MORATORIUM ON NEW PERSONAL STORAGE FACILITIES:

A public hearing to consider an Ordinance imposing a moratorium on new entitlement approvals for personal storage facilities Citywide. The proposed moratorium would not apply to projects with approved entitlements. The Project Site is Citywide. Recommendation: Adopt a Resolution recommending that the City Council find the proposed moratorium is not a "project" subject to CEQA, and is exempt from CEQA review pursuant to State CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption) and that City Council adopt an Ordinance imposing a moratorium on any new entitlement approvals for Personal Storage Facilities in the City of Elk Grove.
