Accessibility in City Programs, Services, and Activities

FOR the purpose of implementing subtitle A of title II of the Americans with Disabilities Act of 1990, as amended, and 28 CFR Part 35 {“Nondiscrimination on the Basis of Disability in State and Local Government Services”}; establishing the mandate that no qualified individual with a disability shall, on the basis of disability, be excluded from participation in or be denied the benefits of the services, programs, or activities of a City agency, or be subjected to discrimination by a City agency; defining certain terms; establishing a special effective date; and generally relating to the provision of public services to qualified individuals with a disability.

Installment Payment Plans – Property Taxes in Arrears – Residential Property

FOR the purpose of authorizing certain property tax arrearages to be paid through an installment payment plan; requiring the Director of Finance to establish an installment payment program; setting eligibility requirements for the program; prohibiting the Director from taking certain action against a person if compliant with a plan; establishing the effect of non-compliance with a plan; specifying the contents of the notice of an offer of a plan; specifying certain terms of the installment payment plan; requiring the publication of certain information on the City Tax Sale Ombudsman’s website; providing for a special effective date; and generally relating to installment payments of certain property taxes in Baltimore City.

Baltimore City Policies and Procedures - Safe Spaces and Communities

FOR the purpose of prohibiting a covered entity from discriminating against an individual based on actual or perceived immigration status; restricting a covered entity from coordinating with federal immigration officials under certain circumstances; requiring a covered entity to adhere to certain data governance standards; requiring a covered entity to adopt a certain immigration action response plan; establishing policies and procedures for the Baltimore Police Department’s interactions with federal immigration officials; defining certain terms; providing for a special effective date; and generally relating to a covered entity’s interactions with federal immigration officials.

Rezoning – 3009 Greenmount Avenue

FOR the purpose of changing the zoning for the property known as 3009 Greenmount Avenue (Block 4074, Lot 004), as outlined in red on the accompanying plat, from the R-6 Zoning District to the C-2 Zoning District.

Commercial Vehicle Parking

FOR the purpose of amending the definition of "commercial vehicle"; prohibiting commercial vehicles from standing, stopping, or parking on City streets under certain circumstances; defining a certain term; and generally relating to commercial vehicles in the City.

Ordinance of Estimates for the Fiscal Year Ending June 30, 2027

FOR the purpose of providing the appropriations estimated to be needed by each agency of the City of Baltimore for operating programs and capital projects during the Fiscal 2027 year.

Annual Property Tax – Fiscal Year 2027

FOR the purpose of providing a tax for the use of the Mayor and City Council of Baltimore for the period of July 1, 2026 through June 30, 2027; and setting the semiannual payment service charge for that period.

Charter Amendment – Budget and Procurement Reform

FOR the purpose of amending certain processes, requirements, and permissions relating to the adoption and rejection of the City's budget and certain tax rates; repealing certain procurement provisions and providing for their establishment by ordinance or regulation; removing certain improper, non-essential, obsolete, and redundant provisions; setting a special effective date; and submitting this amendment to the qualified voters of the City for adoption or rejection.

City Charter - Veto Reform

Charter Amendment – Minor Privileges

FOR the purpose of providing for the grant of certain minor privilege rights under a process established by ordinance; removing certain improper, non-essential, obsolete, and redundant provisions; setting a special effective date; and submitting this amendment to the qualified voters of the City for adoption or rejection.

Public Nuisances – Illegal Distribution or Manufacture of Cannabis or Controlled Dangerous Substances

FOR the purpose of updating the applicability of public nuisance abatement to include certain additional offenses; referring certain public nuisance processes to the Department of Consumer Protection and Business Licensing; defining certain terms; generally relating to public nuisance abatement related to cannabis and controlled dangerous substances; and providing for the effective dates of this Ordinance.

Municipal Identification Cards – Applications and Personal Information

FOR the purpose of updating the application and approval process for obtaining a municipal identity card; making conforming changes; updating obsolete language; and generally relating to applications for municipal identity cards and an applicant's personal information.

Zoning – Accessory Dwelling Units

FOR the purpose of permitting an accessory dwelling unit on a property with a principal dwelling unit; defining accessory dwelling unit; establishing certain bulk and yard requirements for an accessory dwelling unit; allowing an accessory dwelling unit as a permitted encroachment to a required rear yard; and generally relating to accessory dwelling units.

Zoning – Conditional Use Conversion of a Single-Family Dwelling to 2 Dwelling Units in the R-7 Zoning District – 2243 Eutaw Place

FOR the purpose of permitting, subject to certain conditions, the conversion of a single-family dwelling unit to 2 dwelling units on the property known as 2243 Eutaw Place (Block 3427, Lot 029), as outlined in red on the accompanying plat; and providing for a special effective date.

RPP Area 48 (Riverside) – Revisions

FOR the purpose of increasing the allotment of parking permits for churches and increasing the hours for those permits in the Parking Management Plan Restatement for RPP Area 48.

Rezoning – 505 E 28th Street, 507 E 28th Street, and 515 E 28th Street

FOR the purpose of changing the zoning for the properties known as 505 E 28th Street (Block 4071, Lot 020), 507 E 28th Street (Block 4071, Lot 021), and 515 E 28th Street (Block 4071, Lot 025), as outlined in red on the accompanying plat, from the R-7 Zoning District to the IMU-1 Zoning District; and providing for a special effective date.

Charter Amendment – Repeal – Term Limits

FOR the purpose of repealing term limits for Baltimore City elected officials, including the Mayor, Comptroller, City Council President, and City Council members; and submitting this amendment to the qualified voters of the City for adoption or rejection.

Operating Budget for the Baltimore City Board of School Commissioners for the Fiscal Year Ending June 30, 2027

FOR the purpose of approving the budget estimated to be needed for the Baltimore City Board of School Commissioners for operating programs during Fiscal 2027; providing for certification of the approved budget to the State Superintendent of Schools; and providing for a special effective date.
