Uh, yes, sir. Mr. President, I just want to thank several city employees who uh came to a town hall last night. It was very much seen by uh the residents that were there and appreciated having their expertise. Uh and so uh for Miss Wendy Robinson, Nicole Miller, Mike Castile, and Sergeant Aeund, uh with the police department, I just have a lot of gratitude. That's it. Mr. Vn, I'm working on the record here. Uh I got a couple things then. Uh the paperwork we I asked for the paperwork for the uh approval of the sports complex the site. [music] Have we received any documentation that the council can have?

We received a we've received a uh confirmation that they've submitted it that the uh site we'll get that the other thing is uh Mr. Harvey asked me to ask about the paperwork to show contributions to Sier Street Fund and enterprise extension funds [music] that we uh discussed in the last meeting. It said uh that those documents would be given to the council. Do you want a status report on it or when we going to get them? But we we we pulled down all the allocations that went for uh enterprise. So we still have to pull the ones for Sier. Okay. So that mean and it goes back to when uh from the first construction too.

Okay. Um, we were supposed to receive a final copy of the Lake Charles rebound projects. [music] Mr. um, Mr. Cardone was working on it and he had spoke. I think I was the last one that he had to talk to, right? And he had that in order. That'll be forthcoming as well. Yeah. Yeah. Uh, Miss Wendy, I I should have emailed you, but I just wanted confirmation. [music] Have we moved that speed bump on uh 22nd back? Remember when we we spoke about it a couple of months ago? Speed bumps out.

Yeah, we put them out, but one of them we had put too far up. You remember we discussed it. The uh email just said that the uh the resident when we come when you're coming off of Fifth Avenue between 22 [music] and 23, we put it down, but we put two of them too close. So, you got a good speed when you get off of Fifth Avenue? I want to say we did that, Mr. Markx. Uh, I will go back out there and check. Please do cuz he he left a message on my phone that we that they were too close together. Yes, [music] it's it's on the right. If if you turn off of Fifth Avenue onto that alley, it's right there.

No, it's not. That's where we would like it. [music] you know, when you turn there, we would like it to be right before that first driveway because they got a good a good [music] space to to gain speed in that alley. Okay. Matter of fact, I when I get off tomorrow, I'll take you some pictures and that'll give you clarity on Okay. I I I I think I know that, but I'm going to check back to with our um with our traffic and comms, too, because coming turning off of there and to get right to the speed bus, you know, it's a good little ways from the from the turn on. But I mean, putting putting one there, we just want to make sure that it's it's it's where Yeah, because I think the old one was there previously and we replace them with new ones. We just want to make sure that we're following all the guidelines as well, but I'll check as well

and I'll get you some pictures of Thank you. Uh, I got a complaint from [music] Mr. I wasn't supposed to say his name, but a guy, Miss Paula, uh, you remember him with the blue van and had all the cars in the yard in that same area. Well, he called me back and say some of those cars, they put some more cars back there. So, if we could look at it again, it's in that you you remember the one I'm talking about had the blue van. They thought some drug activity. We have that property scheduled for hearing. We're just waiting for the hearing date. Good deal.

So, uh, you know, irregardless if he puts cars there or takes them away or whatever, if he's not completely compliant, it moves forward. Okay. Gotcha. Uh, do we have any [music] progress on the plans for the hotel between the city and the the group that we were dealing with talking about? Renew Lake Charles. I don't know. I can't remember what it was called.

That's who it is. they they've uh they want us to update the uh the the the hotel study, the CBRE documents to reflect the sports complex and any type of uh changes with that. So, we're talking to them uh on two fronts. One is what would be the cost of that because that's that was a commission study that the [music] city did. they want us to do it at our expense and also looking at if we do that, do we need to go back out for another RFP? Because if the uh if the if the landscape has changed for that, do we need to do an RFP just to make sure we getting the best the best competitive uh project on the lakefront? So, if they don't choose to pay [music] for that, that halts everything.

No, we we can we can pay for it. It probably it's probably a valid request, but if we do that, we're seeing if we have to do another RFP for uh proposals on that. Gotcha. Gotcha. Uh the other Did we ever clear up? I know we went uh Mr. Stuts, we decided to go with the um what is it called? The plat number instead of the address for the uh across the street from gospel. Correct. We corrected it. Well, we did it in the ordinance last week, didn't we? We we put it under the um what's the number called? Number so that that that was suffice last week at the meeting. Correct, Mr. Renee? Yeah. So, we the ordinance itself was amended by y'all and it references the parcel number.

Okay. So, the parcel number was good enough to go. It is. Yeah. And once you pull that parcel information, it actually has the uh property description. Okay. I I want to bring back up. We talked about this mayor maybe in your first couple of weeks. We used to have a citizens review board or I might be using the wrong name, but we had a citizens board that was um communicated with the police department. It was formed. I think you might have been on the council. Miss August talked about she was a part of it. I remember that. Yeah.

Yeah. I I would like for us to look at renewing that, bringing that that board back. I don't know. uh might have to tweak some things with it or [music] find the information that governed it before, but I think that that would kind of help our police department out as far as having a um I guess a direct line to the community, you know, having some people speak [music] from the community or deal with them on a regular basis. So, if we could look into that, see about bringing it back.

Okay, I I'll look at that. I do I do recall it. I'll find out what the parameters were and give a report back and see if we need [music] to tweak anything. Okay. And the last thing I have, I wanted to pick your brain to see do you think we need to I for my understanding we're coming up close to the moratorium put on all the houses that we were tearing down were allowed to leave slabs. We talked about it before and I think we coming [music] up on that time. Can we do some sort of media blitz or send some sort of notice out [music] to all of these uh particular properties so they'll know they have a limited amount of time to crack that slab and move it. Okay. We did that

because we going to run into another problem with that if we don't get out in front of it. Um it's on the slab removal that's already torn down. Yeah. What we did when when we first started tearing these houses down, we were allowing them to leave the slabs. Okay. But we had made up that we were going to come back after a certain time and they would have to remove those slabs, you know. So, it's a lot of properties out there still with slabs. So, that would be I'm taking it that that means that the property owner that they our first responsibility to do it at their cost and if we go and do it, we put a lean on their property. Exactly. All right. Okay. Wasn't it 9 months, Mr. Marks? You see? I

I think we had gave them I want to say a little over a year. Okay. because we were still But I'm I'm looking at this list today that we got, which is awesome compared to what we was doing before. Yeah. You know, so we don't want to uh defeat the purpose of tearing all the houses down and we still got all these slabs. Uh other than that, that's all I have right now. We have a few um we have a few well, one person that wanted to speak [music] at this time for the uh community to speak, Mr. Gary Jackson. State your name and address for the record, please.

My name is Gary Gerard Jackson. I reside at 2335 Klein Street. [music] Mhm. And what is it that you want to talk about? Okay. The issue is uh I wanted to talk about 1103 Fornet Street. No longer have a house there, but but uh that's why I'm here. Um, I got instructions from Mr. Rubin about 6 weeks ago. Mhm. To request a meeting with Mr. Hester and his supervisor, Doug uh Begaris and they were supposed to invite somebody from the fifth floor uh community development. Mhm.

Uh 6 weeks I been waiting. I haven't heard anything about a meeting or anything else. What was the meeting supposed to be [music] in regards to? In regards to 11:03 for Street. They they tore the house down and I was asking for more time because I had to do a double succession. Uh they told me on the fifth floor, somebody [music] told me from the community to go up to the fifth floor and and ask them did they have a program. They said, "Yeah, if your house damaged that bad, we would tear that house down and and and uh build you another one." But the thing what about it is is they said I couldn't get on the list at that time that I had to have the property in my name. Mhm.

So somebody from the fifth floor directed me to a Southwest Louisiana law firm which I paid them to do a double secession and all this time I'm telling them I need more time. But they tore the house down two days before I got the property in my name. Did you come up here for an extension? I've been I' I've been coming up here uh you know I came on February the 27th of last year. Uhhuh. [music] And they told me in that meeting that they gave me time to tear it down myself. Uh they was going to tear it down when I come back 30 days later. So I came back 30 days later and told them no. I couldn't find nobody to tear it down.

But you know they told me I was talking to the wrong person that u Mr. Hester didn't. But that's the only one who put the sign on the house. Okay. But since [music] then, uh, he told me to request a meeting about that from these different departments. Okay. So, the meeting you did request the meeting. You just waiting for the meeting to happen. [clears throat] Yes, sir. Oh, well, I can tell you this much. Mr. Bear has been out for a while. I think he's scheduled to be back tomorrow. Okay. So, if it's all right with you, could you check back with Mr. Rubin tomorrow and we'll have some get [music] some status report on it, Mr. Ruben, I'm sure. Okay.

I have a question. You said that uh this that you had talked about this in February of last year. A few months ago. No, February of last year. They called me in to tell me tell me that the house had to be torn down. The house had to be torn down. So they gave me 30 days. So in that 30 days, you know, you know, I didn't [clears throat] find anybody to tear it down. So when I came back to report and oh it ain't been torn down, they put in motion to tear it down, but at the same time I was waiting on these papers [music] to come in. I guess the question is that was more than a year ago. Did you come back before this council the body and ask for more time?

No. Okay. That no I I didn't come back before them. You know I I thought the house was torn down. That was it. But, you know, uh I believe I didn't get have enough time after I done told him, you know. Well, well, [music] Mr. Jackson, if you don't mind, mayor, you do? Yeah, I have to. If you don't mind, can you check back with Mr. Ruben tomorrow? Yes, sir. And we'll get some sort of information about where we need to go from here if there's anything we can do. Okay. Because uh if when y'all do get me a meet a meeting, uh my sister would I'm not a business-minded person, but my sister want to, you know, be at the meeting so she could explain everything. When the meeting is set up, you can bring whoever you want to bring.
