The Snohomish County Council Health and Community Services Committee will be called to order. Today is Tuesday, April 14. It's 11AM. We're meeting in the Jackson Boardroom and also remotely. Before we get into the agenda, I'll read a brief public comment script. We'll be taking public comment beginning with in person and then remotely. Great. Thank you. So we'll close public comment. We'll move on in our agenda. First is motion 20 six-one 132.

For the record, Cynthia Foley, counsel staff. One behavioral health funding award is proposed to counsel for approval in alignment with the policy advisory board and the technical advisory committee recommendation. $3,000,000 is proposed to be awarded to the Holman Recovery Center Freedom Bridge project. The project is a 48 bed residential substance use disorder treatment facility. It will be located in Arlington.

Motion 26 dash one three two allocates 3,000,000 in housing and behavioral health funding to the project and grants approval for the issuance of contracts. The motion defines significant project scope changes that must come back to counsel for approval. The definition for a significant scope change is drawn from the motion approving the 2025 Housing and Behavioral Health Capital Fund investment plan. The request is to move motion 20 six-one 132 to the GLS agenda on April 22 for council consideration.

Five housing awards are proposed to counsel for approval. The funding awards total $20,000,000 and include housing and behavioral health housing capital appropriations for 2025 and 2026. The 20 the technical advisory committee recommended $10,000,000 in funding for the Helping Hands project and the Everett Gospel Miss Mission project. The policy advisory board recommends those projects and recommended funding three additional projects, the Housing Hope project, the Everett Station District Alliance project, and the Hasco project with $10,000,000 in 2026 housing capital funds. Each award is described in attachment attachments a, b, c, d, and e to propose motion 26 dash one three three.

Additionally, a summary of the awards is attached in exhibit one to my staff report. There were several corrections to attachments a, d, and e. The cost per unit to the county was corrected for the Helping Hands project and the Hasco project. The type of housing units were corrected for the Everett District Alliance project. Additionally, the project is waitlisted for low income housing tax credits rather than those funds being reserved.

At the direction of counsel, attachments a d and each of the motion can be swapped for corrected versions. Motion 26 dash one three three approves all five awards and grants approval for the issuance of contracts. The motion defines significant project scope changes that must come back to counsel for approval. This definition is consistent with the 2025 housing and behavioral health plan approval motion. After swapping the attachments, the motion is to request to move motion 26 dash one three three to the GLS agenda on April 22 for council consideration.

The Health Related Social Needs Program is being spearheaded by Washington State DSHS through the Medicaid Transformation Project two point zero. Services include nutrition support, home modifications, and caregiver respite. The Human Services Department has been developing the HRSN program locally since May 2025. A regular FTE is proposed to staff the program. The proposed budget change will allow the human services department to employ a one point o FTE regular human services specialist two pay grade two forty one between steps one and six.

The additional cost to the program from 06/30/2026 through December 30 12/31/2027 is $205,329 for salary and benefits. This will be paid for using using HRSN program funds. Motion 26 dash one three one increases the maximum number of FTEs included in the human services department by one point zero FTE. The request is to move motion 26 dash one three one to the GLS agenda on April 22 for council consideration.

Health department contracts with ODAT Services LLC for peer navigation. Amendment number two to the contract increases the number of full time peer navigators from one to two. The additional FTE is funded by the CDC Foundation. Salary for this position is not included in the contract. The contract includes management and oversight for both navigators. The scope of work is expanded to include the provision of wellness kits containing medical supplies and toiletries. Amendment number two increases the contract not to exceed amount by $35,050, bringing the total to $140,250. The contract is funded by the overdose to action grant. The The request is to move motion 26 dash one three eight to the jail as agenda on April 22 for council consideration.

The Department of Emergency Management is seeking to enter into an agreement with SR Broadcasting Co. For the provision of daily emergency management related preparedness, public service announcements, and emergency messaging. Contract scope includes real time broadcast from the emergency operation center and airtime to convey critical information. The contract not to exceed amount is $59,280 paid from the general fund. Motion 26 dash one three nine authorizes the county executive to sign a professional services agreement with SR Broadcasting Co. And related documents. The request is to move motion 20 six-one 139 to the GLS agenda on April 22 for council consideration.

The Department of Emergency Management is seeking to contract with true TruWin Collaborative LLC for the Snohomish County Wildfire Protection Annex and Partner Engagement Project. Plan annexes are funded by community wildfire defense grant. The contract scope includes a template for the annexes, the development of fire response in inventories, mapping, and a public outreach process. The contract not to exceed amount is $200,000. Motion 26 dash one three nine authorizes the county executive to sign a professional services agreement with SR broadcasting broadcasting co and related documents.
