All right, it's 5:50. We call the March 4th, 2026 special common council meeting to order. Roll call has been taken. Yes. Uh the pledge of allegiance has already been done this evening. All right. Looking for a motion to adopt the agenda. So move to J. Motion made by Mr. Bington, second by Mr. Dorsy. Any additions or corrections? Hearing none. All in favor say I. I.

0:50 – 1:140

Opposed. Motion's carried by all. All right. So the next two motions on the or next two items on the agenda need a motion and a second from council. So, the first one on the list is the consideration of confirmation of the mayor's appointment of Caroline Leeman to the position of city clerk.

1:13 – 3:010

I can just kind of go through a little synopsis, but I did send everybody a um a little recap and a memo about um the process we took so far for hiring our city clerk and why we're recommending Caroline. So, um really quick, we um lost Nicole, our city clerk, in the end of November. We posted that throughout December. We started our first rounds of applications and uh the process and after the first of the year we had 70 applications. So we went through that process narrowed down to the top five interviewed the top five candidates. Um after that we narrowed it down to the top three. Um our top two candidates we did offer um our top candidate at the time of the position and preliminarily and unfortunately she did decline. Um evidently she was now ready to leave her current job. So, we um worked on background checks and reference checks on our second candidate, which was Caroline. Everything came back clean. She's uh currently um got uh municipal experience in the law enforcement field. Um we really didn't have a really deep um depth of candidates who have a lot of clerk experience, but we did have some candidates with municipal experience. So, that's what one of the reasons why uh Carolyn Carolyn um can came to our top. She also has um experience in the Army National Guard, which was very positive as well. Um yeah, so everything else I put in my memo, I provide you or her uh um application as well. Anybody got any questions about Carolyn, but again, this is a mayor's appointment and council confirmation to move forward. Caroline cannot come tonight but she is planning on coming to the council meeting the regular council meeting on 17th I think it is on the 17th.

2:57 – 3:380

So any further discussion and we're just looking for a motion from you and I'll make that motion. I'll second it. Motion made by Mr. Dorsy, second by Mr. Bisau. Any further discussion? Hearing none. All in favor say I. opposed. Motion carried by all. Next on the agenda is consider renewal of the downtown facade improvement program for 2026. Again, this needs a motion and a second. I'll make a motion. Second it.

3:35 – 3:530

Motion made and second. And to be clear, this was u coming out of the last committee with the changes that were provided and the budget is 55,000. Just want to make sure that's in the motion as well.

3:58 – 4:400

I'm sorry, who was the motion in second? Bernie and John. All right. Any further discussion? Hearing none. All in favor say I. I. Opposed. How about abstensions? So that motion carries. Seven yes and two abstensions. All right. See nothing else on the agenda. We need a motion for adjournment. Second. Motion made. Second. All in favor say I. I. I opposed.
