I think VA, you have a couple of things.
Thank you. Um, Alderman Loach Miller, this committee and Mayor Dimmit have been talking about how we can increase the sewer lateral improvement program fee. And finally, there is a House Bill 2843 that would expand the authority for local governments to fund residential sewer uh lateral repairs through a voter approved annual fee if this is approved. So, it would increase the fee from 50 to $100 per year. Um, part of this bill would be to determine how property owners would pay the bill. Um would it be so right now it's build as part of your um property tax. So would it be built quarterly or annually um to fund the lateral repairs? Also it would now include condos with six or fewer units um per building. So, um I will continue to monitor this and see um whether it makes its way to the governor and if he signs it, then we would have to put it um on the ballot for our voters to approve it. Next item, Great Rivers Greenway. Mara Perry came to the last meeting to talk about this partnership with Great Rivers Greenway. Um partnering with the cities of Brentwood, Rockill, and Leoo to study a possible extension of the Deer Creek Greenway westward from Webster Groves and Brentwood through Rock Hill and Leoo. There are multiple community open houses. they would like to hear um our residents feedback. The next one is scheduled for Tuesday here in Brentwood, February 17th from 5 to 7:00 at the Brentwood Community Center. Um Michelle Ber has been doing a fantastic job of promoting this through the city's different communication platforms. There's another one in Rock Hill on Tuesday, February 24th from 5 to 7:00 at
the Rock Hill City Hall. And the last one in Leoo is on February 26th from 4 to 6 at the Leoo City Hall. So we hope that we have great attendance so that they can garner feedback from our residents. I have two quick things. Uh thank you alderman lock miller. Um so first is for Dan and the public works team. I'd just like to thank you for the new trash can uh at St. on St. Clair near Litzinger. It's a I've gotten quite a bit of positive feedback from neighbors. So, thank you for that. And then the second thing I'd like to um sort of ask staff if we could look into is u there's been a lot of concern in Rock Hill about the um cultivation facility for marijuana. And um after uh talking with Whitney, I've understand that uh cultivation facilities are uh permitted in light industrial. And I'm wondering if uh we could look into whether it makes sense to make that a conditional use or whether we can prevent uh cultivation. I don't know if that's allowed with state law. Whitney's nodding no, but if we could look into whether it makes sense for us to have that as a conditional use in light industrial. And so if we could have staff look at that and and bring it back, I would appreciate it. And I certainly don't want to do anything um to prohibit dispensaries, but just the cultivation.
Would you mind making an end to a motion? I'll make a motion to direct staff to uh look at making uh cultivation facilities of uh marijuana a um conditional use in light industrial. Second. Dan. All right. Uh have some miscellaneous project updates like we do at each meeting. Uh so for Mcnite Road Tapco estimated delivery around the 13th which would be tomorrow. We actually did receive some of the boxes yesterday. So we actually have the rapid flash beacons and the push buttons. Uh the other pieces which would be like the solar panels and that those should arrive if not tomorrow then early next week. And then they said after all the boxes are confirmed you know we'll open them up make sure all the parts are there. Then we'll figure out a date uh to have the lift or bucket truck whichever brought out and then we'll I have to notify uh Leoo as well since we'd be working on there right away. Uh 2832 2828 Manderly. Uh we're still waiting from the contra or for the contractor to provide the uh block so that we can uh present that to one of the uh residents. So we need the block color, texture, all that stuff. Wanted to bring her a sample. So waiting for him to deliver that and he was wanting to start after the rain uh period of spring because he said as soon as he pulls away that existing wall then it's exposed earth and he doesn't want to try to tackle that if it's going to be rain. So whenever we know an exact date we'll provide that. Uh Manchester Road I know that the uh cabinet on the north side just around Dorothy that's been ordered. So that's going to take several months to get. They're targeting like May of 26. So, it has to be all welded and fabricated and all the parts put in it before it gets hauled out there. Uh the four street lights on the north side of Manchester Road closer to what used to be Circle K. Uh soon as the weather breaks, I know he's going to be out there boring, so they have to put a new conduit and wiring to get those four
lights working again. And I know we just uh had him order a new light over by what used to be or still is the self storage. So, that's the one that's leaning. It's got a break or broken luminere. It still works, but he said you can't really straighten it out since it's aluminum. So, we're just going to put a new light in there. And then we're going to keep that one because it has enough good parts on the uh straight pieces that we'll just keep it as a spare in case something gets damaged down the line. Uh the mutual aid agreement that's been signed, I know Chesterfield acknowledged uh receipt of it. We did get a copy of it back with all the cities. So whenever there is, you know, I guess some sort of an emergency, we can call any of those member cities. Uh Litzinger Road Bridge, I know we closed that out. We received the U invoice from Imperial Fence. That one's uh an insurance claim. So a motorcycle went through the fence and we've got the police report and all that. So now that we've got the invoice, we can turn it in and get reimbured. So it's a little over $2,000 for that fence, but we should be getting that back. Uh the sidewalk cutting folks, precision concrete cutting, there's just a few small areas left in Brentwood Forest. Most of it's done. Uh they're targeting, you know, sometime late February. So with the weather being nice next week, I would think that they get everything done and then we'll be able to close that out. Uh this Hampton Creek, we still don't know from MSD uh who their uh contractor is. I know it has to go through their board to be approved. As soon as we find that out and they're scheduled, then we'll u send that to the communications manager. so we can get that posted. And then this uh site 2026 infrastructure expo, we've attended that in the past. Um it's on February 24th. It's at the St. Charles Convention Center. There's no cost to the city. Uh we did put together a PowerPoint presentation of our various projects. So I know for parks, it includes like Hanley Park, the parking lot expansion. For me, it would include some of the
trucks, the 2026 streets that we had in the budget. So, it's just trying to get, you know, contractors and others, you know, to look at our projects and then eventually we'll bid those out. I know other cities are there, too. In the past, it's been U of Allen, Depair, uh, Town and Country, Manchester, several like from our area, but it's pretty big thing since it's at the convention center. And I don't know if you have any other questions. I guess we'll roll into the MSD uh project clear. What's your growth?
Yeah, we received a letter from MSD. They did this one. They did select a contractor. So, Bates Utility Company will be their contractor doing this work. The good news is that it only affects a sliver of Brentwood. So, there's a map with your packet. It's just south of the uh Metro Garage. I think they're like 3,000 South Brentwood if I remember correctly from the GRG project we did. But starting in the wetland, uh there's going to be a boar going from east to west or west to east. I'm not sure which way they're boring, but probably east to west. But there'll be bore pits on either side of the road. They'll have to get a a county permit to do that since that belongs to the county. And then once they're on that west side, all of it stays in Webster Groves, so it shouldn't really affect us. You know, it's it's outside the paved rightway limits of Brentwood Boulevard. But, you know, I'm sure that there'll be some noise. It's just good that it's not near residential area. Uh there is an actual virtual public meeting if anyone wanted to attend. It's Wednesday, February 18th at 6 p.m. They do want you to register. Uh they give you a link, you know, msdprocar.org, and then it's got the uh project number, which is 12276. Uh if you register, then you can ask questions. Um I know that there's you can do like a chat. uh they'll go over the staging and all that stuff and the uh timeline. So that's next week. I've already signed up. I'll bring back whatever information they present to us, but that's pretty much it.
So Dan, I have a question about the um not this MSD project, but the MSO Mary and the the tearing up of much of Ward One. Do you have any sense of when they're They're still getting easements because we had a resident on St. Claire call us that she did not know. I guess there's like some financial form because she provided an easement. So, she didn't have that form anymore and wanted to know if she could get it from us and they said, "No, that's MSD." So, we put her in contact with the Rideaway people and we actually reached out to them as well. They sent us an email saying that they would follow up. Okay. So, they're still acquiring property. It's supposed to be this year, but I thought they don't have all the property secured, so they won't bid it until they've got all the easements.
Okay. So, I can touch base with the rightway folks and see what the new time frame is. It was supposed to be like as early as summer of 2026. Yeah, if you don't mind, that'd be Yeah. No, no urgency, but I'm just sort of curious because that'll as soon as we know anything, we need to really Yeah, because that one drastically affects us for years. It's going to shut down intersections and it's going to, you know, impede traffic on one side of the road or another. Um, I know Stratford in particular, I'd asked them questions like, "How do you get to the back of your house if you're tearing up the alley?" So, thank you. Yep. All right. Thank you, Dan. Thanks.
Uh, parks and recck department has no report. We'll move on to planning and development. Whitney, you have a report for us? So for the month of January, there was 167 new building permits and 680 inspections. Code enforcement had 35 new cases and 75 inspections. We are also in the process of business license renewal. So by the end of last week, there were 394 business license that were issued. 23 um were that week um with 89 in the renewing state and 14 new and 68 are awaiting payment or additional information. We also require uh contractors have to register every year and that we've processed 1413 of those. Um last week there were 15 new and 26 awaiting payment. The planning and zoning commission meeting met last night. Um they adopted the commercial architectural design guidelines. We've completed that. Um the veterary emergency group comprehensive sign plan was continued to the March 11th meeting. The chiller equipment for the sound abatement at 2555 Hermlan. Um they recommended approval. So that will be on the March 2nd meeting. um the conditional use permit for honey coffee at 13 Brentwood Prominade in the former Great Clips space in the Brentwood Prominade Shopping Center. They recommended approval. So, I'm working to also get that on the March 2nd meeting for a public hearing and first review. And then the 9-unit town home development at 88:15 MGE uh was continued to the March 11th meeting for
additional review. We've received three other applications for the March 11 meeting. Um, but we will also try to get the text amendment um on that as well. Promising. Um, our architectural review board is next week on February 19th and we have two projects. Uh, continuation of the home at 2002 South Brentwood Boulevard and a new addition to the home at 2438 Burton. Um, in the notes it says the board of adjustment is to meet on February 26. However, they submitted a revised drawings that didn't get public notice in time and requires renotification. So, that is being postponed to the March 26th meeting.
All I have questions. Whitney, I have a question. So, it was in uh the Friday administrator's report, but it has to do with the permits you were talking about. I notic there would seem to be a trend of a lot of people not having occupancy permits. Yes. How do people know they would need need one? The property owner is supposed to require that. Uh we do get a report from Amaran on new connections. So we go through that and send them a notice that they need their occupancy. I was just curious. Yeah.
I wonder how if someone moved in, they would know they needed to get that or who was responsible for making sure they got that. interesting way of doing it. Thank you, Whitney. Thank you very much.
Sustainability Commission did not meet because of the storm. We'll move on to consent agenda. It just comprises the minutes. If there's no changes to the minutes, can we once again do acclamation? Approve acclamation. On to old business. Uh Dan, I believe we're going to talk about the motive fleet and management GPS. Yeah, this was uh brought up a couple meetings ago. Uh currently we use US fleet uh as our GPS system or platform. These uh motive units can do regular GPS functions. You can set up geo fences just like with US fleet. Some of the uh advantages of using the motive would be that we have the vehicle telematics. So, if the mechanic um wants to, which he's already done with the trial units, set it up so that it sends an alert. So, if there's an engine code, you know, if you had, you know, whatever, you know, fluids that are missing and it sends a code, it would actually alert you. You can set it up for your phone, you can set it up for email. Um, I know that we can query the system right now and it'll tell me what fuel is in each of the trash trucks. It'll tell me as it's operating like where it is, what its operating temperature is. Uh you can set up u maintenance intervals so you can say how many miles or how many hours you want it to reach and it sends you an alert. So our current system can't do that. It's not as robust as this. Um so we'd like to at least switch to having four units for each of the four trash trucks. Uh there is a cost difference though. The current GPS units are $29.95 per month per unit. So that would be an expense of $1,437.60 for four sanitation trucks. That would be US fleet. Comparing it to Motive, uh you would actually get eight units, but there's two units per truck. So there's
one in the cab that's looking forward, and then there's this uh omniirectional camera that would be mounted like either you could put it on the hopper or on the side. We haven't figured out where exactly, but it'll be on the rear of the vehicle. Uh that way you can monitor the hopper or if you put it on the side, you can, you know, see how close you are or you could see if there's somebody emptying trash on that side like where they are with proximity of the truck. Uh but that cost differential, you know, the motive ones would be 4320. So it' be a difference of like $2,882. Uh there is money in the contractual expense line item. this 1056210 in our 26 adopted budget. So, we could absorb that um if they are uh good and we want to continue with using these, you know, over the next few years. Uh they did give us a quote for doing like the six plow trucks, you know, that's cheaper than this because there's only one camera per the six trucks instead of eight for four. Um but we thought if if we like it, we'd probably put it in the plow trucks. That way you'd have a camera looking for it in case there's ever an incident where you needed to query it and send it to either police or insurance or whatever. So this is uh asking for approval to take the uh motive cost proposal to the board. So we would need a a motion to take it to the board and bring the contract to them.

Yes. Uh Eric's not here, so I've been delegated. I know uh I was part of the committee that evaluated it. So I know about everything that there is to know about it. Um there were five proposals that were received and of those five, four of them we've worked with those companies. The scores were really tight together. Um there were some advantages when you look at PDS, you know, they scored slightly higher than their peers. Uh one of the other things that we thought would help with the project was that they had an expedited schedule. So they believe they can complete design in 15 weeks. Some of the other ones were 20 plus weeks. This even if they slip a little bit, it's still less time than what the other ones projected. Um if you recall PDS did the Brentwood Park sign like to the east of Brentwood Boulevard as you enter um you know close to Brazu. Well actually on Brzu extension. Uh PDS has done other work for us as well. So of the other companies. So we wanted to bring this to the committee, get the committee's approval to begin negotiations on a contract. Again, this was an RFQ, so it's qualifications based. There is no price. There will be once we prepare an agreement with PDS and then take that to the board. Um, again, these were really good um proposals that were or qualifications uh submitts that we received.
Questions? I have one. Um, if this if we approve here and it goes on to the full board, then when Dan goes out to get the actual cost of this, can that come back here? So, this will not go to the full board until we have the price and then that we can bring it back here. We bring it back here. Yeah. Before it goes to the board for approval.
