Good evening everyone. We are starting our meeting today, April 20th, 2026. And um we will start with a pledge of allegiance followed by a moment of silence as we humbly seek wisdom, clarity, and discernment in the work before us. 0:56 – 2:560

I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. We are going to start with proclamations and I'm going to be right down there. Hi there. Also to celebrate Earth Day on April 22nd and National Arbor Day on April 24th. Next proclamation is in support of the national allegiance on mental health NAMI Pedmont Tri County proclaiming May as the mental health awareness month. Whereas access to resources, services and support plays a crucial role in enhancing the lives of individuals with mental health challenges, empowering them to live, work, learn, and contribute to the community. Whereas NAMI Pedmont Tri County, a local nonprofit organization, is dedicated to fostering hope, supporting recovery, and improving the lives of individuals affected by mental health conditions. And whereas the city of Tika K and city council are committed to strengthening our partnership with NAMI Pedmont Tri County to promote awareness and support NAMI's mission to improve the quality of life and care for individuals with mental health conditions and their families through education support and advocacy. a proclamation recognizing May 15th as Peace Officers Memorial Day and the week as National Police Week. Whereas in 1962, President John F. Kennedy and the United States Congress established by joint resolution that May 15th is designated as Peace Officers Memorial Day. Whereas the same resolution established the week which May 15th falls on as National Police Week to pay special recognitions to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others. Whereas it is important that all citizens know and understand the duties, responsibilities, and sacrifices which our law enforcement officers make. This day falls during National Police Week. Thank you.

9:13 – 9:260

Okay, next item on our agenda. Thank you guys by the way. Um, all those proclamations were very special. I I'm just wanted to recognize that. Um, our city manager report.

9:25 – 11:250

Thank you, Madam Mayor. Members of council um with our development services department staff recently met with the engineers for the grove regarding phase two site development. Developers anticipate the submission for civil plans for phase two within the next two months along with building plans for the commercial structure and phase one. Uh South Carolina Department of Transportation is currently progressing with rightaway acquisition for the new Grey Rock Road Trail and expects to advertise the project for bid uh this September. Uh site work at the Alderwood development is expected to commence by the end of the month. And over the past month, staff has issued uh or has processed a total of 108 permits. Nine were new single family home uh residential permits uh and four residential uh certificates of occupancy. Code enforcement conducted 19 investigations uh over the last uh month with six cases still outstanding. uh staff continues to work with property owners to ensure compliance and resolution uh on those. Additionally, staff completed a proactive uh compliance sweep of several hundred properties primarily in the Wind Jammer, Lake Forest, uh Chestnut Hill, and Shoreline Parkway areas. This resulted in approximately a dozen violations, most of which were related to boat storage, boat trailer storage, uh without the required 72-hour permit. As we move into warmer months, staff is requesting a little patience from the community as they anticipate workload increases uh such as higher volume of permit applications and a seasonal rise in code enforcement cases, particularly those related to overground vegetation. And they'll continue working through that. uh with our fire department. A total of 285 calls for service over the past month uh with 130 of those being emergency calls uh for services and 152 non-emergency calls for service along with three school fire drills uh conducted uh for their community engagement piece. Uh the department is committed to uh committed to the

11:23 – 13:230

community as as always. Some of the events they participated in uh over the previous month were ride to school in support of the Tikk Elementary uh PTO. Um fist bump with firefighters uh they did as part in conjunction with the walk, bike, and roll to school event. Uh sponsored by TK Safe Kids. Uh Gold Hill Middle School Career Day. Uh went over and participated in that with the sixth graders over at Goldhill Middle. Uh and uh coming up uh this Saturday, April 25th at 10 a.m. at Fire Station 1, we've got our next Firehouse stories uh that they'll be hosting. So hopefully we'll see a lot of a lot of our uh a lot of our community out for that event. Um this month brought exciting events that enhanced uh their organization and the community. South Carolina Firefighters uh Association Legislative Day. Uh we have folks go down uh with Chief Hasty and um meet with our local legislators uh regarding issues um like fire service, grant funding and initiatives to support our community. Um fires safe city. It is uh with great pride that we acknowledge our team's pursuit of community safety and engagement uh which has earned us a designation once again as a fires safe city for the sixth year in a row. So, great job and congratulations to our fire department for all the hard work there. And year to date, uh, they have completed 1,467 training hours. So, they're definitely staying busy around the firehouse for sure. Um, fire prevention efforts continued this month with a comprehensive uh, round of safety activities, including fire inspections um, with the uh, with our development services department and other departments uh, to help businesses become part of the community. Uh these fire safety inspections have helped pave the way for safety for our citizens and guests. Uh you've probably seen them around town uh helping our utility folks out doing the hydrant flow testing. Um as I stated earlier, they've done uh uh the uh fire drills at the schools and uh

13:21 – 15:200

food truck inspections. Especially with the summer approaching, uh they're inspecting food trucks. He'll be a part of the uh festivals um uh especially May 9th with the best dam festival in parks and recreation. As summer approaches, registration is now open for summer camps as well as uh the beach and swim center. Beach and swim center will officially open for the season on May the 2nd. For additional details and registration links, please jo uh visit our parks and recreation page. The award-winning Bestam Festival is uh Bestam Food Festival is just a few weeks away. Be sure to mark your calendars. Saturday, May the 9th from 2 to 10 pm. Event will feature more than 30 food vendors, live music, and a kids zone. Uh more information about that is on our events page and uh we've been advertising it on social media. Parks and recreation staff will uh will be uh especially active in the coming weeks. Phase two of the win project um is well underway. Uh city flower plantings are scheduled and those will all be installed prior to Mother's Day and preparations are underway for uh opening of the uh beach and swim center. Uh in our police department uh with their monthly stats, 553 calls for service, 44 incident reports uh with a response time of uh 3 minutes and 12 seconds. Um, we had six property crimes, 3,972 property checks, and uh issued 156 you could have been a victim notices around town. Um, we had zero crimes against persons. So, that that continues to be a nice trend there. Community engagement, they were involved in seven community events and 52 community outreaches. um traffic enforcement. Uh we had 937 traffic stops, 31 parking citations, and eight vehicle collisions. Uh and on arrest, uh three DUI arrest um and 18 other uh custodial arrests. On April

15:18 – 17:170

29th, TCPD will assist with traffic management for uh York Electric's uh annual voting down at Kataba Park from 9:00 a.m. to 2 pm. So, if you don't need to go down New Grey Rock Road and get around Kataba Park, I would avoid that area during that time. Um, but York Electric and our folks do a really good job and uh York Electric definitely appreciates PD's help with getting folks through. Uh on May 5th, uh TCPD will be hosting a teen driving workshop focused on saving tip safety tips for young drivers, including guidance on how to appropriately respond during a traffic stop. So if you've got a teen driver, put May 5th on your calendar for sure. That'll be a great event. uh public works and storm water in addition in addition to the uh heightened debris collection that usually happens as we roll into the warmer months. Uh they were able to get inventory on uh storm water infrastructure within Amberwoods and Herror Harbor. Um they have also completed tree uh they completed the tree removal on the winward median. So now our parks rec staff will be able to get in there and start adding the new trees and the new landscaping and sprucing that up. uh TCUD work is steadily advancing on the wastewater treatment plant improvement project. Temporary equalization uh system has been uh successfully installed and is currently in operation. Uh so now wastewater treatment plant 2 has been isolated with uh bypass measures in place to ensure uninterrupted service. Multi-purpose tank is uh at the plant has been taken out of surface and cleaning is in uh progress to prepare for the uh for the rehab project. Looking ahead, rehab work for the multi-purpose tank will commence. Uh and then final notifications for annual backflow prevention tests will be mailed to residents next month. Residents with backflow prevention devices are reminded to have the devices tested by a certified tester holding a valid business TDK business license and to submit the completed report to city hall by the June 1 deadline. uh new this year and as uh as in our fee schedules, if

17:15 – 17:360

you do not get it done, then we will do it for you and it will probably it will most certainly cost you more than what it does if you just hire your own. So, please get those back flows tested, get that paperwork turned into city hall. And that concludes my report for this evening, unless council has any questions.

17:33 – 18:180

Thank you. Um next up are committee and commission reports. Planning Commission, Council Member Carter. Yes, thank you. Um the planning commission did meet April 13th this past week. There was a quorum. Um before the meeting started, there were two new members that were sworn in. Um they elected a new chair and they elected a new vice chair during that meeting. Um they had um they approved their meeting minutes from last month, March. And then there was uh discussion in regards to what it means to be on the planning commission. Um training requirements, quorum requirements, recru recusals, excuse me, and then conflicts of interest. That was it.

18:15 – 18:270

Thank you. Um moving on to public comments. Sorry. Oh, I'm sorry. Yes. Sorry. I did not mean to forget you.

18:25 – 19:030

Um economic development commission met on March 23rd. There was a quorum. Uh, Mayor Miller swore in the new members. Uh, the primary discussion was about the uh, next business connect meeting on April 29th, next uh, Wednesday at Model A Brewing. Uh, three people will be there. The developers from the Grove will be there to uh, take questions and talk to talk to eager businesses. A representative from the uh, COG will be there to talk about their small business programs. And a representative from the York County uh, EDC will be there as well. That is going to be a good meeting.

19:01 – 19:310

Yes. All right. So, now we're are going to move on to public comments. Um, as a reminder, if you are speaking to please state your name and your address. You will have three minutes to speak and um all subject matter has to be uh within the jurisdiction of Tig City Council. Uh, first up, Gus Machunis. Some handouts. May I approach

19:46 – 21:430

Gus Machunis 376 Coming Way and TK of course. Um, bear with me. It may take me more than three minutes, but I've been dealing with this for eight years now with no resolution. So, some grace might be nice. Um, the photos I sent you were taken yesterday. Um, the first one, uh, that is from my dock, uh, right next door to my home. That large delta mass of dirt. Um, that's basically starts at the mouth of the creek that comes under Stoner Crest. Um, I know the water's low, so that's really not a good excuse to give you an example. I've already lived through a severe drought. Uh, I lived through one where I could not get my boat off of the lift. I can get my boat off of the lift right now when I could do that a couple years ago. That delta uh wasn't there. Uh, now it is. Uh, the next picture is the end of the cove. If you look way back there in the picture, and I know they're not so clear, but you can see docks that Crescent Property built. When Crescent built those docks, you could take a boat back there and dock them. You can't anymore. You can walk all around them because they're all sitting on dry land. and they were sitting on dry land before this drought started. Um the other end the the last picture is the far end of the cove um for over a hundred years when they damned up Lake Wy. You used to take a boat all the way back there several hundred yards. I've been back there on a boat started wakeboarding from back there all the way up to the main body of the lake by the dam. Used to be a wonderful run. The water was four, five, six feet deep. Walmart filled that one in. So what I'm not understanding is when I was on council and now at off council, I always would get a different answer as to where it came from. So at one point um it was uh Walmart and Nuland and we weren't MS4 and we couldn't do anything about it. Um

21:40 – 22:320

I was told several times that it was the creek. Um, and if the creek was doing that, then we couldn't do anything about it because Army Corps wouldn't. But when I talked to Councilman Heislip, he was told something opposite that if the creek was the problem, maybe something could be done. So, I don't understand the the the dichotomy there. Um when Walmart and Nuland were filling in the back of the cove and there was a turbidity curtain in the water which was not smart and everybody seen the pictures of it. Why didn't we press deck? Isn't it your job to protect both the citizens and our most precious resource which is Lake Wally that this whole city is built around? Why wasn't something done? Don't want to hear well nothing can be done now. Um,

22:300

Gus, I'm sorry. I am sticking to that 3minut rule. There are several people that are still coming behind you. You're at 3 minutes.

22:45 – 23:080

I will gracefully walk away, but I don't appreciate it after I've seen people speak up here for five and six minutes. I I appreciate that. Betsy O'Brien. Paul Abil,

23:14 – 25:120

Katherine Thornsburg. Hello, my name is Katherine Thorsburg. I live at 358 Calmingway. Uh we bought a lot that lot early 2022. We built and are living there since 2023. At that time we could get in a kayak and go easily out to the cove with absolutely no problem. This has changed exponentially. I walk along the woods behind my house along the creek and it is widening. I'm going to start taking measurements just absurdly because of the force of the water causing the erosion and the sedimentation into the cove. So um my question there is also is that I see that TIGA K does abide when there is a construction when there's uh the developers of residential and commercial projects in the BMPs but I have not seen or I have not heard of any post construction followup to what they can do as far as buffering as far as storm water management obligations that they do have and if you read I've been reading into that and they do have a lot of stream back stabilization, restoration of buffers, buffers and fixed vegetation, velocity reduction, rip wrap outlets and drainage diversion solutions to to help what we're and they and the developers have that obligation. So my question to the city is why have you not enforced that with the developers and the and the constructors and just kind of let them leave? And I'd also like to know what are your plans because we as residents bought those lots with a premium uh economical uh an economical premium that entails being lakefront. And if we want to sell our property, we're losing that because we no longer have access to the lake. And as Gus was saying, the most

25:10 – 25:520

important fort K is the lake. And there are a lot of photos that your county has and there's a whole um PDF serenity point photos of erosion progression from 2009 to 2026 and it's phenomenal when you look at the pictures. It's enormous. So my question to the council is what are you going to do? Are you going to do anything to restore the damage already done or what are you going to do to stop it? Thank you. Thank you. Mike Berkin. I I can't read the the name.

25:560

I'm sorry. Can you state your last name?

25:58 – 27:570

I'm Mike Becker. I live at 364 Calming Way. Uh between Gus and um so um I don't have a whole lot to add to what they've said. Um, you know, this the city really is been missing an action on this issue for seven years. So, I feel every time I come here, I'm just talking to a wall. I can almost walk from my lot across to the beach club. I'm not exaggerating. Uh when we bought our lot in 2015, okay, 20 feet out from the shore, it was 20 it was six feet deep. And as Katherine said, we could put our uh kayaks in and we could, you know, leave right from the dock. We can't do that anymore. Um it's it's not six feet deep uh 50 yards out. It just keeps filling in and filling in and nobody seems to care. Um, when uh Gus talked about the development, uh, I had Deck come out when they're building the town homes, they filled out a issued a good a big report report here about the violations. Nothing's happened. I think somebody needs to come up with a remediation plan. Okay. Two things I've asked for. One is you do it right the first time so you don't have it getting worse. And second, I think it's come to the time where there's some remediation needs to be done. And you need to hold whoever it is, the developers, whoever, accountable, whether it's through getting um drawing on on a letter of

27:54 – 28:330

credit or whatever, they need to fix it. Then you need to measure what what were things like before the start of the construction and what is it when the construction's complete. So you have a good measurement of what the damage was. But I don't need to tell you mayor um you know with all the sediment what that does to the to the property values of the TK residents that are affected. It's in the millions of dollars. And it's all I have. Thank you for your time.

28:29 – 30:280

Thank you. Nick, good evening, Mayor, members of council. Um, little different topic. Uh I do have some news which I know fairly certain at least two of you are already tracking on but wanted to formally address a somewhat unexpected turn of events uh for my family. Uh just last month I was honored uh uh by this council to be reappointed to the planning commission. Uh I truly do appreciate the trust uh that you've placed in me over the past seven years uh including the opportunity to have served as chair for the past two. Uh shortly after that meeting, um my wife made I mean we made a uh what I call a well-timed but poorly coordinated uh decision to purchase my neighbor's house. Unfortunately, our new home offers this lovely view of a city of Tig sign. And as it turns out, even though it's only two doors down from our current home, which is in the background of this photo, by the way, uh it sits just outside the city limits. So, in a bit of ironic fashion, I'm moving approximately 200 feet and unintentionally disqualifying myself from serving on a city board. I do want to apologize for the timing. If this had been planned or even anticipated, I certainly wouldn't have asked you to reappoint me just weeks before having to step away. Uh that said, it has truly been a privilege to serve on the planning commission. I valued this opportunity to work with you, staff, uh the citizens, and of course, my fellow commissioners to help guide uh thoughtful development in the community. I will continue to serve as long as I am eligible, which if everything stays on schedule will only be about three more weeks. Uh or until a replacement's appointed. Uh and I fully intend to stay involved in the community going forward, even if not in a formal capacity with the city. Uh thanks again for the opportunity to serve for these past nearly seven years. We have a truly special community here in TK, and it was

30:26 – 30:470

great to be able to contribute in this capacity. Thanks. We appreciate your your time and service. Um, Lisa, I'm sorry. I'm not even going to Thank you.

30:55 – 32:540

Uh, it's Lisa Pranzinski, 564 Placid Court. I've been a TIGA K resident since 2017. TIG K resident since 2017. Um, we've been on Placid Court for almost eight years, I believe. Um, this is my third visit to city council regarding the Nven Creek runoff situation. Um the current drought conditions have really highlighted the significant impact of what has happened with the development in Tay over the last several years. Okay. Recognizing that the lake level is low, but it's it's so dramatic when you see what has filled in at the level of the sediment. That's it's just completely dry land. What I've included in the pictures um are the the area that we're talking about, okay, from an aerial view as well as photos from my direct dock um towards the end of the cove and then also towards Calming Way. So, I'm I've tried to be very specific about what you're looking at. Um, there, as has been stated before, there are fishing maps from 2001 that show the depth in that cove to be anywhere between 9 and 19 feet. Okay. When we moved there in 2018, we had a good five feet. No problem. No problem getting a boat in and out of our dock, which is a very, it's a larger dock that you see in the photo. Um, right now even though the lake is down about 18 inches, I mean that which is very dramatic at this point I cannot get my boat in and out. There is not enough water and it it's there's

32:52 – 34:450

barely any water. If you look at the pictures looking at um it shouldn't be dry. I mean it should probably be about three feet four feet based on what it was when I moved in. It's just gone. And it's all sediment that's just piled up in both areas at the end of the cove and over on the inlet. Um, I invite you to come out and view it from my dock. I mean, the pictures don't do it justice. It's It's unbelievable how much filledin dirt there is there. It's mostly sandy. um what actions can be taken. It's really what we need. This can't continue. This is getting worse and worse and worse. Who can help us so that we don't lose our lake access? Is it the city? Is it Duke? Is it the DNR? How do we work together to come up with a plan to address this? what contingencies can be established for further mitigation, dredging, something has to happen because it it's it's gone. It's a tragedy happening right in front of our eyes. Um, I'm just I'm pleading to help us preserve our property values and the future of the creek. I mean, even where there is water right now, it's not very deep. It goes all the way way past Gus's, way past the uh beach club, way past the our properties. Who can help us? That's my request. How do we how do we address this, please? Thank you.

34:41 – 36:040

Thank you, Allison Scardino. Thank you. Yes, Allison Scardino, 565 Classic Court, also uh in Nian here to just reiterate the previous statements and concerns that have been presented. This should have been addressed years ago to prevent further sediment from coming into the lake. It is an absolute tragedy for our cove and we will no longer be waterfront if this continues. We're asking for some help. Um, again asking you to please come take a look. We're well aware we're in a drought, but that drought is really allowing you to see what has occurred and and the damage that is has been done to our cove. Um, also would like to ask for um some shallow water buoys possibly or some help getting them put in place. boats and jet skis are coming back there and getting stuck and when they get stuck they're stirring up the sediment trying to get out um and and that's making it even worse. So, thank you for your time. Please come take a look and consider helping us retain our property values. Thank you.

36:01 – 37:510

Thank you. I am going to say something and and I know it's probably not the form but I feel like it's important for you as as residents of that cove to know that there has been conversation. There has been meetings with engineers. There have been meetings with Duke. There have been meetings with city staff in trying to understand the cost and effect and trying to understand mitigating steps that can be taken. Those meetings are ongoing. There is a meeting scheduled in May with dees um so that we can get their input on any possible option to mitigate. So while we can't address every single one of you at this point, I want you to know that it isn't falling on deaf ears, we are discussing it and we are trying to find some way of someone allowing us one thing to do some someone has to allow us to be able to do something and trying to figure out who that is and how it happens. It is something that we are working on. Okay, next we're going to do our approval of minutes. Um, if I could have a motion to approve the minutes as they have been presented for the March 16th, 2026 meeting, please. Madame Mayor, members of council, I'd like to make a motion to approve the regular city council meeting minutes for March 16, 2026 as presented.

37:50 – 38:240

Second. All those in favor? I. And that vote carries unanimously. I need a motion to approve the special city council meeting that was held on Tuesday, March 31st. The minutes for that meeting um as presented, please. Madame Mayor, members of council, a motion to approve the special meeting umworkshop minutes for March 31st, 2026. And a second. All those in favor? I.

38:20 – 39:030

That carries unanimously. Sorry. Next on our agenda are committee appointments. Charlie, do you want to guide us through that? Yes, ma'am. And I am having an issue over here. Can we table that to later in the meeting? Um maybe after new business so I can get those names uh back up. Yeah. And I don't have a printed agenda, so I'm having to scroll really really fast. Understood. Understood. If we could just if we could table that until after we finish the new business items. Okay. I would do we need to make a motion to do that. Yep. I would like to make a motion to table item four committee appointments until after new business is completed. Item five

39:02 – 39:160

and a second. Second. All in favor? All right. Items been tabled until after unfinished business. New business. After new business. Yes, ma'am.

39:13 – 39:580

All right. Um, next up, 5A, unfinished business. Consideration of the introduction of a second reading of an ordinance to adopt the 2025 to 2035 comprehensive plan. A public hearing was held on February 23rd and the planning commission recommendation regarding the adoption of the plan was given during the April 20th meeting prior to the agenda item. This item is for council to consider the second reading of an ordinance which will officially adopt the 2025 2020 2035 comprehensive plan. If I could have a motion for that, please. Madame Mayor and members of council, a motion to approve the introduction of the second reading of an ordinance to adopt the 2025 to 2035 comprehensive plan. And a second.

39:560

Second. All those in favor?

39:58 – 41:050

Carries unanimously. Next item up is a consideration of the introduction of the second reading of an ordinance to annex tax map number 645-0000-00-40 1557 Hubert Graham Way and reszone from RSF-40 in York County to R-40 in the city. Um public hearing was held on February 23rd and the planning commission recommendation regarding this annexation will be given during the April 20th meeting. This item is for council to consider consider the second reading of an ordinance which will allow the tax map number to be annexed into the city and reszoned. Can I have a motion for that please? Madame Mayor, members of council, I'd like to make a motion to approve the introduction and second reading of an ordinance to annex tax map number 6450000000040 1557 Hebra Way and reszone from RSF40 in York County to R40 in the city.

41:05 – 41:170

Have a second. Second. Any discussion on that? All those in favor? Hi.

41:13 – 42:090

Okay. All right. Moving on to new business 6A. Consideration of awarding the bid for the street patching and sidewalk panel sidewalk panel repair proposals for consideration. Madame Mayor, members of council, in accordance with the city's procurement code, a request for bids was published on March 6, 2026, and bids were accepted on April 2nd, 2026. There were four companies that bid on the project with Ram coming in the lowest bidder. Street patching will occur on Chelsea Day, Stone Crest Boulevard, Beachwood Cove, and Delaney Drive. Sidewalk panel repair will be done on Crestfield Lane, Beachwood Cove, and Andover.

42:15 – 43:330

Madame Mayor, members of council, our recommendation is to award the bid to Ram Pavement. Their product is a higher quality than the standard specifications in our bid packet and a better price. Um, we specified 3,000 PSI on the concrete. Their bid was for 36. Um, Chelsea Day patch is there's two large areas that are alligatored really bad and it's a half inch asphalt and the rest of the road is alligator. Uh, Stone Crest Boulevard, we've had several complaints. It's a high traffic, high visibility area. Um, Delaney's got some slippage cracks. We've had several complaints from residents over there. Uh, Beachwood Cove would more of a preventative patch. It's same thing. Half inch asphalt alligator. Um, Ram will get their business license with us before we proceed with the project. um their South Carolina general contractor's license does qualify them to do concrete work, too.

43:33 – 43:560

Thank you. Um discussion. Oh, sorry. Could I have a motion, please? Madame Mayor, members of council, a motion to award the street patching and sidewalk panel repairs bid to Ram and authorize the city manager to issue a notice to proceed. Second. second.

43:52 – 44:490

Okay, now we have a discussion. U I just want to say thank you for the details uh of what's existing there uh in those areas. Uh this was the Chelsea Day area, for example, is one thing that council member Carter and I have heard from residents recently at one of our local chats was an area of big concern for getting patching done back there. So I was very glad to see that included on this list. Um, and going from that half inch to a 4 inch standard, which we know now is what with modern vehicles and commercial vehicles is going to be necessary to hold up. Um, so I appreciate those details to know that what we're paying for should I I want our residents to know that that it's not being replaced with the same level, but we are making improvements when we do these projects to uh look ahead and make sure that the they will hold long term. Um, so thank you for including those details and the the answers, Charlie, to some of our questions from earlier about some of those things.

44:51 – 45:290

So So if I may, asphalt usually is 10 years is a life span of asphalt. With the uh the beefier asphalt, we'll probably get, you know, 15 16 more years out of it. Um it states on here that this is um in our budget for public works that was this the nine-month budgets that we're just in now. Is that correct? Yeah. Come out of street maintenance. What was the actual amount that was that was allocated for that?

45:25 – 47:030

Uh give me one second now. Pull that up. Uh let's see. Well, open the file. Um, one second. I'm sorry, mayor. Give me one minute. I'll pull that up for you. As far as a total amount, those budget outline item, typically on a 12-month budget, it's about a 100 120,000. Um, I want to say it was about 60 to 70,000, but trying to connect to the server right now. Not sure why it's not connecting. Uh, there we go. One minute. Sorry for the delay here. Technology does not want to be my friend this evening. I'm sorry. For some reason, I'm not able to get onto the server. Give me Let me try this different way.

47:31 – 48:090

I think I found it, Charlie. The um street maintenance line under public works was $100,000 for the FY2526 budget. Worth searching for to know that we're under budget. Yes. 100 uh Mr. High is correct. uh $100,000 uh budgeted uh and after this project assuming award based on the pricing plus money's already spent we're still to the good in that line by about $78,000 for the remainder of the uh fiscal year.

48:05 – 48:340

Okay. Thank you. I appreciate that. And now I have to really scroll. So um are you ready for the next get a vote? We got a vote. Okay. Sorry, it doesn't work when I don't have an agenda in front of me. Um, all right. So, all those in favor? I Thank you. Passes unanimously. Thank you. Thank you.

48:39 – 49:140

I don't have All right, we're up to 6B. New business. Consideration of approval of an in um intergovernmental agreement with York County for the boarding and lodging of municipal inmates. Did you want to give us an overview on that?

49:10 – 51:000

Sure. So, uh, our current, um, we refer to it as jail agreement, um, is, uh, is expiring and we need to, uh, re-up the agreement. Uh, this agreement is basically, uh, exactly what, uh, what we negotiated previously with the county. Um, the biggest difference is this agreement will renew uh, each year automatically unless we give notice that we don't want it to renew. So, um the the inmate fee, we're only charged for uh the boarding and lodging of prisoners that are there for municipal crimes. Um any uh we refer to it as as um high court crimes. So, your elevated misdemeanors and felony charges, things like that. Any prisoner that we transport over there, we're not charged for. Um the rate is going up uh and it will go up for all municipalities. Um the Moss Justice Center is the only jail in York County. Um us, uh town of Fort Mill, City of Rockill have what you call holding facilities. Uh so where we can temporarily house a prisoner, but um yeah, if they're not able to bond out for whatever reason, then we have to transport them over to the Moss. Those are the prisoners that where we'd be charged for. That fee is going up uh from approximately $75 per inmate per day to $90. uh and the um the head jailer um well through Sheriff Reeden has provided us with the calculations on that. So we're not they're not able to charge us any more than what they charge any other prisoner. Um Chaplain Spencer has has reviewed it. Um he he concurs that it's a good agreement. Uh it's very very similar to exactly what we uh previously negotiated with York County.

50:55 – 51:200

Okay. Any discussion? Can I have a motion, please? Madam Mayor, members of council, a motion to approve the intergovernmental agreement with York County concerning the boarding and lodging of municipal prisoners and authorize the city manager to execute said agreement. A second discussion, questions.

51:18 – 52:550

I got a few things to say about this. This came up Carmen Brian, I don't think you were here yet. So, it was three, four years ago. Um and um when we first found out about this new charge and um we were trying to fight it. Um the thing that bothers me about this for our residents is that we already pay taxes to the county and to the county sheriff specifically to have a sheriff's department and run to jail. Yet when we put somebody in jail, we got to pay more money. However, when a sheriff's deputy arrests somebody, nobody has to pay any money. They used the general tax dollars that everybody paid, but if we arrest somebody, we got to pay more. And so, I'm reluctantly going to agree to this because I don't want to get involved in a another lawsuit with the sheriff. Um and thankfully it we don't have a lot of um high crime um inmates uh that c and we don't have to spend a lot of money on this. But it does rub me the wrong way that our residents are already funding the sheriff's department and the jail yet to use the jail. We got to pay to use it. So I just want to get that on the record um and make you all aware that this this came up about about four years ago was it? And um um we said no. We got sued. we decided to uh go ahead and accept it. Um and uh but it still bothers me that our residents pay for the the jail, pay for the sheriff's office, pay for the pay for the detention officers. Yeah, we got to pay to put somebody in jail. So, just want to get that on record.

52:530

Qu Well, I guess a question. Do other mun municipalities within York County have similar agreements with

52:59 – 54:030

So, will all So, when the the uh instance that um Mr. Mr. High is referring to um there's there's a thing in state law where it says the sheriff or the jailer of the county is responsible for all prisoners of the county. It also then further states that they may enter into an agreement with municipalities within the county and such agreement may include charges. That was what part of the fight was about uh with the county previously. um the original agreement that they were they were pushing forward also said that they could give us a 90-day notice and end the agreement. And our question is what are we supposed to do with any of our inmates that are there, right? Um so we we ended up negotiating with them where we're the only one that can give the notice. Um and the agreement that's before you tonight is uh all municipalities are entering into. So we'll all have the exact same agreement. Do you know why the rates went up?

54:02 – 54:530

Same reason they're going up on everything. Uh you've got your your medical cost and the cost of just housing the prisoners has gone up every year. This is the first time that they've come back to us. Um honestly, the fee that we've been at, we've probably been at that fee for the last 15 years. um based on the number of prisoners that they have and what their operating costs are and things like that. That's how they they determined what that new fee was going to be and it'll go into effect in July one on July one. Um the budgets that I've given to you for the next fiscal year. Chief Crosby has calculated that based on what our average prisoners are. So we've got that that new fee already uh as part of what the uh upcoming budget proposal is. Do they have um a table of of fees as how much they can go up every year because this renews automatically every year?

54:520

Correct. And they notice us with an increase like increased fees every year. But

54:57 – 55:400

there's there's not a cap per year, but they have to provide us the calculations if they are going to uh be recommending an increase to their council. So um and uh as part of their agreement, they can't charge us more than what they're charging anybody else. So, um, they do it based on their total number of prisoners and then breaking that down to here's what it costs to operate per prisoner per day and that's where they come up with the fee on. But they, to my knowledge, they don't have a there's not a cap that, hey, we can only go up by five bucks or 10 bucks. But, as I said, you've been at this price for about 15 years and it's going up to approximately is it $90, Chief? Is that what they're going to?

55:36 – 56:140

Going to $92 from approximately $75. Yeah. So you're you're right around a dollar a year uh is what they're doing is what it's is what it's kind of equating out to. So uh but no to to specifically answer your question, there's not a cap on how much they can increase it. Uh but they do have to provide the calculations uh and and the math on where they're coming up with with that fee. So it's not just an arbitrary fee. Okay. Thank you. Um I'll call for a vote. All those reluctantly in favor. Hi. Hi. No opposed. So the motion carries.

56:19 – 58:190

All right. Um we're going to 6C new business discussion and consideration of enhancing the golf course entryway. Have a cap on this one. Uh good evening. Um, madame mayor, members of council, uh, have an exciting project to present uh, for your consideration this evening. Um, it is to enhance the entryway to the golf course and Glendon Center off of Machai Drive. Uh, this project is being presented as a continuation effort of enhancement and improvements uh, at the golf course. Uh, with the renovations to the new garrison at TK as well as a new pro shop, this would be an opportunity to truly enhance the first look at one of the most visited locations in TK. As you can see on the screen, that is a rendering of the of the design of the project. Uh the proposed project would have an estimated cost of materials of about $11,000 uh paid through Gulf funds. Um we with labor provided by the city of TK staff. Um so it would not impact the current operational budget of of the city. Uh in comparison, uh contractors quoted us $29,000 to do the project through an outside outside group. Uh provided approval tonight and no un unforeseen circumstances. Uh we would anticipate this project being completed prior to July 4th. Uh so it' be ready to unveil in time of the Fourth of July weekend and uh for fireworks. So for your consideration, technically you're supposed to do a motion in a second, but this is for discussion and consideration. So, uh I think it's it's okay for y'all to have

58:15 – 58:570

your discussion prior to any motion. I'd like to have a discussion first. I I got one question for Dustin. Where is this going to be located? Uh so this would be right on the corner where you take a left into the golf course. Um so if you see it, it's on the back side of hole nine. Right on that corner where the the in between the little island is. Y we lost the trees in the storm. Exactly. Yeah. We're not taking any out for any errand shots yet. So no problem. Not that you would need it. I'm good. That's pretty.

58:56 – 59:400

Uh, is there any anticipated upkeep cost? I see it's got a pretty good spread of landscaping there. Uh, will we be anticipating an upkeep cost or will that get worked into the general landscaping or will golf be managing that? It would be worked into the general landscaping. Okay. Just whether that was going to be like on the golf side of the budget or more on the It would be through us, but it would it would be general landscaping. I think it uh notes it's a it's a good improvement to the entryway and the fact that the I think it's very reasonable, you know, $11,000 in in in supplies and then the um city employees are going to provide all labor. So, it's really no cost to the city. Um I think it's a win-win. It's going to say TA Golf Club, not

59:38 – 1:00:060

golf club. Yes, ma'am. It also will not have a comma in there, but we can only do so much with the resources that we have. So um if I understand correctly also the median is going to be removed so the turn will be easier. Yes ma'am. What's the vision for this is I think from what you've said this is like the first stage. So tell me what the the big vision is for for this to finish.

1:00:04 – 1:00:480

Yeah absolutely. So once uh if this is approved we'd like to get this knocked out as that is the prime spot. Uh now on the other side of the street, we'd also like to add another small wall, not to uh make sure that there's uh still uh line of sight for any golf course going across the street, but we'd like to add some more landscaping and really enhance the full entrance side uh of the golf course. Is there plans to do something to um not necessarily make it something because we want this to be the we would want this to be like the the wow factor, but on TGA K Drive there is a sign that says Tig Golf Course. What's the thought of that?

1:00:46 – 1:01:270

So, we haven't had discussions to uh necessarily enhance it um just because it is kind of small and out of the way. Um, a lot of people don't even see it when they drive by, but we'll continue to make sure that it's clean and it has a little bit of flowers and things around it that sort, but we're not anticipating expanding it or really adding any more to it um in the future. Okay. Anybody else? Any more discussion on that? Okay. Um, I would like to have a motion to um consider and approve this project.

1:01:28 – 1:01:540

Madam, mayor and members of council, a motion to approve the golf entryway project and authorize the necessary funds to complete the work not to exceed $11,000 from general fund and golf. Second. Okay. Any discussion now that the motion's in place? No, I can't wait to see it. All those in favor? I. All right. Fantastic. Thank you, council. Thanks, Dustin. Thank you.

1:01:59 – 1:02:380

Um 6D, new business, discussion and consideration of an introduction and first reading of an ordinance to amend fiscal year 2526 budgets as it relates to household solid waste fees. Madame Mayor, members of council, motion to approve the introduction and first reading of an ordinance to amend the FY2526 budgets as it relates to the household solid waste collection fees. Second. Second. Okay. Um discussion. The fees are going up slightly because of obviously the gas prices have gone up. It's the fuel search charge. Yes, sir.

1:02:35 – 1:02:490

No search charge. Uh recently I've noticed that the prices are coming ticking down just a little bit. How will we be notified from the company when the fees kick back to where they were before?

1:02:46 – 1:04:430

It's something that um I and uh the owners of Signature Waste, we track. Uh it's the it's based on the diesel fuel price index for the it's either South Atlantic or it's the I think it's the Atlantic region is what it's technically called. Um and there's a website that we look at and then we've got that in the calculator. So once it dips down back below the 475 threshold, then the way this is set up is without any further action of council, it will revert back to the other fees. So right now um you're looking at a uh increase of uh an additional 24 cents per customer per month until that drops back down. And then as once it drops back down then um how it practically will work is I'll inform Chennai um who does the billings uh for for the city and she'll adjust that on the bills. Uh so this will go into effect with the May bills uh if approved by council. And so what I would um what I would like to do is under per state law we have to have uh seven days in between readings of an ordinance as we already have a budget workshop scheduled for next Monday as well is to uh ask council to consider a second read of this ordinance at that time before we get into the budget workshop. So that way these these can go into effect as of uh as of the May billings. Um that way we don't have too much of a gap in between when their prices go up and when uh we're able to uh capture that revenue. And again, this is just a a pass through cost. Uh we don't we don't make any money off of trash collection at all uh as a city. And then as I stated previously, the way the the ordinance is set up is uh once that comes back down, we'll automatically take that back off the bill uh without uh council having to take any further action. And Charlie, just for the residents, this isn't something they're doing on a whim. This is in the contract,

1:04:41 – 1:05:220

correct? But they can Yes. Yes, sir. That is correct. Once once fuel prices uh diesel fuel prices for the uh the lower uh Atlantic uh exceed $4.75 for more than four weeks, then they get to do that fuel search charge. One of the things that came up in in a discussion before and then also a little bit during the time that we were going through the waste management bid process was that the current contract allows for a 3% is is it cola increase. Is that something that's being considered on top of this also or is is that not

1:05:20 – 1:06:000

they've actually requested a one and a half% increase for the next fiscal year. Okay. So that's not applying to that has nothing to do with this and it would be starting next meaning in in July. July. Okay. Yes, ma'am. I just want to make sure everybody understands that there's something else that's coming that's not That is correct. connected. Okay. Yep. All right. So any other Okay. Yeah. 24 cents per household per month seems reasonable under the circumstances. I I don't have any concerns. Okay. So um I will call for a vote on that. All in favor? I carries unanimously.

1:06:040

Yeah. Oh, did I miss that?

1:06:19 – 1:07:000

You ready, Charlie? Yes, ma'am. I am. And apologies for that delay. Uh computer's not my friend tonight. Uh so for the art uh committee um and for the stormwater committee, we did get um one application uh additional application for each one. Art jury currently uh has one opening. Um and that that person is uh that applied is Dan Gears and Stormwater has several openings uh but we did get another application uh from Nelson VO. So, those those are your your two names for consideration, Dan Gears and Nelson Bow.

1:06:57 – 1:07:220

Okay. Um could I have a motion to approve both of those um as candidates for those positions, please? Motion to approve the committee appointments as uh stated by the city manager. And a second. Second. Any discussion? All those in favor? I I motion carries unanimously.

1:07:260

Council comments. We'll start with you, council folks.

1:07:33 – 1:09:020

Okay. All right. Well, uh, thanks for everybody coming out tonight. It was a good turnout. We appreciate that. So, in recognizing uh spring pickme up week, Earth Day, and National Arbor Day, I'd like to thank the city staff and all the volunteers who work hard each day to keep our city as beautiful as it is. Thank you very much. Uh, also in recognizing May 4th is International Firefighters Day. Uh, May 15th is Peace Officers Memorial Day and that same weekend in May is National Police Week. I'd like to thank Chief Hasty, Chief Crosby, all of our dedicated firefighters, police officers, and support staff uh for keeping our city one of the safest in the state. Thank you. Um, also would like to say uh let's not forget um all of the police officers who've made the ultimate sacrifice protecting their communities throughout the years. Um thanks Chief Hasty for the invitation to attend the 2026 achievement ceremony at Fire Station 1 this afternoon. Phenomenal ceremony. Uh that's really good. Um firefighters have a special place in my heart. My my father was a firefighter for 30 plus years. Uh and it's always great. I get goosebumps during ceremonies like that. So thank you very much. Uh congratulations to the firefighters who were sworn in and those who were pinned today. Uh fantastic. So I really appreciate the um being involved in that ceremony. So uh and other than that um oh and congratulations to all the new appointees and all the recently reappointed uh members to all of our civic committees and commissions. Um to the residents, thanks for stepping up and serving your community. It's really appreciated. So um that's all for me, Madame Mayor.

1:08:590

Thank you, Councilman Carter.

1:09:02 – 1:11:000

All right. Thank you. Uh thank you for all the residents that are here this evening um watching and those that are watching online or will watch later on. Appreciate that. Um proclamations this evening. Um as the mayor said earlier, those are some really special proclamations. So thank you for all four of those that we did this evening. Also want to say welcome to all the newest members on the committee and the boards and the new roles that some of them have. Um good stuff and like um like Councilman Folk said, thank you for stepping up and and doing the stuff for the for the community. It's really really really appreciated. I'd like to give a shout out to our TK utilities department. Um, and they keep everything flowing in our city super super well. And it's one of those things where um you don't really you as long as you don't know that they're doing anything, everything is fine. But as soon as something happens, you know what's going on. And I had an issue in our neighborhood a couple of weeks ago and they showed up like super fast and it was in a difficult area location. They went in there with with all kinds of equipment, got the problem um isolated, fixed it, and everything was done with a couple hours and they just did it with the utmost professionalism and everything. So, I just want to say thank you to the TK utility department because that was fantastic. So, Antonio and Sheldon and your teams, thank you so so much. The Garrison is open, man. Go out there. That's that's great. I had an opportunity to go out there a couple times last week. Go check it out. That is one of the the best things that's um going on in TK right now. And then we have the um the pro shop that's coming online in a couple of weeks. And then the the the what's it called? The golf course, you know, monument sign that's going to come up. It's going to look really really good. So really uh happy about that kind of stuff. So I like to always end with recognition. And the person that I want to recognize lives here in TK um for years and they're a valuable part of the planning commission for like over six years. Um this person was extremely dedicated and during their time on the planning commission um was deployed and never missed a meeting while they were deployed. They always called in and were part of the meeting

1:10:58 – 1:11:280

still and did that kind of stuff. Um the person's extremely knowledgeable um brought a wealth of insight all kinds of stuff to the TK meetings and he's leaving on personal reasons. He actually spoke this evening for um public comments but the person I want to recognize is Nick Amo who's done a wonderful job. So, just want to say thank you, Nick, and uh you did a wonderful job for PC or planning commission and for our city. That's it. Thank you, Council Member Jones.

1:11:26 – 1:13:250

Thank you, Madam Mayor. Um I will echo again, thank you so much to our city staff, our first responders, everyone who works so hard to do so much. Um I do not think people realize how the term has been a lean ship we run here, but it is amazing. Um, I'll give a special shout out to our um, staff who have been working on the Windward project. I know that's a lot of pine trees coming down. Um, I had one resident ask and so I was able to stop by and chat with the team. They're keeping the hardwoods there, which is a I felt was a really nice touch. So, not all the trees are going, but they've gotten it looks like all the pines down and that project's coming along. Um, if we've been talking repavement all night, that's the ultimate goal there is to balance the look of our city and our trees with not having our roads getting ripped up by tree roots. And if you know anything about pines, they are terrible for that. So, um, they're out there in the heat. Uh, if you see our work crews on TK Drive, if you see those orange signs, please slow down. Give them their space. They're working really hard to to make TK special for us. And so we need to make sure we're being cautious driving around them and paying attention if they're out there giving you the slow signs or taking those turns. Um please uh encourage everybody to take advantage of the April pickme up. Uh as was noted, there's going to be uh reduced fees for picking up your sofas, your white goods, which is appliances, your brown goods. You can go online to the city website to schedule that. It's either got the phone number or uh the link to be able to do that. and that's a great chance to do your cleanout and get it taken care of um at a lower rate. Uh thank you to our residents who came tonight uh and spoke. Uh having been behind that podium, public speaking can be very daunting. Um we hear you when you're sitting up here. We don't respond in time. It's not because we don't want to, it's because that's the format we have. Uh but please know we hear you. Um, as the leazison for storm water especially, I'm I've been taking notes and, uh, as the mayor noted, uh, there are discussions going on about those issues in our city. Um, so, thank you for

1:13:23 – 1:15:190

coming and sharing that with us and spending some of your time. I'm sorry it looks like everybody who spoke already left. Um, but I know there will be some follow-up. Um, we are currently under a state burn ban and as noted also tonight multiple times, there is very low water levels in the lake. Please use caution. Do not set anything on fire outside. Our fire department does an amazing job. They don't want to visit you. Um, and you know, if you're going out onto the lake because we're getting into that time of the year, please use caution with those lower water levels. You don't want to jump and find out the water's not as deep as you thought. You don't want to end up getting a rescue from one of our first responders in the boat because you got yourself stuck somewhere in the lake um in the shallow areas that have been brought up. So, uh, and then again, our online system, I mentioned that for the the pickup, please take advantage of that. Uh, our staff uses that for things like potholes and repairs. That's how we know when things are happening. It's really easy to drive by it and go, "Well, I'm sure somebody said something and nobody says anything and this pothole grows and grows and grows." If you go, the online system is really easy to use and it allows our staff to do their job more efficiently and to address those needs and to let us know there's a problem. Um, or you can let us know and we'll do it. Uh, that's what we're here for. Um, we are working on another morning coffee with council for May here coming up uh sometime soon with council member Heislip and myself. Um, and if you haven't seen some of the new RFBs are in on TDK Drive, push the button. It makes a huge difference for seeing when you want to cross. Please don't run across in the middle of the road. That's a little scary for those of us who are driving even when we're paying attention. And if you have kids, please remind them of safety in the summer months on their scooters and their ebikes and using those crosswalks and using those lights. Um, we're all here in the community together being safe. Uh, and that is everything. And again, thank you to everybody who applied for the committees. I'm really excited for art jury um and storm water. Hopefully, we'll be able to get our quorum for storm water so we can start meeting and I'll be joining the others with giving uh monthly updates on how we're meeting. Thank you so much.

1:15:200

Go ahead.

1:15:22 – 1:17:210

Thanks, Mayor. Um, yeah, a couple good events coming up. I mentioned the business connect meeting next Wednesday. So any local business owners, uh it should be really good. You want to hear about the Grove and what's going to be happening there. Uh if you're a business owner and you want to look at maybe putting a business in the Grove, um some u the COG, the small business programs with the COG, if you're not familiar with it, they they give grants and uh u low interest rate loans to to businesses who otherwise wouldn't qualify because they might not, you know. Uh, one great success story they presented was a food truck in Rock Hill that became a wonderful restaurant downtown Rock Hill. Um, they couldn't qualify for a traditional loan, but they were able to get that loan through the COG. Um, so uh, come out for that. Uh, May 9th, the Best Stamp Food Festival. Don't forget about that. Um, always a great time. Um, and uh, uh, you know, thank you to the new committee members, but we do have more vacancies, so if you have any interest, please, please let us know. uh a uh as uh Councilwoman Jones just said, you know, the uh uh storm water environmental committee still still doesn't have a quorum and it's an important committee. So, if you're interested, please please step up, let us know. Um on that note, for the residents that came, I know they left and I know uh uh Mayor Miller mentioned earlier, uh we have been working that behind the scenes. We hear you. We're we're we're trying to find any way to get solutions, remediation. Um, we've had meetings with Duke, with our city engineers, as the mayor said, we got a meeting with DEES. Um, and so we hear you and we are working on it. Um, and, uh, you know, knock on wood, hopefully hopefully we can get something, uh, done to, uh, to help with that situation. Um, the, uh, uh, final thing, the the proclamations, uh, the firefighters, you know, great ceremony today. Congratulations to all them. Um May 4th, we'll be thinking of you for sure as we do every day when we hear those sirens as the mayor said today at the uh at the ceremony. Um and May 15th uh special day, you know, the uh uh peace officer

memorial day. Uh you know, keep those officers and families in your heart and thoughts uh that gave that ultimate sacrifice. And and National Police Week, you know, uh a special week where we, you know, thank uh one of the most thankless jobs in the world. Um, you know, most people don't think about the police officers till they need them. Um, but they're there and when the, you know, they always say when the when the gunshots are firing, they're the ones running towards the danger. Um, well, you're running away. So, uh, keep them in your thoughts and prayers that week and and every day pleasing. That's all I have. Mayor,

thank you very much. Um, best food May 9th. Um, it's always a a huge huge event. um really special time for all of us to gather and to to go back to what our community is about, which is hanging out with each other, um listening to music, eating good food, letting our kids run around, um and supporting our local vendors. So, I hope that um you guys all have it on your calendar because, um I know it's going to be a really great event and Caroline Hasty does a fabulous job in putting that together. Um the the proclamations were special tonight. Um listening to myself read them, it just kind of brings um it brings to mind how much um our first responders do and how much our community does um that bring so much value to us in keeping our community safe and also keeping it beautiful. So those were um were really good reminders and NAMI in helping us remember that um there are there are people that uh need special accommodations, need special assistance and to keep those um those organizations that do so much for for for those residents um in mind. Um we have a town hall meeting scheduled for April 30th at 6 p.m. at the police station and that will be um Chief has it all set up for us. Um that will be um our city manager Charlie and myself uh conducting that forum. I would so encourage you to come and bring your questions. Bring the Nven Creek questions. Bring the deer questions. Bring the Grove Park questions. Bring the budget questions. Bring the road questions. Bring the ebike questions. Bring all the questions that I read and see that are posted on social media.

This is an opportunity for a face-to-face open discussion. We can't answer every person that speaks to us for those three minutes um in our uh during our council meetings, but we are there to answer when we have our chat with council, when we have our coffee with council. And now this new forum of being able to do a town hall with the city manager and myself. Please come to us with your questions. We are we we want you to feel like you can get the answers directly from us. And if we don't have a full answer, we certainly will get back to you with with a full response. So, I hope that um we have a good turnout because we certainly want to be able to engage with you. And that is on April 30th at 6 p.m. at the police station training room. And that is all that I have for our um our regular council meeting. I would like a motion for us to go into executive session, please.
