2026-297 RESOLUTION RECOGNIZING THE 160TH ANNIVERSARY OF PROVIDENCE BAPTIST CHURCH

2026-324 RESOLUTION CELEBRATING COUNTY EMPLOYEES AND THE LAUNCH OF THE S.T.A.R. EMPLOYEE APPRECIATION PROGRAM
Requested Action: Adopt resolution celebrating Guilford County Employees and the launch of the S.T.A.R. Employee Appreciation Program.
2026-315 GRANT AWARD: NORTH CAROLINA DEPARTMENT OF ENVIRONMENTAL QUALITY (NCDEQ) COMMUNITY WASTE REDUCTION AND RECYCLING GRANT
Background: Due to changes in legislation, lithium-ion batteries will be banned from landfill disposal on December 1, 2026. To ensure compliance with this legislative change, the Planning Department collaborated with the Fire Marshal's Office to research and select the appropriate equipment to ensure the safe storage and handling of recycled lithium batteries. To minimize the cost impact to the County, Planning applied for a grant through the North Carolina Department of Environmental Quality (NCDEQ) Community Waste Reduction and Recycling Program. Guilford County was successfully awarded a FY26/27 CWRAR Grant (attached) through NCDEQ for a total of $5,900 to purchase a fireproof metal cabinet, and metal box for on-site, safe storage of lithium batteries that have been turned into the Guilford County Scrap Tire White Goods Bishop Road facility. The lithium batteries accepted include button and rechargeable batteries. The award requires a 20% cash match of $1,475, which will be met with existing budgeted funds. Requested Action: Accept the NCDEQ Community Waste Reduction and Recycling Grant Award in the amount of $5,900; authorize staff to take any all necessary actions to receive the grant and approve a budget amendment to increase the appropriation to Planning and Development by $5,900, with $5,900 in Federal/State Revenue.
2026-312 INFOR/LAWSON ANNUAL SUBSCRIPTION RENEWAL
Background: Staff is requesting authority to renew the software agreement with Infor (US), LLC for the pursuit of maintaining our current INFOR/Lawson system and services. The County uses Infor/Lawson for Human Resources and Payroll processing as well as capital asset tracking and depreciation. Infor/Lawson's account structure is maintained parallel to Munis, the County's ERP, to ensure the necessary accounting entries can be imported into Munis. The one year renewal is in the amount of $671,706, which represents a 5.4% increase over our current agreement amount of $637,313. The base contract allows for an up to 6% annual increase, or CPI, whichever is greater; however, through a review of prior year billing and utilization, Lawson reduced the increase to 5.4%. The Lawson system will no longer be supported by Infor at the end of calendar 2030. The adopted FY27 Budget includes a multiyear FY27 ERP Optimization project ordinance for the replacement of the enterprise resource planning system for Human Resources. Once the replacement system is implemented, including Payroll processing as well as capital asset tracking and depreciation, this separate expense will no longer be required. The earliest this is expected to occur is FY30. Requested Action: Approve, in substantial form, the renewal of the software license subscription agreement with Infor/Lawson in the amount of $671,706.
2026-276 APPROVE INSTALLMENT FINANCING RESOLUTION FOR IN CAR & BODY WORN CAMERAS
Background: The FY 2027 budget includes appropriations for the Sheriff's Office in-car and body worn camera program. In-car and body-worn cameras are important tools for promoting transparency, accountability, and public trust in law enforcement. These cameras provide an objective record of interactions between officers and the public, helping to document incidents, support investigations, resolve complaints, and protect both community members and officers. Video footage can also strengthen criminal cases, improve officer training, and help the agency policies and procedures based on real-world encounters. By creating a clearer and more complete record of law enforcement activity, in-car and body-worn cameras support fair decision-making, enhance officer safety, and reinforce the County's commitment to transparency and service and outcome excellence. Due to the size and length of the agreement, state law requires approval by the Local Government Commission (LGC) of the State Treasurer's Office. Consideration by the LGC is scheduled for August 4. The contract would be authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) from Axon Enterprises though the Sourcewell cooperative contract #101223-AXN and enter into a Master Services and Purchase Agreement (MSPA) with Axon for in-car and body worn camera equipment and associated data subscriptions for a period of ten-years. After two years of evaluating competing systems and negotiating pricing, the Guilford County Sheriff's Office selected Axon based on its exclusive features and benefits and connection with other personal protective equipment in use by the Sheriff's Office. The program from Axon includes initial deployment of equipment in late August of 2026, with four equipment refreshes in August of 2029, 2031, 2034 and 2036. The proposed financing totals $13,317,704.64 Requested Action: 1. Adopt the attached resolution authorizing and approving installment payments, as required by the Local Government Commission (LGC) as part of their consideration of the item on their August 4, 2026 agenda, for a not to exceed amount of $13,317,704.64 towards the acquisition of Sheriff's Office in-car and body worn cameras and associated data subscriptions. 2. Upon approval by the LGC, authorize staff to execute a Master Services and Purchase Agreement (MSPA) for in-car and body worn camera equipment and associated data subscriptions for a period of ten-years in the amount of $13,317,704.64 with Axon Enterprises as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) from Sourcewell cooperative contract #101223-AXN.
2026-321 HHS-DSS FY 2026-27 ENERGY PROGRAMS OUTREACH PLAN
Background: The Board of Commissioners is requested to approve the FY 2026-27 Energy Programs Outreach Plan, as required by the North Carolina Department of Health and Human Services prior to its submission. The Low-Income Home Energy Assistance Program (LIHEAP) is a federally funded block grant program that is comprised of three (3) different programs: Crisis Intervention Program (CIP), Low Income Energy Assistance Program (LIEAP) and Weatherization. There are also non-Federal Crisis Intervention Programs: Duke Energy Progress NC Share the Light, Piedmont Natural Gas Share the Warmth, Duke Energy Progress NC Settlement Rate, and Wake Electric Roundup. To maximize the success of this program, outreach to county residents is offered by key community partner stakeholders and each county Department of Social Services is required to implement an Energy Program Outreach Plan (EPOP). This is a framework to ensure that eligible households are made aware of the assistance available through these programs. Each county must form an outreach committee that creates the opportunity for county-level collaboration to discuss and plan how to effectively reach county residents to inform them of the services provided by the energy programs. This plan must be approved by and signed by the local agencies' governing body prior to submission. Requested Action: Approve the Guilford County Health & Human Services Agency - Department of Social Services Programs Outreach Plan in substantial form as attached.
2026-316 TAX COLLECTION AND BEVERAGE LICENSE REPORTS FOR MONTH ENDING JUNE 30, 2026
Background: Attached is a tax collection report for the month ending June 30, 2026 required by NCGS 105-350(7) to be submitted by the tax collector to the governing body. The purpose of the report is to apprise the governing body of the progress of the tax collector in collecting taxes levied for the current fiscal year. A list of beverage licenses issued for the month ending June 30, 2026 is attached for the purpose of providing the governing body the opportunity to exercise their authority to refuse to issue a license, as described in NCGS 105-113.71. Requested Action: Accept and approve the tax collection report and beverage licenses issued for month ending June 30, 2026.
2026-317 PROPERTY TAX REBATES AND RELEASES FOR MONTH ENDING JUNE 30, 2026
Background: A valid defense has been provided by the taxpayer that the tax imposed was invalid and met the criteria of North Carolina General Statute 105-325 and North Carolina General Statute 105-381, to be rebated or released for the amounts contained in the attached reports. Complete reports are maintained on file with the Clerk to the Board. Requested Action: Accept and approve property tax rebates and releases for the month ending June 30, 2026.
2026-318 FISCAL YEAR 2025-2026 TAX COLLECTOR'S ANNUAL SETTLEMENT REPORT
Background: In accordance with NCGS 105-373, after July 1 and before being charged with collecting taxes for the new fiscal year, the tax collector is required to make a report to the governing body, including a settlement for taxes levied in the preceding year. Requested Action: Accept and approve the fiscal year 2025-2026 Tax Collector's Annual Settlement Report.

2026-251 LEGISLATIVE HEARING ON WHETHER TO CONDITIONALLY REZONE PROPERTY LOCATED AT 7930 NC HIGHWAY 150 E FROM AG, AGRICULTURAL TO CZ-RS-30, CONDITIONAL ZONING-RESIDENTIAL: CASE #26-02-PLBD-00008
Background: Per Guilford County Unified Development Ordinance (UDO) Article 3 - Section 3.5.C.2.b.3. Procedures for Specific Applications and S.L. 1985-485 HB651, the Board of Commissioners has the authority to hold a legislative (public) hearing to consider an appeal of a decision by the Guilford County Planning Board on a rezoning application. On April 2, 2026, an appeal (attached) was properly filed with the Clerk to the Board to appeal the Planning Board's decision made on March 25, 2026 (minutes attached) to deny a requested rezoning from Agricultural (AG) to Conditional Zoning - Residential (CZ-RS-30) of property located at 7930 NC Highway 150 E (Guilford County Tax Parcel #242017 in Washington Township) approximately 6,100 feet north of the intersection of Osceola-Ossipee Road and NC Highway 150 E comprising approximately 121.87 acres (staff report attached). This is a request to rezone the subject property from AG, Agricultural to CZ-RS-30, Conditional Zoning - Residential with the following conditions: Use Conditions: 1) All uses in the RS-30 district are permitted, except for the uses struck through on the attached use matrix. The attached use matrix identifies the following uses to be prohibited: Athletic Fields, Club or Lodge, Country Club with Golf Course, Golf Course, Paintball Field, Public Park or Public Recreation Facility (incl. Indoor Batting Cages), Swim and Tennis Club, Place of Worship, Elementary School, Secondary School, Daycare Centers in Residence (in-home) (12 or less), Emergency Services, Cemetery or Mausoleum, Beneficial Fill Area, Wireless Communication Tower - Stealth Camouflage Design, Utilities - Major, Utilities - Minor, Construction or Demolition Debris Landfill - Minor, Land Clearing and Inert Debris Landfill - Minor, Temporary Events/Uses. Development Conditions (Amended): 1) Lot size minimum shall be 40,000 sf. 2) Dwellings shall have exterior finishes with a combination of cementitious siding, brick, and/or stone. Vinyl siding may be used on the sides and rear of houses, but not the front of the house, other than in the soffit, fascia, and eaves. 3) A maximum of 90 lots. The original rezoning application was amended at the March 25, 2026 Planning Board Special Meeting to include Development Conditions #2 & #3 above, both consented to by the Applicant. The Planning Board approved the added conditions in two separate votes. The Planning Board voted, 7-1, to approve additional condition #2 above to limit exterior dwelling finishes. (Ayes: Donnelly, Gullick, Craft, Bui, Drumwright, Little, and Alston. Nays: Stalder.) The Planning Board voted unanimously, 8-0, in favor of approving condition #3 above to limit development to a maximum of 90 lots. (Ayes: Donnelly, Gullick, Craft, Bui, Drumwright, Little, Stalder and Alston. Nays: None.) While the Planning Staff recommended approval of the rezoning request (see staff report), the Planning Board's motion to approve the proposed rezoning failed in a vote of 4-4. (Ayes: Donnelly, Gullick, Craft, Alston. Nays: Bui, Drumwright, Little, Stalder.) Under the County's Unified Development Ordinance, a tie vote is deemed a denial. Requested Action: Conduct required legislative hearing to approve/deny the rezoning of the said property located at 7930 NC Highway 150 E (Guilford County Tax Parcel #242017 in Washington Township) approximately 6,100 feet north of the intersection of Osceola-Ossipee Road and NC Highway 150 E comprising approximately 121.87 acres from Agricultural (AG) to Conditional Zoning - Residential (CZ-RS-30) and associated land use classification change in the Guilford County Comprehensive Plan's Future Land Use Map (FLUM) from Working Farm/Agricultural to Residential located in the Northeast quadrant, as presented herein with the following use and development conditions: Use Conditions: 1) All uses in the RS-30 district are permitted, except for the uses struck through on the attached use matrix. The attached use matrix identifies the following uses to be prohibited: Athletic Fields, Club or Lodge, Country Club with Golf Course, Golf Course, Paintball Field, Public Park or Public Recreation Facility (incl. Indoor Batting Cages), Swim and Tennis Club, Place of Worship, Elementary School, Secondary School, Daycare Centers in Residence (in-home) (12 or less), Emergency Services, Cemetery or Mausoleum, Beneficial Fill Area, Wireless Communication Tower - Stealth Camouflage Design, Utilities - Major, Utilities - Minor, Construction or Demolition Debris Landfill - Minor, Land Clearing and Inert Debris Landfill - Minor, Temporary Events/Uses. Development Conditions: 1) Lot size minimum shall be 40,000 sf. 2) Dwellings shall have exterior finishes with a combination of cementitious siding, brick, and/or stone. If the decision to deny the rezoning request is overturned, the rezoning will be deemed approved, and a land use classification change in the Guilford County Comprehensive Plan's Future Land Use Map (FLUM) from Working Farm/Agricultural to Residential will be required. In connection with either decision, adopt corresponding reasonableness and consistency statements.
2026-323 REVISION TO LOCAL WAITING LIST PRIORITIZATION POLICY FOR THE SUBSIDY CHILD CARE ASSISTANCE (SCCA) PROGRAM
Background: Over the years, the childcare program in Guilford County has evolved to address increasing service costs and the growing number of families requiring assistance. Recent state policy changes have also altered the eligibility determination processes for childcare subsidies. Guilford's local policies, including the Child Care Wait List Policy, are reviewed and updated at least every two (2) years, or whenever program changes require amendments to local policy. Recent updates to our policy have established priority criteria to determine the order in which children are served, ensuring that available child care subsidy resources are distributed fairly and effectively to families with the greatest need. One June 18, 2026, the Board of County Commissioners received an HHS-DSS departmental update on the Subsidy Childcare Assistance (SCCA) program and approved the Guilford County local waiting list prioritization policy for the SCCA program. Following that approval, additional guidance was received from the State requesting that the wait list criteria related to homelessness be revised to consolidate the existing homelessness categories into a single category to align with current state guidance. During this review period, staff have continued operating under the previously approved wait list guidelines and policies. No additional programmatic changes are being requested beyond approval of this revision. Requested Action: Approve the State requested revision to the Guilford County local waiting list prioritization policy for the Subsidy Childcare Assistance (SCCA) program.
2026-327 SELECT A VOTING DELEGATE AND ALTERNATE VOTING DELEGATE TO REPRESENT GUILFORD COUNTY AT THE 2026 NCACC ANNUAL CONFERENCE
Background: The NC Association of County Commissioners (NCACC) requires the Board of Commissioners to designate a voting delegate and an alternate voting delegate for its 2026 Annual Conference to be held August 20-22, 2026 in Durham County. The selected voting delegate, or alternate, will represent Guilford County during the Annual Business Session where a quorum of representatives from all counties within each district must be present to nominate, select and elect NCACC "County Caucus" members through a simple majority vote. Requested Action: Select voting delegate, Chairman Melvin "Skip" Alston , and alternate voting delegate, Vice Chairwoman J. Carlvena Foster, to represent Guilford County during the 2026 NCACC Annual Conference.

2026-314 APPOINTMENT TO THE GUILFORD COUNTY BOARD OF ADJUSTMENT
Background: Request Mr. Larry Standley, an alternate Board of Adjustment member whose fifth term expires on June 2, 2027, be appointed as a regular member to replace Ms. Ditra Miller. Ms. Miller is currently still serving as an active regular member - her fifth term expired on May 15, 2025. Ms. Miller has been an active regular member and past chair and her service has been valuable in this role. Requested Action: Appoint Mr. Larry Standley (alternate Board of Adjustment member) as a regular member to the Guilford County Board of Adjustment.
