at which point um it was reviewed by the engineer and it was suggested or questioned whether we needed to come to planning commission. though out of an abundance of caution, I believe we are we are here today and we've worked with uh Mr. Shonig and the engineer um as well and I think all uh concerns have hopefully been eliminated or resolved I should say.

Thanks, Mr. Chairman. Uh just for the uh the committee's uh sake, uh there are some a number of easements that aren't shown on here that we are working with the engineer as far as just making sure that they are identified as part of the overall consolidation just so that uh it it's it's been u memorialized. So, but uh at this time as gentleman said I do recommend we move forward with approving this continue that all the easements are shown on the plat which I don't believe the revised version or the version you have in front of you shows it but the revised version that I've seen does have it on there you're comfortable yes great thank you assistant chief G

And I'm assuming that's based on the amended or the the uh revised diagram showing the easements. Correct. Yes. So I do have a motion by Mr. Hubard.

If I may ask one question and maybe it's more appropriate for the law director, who would we need will we need someone to sign off on the plat? So, presently we have um just the auditor signing off on it. So, and that's something I uh Mr. Craig, we could have the chief building official sign it now that we've got the plan commission approval. You'll also get a letter indicating the approval. Okay. Does that suffice?
Yeah. Very good. Mr. Farus, if I may. Absolutely. Mr. Chair, through you. Uh, Daryl Far, building official, zoning administrator. Uh, typically when a plat is signed, the engineer is also a part of that. From a zoning aspect, I have never signed off on a plat. I can I haven't technically reviewed it. I deferred that to Mr. showning as he's assuming responsibility but I would ask that it include the engineer because it involves easements etc. Thank you. So what we'll do just for the sake of your sanity we'll make sure that uh the building department and the engineer and if needed the planning commission chairman myself would sign off on that as well as a letter coming from the commission stating we've approved this. Very good.

Um the next item on the agenda is item nine which are summary reports of design review applica applications that have been already approved by design staff. Are there any questions in regards to any of those from the committee? There are no staff or commission reports on item 10. So at this time uh our next meeting will be October 14, 2025.
