I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Welcome everybody. The first order of business will be the roll call. Let the record show that all five members are in attendance. The second order of business to approve the minutes of the regular planning commission of meeting July 8th, 2025. I'll move to approve.
Second. And then we'll let the record show that Commissioner Fitz um has made the first motion and oh no Becker, sorry, excuse me, Becker and then Fitz did the second. Then we'll vote on it with um Commissioner Angular abstaining because he was absent. I I thank you. Let the record show there's four eyes and one abstaining. On to item C, written communications. There are no written communications today.
Thank you. On to item D, oral communications. Members of the public are invited to address the planning commission on any item not listed on the agenda. Public comments are generally limited to a five minutes per speaker. Please note that state law prohibits the commission from acting on non-aggenda items. Anyone? Nope. Okay. And there are no public hearings tonight, which will move us on to item F, staff reports. F1 adopt a resolution approving a 2-year extension of the expiration date of the vesting tenative map track 8665 for the Cedar Boulevard town homes project at 386000 Cedar Boulevard APN's 92A-2585-12-1 and 92A-2585-31. The project The project is exempt from further environmental review pursuant to the California Environmental Quality Act guidelines section 15061B and three. Turn it over to Joseph. Awesome. Cool. Thank you. Uh good evening uh chairperson and commissioners. Uh my name is Joseph Lapat, the associate planner uh with the community development department. Uh the item that I am presenting is a 2-year extension request of the expiration date of the best intended map track 8665 for 76 unit residential development located at 38600 Cedar Boulevard. The project was approved by the city council on September 14, 2023 and will expire two years from the approval date on September 14, 2025. The previous applicant for the project
was Wayark Development LLC and the previous property owner was Cedar Boulevard Town Homes LLC. Taylor Morrison of California uh LLC did acquire the property back in March 2024 and became the new property owner. Uh the new applicant is Mark Currington who is a forward planning director for Taylor Morrison. The project included a design review for the design of the site, buildings, and associated improvements. It also included a minor use permit to allow a building height of 37 ft and a wall up to 18 ft tall along the rear and side property lines. And lastly, uh it also includes a vest and tenative map to create one common lot and 76 condominium units. The approved site plan for the project is included in attachment two of the reports and it's also on the screen. I'm also going to show uh the renderings of the project that was part of the approval. The extension request for the vesting tenative map is being presented to you tonight due to amendments to the subdivision ordinance approved in October 2023 which includes changing the review authority for the time extensions of the tenative maps for tenative maps originally approved by the city council. The planning commission may extend the expiration dates of approved or conditionally approved tenant subdivision maps for up to two years. As for the approval of the designer view and minor use permit entitlement, an extension request is not required since the applicant has obtained some of the required permits and construction has started for the demolition of the existing structures and utilities and for remedial greeting. The applicant is requesting an extension for the vested tenement map due to additional time needed to complete the processing of the project's improvement plans and final map. Since the entitlements were approved in September 2023,
substantial work and progress have been made in preparing and processing the development plans for this project, including the improvement plans, final map, residential building plans, and the grading plans. Based on the information provided in the staff report and presented this evening, staff recommends that the planning commission approve by resolution a two-year extension of the expiration date of the best intended map for the project. If the two-year extension is approved, the new expiration date would be September 14, 2027. That concludes my presentation. I'm happy to answer any questions. We do have a representative from Taylor Morrison, Jennifer Skiillings, uh, who is in in attendance to this meeting and can answer any questions as well. Thank you.

Good evening, chairperson and commissioners. Um, I am not Mark Currington. I'm Jennifer Skellings with Taylor Morrison. Mark actually is leaving Taylor Morrison, which I'm really sad to say. I know he wanted to see this one um get across the finish line. Um we're very very close. So, thank you, Joseph, for your your staff report and presentation. He sums it all up. It's it's relatively simple. We have made an enormous amount of progress in the 18 months since we acquired the project. It is completely demoed, flattened. We've done um significant improvements underground to stabilize the soil. I know that the ropes and site did something similar, but we are now complete with that. We have a grading permit in hand um and we are ready to get started. I think we are actually a week or two away from having approved improvement plans and are on the uh city council agenda for September 11th. So, we may not even need the extension, but we also don't want our entitlements to be at risk because we've got quite a bit invested. So, um that's all from me, but I do appreciate your support and consideration and I can answer questions. I just want to thank you for being proactive and so that doesn't and I saw all the work being done there and I appreciate that even with all the trucks and all the movement cars have still been able to get through there
and so that thank you for that. It hasn't called like rose box and you've always cleaned up the dirt because I know the streets have got lots of dirt but you it's always been cleaned up and it's always been nice. So thank you for that. Thank you. And really we're on the agenda tonight because Joseph scrambled to to get us there. So, I do appreciate your efforts on that. When do you anticipate completion? Oh gosh, that's always a question. Next, you're going to ask me how much we're going to sell the homes for, right? Um, we well, we want to start land development here in the coming weeks and, you know, undergrounds and and all that. We would expect to be starting home construction in early 2026.
And with, you know, 77 homes to build, it'll be a two-year, you know, build out. and hopefully that homes sell well and quickly and I don't know what we're going to sell them for at this moment but um but we're really excited to be building and with you know great neighbors uh with the Robson project next door. On to item G, commission matters, report on city council actions. Yes. um uh reporting on a uh project that was previously approved, reviewed and approved by the planning commission. Um on July 24th, that um same item, which is the prologus project, went to city council as a call for review application. Um the council uh deliberated and ultimately decided to uphold the decision of the planning commission by a 4 to one vote. Um and the C for the privileged project um remained approved. Great.
