Um, thanks everyone. Thanks for being here. Manager is out of the office today, so I'm going to cover the agenda review. Uh, starting with proclamations. We have fourpox nations scheduled for Tuesday, including National Tennis Month. No truth to the rumor that I'm dodging Vice Mayor Glascock and is a challenge that he You'll kick my butt. So,
and one item on the public agenda. On page two, we have a petition for public improvements, standard um type improvements that you see on your agenda. Page three, shifting to new council business contract for fire station alerting and automatic dis automatic dispatch. Uh something that Chief Snow has been working on for several years. So glad to bring that forward to you. Item number two, a contract with Ride Care for demand response software. Uh Penny Feist um from our transit department is here if you have any questions related to that contract software. On the high housing agenda, excuse me. Um public housing recovery agreement status report. you will be seated as the governing body for the housing authority. Um so you'll have someone joining you that in the morning for that presentation made by Sally and her staff. On page four, there's one travel item. Uh Mayor Woo attending the Kansas Mun municipalities board meeting in McFersonen. Uh, shifting to page five, I want to highlight item number 3A, Kansas Department of Transportation Supplemental Agreement. Paul Gunsman here is here if you have questions related to that project. It's an innovative project that will allow us to embed technology in our roadway, improve communication with vehicles for vehicles that have that capacity.
And it's just a trial. Is that right?
It is. In essence, I think we've got the project virtually done. However, this is really supplemental agreement agreement with extend on the next page is another agreement with Kat relative to Crystal Perry Lake Park. Uh this is a rightaway agreement that will allow us to extend a multi-purpose multi-use trail in Crystal Lake Park. Crystal Prairie Lake Park, excuse me. Right below that is a contract and vendor selection for the Cedric County Historical Museum. You may recall that we own the facility that houses the historical museum. Pursuant to our operating agreement, we cover this sort of maintenance. So, the HVAC uh system is being presented to the city council for approval.
That's in the contract for what we cover. Yes.
And the county has items that they cover as well. The county partially funds the historical museum. As far as the facility and maintenance requirements, that largely falls on us. However, the county, you're correct, council member. The county does fund the museum itself, its operations. Okay. Perfect. Thank you. Change order number one for the multimotal facility. Uh you'll see a change order approximately $260,000 covering a wide range of items related to the hub. Any questions related to that? polls available to answer. Uncatategorized items include uh the first quarter performance report from Visit Witchaw, a notice of intent to use debt financing related to the airport, Colonel James Dabar Airport. On the next page, item number 11, I want to highlight a public excellence for wastewater treatment plant number two. Uh Don Henry's here if you have any questions related to that item. I want to highlight item number 12. Um, as we all know, we lost Josh Blake within the past year and automoilia is something that he was passionate about and it was uh challenging at times to work with Josh because of his passion, but he did such a fantastic job and and being an advocate for that event and the U local groups and agencies have benefited from Automoilia. So glad to see that event continue to go. couple of events on the next page of your agenda packet as well as uh second reading ordinances. And lastly, on the final page of your packet, I want to point out an air parking analysis, airport parking analysis out at the uh the White Diaz National Airport. Before I highlight the May 26 agenda, there have been several questions related to House Bill 2481, which extended alcohol sales relative to the World Cup. I know that city attorney Jennifer McGani has received questions
from quite a few council members. So Jennifer, if you'd kind of talk about that bill and next steps if the council wants to consider action, I appreciate it.
Certainly. Vice Mayor, council members, Jennifer Mana, city attorney. This the legislature this year passed a bill that amends state law to expands of liquor sales in Kansas during the period of the World Cup from June 11th through July 19th. This opens it up for municipalities to opt in to expand their own ordinances. We would have to have an affirmative vote by ordinance to opt in. Um now the part of the bill for transient um short-term rentals is um is applicable without opting in. We are expected to expedite processing for short-term rentals. for the alcohol um to open club hours. The law would allow 23 hours a day of um alcohol sales um with the exception of 5:00 a.m. to 6:00 pm.
Yes. 5 a.m. to 6 a.m. 5 a.m. to 6 a.m. Thank you. Yeah. Yeah. So that is 23 hours a day during that period if the city um chooses to do so. Do do we have the option of altering that or do any of these bars have to have like our World Cup events or can they just No, they they can just stay open. There's no tied to no special event. It's just a question of whether the city wants to change its ordinance. Are there any games during the 2 to 5 a.m. hour? Oh, you pass my subject matter knowledge. Anybody know that? I'm going to have to defer to someone who knows potentially be watch parties for other, you know, that other teams that people are interested in. Okay.
Um, but I think we need to decide and make a move sooner than later so that clubs and bars can um have enough time to plan their events and get the word out so to make it worth your time and while. Yeah, I saw the news. I think Hudson passed it. Do we have any popped in? Yeah. Do we have any options as far as altering kind of some of the parameters if we we could I mean the state has opened the door to 23 hours a day you could do lesser I guess if that's what you're considering. Something like that. I mean just wondering what our options are. How does that impact common consumption in Delhina? It'll change the hours of common consumption. Is it 10 a.m. to 10 p.m. That won't change. Yeah, that won't change.
This is Yeah. For sales. I think the only thing that I would probably be interested in is whenever the games end. Um, but if there's like a game, because most of it's in North America, so the games aren't going to be going like, you know, if it was in Europe, then we might be having a 3:00 a.m. game, but I don't know if in North America we would be having a 3:00 a.m. game. So, it's the will of council. And Jennifer, if you don't mind, you could do a blue me blue memo just kind of outlining the bill and the impact and then considerations based on questions we heard today. We talked to some other cities around end of June. It would be the June 11th and the 19th. Those are the dates that we could open it up. The we the window that the state allowed
June 11 to July. Yes, you can tell here the soccer fans are here. Okay. Well, we're kind of Can we talk to police too to get their thoughts as well on that? I mean, that's always part of the thing. If we want to change club hours, it' be a good thing to consult.
So, we'll get a memo to the council. Shifting to May 26th. 26 is a workshop agenda. Shannon's working with staff to develop some workshop items that will presented uh be presented that day. Largely, the remainder of the items are typical items that you would see on the consent agenda. Uh so preliminary estimates, design, service agreements, property acquisitions. Jennifer and I briefly talked about it this morning, but I haven't had a chance to talk to Chief Seldon. I think we could bring both pieces of this together for to you next week for consideration as soon as May 26, June 2nd. I'm just asking because Oldtown, some of the businesses in Oldtown didn't know that we had to opt in. So, I just want to make sure that any businesses either have time to prepare or have time to tell people that Wood's not participating. As part of that, can we look at the hours of like when the games are going on in the memo? I will just when the game likely will end. Okay. I'm curious why 5 to six, but give Yeah.
