The Snohomish County Council Health and Community Services Committee will be called to order. Today is Tuesday, April 14. It's 11AM. We're meeting in the Jackson Boardroom and also remotely. For the record, Cynthia Foley, counsel staff. One behavioral health funding award is proposed to counsel for approval in alignment with the policy advisory board and the technical advisory committee recommendation. $3,000,000 is proposed to be awarded to the Holman Recovery Center Freedom Bridge project. The project is a 48 bed residential substance use disorder treatment facility. It will be located in Arlington.

Motion 26 dash one three two allocates 3,000,000 in housing and behavioral health funding to the project and grants approval for the issuance of contracts. The Health Related Social Needs Program is being spearheaded by Washington State DSHS through the Medicaid Transformation Project two point zero. Services include nutrition support, home modifications, and caregiver respite. The Human Services Department has been developing the HRSN program locally since May 2025. A regular FTE is proposed to staff the program. The proposed budget change will allow the human services department to employ a one point o FTE regular human services specialist two pay grade two forty one between steps one and six.

The additional cost to the program from 06/30/2026 through December 30 12/31/2027 is $205,329 for salary and benefits. This will be paid for using using HRSN program funds. Health department contracts with ODAT Services LLC for peer navigation. Amendment number two to the contract increases the number of full time peer navigators from one to two. The additional FTE is funded by the CDC Foundation. Salary for this position is not included in the contract. The contract includes management and oversight for both navigators. The scope of work is expanded to include the provision of wellness kits containing medical supplies and toiletries. Amendment number two increases the contract not to exceed amount by $35,050, bringing the total to $140,250. The contract is funded by the overdose to action grant. Motion 26 dash one three nine authorizes the county executive to sign a professional services agreement with SR Broadcasting Co. And related documents.
