Thank you. Okay, so we have a lot of people here today. Thank you guys all for coming. To start, yeah, she'll remember here. She's been here before. She's great. She's here to talk about, we had talked before about a community bike safety event, and that's still going to go on as planned, but Cheryl's had a new idea that she'd like to present to you guys and introduce, so you have the floor.
Okay. Hi, Michelle Weinberg, 624 92nd Street. Thank you so much for having me here. The last time I was here, we talked about designing a safety program, especially with micromobility. Since it's on the rise, it's here to stay. But I'm currently going through, I'm a doctoral candidate in occupational therapy. that I'm specifically advocating for a grassroots approach of helmet safety, a helmet safety campaign. And what I've done so far, so I'll get you up to speed, is I've gone to middle school and I've spoken with them. I had them fill out surveys. I created a focus group and I got feedback from them as middle schoolers. because I think the best place to get the information is from people that actually ride them that are young and from peer to peer. And then I also spoke with experts that are in the field, four different experts, that gave me their own opinions in what they've been working on. So I am here today, fast forward, because you guys are leaders, clearly. You have higher level executive functioning skills than other high schoolers and teenagers that I know. And I think that you would be the perfect people to help me design a campaign. So last time I was here, I kind of created that design so that we can shell it out in the community. I'm still happy to do that. I would love to do that. That's easy peasy. But I actually want to take a step back and design it with you. What would be a real peer-led design helmet safety approach. It would be two sessions. One would be, I think, in person. And we would, first I would give you the information that I had received from the middle schoolers from the experts. And then we would break out into groups. We would design something. We would fill out a prototype. AND THEN WE WOULD MEET ONE MORE TIME AGAIN. I WOULD CREATE THE DESIGN BASED ON YOUR FEEDBACK, AND THEN WE WOULD MEET AGAIN, BUT NOT IN PERSON, KIND OF REMOTE, BECAUSE I THINK THAT WILL MAYBE WORK BETTER FOR ALL OF YOU GUYS. IT'S HARD TO COMMIT TO TWO AND TAKE AWAY FROM THIS MEETING AND OTHER THINGS YOU GUYS HAVE GOING ON, AND THAT WOULD BE A 60-MINUTE PROGRAM. AND THEN WE WOULD DESIGN SOMETHING. AND BASED ON THAT, IF YOU WOULD LIKE, we could then pilot it. But the pilot is not We don't need to pilot it. We can create a community event with our commissioners and town commissioners, a helmet safety program, but it doesn't have to look like what we created. And it would be research evidence-based. It would be an IRB study. It is an IRB study, so I'm in the works of all of this being submitted with IRB, which is the Institutional Review Board, if you're not familiar with that.

Okay, so does everyone, so basically, Michelle, what we're asking is like one session in person, maybe at the community center, and we'll all get together and do what's described here, help plan it, and then there's a follow-up session that's virtual. I have a question. It says ages 13 through 17. If you're 18, you can't do it? Oh, no.
I would change that. I didn't know. I didn't know. Actually, that's a good point. You can do 18, and you wouldn't need a consent form from your parents, actually.

And I know you were aiming for around eight people. Do we want to just keep it within the Youth Council, or should we still try to publicize this? That's up to you guys.
Yeah, I think the bigger you make it, the harder it is to keep the group focused. So if you want to leave it to just you guys, because you are the group. But I'm open to your feedback. I think you should open it.
I think definitely setting a date and seeing, like, when is a date that everyone can come or most people can come and then going from there, like, maybe asking, like, friends or something like that so it's not just, like, mass publicized at the beginning unless we need a lot more people.
Okay. The most important thing is if you are under the age of 17, 18, you need a consent from your parents, because you're a minor. And then I would need a cent from you, but that would be done, a consent is like, a cent is from you guys, and that would be given at the time.
So would this be like an exchange for the event we were talking about last time, or is this like a precursor to the event?
This is separate. Let's say it's separate, yeah. Okay.
And you said the age range is subject to change?
Yeah, I'm looking at teens, I think. But what are you thinking?
Just since you said that you could go to the middle school, if you could just reinvite that contact and be like, hey, can you advertise this? Or finally, just for middle schoolers?
Middle schoolers, they were an interesting bunch. And I learned a lot from that experience. And I'm open to doing it with middle schoolers, but I think people are actively committing, it would be fine. But I think that because of my focus group, they were kind of all over the place. Maturity level is tough at middle school age.
So, wait, sorry, because I'm just trying to understand it a little bit better. So the part where, like, NSU would come in to the picture?
No. So I'm NSU. Oh, okay, okay. It's just you. Yeah. Okay. I'm the principal investigator. I'm designing the project. But NSU is, I'm doing the study under their review. So anytime you do a study, a university has to be involved. FDA, usually there's a university backing it or there's the government backing it, but anytime anything is evidence-based, it's usually some kind of university. Yeah, it's confusing, but...
Okay, so... Is there any questions about the content of the sessions in detail?
Just two sessions to create a campaign, implement the campaign, and then do the event.
Not even necessarily at all, right? It's mainly to help with your PhD candidates here. Yes. You're helping me.
You're helping me, but also you're kind of like, in a way, understand and shaping something that's really important that could grow into something that could be piloted in the future, not only in Surfside, but all over because Miami-Dade County doesn't have this, Broward County. This could be national. There's national safety coalitions all over trying to figure why aren't these trends working with kids? What are the social norms? Why isn't it being accepted? So that's what we're trying to figure out. I need to hear it from you. I can't be in your head.
And you get to say, oh, I co-designed a safety campaign. I was part of a group that was part of an IRB-recognized research study. We helped do this to promote safety in the community. There's a lot of ways, if you want to make it sound good. And also, I think we could write about it for our youth council writing.
Yeah, contributing to research is a big part of the special agents. So yeah, that's where it is.
So then in terms of setting a date, Like, I don't, like, I use a calendar. Like, I know when I'm available. Do you guys, like, all have something like that, or do you need to go home and, like, ask things?
Depending on work.
Depending on work. When do you work? Because we would want to do this on a weekend, right? Whatever works best for you guys, yeah. Saturday. Like a Saturday. Sunday, right?

No, I mean, if you know someone who would be interested, I feel like there's no harm. I think the issue is we don't, I don't foresee it being like a 30-person thing, but we definitely don't want to get that big. But if it's like 12 or 14, you can send it out this flyer.
I feel like if your goal is research and study, I feel like the more people, the higher the quantity. Absolutely.
The bigger the numbers. And if we need to create a second round of the first session and then a second round of the second session, I'm open to that as well.
I think we could post something, but not make it that much pressure for us to be pushing people.

Okay, yeah. And should we make, like if we're pushing it out, like normally what the council does is have a QR code where people can register, so we know approximately how many people are going. Would you want me to do that? Would you want us to do that? And if so, should we cap it at a certain number, or you're fine with that?

We can just send it out, and with no QR code, and just, like, whoever comes, just gets there, and it's no surprise. Okay.
It's a surprise if people... And what I'll do, I'll create a Google form for the consent form that if you are under 18, that your parents just have, that we need to ensure that they sign it before. So I'll send that to you. Okay.

My name is David Carr, 9341 Collins Avenue. and i'm the chair of the community relations board so commissioner gerardo brought up your project at our meeting and last month we have another meeting next week and we wanted to partner with you somehow we were looking more at the bike safety point part with helpless i talked to chief press the other day he would like to be an audit We were looking, he was looking at a bicycle rodeo where one of our committee members is trying to get that J&B bike in person on 70th, somewhere, to have kids in your age group bring their bikes, make sure they're the right height, give helmets. Even what we did in my town, we engraved the bike with a coat, so if somebody stole yours, You could, you know, when you call the police, you could say it's this code. They could be on the lookout. A relay, you know, an obstacle course, even with the scooters, just to show, you know, they put a stop sign, make sure you stop at count four, you know, STOP. So if you can use us, our committee, at any time for this, even after you do the initial one, or even before, we'd like to help you out.
That's awesome. And I know, maybe not with this design session because it's kid-focused, but with the community event we were planning, that's a really great thing, especially for CRB and the police department to be involved with. I feel like it would help the turnout. I like the bike rodeo idea. I remember Chief Press came in and talked about it and was very excited about it.
So if you want to talk to Angie when our next meeting, and if you want to, it'll be on our agenda. And I'll just report what you guys are doing, and that I did share what we'd like to do. Yeah. Because you want someone, you can't just hand a helmet. It has to have, it has to be consumer product safety rated. Perfect. And each helmet that's given out has to be properly fitted to each individual. Okay. So it becomes like more of a thing. But I'm helmet fit certified, and I know, and Bike 305 Sue from Bike 305 is helmet fit certified. She would love to help, and probably we could get more trainers.
That would be great. If you can't be there, you could just send, I think Adam has my email, send what you just said, and I can read that, include that in our meeting. Okay. Thank you to our two speakers for coming to speak on this item. Next, we have the Native Planting event, and we have Commissioner Bildus. Thank you, Chair, for talking to us about that. Thank you for being here. Always a pleasure.
Thank you, Chair. It is always a pleasure for me to come visit this committee. I think I've met all of you individually, but it's my first time seeing this group all together. So I wanted to follow up on a topic that we discussed maybe at your first meeting, and I think it was thanks to Board Member Vittori who brought it up. As you know, I've taken a great interest in this native plant garden that the town has recently replanted on the corner of 92nd Street and Bay Drive. If you haven't seen it, I'd encourage you to go by and check it out, and I'm always happy to give a tour of it. I'm really into it. Just in very broad strokes, in case you're not familiar with the issue, almost all the plants you see around Surfside, and certainly pretty much everything you buy at a big box nursery like Home Depot, is not originally from Florida. And what that means for the environment is that the insects and birds and wildlife that need food from native plants can't always get it from the non-native plants that we have in so many of our yards. And so there's a kind of growing movement nationwide to go back to planting the kinds of plants that were originally in areas before 1492, before European contact with the Americas. And the grant that we got to plant the garden from the wildflower for the Wildflower Foundation actually required that a scientist review the landscape plan and confirm that every plant in there was something that could have been on this island before 1492. And so that was kind of a cool thing. And that's the level of rigor that they required. Board member Butori had proposed the idea of trying to expand native plantings in the town, and I'm all for that. And I guess one of the things we talked about the last time this issue came up is that it's just a hard thing to scale up, because especially if you want to provide a habitat for wildlife, you can't really use pesticides, and you can't use weed killers. And so to weed the garden, you need someone to do it by hand, and it's very labor intensive. To do it exactly right, we don't have to do this at every site in town, but for a little contained garden like that, it requires a lot of work. I'm happy to report that the town has contracted with a sort of specialist gardener. Her name is Ivy Hernandez, and she runs a group called Green Spirit Miami. And she's going to do five hours of work a month, which is really all it takes to kind of pull the weeds and do that. So anyway, that's just a bit of background. I want to try to plan some events in the spring that promote the garden and the issue of And there are two things that are kind of in the air that I wanted to float to the committee and see if you'd be interested in participating in any one of them. I'll be shopping this around to the Parks and Rec Committee and Community Relations Board, but I want to give you the first dibs, especially because I want to support Board Member Vittori's interest in this subject. So the two things are, one, I talked with Ms. Hernandez today. And she's willing to do a community gardening event, like a volunteer event, where people participate in the maintenance of the garden a little bit. And she can talk a bit about the plants that are there. And you can learn what's involved in that. This could be a nice project for a high school service club or really anybody who just wants to get started with gardening and see what it's about. I'm going to be working on that. I'm going to be seeing if the town can have a small budget to buy gloves and clippers and trowels and things that would allow volunteer gardeners to take part. And she's game for that. She's also going to be doing things like making cuttings of the plants to give away, harvesting seeds, that kind of thing. So we could have an event that's kind of built around the maintenance. I've also talked with a woman named Mary Benton, who's really wonderful. She runs a group called Bound by Beauty in Miami Shores. Actually, my interest in native plants took off five years ago when I saw her speak at an event. She's marvelous. She does an interactive talk on native plant gardening. I'm trying to bring her to Surfside to give her talk. She's excited to come. She likes to do talks like a weekend morning, like sometime around 10.30 or 11. And we could pair that with a plant giveaway. I'm actually taking care of a bunch of plants from the garden that we need to get rid of. We could do this kind of cool event with Mary Benton giving her talk, have a plant giveaway, and try to spread the word that way. So anyway, those are the two things I'm kind of working on. I'm also open to suggestions, but I'd love to get the youth council involved. And so I'm happy to answer any questions and see how we might work together on this.
I already have a volunteer group at my school that would be dying to help out with the community garden events. Yeah, we have our own native garden at school.
That's great. And that's masked, right? Yeah. I mean, I've been working on both events, so I'm curious which ones might interest the council. But yeah, I definitely want to coordinate with your group for sure.
It's easier to market than volunteering, I'd say. And I'd like that we would be tending to the garden as well if it needs that maintenance so often. I would go to that. I think that's fun. And would the Ivy Hernandez girls, she would come to that?
Yeah, she would lead the event, I think. I talked to her on the phone today, and she's willing to do a kind of, to lead a community service event.
Did you already unveil the new plaque?
Oh, no, thanks for reminding me. We have to, at the next commission meeting, we'll be voting, I think, to ratify the name and the plaque design, you know, that we had talked about, and then I'm hoping that's going to happen
soon too but we've got to have a commission vote on tuesday of the signage could it be sorry i'm forgetting the word it's going to be conjoined with mary benton speaking oh yeah because i think that would be able to bring a bit more attention to the events unfortunately i don't think many kids our age are too interested in native gardening. So if we could combine the unveiling of the signage, maybe some food, and then a speaker as well, as well as a plant giveaway, that would be a mega event that a lot of people would like.
I do agree that if we could join multiple different aspects, it'll probably get more people. I love earth and stuff, but I do agree that many teams don't really have a particular interest. But it's a growing thing, so I think it's a good idea.
So I just want to say I'm happy that you're here with this project because I think a couple of meetings back, Mr. Tori mentioned doing a butterfly garden, was it? Oh, not the butterfly garden.

and wait yeah we would love to help with that if if you two are in contact then sophia can do you want to take the lead on it yeah definitely and we can do the um what is there like a certain date that we have in mind i've got to i've got to check that with with you know that that event will depend very much on uh her day hernandez's availability she's coming she's looked at the garden before but i've not met her in person and she's going to come check it out
either Friday or Saturday. Friday is a school day, I figure, but I can let Board Member Vittori know. In any case, I'll be meeting her and we can make a tentative plan at that point.
And then if we were to, you know, market it to youth and they would come, I think they would come for the community service hours for all things. So in what How do we go through with that, getting those hours? Because I always forget.
The approval for your volunteer hours? Yeah.
Yeah, we've had a few requests for that from other past committee members that have done volunteer work. I'll have to relocate all those hours. It definitely was, yeah. I mean, I'm sure somebody could confirm.
this is awesome this sounds like a really cool event so like i guess any updates or anything you can communicate with her and she'll let us know and then we're happy to help in whatever capacity you need we'll we can like make a flyer we can we'll definitely go to the event yeah i think uh the beach high ecology club could also come in nice okay great thanks sorry um just related to a date
Do we have any, like, do we want to, like, correlate this with, like, Earth Day? But that's kind of far, but it is sort of, like, April 22nd, which is far, but it is, like, because Earth Day is a pretty big thing, and this would be, like, because I think we usually do around the same thing for Earth Day every year, so this could be, like, something new. Yeah.
I think the community center already has. Or if you do something at the Garden on Earth, if you do this earlier, then do something at the Garden on Earth.
Yeah, I'm just saying like around that time or something.
That's a great idea. He has two events, so maybe the second one could be done in Conventional Earth Day. Because the Park and Rec Earth Days usually ends early. So it could be a later afternoon to keep the Earth Day going.
One more thing I was wondering. Also with the new garden, we're trying to revitalize the new garden. I wonder what if we were to create maybe a youth, if youth were interested. I know Sophie said you have some friends who are interested. Maybe other youth in the community are interested. like maybe a youth kind of committee, like volunteer, garden volunteer committee that meets there once a month or something like that. And then like we could use the event to introduce that if we wanted to establish that. So I don't know, or even like if you wanted to get more people in the community involved, like maybe we could have kind of a monthly series where people come in, like people can come in from like 10 to 12, like the first Sunday of the month or something like that and garden.
And it's, you know, it's a small, a relatively small space in many hands. make light work so it's one of those things where like if you had a group of even five but certainly ten people looking for weeds and pulling them you can You can get it done pretty quickly, have coffee and donuts or something, and get a service hour or two.
Is there certainly certification or training that would be needed? I don't think so.
I think that's why it would be good to have someone like Ivy Hernandez on hand, because she can ID the plants and tell you which ones are the weeds and which ones you want to cultivate. And she can provide that kind of information. Also, she'll be knowledgeable about how to harvest seeds and how to do cuttings and things like that. I'm a gardener, but I don't have that level of knowledge, but she does.
I think with that student group, we may get a low commitment thing. More people are likely to sign up and just relax one day.
I think if you're going to do it in the first place, you're probably already very interested and already know so much about it.
If we have the ecology closed up, all of our respective schools, we market it to them especially, and people come, I think that's a good idea. Try to get them to keep coming back by saying, oh, we have maintenance days every two weeks. You get multiple hours.
Is Ivy Hernandez the current ed gardener that we've employed?
Yeah, she's going to be coming five hours a month. So probably that means either one or two hours.
So five hours a month, could you maybe, like, coincide that with, like, teaching? Because I think that also takes more work off her hands. Right. Like a teaching experience. Yeah. Because she's already doing it once a month. She might as well wait. Exactly.
I'll see her this weekend. So I'll ask her about that. But I think she's game.
It might be also good to involve communications with vets because maybe they could video her. And, you know, that could be something on the website. Oh, yeah. And it would be a lead-up to the actual, you know, official event. Will this be posted on the website? Well, that's what I'm saying. If the communications department gets involved, I was really thinking if they could film her lecture, so that way it would be on there for people to be able to learn when they watch it. Yeah. But it could also be a lead-up to the actual event, and then also a way of promoting the monthly...
I mean, you would go every two weeks to do that.

Okay, so this is kind of how the Civic Sparks thing has evolved. So we met with the, we had a Zoom with the Beach High political philosophy club. They agreed to collaborate with us on anything we could do. And as we were talking about what kids would go to target audiences, we decided that instead of making an event that's specifically civic engagement, which is kind of a limited audience that want that and we saw how much of a success the college prep series was we decided that our next week we can implement like civic engagement into our next college prep series or kind of implement the political philosophy club and other beach high clubs so our idea was to make like the title of the next college prep series would be your future field. So our plan was to kind of reach out to multiple clubs at Beach High, not too many of course, but to represent different career fields. And so kids would be able to go, it'd be kind of like a club rush, but more of a career fair. And those clubs would be assigned with talking about that field, not obviously advertising their club, but advertising the field that they're in, giving some advice, maybe talking about, if it's like a senior who had an internship, we can talk about that, and including the philosophy club, and then maybe later we can see if we can do that. Yeah, so we were thinking of doing maybe like five major fields, like healthcare, like law, tech.
I run the medical pre-med program at my school.
Awesome. Yeah, so, I mean, and if we have connections to certain clubs that are outside of Beach, then we can, of course, invite those as well. We're just thinking we have a lot of connections at Beach, but the idea would be these students would help, like, underclassmen or even, like, middle schoolers, like, truly understand what the job opportunities are in that field, because, like, if you're like, oh, I like healthcare, what exactly do you want to be doing? Do you want to be a nurse? Do you want to, I don't know. There's more, yeah. And also, on top of that, here are the ways you can get involved in your community. Because all these clubs are doing volunteer stuff. All these kids who are interested in medicine have had an internship. Here's how you can actually get involved right now. And we can put them on to our internship database. Yeah, and we can also put them in that. And Ellen and I were thinking, because this is like, This might be our biggest event of the year, just because it's a lot of clubs from beach, and we were thinking to secure it. Because we were thinking, Rudy, I don't know if this is feasible, but could we do it on the 96th Street Park field? Just have a lot of stations and tables set up on that field.

So we are super excited because my company is Relief Designs and we did the 90th anniversary event that you guys participated in. So this event is an event that we hope will be an annual event for Surfside. It's a two-day event, so on Saturday we'll be having a sort of elevated cocktail event. It's a white party. It's the weekend of the snow moon, so like there's a full moon, so that's why we're framing it around that. We're going to have, at the cocktail event, I would love to work with you guys on the programming for that to see if there's a way to include you in that. We will be doing a giveaway again, so that is an option for the table. and we'll be having mermaids and fire dancers and it'll be, it's going to be super fun.

That part is on Saturday. That's the, that's the sort of, it's more, it's geared towards adults obviously because it's a cocktail, but you're all like obviously welcome to come. There will be mock sales, so you can participate. And then on Sunday, it's a sun and sea celebration, so we'll have family-friendly events. Oh, there's gonna be these huge sand sculptures on the beach that we have a professional sand sculptor doing. So on Sunday, the person who led that, or his team, will be doing a workshop on how to sculpt the sand. And he does it sort of in teams. So you're all welcome to participate in that. But it's like a full day of events. We'll have mermaiding classes in the afternoon. So you should sign up and get your little tail. And then we'll have a garden barbecue and some activity stations in the garden, like the green space behind the pool. And in the afternoon, we'll have sunset yoga and a sound bath with the full moon rising. That's the overview.

So some of the ideas I had were like, During the Sunday event, when we have the barbecue and the activities in the garden, we can set up some space for tables for that. I'm not sure how to do prizes yet because I'm kind of anti-plastic and all that. So we'll figure that out. It's in process, although I have some ideas. But you guys could be sort of the people engaging with them on that. And then I don't know what all are your priorities. We talked about maybe some sustainability stuff or something that you wanted to bring into this. Obviously, my company is 100% eco-friendly. We try not to use plastic. We compost everything. The composting team that you guys met before, they did a training. They may do a table during the day on Saturday as well. So I don't know. I'm open to your ideas.
And I think, like, how, because, like, for the 90s universities, you guys remember how we had, like, that table and we were giving out, like, the little wildflower packets? And that table, like, it was, like, oh, like, the youth council table. Like, we could just have something like that. This has been the biggest event. I mean, even last year's 90th was big, but it was one day. So this is, you know... this is the board really trying to elevate and kind of attract you know interest from the hotel so that they see what's going on this year and then next year maybe they want to invest they want to be sponsors they want to like have their own sand sculpture so yeah i mean these are a lot of awesome ideas and sure it was really awesome at all things aesthetic and and all the details so yeah we'd love you to be a part of it just add uh some of the background to this as well is
that the Resort Tax Board, they were looking to do a signature event, something really special and more over the top. And after the 90th, they directed Charu to do the event, her company, and her idea for presenting something that would be unique to Surfside.
What you need from us is help publicizing to youth, like maybe on the new Instagram or something like that.
Yeah, definitely promote it on that if it's up and running. I mean, we're going to try to, you know, obviously there's a lot of moving parts and things may shift a little bit leading up to it, but we're going to try to get a little bit of a... ATTENTIVE TIMES ON SOME OF THE SCHEDULING SO THAT WE CAN START TO PROMOTE AND COORDINATE WITH THE STAFF. OF COURSE, I'M GOING TO HAVE, YOU KNOW, MEETINGS WITH RUDY AND HIS TEAM TO ENSURE THAT HIS STAFF KNOWS EXACTLY WHAT'S GOING TO BE GOING ON. AND ALSO TALKING TO OUR TOWN MANAGER ABOUT, YOU KNOW, POTENTIALLY GETTING AN APPROVAL TO CLOSE THE COMMUNITY CENTER FOR TWO DAYS, WHICH IS, YOU KNOW, HAS NOT REALLY BEEN DONE BEFORE. BUT BECAUSE OF THE SCALE, IT MAY NEED TO. That's the part where we're still working that out. I do think that we'll need, I mean, we're going to have to talk to the town about pre-registering for some of these things. I think we'll have to talk to the town manager about that because if there's no part of the community center that is, say, residents only, then maybe you don't need to be checking. I mean, I do envision the beach chair service will still be up and running, but people will maybe not be able to walk through.
