Uh good afternoon everyone. I'm calling to order the November 5th uh meeting of the Fischers Plaque Committee. Please stand and join me for our pledge of allegiance to the flag of America and to the stands one nation indivisible.

Do I have a motion? I'll make a motion to approve the minutes from the September 3rd uh plot committee as presented. Do I have a second? Second. All in favor, please say I. I. I.
Motion carries. All right. Next item is a public hearing. Uh it is Kenwood subdivision uh case PP25-13. Request to approve a primary primary plat of nine lots on 6.49 acres known as the Kenwood subdivision property. Uh subject site is generally located east of Promise Road and south of East 136th Street. Uh Christie,
yes. Good afternoon. Christy with community and economic development. This is PP 2513 as a primary plat for the Kenwood subdivision. The proposed Kenwood plat is located near the intersection of Promise Road and East 136th Street. The subject site is 6.49 acres and contains two lots with no home or buildings. Currently, these lots are zoned R2 residential. The zoning of these lots will remain unchanged. The surrounding area is, as shown here, is zoned R2, R4, and ER residential. The future land use map calls for this area to be suburban residential. the proposed primary plat that will be subdivided from two existing lots to nine single family lots with two private driveways as shown here. All lots meet the minimum requirements for the UDO. Access for lots 1 through 4 will be accessed off the shared driveway from 136th Street and the lots 5 through nine will be accessed for the shared drive off Promise Road. Pedestrian improvements will be included on East 136th Street and Promise Road with the subdivision improvement permit. No open space is required for this project and dry detention basin is required for storm water management. All lots will use a well as their water source and no waiverss were requested with this plat. Staff would like to mention that this bumpout that I just highlighted on the
screen um was added to draw a property line around an existing accessory structure on the property to the west. This area will be dedicated to the adjacent property through meets and bounds process. This plat is in line with the objectives of the Fiser unified development ordinance and aligns with the future land use plan. Staff recommends an approval of the primary plat PP25-13 with the condition that all TAC comments are addressed and that pedestrian improvements are shown in the subdivision improvement permit during that process. A public hearing is required and with that I conclude my presentation. The applicant and I are available for questions.

Yes. Craig Cassidy. I live at 13485 Promise Road. Uh only we need to know is there's three of us, the zippers, ourselves, and the woodfills. Is anything on the uh west side of Promise Road going to be impacted by the development whatsoever? Whether it's a a path or utilities or a passing blister um any information that we might be able to access.

And uh my question is is there going to be what's the empress on 136 and promise going into the lot? I couldn't make the maps you showed us didn't actually I I couldn't make out the the exits and the entrance to the slots. Okay.
What are the entrance? So it's a shared drive. So it's like a share drive. We can we can bring up an image again to show you. I'm sorry you got to speak a little louder. In other words, it's a shared drive. Okay. In other words, I I couldn't I can't hear. I I could hardly read what the lady said. You know, I couldn't make out what you had in the screen where the lots were actually at. We can uh we can address those. Do you have uh after we collect all the Well, let's put people here too, right? I get that. U we just want to hear all the questions first and we'll address all of those uh all of those questions after the conclusion of the public hearing. Okay. Yep.

There are no road improvements. There are no road improvements being done along. So, Correct.
So just everyone can hear in the back. Uh the question was is there going to be any improvements happening west of Promise? uh for example, a passing blister or a trail of that uh of that example. Um there will be no uh passing blister for this development. Uh I think the um the access off of Promise Road is serving uh four to five lots. So um it will be small traffic going in and out of that uh of that drive. So um there won't be any um development or any uh road work for this project.
There is not currently a packet. Well, I mean there is a packet online, right? Should be on. Yeah, it's attached to the agenda. Oh, so this is R2. Um it's a straight zone. um it's part of the city of Fisers. So they're allowed to build anything that meets our UDO requirements for homes. So um so no, we don't have a we don't have a a copy. It's not a PUD or we have a packet of home elevations. So there will be nine custom home lots. And to Mr. Villa's question, can you see where the entrance is off of 136 easier on this image? up the up all the way to the top.

So this is the barn that you might be talking about. I can't point it. I don't have a pointer. There we go. This is the barn that exists. Um, this is 136th Street up here and there is a sidewalk proposed to go in along 136. This is one shared driveway that will have four lots out of it. And the other shared drive is along Promise Road with five lots. It's outside of this this development.
It's on someone else's property. Yeah. Where's the pipeline at? I'm sorry. The pipeline. The pipeline. The gas. Is there
the Marathon pipeline? Is that what you're referencing? We can look that up. We're not really having a conversation back and forth. If you want to locate where the pipeline is, we can do that for you. Okay, Christie, we can show a map to the um Mr. Villa after this if you'd like to locate his house versus where this development is.

Oh, it's 10 ft. So, the bump out is 10 ft. Comes out 10 ft behind your bar. Was it 3 ft to the property line from your barn? Okay. So, from your property line to the edge of the road is three feet. Again, it's a shared drive. Um, not a road
in between like a drive and property. No. So, drives can be one foot off the property line. Um, so there's no buffering requirements between a driveway and an adjacent property. Yeah. So, each and every home has its own timeline.
Yeah, we do have representation here from uh trees if you want to mention on timeline. This is Caitlyn. Hi, I'm Caitlyn Doofer, land acquisition manager with Dre Homes. Um, we are probably about a year before we start selling and then each home buyer gets to choose the lot that they want to build on it. So, we're probably a year and a half out from our first homeing. So, why are they going why are they having a well?
I'm sorry. What? Why are the homes on well systems as opposed to the water? I think that was um what a cost option that was allowed. Okay. Do they have septics or are they I believe Caitlyn this is all part of going to be connected to the sewer system. So they went through an annexation earlier this year. Okay. Which is a requirement um for sewer connection. Well that that's what I thought I thought that it went through the annexation. So that's why that's a requirement for sewer but it's not a requirement for citizens um water.
